OAKLAND — A San Francisco man who was killed in a drive-by shooting on Sept. 8 after attending a funeral service in Oakland was identified by police on Friday as Dominique Miles, 40.

A 22-year-old San Francisco man who was an acquaintance of Miles was also injured in the shooting and is still recovering, according to authorities.

A motive for the shooting could not be determined. There were no arrests.

The shooting happened just before 6 p.m. on September 8 on the 300 block of 27th Street, about half a block west of Broadway.

Miles and the other man had just left a wake in a hall in the area for a person they both knew had died. Miles was in a parked vehicle on the north side of the street and the other man was outside the vehicle.

A vehicle drove by and someone inside began shooting at the men. Miles was wounded multiple times and later died in a hospital. The other man was hit at least once and had to be transported to a hospital himself.

Oakland Police and CID are offering a reward of up to $15,000 for information leading to the shooter’s arrest. Anyone with information can call the police at 510-238-3821 or 510-238-7950 or Crime Stoppers at 510-777-8572.

As details of the elementary school shooting in Uvalde, Texas, continue to unfold, San Francisco Giants manager Gabe Kapler wrote on Friday that he is “not okay with the state of this country” and that he “felt like a coward” for not protesting “the lack of delivery on the promise of what our national anthem represents.”

Moving forward, Kapler told reporters on Friday that he doesn’t plan on taking the field for the national anthem “until I feel better about the direction of our country” and that he needs more time to consider specific actions he might suggest be taken to prevent more tragedies of this type, such as stronger gun control laws.

Kapler, in a blog post published earlier Friday on his lifestyle brand website, said he was disappointed in himself for not making some sort of protest during the playing of the national anthem Wednesday.

An 18-year-old gunman killed 19 children and two teachers Tuesday at Robb Elementary School in Uvalde, Texas. In Buffalo, New York, 10 people were killed May 14 when an 18-year-old gunman opened fire in a supermarket. Both gunmen were using AR-15-style assault rifles.

“When I was the same age as the children in Uvalde, my father taught me to stand for the pledge of allegiance when I believed my country was representing its people well or to protest and stay seated when it wasn’t. I don’t believe it is representing us well right now,” Kapler wrote.

“… Every time I place my hand over my heart and remove my hat, I’m participating in a self congratulatory glorification of the ONLY country where these mass shootings take place. On Wednesday, I walked out onto the field, I listened to the announcement as we honored the victims in Uvalde. I bowed my head. I stood for the national anthem. Metallica riffed on City Connect guitars.”

2 Related

Kapler said he wanted to make some sort of gesture, but said he was conscious that it could be misunderstood as an act meant to be offensive “to the military, to veterans, to themselves.”

“My brain said drop to a knee; my body didn’t listen. I wanted to walk back inside; instead I froze. I felt like a coward. I didn’t want to call attention to myself. I didn’t want to take away from the victims or their families.

“… But I am not okay with the state of this country. I wish I hadn’t let my discomfort compromise my integrity. I wish that I could have demonstrated what I learned from my dad, that when you’re dissatisfied with your country, you let it be known through protest. The home of the brave should encourage this.”

Prior to Friday’s game against the Cincinnati Reds at Great American Ball Park, Kapler said he plans on refusing to take the field for the national anthem to protest the nation’s political direction following this week’s school shooting in Texas.

“I don’t plan on coming out for the anthem going forward until I feel better about the direction of our country,” Kapler told reporters. “I don’t expect it to move the needle necessarily. It’s just something that I feel strongly enough about to take that step.”

Kapler is the latest example of how several notable sports figures — including Golden State Warriors coach Steve Kerr — have used their platforms over the past few days to plead for action to combat gun violence.

On Thursday, the social media teams for the Tampa Bay Rays and New York Yankees collaborated in an effort to raise awareness about gun violence in the United States. Throughout the game, the teams posted identical facts — attributing where they got them — in concert with each other to their combined 4.25 million followers on Twitter.

The Associated Press contributed to this report.

DONNER SUMMIT (CBS SF/AP) — A fast-moving storm front dumped about 2 feet of snow at the UC Berkeley Central Sierra Snow Lab nestled near Donner Summit, but warming temperatures were quickly melting away the Spring bounty.

“We received some #snow in the last day but rain moved in, melted it, and it turned to ice overnight. So, we have only 0.6″ (1.5 cm) of #snow to report this morning,” the researchers tweeted on Sunday.

They also posted a photo of infiltration channels — a sign of water moving in the snowpack.

Did anyone order some late-season #snow? Because we’ve had 7.5″ (19 cm) of snow overnight, 25.6″ (65 cm) in the last 2 days, and 39.4″ (100 cm) in the last 7 days!

It is still dumping out there and more is on the way this week!#CAwx #CAwater pic.twitter.com/W0wGfzKhUK

Still, holiday weekend skiers were flocking to the slopes Sunday, enjoying some last-minute spring skiing.

Mammoth Mountain in the eastern Sierra reported a foot of fresh snow. The resort has said it would now remain open to skiing and snowboarding until Memorial Day.

Lake Tahoe resorts also reported significant snowfall. Drivers heading up to the mountains were urged to use caution because of slippery conditions.

Parts of Northern California including the Bay Area could see pockets of rain for much of the coming week thanks to an unsettled weather pattern stalling over the region, the National Weather Service said.

The welcome precipitation could help slow the start of the fire season, but won’t do anything to alleviate the state’s drought, said Matt Mehle with the weather service office in San Francisco.

“What this rain is doing is bringing moisture and allowing grasses and finer fuels to grow and green up,” Mehle told the San Francisco Chronicle. “It will alleviate fire concerns, at least for the short term.”

The wet spring weather follows an exceptionally dry winter that leaves California facing another year of drought and tightening water supplies.

The Sierra Nevada snowpack, a key part of the water supply, was just 30% of the April 1 average, the date when it historically is at its peak, the California Department of Water Resources said earlier this month.

Even before the cause of the deadly campfire is cleared, California lawmakers are drafting laws to protect PG&E from massive fire-related liabilities.

“We want to send a signal to the financial markets that we are not going to let the utilities flutter in the wind,” said Kellie Smith, chief adviser to the state committee on utilities and energy, on Tuesday. The bill is expected to be introduced by Los Angeles County’s Democratic Rep. Chris Holden, who chairs its main legislative body.

The bill is expected to protect major California investor-owned utilities from wildfires.

“What a happy Thanksgiving gift for PG&E shareholders, directors, and executives to enjoy this holiday weekend as over 12,000 Butte County residents spend Thanksgiving in shelters, tents, or their cars, with some mourning their deaths or despair over their missing “Said Senator Jerry Hill, D-San Mateo, a frequent critic of PG&E, on Tuesday.

The idea behind the expected legal framework would be to ensure that financial liabilities resulting from destructive forest fires in 2018 like the Camp Fire in Butte County don’t destabilize a major utility like PG&E.

Governor Jerry Brown signed SB 901, a comprehensive law to end past, present, and future California wildfires, in September, brushing aside criticism that the move was a bailout for PG&E that came with a troubling mountain of inferno-related liabilities is facing the the Wine Country and other regions in October 2017.

This bill created a smoother way for state regulators and PG&E to pass costs on to the company’s customers with higher monthly utility bills. SB 901 requires the powerful state commission on public utilities to conduct a stress test to determine the maximum amount a utility and its shareholders can bear without going bankrupt. SB 901 contained a narrow provision to include the wine country fire storms, a number of which were believed to be caused by PG&E devices.

The new legislation appears to address the bug in SB 901 that primarily applied to fire liabilities in 2017 and potential fires in 2019 and years thereafter, but not specifically applicable to fire disasters in 2018.

“There will be a time and a place for all of this, but for now PG&E is solely focused on helping first responders and helping our customers recover and rebuild,” said PG&E spokeswoman Andrea Menniti on Tuesday.

Ultimately, the legislation is designed to prevent a utility company from going bankrupt in connection with the forest fires, and that protects customers, Smith said.

“When a utility goes bankrupt, it will do a lot more harm to tariff payers than this mechanism we create to make the utility pay until it hurts,” said Smith. “The idea is to make the utilities pay until it hurts.”

San Francisco-based PG&E is using the specter of bankruptcy to alert state lawmakers and regulators to come to the rescue, Hill says.

“PG&E is using the bankruptcy bogeyman to scare lawmakers,” Hill said. “You could have a PG&E payment plan for many years, which BP did after the Gulf oil spill. Instead, PG&E is always looking for the easy way out, no matter how many people are affected. “
