Greensburg police subject arrest warrant for Unity plumber

March 27 – Greensburg police are looking for help locating a plumber who allegedly took $13,900 from a townsman and failed to replace a sewer line.

Investigators said in a Facebook post that Unity’s Mark Loughran, 52, who runs ML Plumbing, has an arrest warrant out for home improvement fraud.

“Loughran is aware of his warrant and has not responded to our attempts to contact him,” police said.

The Westminster Avenue resident told police she hired Loughran in June to remove and replace a clay sewer line. The original estimate was about $9,900, and Loughran charged an additional $4,000, authorities said.

In December, sewage was backing up in the home’s basement, and another contractor confirmed clay pipes had not been replaced, according to court records. A bid for the other contractor’s job was $7,500.

A warrant for Loughran’s arrest was issued in February when the charges were brought.

ML Plumbing has an F rating from the Better Business Bureau. A warning on its website in September says consumers have filed complaints and the company hasn’t acted on them.
