<p>(KRON) &#8211; Three people were injured on Friday night at San Francisco International Airport (SFO) after being attacked by a man wielding a sharp weapon, according to an SFO spokesperson and San Francisco Police Department.</p>
<p>A suspect was arrested following the attack, police say.</p>
<p>		Couple charged with 22 counts of theft in crime spree	</p>
<p>At approximately 6:00 pm the man drove a vehicle to SFO and entered the pre-security area of ​​the International Terminal, which is accessible to the public.  He then walked through the departure terminal and took out the weapon, police say.</p>
<p>The man then assaulted three passing travelers with the sharp object, according to Doug Yakel, the public information officer for San Francisco Airport. </p>
<p>The SFPD was not able to confirm the weapon used, but witnesses described it as an edged weapon resembling a machete.  The SFPD currently believes the attack was a random and isolated incident, and the suspect did not appear to know the victims.   </p>
<p>All three of the injured passengers were treated for cuts and scrapes before continuing on their journeys.  Yakel said there was no other impact on airport operations. </p>
<p>The SFPD has not released the identity of the suspect, and the charges are still pending due to the active investigation.  Anyone with information is urged to contact the SFPD at 415-575-4444 or text a tip to TIP411.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; Carl White expected to be greeted by a chaotic scene when he arrived at San Francisco International on Sunday for his flight home to the UK after taking his family to the Bay Area over the Thanksgiving holiday had visited.</p>
<p>But instead, the lines moved smoothly and there were few delays.  The experience for most travelers was surprisingly stress free.</p>

<p>&#8220;We&#8217;ll be here probably six hours before departure &#8211; way too early,&#8221; said White.  “I&#8217;m just trying to avoid the traffic on the way.  Although we didn&#8217;t really come across one. &#8220;</p>
<p>For White and Samantha Jayasuriya, it was their first trip since the COVID pandemic started in 2020, so they just didn&#8217;t know what to expect specifically on such a busy weekend.</p>
<p>&#8220;We definitely had some concerns,&#8221; said Jayasuriya.  &#8220;We had a great time in the US and bonded with the family we haven&#8217;t seen in two years, so that&#8217;s important.&#8221;</p>
<p>Kendyl Stewart said she was pleasantly surprised when she went through SFO too.</p>

<p>But Stewart has been aware of COVID and remains cautious.</p>

<p>Lisa Qiu Li was the only person working on the ground a few weeks ago.</p>
<p>As a housekeeper at the Hotel InterContinental San Francisco, she has lived in San Francisco for more than 25 years &#8211; and has worked in hotels for 20 of them.</p>
<p>But on that August day she was confronted with a hotel guest.  He was furious about the lack of new towels in his room and asked her to give him some immediately.</p>
<p>She had already given the last set to another customer who had just asked about it.</p>
<p>He broke out.</p>
<p>“He gets really mad at me and yells at me, &#8216;Is that a new towel?  Give it to me! &#8216;”Recalls Li.</p>
<p>His harassment became so aggressive, Li said, that she feared he would physically beat her.  She was hiding in the room she was cleaning up.</p>
<p>&#8220;I was really, really scared, and then I called the manager,&#8221; she said.</p>
<p>Li peered through the peephole, and when she saw that the customer had left, she ran to the elevators and asked to be moved to another floor &#8211; where hopefully she would not be bothered again.</p>
<p>Service employees of all stripes have dealt with bad people, especially during the pandemic.  Poor dump trucks, unruly passengers, annoying customers;  Rudeness and a lack of tact on the part of some members of the general public are a feature of working in any service industry. </p>
<p>But incidents like Li&#8217;s are becoming more common (and arguably less well known) for a variety of reasons. </p>
<p>The accommodations travelers were used to before the pandemic &#8211; think the daily cleaning of hotel rooms, fast room service, nightly bar service &#8211; have been all but eliminated by the coronavirus.</p>
<p>Eventually the hotel industry &#8211; like other minor facets of the travel industry &#8211; was hammered hard. </p>
<p>Statistics from the San Francisco Travel Association estimate that hotel room demand was down 68% year over year in 2020 &#8211; the largest decline in at least 11 years and perhaps one of the largest declines in the country.</p>
<p>And while other service industries are on their way to recovery from the pandemic, as first reported by SF Weekly, the San Francisco travel industry has recovered more slowly than other industries.</p>
<p>But hotel workers and the unions they represent are especially angry that hotels continue to fall short with their workers even as the tide begins to stabilize for the travel industry as a whole.  Li told SFGATE that there are at least 30 to 40 other cleaners who are still on leave and are still waiting in the wings to get back to work. </p>
<p>This, coupled with the phenomenon of “revenge voyages” &#8211; the influx of jet-set tourists following a catastrophic event such as a pandemic &#8211; has created a confluence of problems for hotel workers.</p>
<p>Blanca Reyes coordinates housekeeping in the Hilton Financial District.  She has worked for hotels for 31 years and says the work in the past few months has not been comparable to any experience in her three decades in the industry.</p>
<p>&#8220;It&#8217;s not like it used to be, it used to be very different from now.&#8221;</p>

<p>Reyes told SFGATE that Hilton hotels have stopped cleaning all rooms on a daily basis (unless otherwise requested), which means that she has had to take angry calls from visitors for most of her shifts.</p>
<p>&#8220;The real stress we have is that the hotel, the company, didn&#8217;t assign the occupied rooms to be cleaned every day,&#8221; she said.</p>
<p>And, as Li noted, hotel guests who visit tend to stay much longer, which means that already strained housekeepers are forced to clean thoroughly after more guests.  It is an added burden for workers who are already suffering from staff shortages.</p>
<p>This leads to incidents like the one she saw recently when a customer called her one evening and asked why his room was dirty.</p>
<p>“I said: &#8216;We don&#8217;t have any housekeeping on duty at the moment, everyone has gone home&#8217;. [he said], &#8216;You have to explain to me why my room isn&#8217;t ready,&#8217; &#8220;she said.</p>
<p>“So I just tell him what the situation is like, why we don&#8217;t clean [his] Room.  And he starts telling me, &#8216;Bitch, you have to tell me why my room isn&#8217;t ready.&#8217; &#8220;</p>
<p>She endured worse verbal abuse, but she refused to utter the words used to hit her.  And with this harassment comes the fear of physical harm to workers.  A 2015 study found that eight out of ten female hotel workers have experienced verbal harassment and incidents of assault and assault on workers have surfaced across the country.</p>
<p>Hotel workers in San Francisco won a strike in 2018 that guaranteed them &#8220;panic buttons&#8221; in dire situations. </p>
<p>A Hilton spokesman told SFGATE that workers are receiving &#8220;de-escalation training&#8221; with guests and that their hotels are actively looking for more workers. </p>
<p>&#8220;These hotels are working to ensure that they continue to provide a safe environment for both guests and team members,&#8221; the Hilton spokesman said in a statement to SFGATE.</p>
<p>(IHG, which manages the InterContinental, did not immediately respond to a request for comment from SFGATE.)</p>
<p>Sure, one could argue that given the challenges of the pandemic, hotels need to keep costs down &#8211; be it by reducing hours for workers or reducing amenities for visitors.  But now that travel is rushing again, the challenge of dealing with angry guests rests right on the shoulders of cleaners, cashiers and other hotel service employees.</p>
<p>May Lee works at the in-house Grab and Go at the Hilton in Union Square.  And almost every other restaurant and food service in the hotel, she said, is closed for much of the week &#8211; even as hundreds of rooms fill up.  This has resulted in long lines in front of their store, disgruntled customers and increased stress for guests and workers.</p>
<p>She remembered a guest waiting in line who was &#8220;so loud and angry that I could feel everyone in the cafe watching&#8221;.</p>
<p>And she knows that the guests won&#8217;t want to visit the hotel again because of a lack of staff.</p>
<p>&#8220;I&#8217;m so frustrated that we want to provide &#8230; good service to our guests so that they will come back,&#8221; she said.  &#8220;Why do guests come back when they expect our hotel to be so tight that everything is closed and we can&#8217;t even do the basic things?&#8221;</p>
<p>As it stands, Lee&#8217;s fears are not entirely unfounded.  At least four prominent hotel operators have announced plans to cut staff costs, the largest operational cost of running a hotel.</p>
<p>A Guardian report confirmed that at least three different hotel chain executives have pledged to cut full-time employees on investor calls.</p>
<p>The latest report on hotel cuts is from Hilton, which has two employees who spoke to SFGATE.</p>
<p>&#8220;The work we are currently doing with each of our brands is aimed at bringing them higher margin business and greater work efficiency, particularly in the household, food and beverage and other sectors,&#8221; said Christopher Nassetta, CEO of Hilton during a February call with investors, several outlets reported.</p>
<p>Li, Reyes, Lee, and other San Francisco workers know they will be the ones to take the outrage over the cost reduction.</p>
<p>“Sometimes we&#8217;re the only ones working on the floor all day,” said Li. “The guests only see us, the guest doesn&#8217;t see the manager, they don&#8217;t see the boss on the floor, right, they only see the housekeeping see the ground so the hotel infuriates them and the guests [get] mad at us. &#8220;</p>
<p>None of the hotel employees really blamed the guests for being so angry.  It just hurts that their anger is out of place.</p>
<p>&#8220;I&#8217;m not blaming them for having reasons, but it&#8217;s not because we created this problem,&#8221; Reyes said.</p>

<p>Some travelers are gradually returning to San Francisco International Airport after the pandemic devastated the local aviation industry on an unprecedented scale.</p>
<p>Nine airlines resumed regular international flights to destinations such as Hong Kong, Tokyo, Paris, Copenhagen, Vancouver and other cities around the world during the month, according to a press release on Wednesday July 22, with more expected as early as August .</p>
<p>While the additional activity shows a sign of life for an industry torn by COVID-19, airport spokesman Doug Yakel was moderately optimistic that a return to normal could soon be in sight.</p>
<p>&#8220;We expect an additional international service to return in August, but this is very speculative as airlines are scaling back their plans to resume more flights due to the increase in COVID cases,&#8221; he said in an email.</p>
<p>To illustrate the projected growth, 330 international flights are scheduled for Monday, August 31st &#8211; more than double the 127 international flights that took place on Monday, July 20th, according to a recent report from the Airports Commission.  1,826 domestic flights are also planned for the end of August, compared to 1,514 at the end of July.</p>
<p>The report also notes that scheduled flights are subject to airline judgment and the metric is a poor measure of traveler tracking with so many seats left empty on any plane.</p>
<p>Should the airport&#8217;s 579 international flights and 2,811 domestic flights scheduled for early September take place, those numbers would still be a long way from the 816 international flights and 3,298 domestic flights that occurred at the same time last year.</p>
<p>The report further details the drop in travel, saying that 200,261 people were processed at the airport security checkpoints in July &#8211; about 1.2 million fewer than in the same period last year.</p>
<p>To that end, tourist traffic plummeted in April when only 69,217 passengers passed through security &#8211; a 97% decrease from the same time last year when approximately 2 million passengers passed the gates at the Bay Area&#8217;s primary gateway.</p>
<p>Similarly, 117,186 people walked through the gates in May, steeply less than the 2.2 million who traveled through the previous year.  Alternatively, the airport&#8217;s traffic in January and February before the outbreak of the coronavirus was roughly the same as last year.</p>
<p>Tourism officials have said the sudden drop in tourist traffic is extraordinary, comparable only to the declines in the industry following the September 11, 2001 terrorist attacks.</p>
<p>In the years before the pandemic, annual records were regularly set at the airport for the number of people entering and leaving.  In 2018, officials said the airport had hosted 58 million passengers.  Last year it was ranked the seventh largest airport in the country and had an estimated annual turnover of 8.4 billion US dollars.</p>
<p>As travel trends have changed, so have the demands on travelers.  Face masks are required at the airport, social distancing markings and plastic barriers have been installed in public areas, and thorough cleaning is much more common, according to the facility&#8217;s website.</p>
<p>In addition, more than 350 hand sanitiser stations have been set up, and the Transportation Security Administration has relaxed bans that allow travelers to take a small bottle of hand sanitiser on an airplane.</p>
<p>Food and drinks are available in the terminals and restaurants offer take-away, but duty-free shops are closed, as are most airline lounges and facilities such as the library, museum and spa or yoga rooms.</p>

<p>North Bay companies bringing bus travelers to and from major airports in the San Francisco Bay Area are rumbling back toward prepandemic service.</p>
<p>Shortly after initial home stay orders were placed, Marin Airporter switched to a reduced schedule for transporting passengers to the San Francisco International Airport on March 23, 2020, operating 20 round-trip flights every hour instead of half an hour.  According to President Larry Laporte, this will change in the next few months.</p>
<p>&#8220;The pandemic made it pretty bad,&#8221; he said of the number of passengers per trip, including a number of flight crews that the service regularly carries.  &#8220;To be honest, we were at a loss for a while to keep the employees.&#8221;</p>
<p>The employee-owned company kept 95% of its 130 employees on payroll during the pandemic.</p>
<p>The return to half-hour planning begins initially with Marin Airporter&#8217;s peak hours, going back to the airport in the morning and back in the late afternoon and late evening, Laporte said.</p>
<p>Another source of income for Marin Airporter is a contract with the County of Marin for the provision, operation and insurance of public transport buses on nine routes from Sausalito to Novato.  The company has a few years left on the last five-year contract.</p>
<p>Sonoma County Airport Express plans to resume service at 3:45 a.m. next Monday, according to The Press Democrat.  The company ceased service on March 22, 2020.</p>
<p>But it&#8217;s a breeze for airport transfers that run from Napa.</p>
<p>Evans Transportation is still out of service with regards to airport transfer returns due to the pandemic.  A voicemail on the company&#8217;s phone line said it was closed until further notice.  We currently do not have an estimated date for the reopening.  &#8220;</p>
<p>Napa-Solano Shuttles&#8217; DJ Singh said his company is focused on the airports in Sacramento, Oakland and San Francisco.  Business is picking up slowly, but not at the pre-pandemic level.</p>
<p>Sandy Kaur, Napa&#8217;s airporter manager, said the company was ready to take calls to and from the San Francisco and Oakland airports.</p>

<p><strong>Seyfarth Synopsis.</strong> On December 18, 2020, San Francisco imposed a 10-day quarantine on most people traveling or returning to the city for more than 24 hours.  The order does not apply to travel within the larger Bay Area or to certain visitors, including those who stay no longer than 24 hours, those seeking medical treatment, and those coming into town to provide essential services.  While the regulation does not require employers to monitor their employees&#8217; personal journeys, the order does require employers to prohibit workers from returning to work if they become aware of the journey.  Any non-working time due to this travel quarantine is regulated by the employer&#8217;s existing leisure time guidelines.  The order is valid until at least January 4, 2021. Fortunately, the order is unlikely to affect a famous traveler on December 24, unless their sled fails and they have to stay in town for more than 24 hours.</p>
<p>In response to COVID-19-related concerns about vacation travel, San Francisco has issued a mandatory quarantine order for many people traveling in and out of the city.  The order runs from December 18, 2020 to January 4, 2021 and requires most people to travel to the city for more than 24 hours or return home after 10 days of quarantine.  While affected individuals may leave home to be tested for COVID-19, a negative test does not shorten the 10-day quarantine period.</p>
<p><strong>Exceptions.</strong></p>
<p>The order makes exceptions for some travelers.  For example, this does not apply to:</p>
<ul>
<li>People who started their trip before December 18th;</li>
<li>Individuals who move through San Francisco but do not stay longer than 24 hours;  and</li>
<li>Other Bay Area residents (defined as people from Alameda, Contra Costa, Marin, Napa, Santa Clara, Santa Cruz, San Francisco, San Mateo, Solano, and Sonoma counties).</li>
</ul>
<p>However, the order encourages residents and individuals in the Bay Area who began traveling before the order went into effect to adhere to the quarantine policy.</p>
<p>For parents and children concerned about the Order&#8217;s impact on Santa, the 24-hour exemption is likely to apply to his December 24th work.</p>
<p>The order also excludes a number of key workers and others who come to the city for specific assignments, including:</p>
<ul>
<li>Licensed Healthcare Professionals</li>
<li>Anyone who comes to San Francisco to work in an acute hospital</li>
<li>Individuals who perform essential government functions or work on essential infrastructure</li>
<li>People caring for minors, the elderly or people with disabilities</li>
<li>People receiving medical care</li>
<li>Individuals asked by their employer to enter the city to work for an essential San Francisco company due to a staff shortage</li>
<li>Individuals traveling for law enforcement or a court order</li>
<li>Individuals who are members of professional or university sports teams and who travel for a game</li>
<li>People who are part of a film production, provided they meet certain requirements</li>
</ul>
<p><strong>Impact on employers.</strong></p>
<p>The city&#8217;s FAQs make it clear that employers may have some responsibilities as part of the ordering process.  Corporations are not required to (and cannot under applicable California law) restrict their employees&#8217; personal travel, nor are businesses required to inquire about where their employees have traveled.  However, if an employer learns that an employee has traveled outside of the Bay Area, the employer must prohibit the employee from returning to work during the quarantine period.</p>
<p>The appointment does not require companies to approve paid employee quarantine time off.  Instead, it deviates from the normal guidelines of an employer.  If the employee is entitled to free time under these guidelines, they should be given it.  However, if the employee&#8217;s conduct or leisure time is contrary to the employer&#8217;s normal guidelines, the employee may be disciplined.</p>
<p><strong>Note.</strong></p>
<p>The only companies asked to order are transportation facilities.  You must notify incoming travelers by either giving the travelers a copy of the notice accompanying the order or by posting the notice and making periodic announcements.</p>
<p>While hopefully this is a quick caveat, employers should brush up on travel order in San Francisco and be prepared if they learn of employees traveling outside of the Bay Area on vacation.</p>
