A tow truck driver allegedly targeted a Northern California couple by attempting to steal their car as they were stopped at a traffic light in downtown San Francisco, video footage appears to show.

Joanne, who only gave ABC7 News her first name, and her husband were reportedly driving through downtown San Francisco running errands on the morning of April 9, 2024, before the interaction occurred. As the couple stopped at a traffic light, they noticed a yellow specialty tow truck approaching near them as they sat in their silver 2017 Toyota Corolla, according to the outlet.

The couple initially believed the truck driver was heading toward a nearby Waymo autonomous vehicle; However, according to the outlet, he began reversing toward the couple, lowering the vehicle's lever as he did so. (RELATED: San Francisco Can't Seem to Get Rid of Its Poop Problem Despite Spending Millions on Public Toilets)

“We were at a stoplight minding our own business,” Joanne told the outlet. “It came from the side. I thought he was turning right. It started in reverse and all the lights came on. That’s when we thought, ‘Hey, something’s really wrong.’ His lever fell down.”

Video footage of the incident was posted on X (formerly known as Twitter), showing the moment the yellow tow truck appears to attempt to cling to Joanne's car by reversing. The bystander who recorded the video could be heard screaming, “What the hell are you doing?” at the tow truck, as Joanne could faintly be heard also trying to yell at the tow truck driver.

This woman and her husband were stopped at a traffic light at Montgomery & Bush yesterday morning when a tow truck came out of nowhere and tried to hook up to their Toyota!

I spoke to Joanne today who says her car is paid off, she's paid off her registration and doesn't understand why her car was targeted. … pic.twitter.com/6p2z0yBEfg

— Dion Lim (@DionLimTV) April 11, 2024

When the light turned green, the tow truck failed to move forward, trapping the couple, according to the outlet.

“We freaked out. “The first instinct was to get away,” Joanne told ABC7 News.

However, a black sedan was seen reversing directly behind the couple's Toyota, giving the couple room to avoid the tow truck and escape down the street. The tow truck then followed the couple's car for several blocks, Joanne claimed, the outlet reported.

San Francisco City Attorney David Chiu announced in February that Auto Towing and several related individuals and companies, including Specialty Towing, were suspended and barred from bidding on or receiving city contracts, according to a press release. The towing companies were suspended by authorities for “illegally towing vulnerable people's cars from a private commercial parking lot, limiting vehicle pickup times and pressuring vehicle owners to pay in cash.”

SAN FRANCISCO—Tidewater Capital, a San Francisco-based real estate investor and developer focused on the Bay Area, has exceeded its initial target of $200 million in equity commitments for its third discretionary fund with a diverse pool of limited partners, including university endowments, charitable foundations, and family offices, participating in a vehicle with a $250 million cap.

“We have tremendous confidence in the long-term prospects of the Bay Area,” said Tidewater Managing Principal Craig Young. “While capital markets broadly have been deeply challenging, both our returning and our new investment partners have placed a great deal of confidence in our ability to navigate a rapidly evolving market to capitalize on a Bay Area rebound.”

Tidewater will pursue investments across multiple property types and the firm will execute renovation and repositioning business plans, as well as select entitlement and ground-up development opportunities.

“With TC Fund III, we look forward to continuing to invest in our core product types of residential, industrial, and office, while also exploring select opportunities across niche asset classes as we’ve done historically,” said Tidewater Principal Ross Stackhouse, in a prepared release. “We will target value-add returns while exploring core plus opportunities with unique avenues to upside and select development opportunities with strong downside protection.”

Tidewater’s previous investment vehicles have capitalized an array of projects across the Bay Area, including in San Francisco, the East Bay, and the North Bay. Notable prior investments include 1028 Market Street, a 193-unit mixed-use apartment building in the Mid-Market neighborhood of San Francisco which began its life as an innovative Food Hall; and 888 Post Street, a 30,000 square foot commercial asset which Tidewater converted to a Navigation Center for Transitional-Aged Youth experiencing homelessness. Tidewater’s most recent fund also acquired Eastmont Town Center at 7200 Bancroft Avenue in Oakland, a 540,000-square-foot commercial asset housing an assortment of government and healthcare related tenants.

Canada-headquartered Waterotor International Corp., a hydrokinetic energy company, has unveiled its Megarotor system design called “The Big Cajun” at the Floating Wind Solutions 2022 convention in Houston, Texas.

The 20-megawatt Big Cajun is said to be the first hybrid ocean system that simultaneously extracts energy from slow-moving water and wind.

Source: Waterotor International Corp.

According to Wateroror, the patented technology utilizes unique rotor stacks in any water speed and conventional wind turbines to extract large amounts of power.

Currently under development in Louisiana, the Big Cajun is Waterotor’s first commercial ocean deployment.

Its first application is said to allow Big Oil to reduce its carbon footprint and drastically reduce costs by replacing diesel-generated electricity production on platforms that each consumes 33,000 gallons of fossil fuel per day at an annual cost of over USD 70 million.

”Waterotor’s technology will provide access to a massive, untouched source of renewable energy for the first time,” said Fred FergusonWaterotor’s Founder & CEO.

”No one has successfully commercialized energy production from flat moving water. This is the beginning of a new era.”

The company expects the technology to be licensed by ”a major global corporation and/or power company” within the next year.

Waterotor has identified several potential sites for The Big Cajun, including an initial site located off Suriname and Guyana.

Western boundary currents are said to be among the fastest non-tidal ocean currents on Earth, reaching speeds of more than five miles per hour (2.5 meters per second) and containing as much as 100 times the combined flow of the world’s rivers.

According to Waterotor, The Big Cajun is being developed with major contractors under the direction of marine architect Herman J. Schellstede.

US Capital Global (USCG), San Francisco-based investment banking firm, is engaged by Waterotor to raise further funding for the project.

We already know the San Francisco 49ers will become quarterback after acting through the third election in the 2021 NFL Draft. It remains to be seen who they’ll choose between Justin Fields, Trey Lance, and Mac Jones.

Regardless of what the 49ers are doing with this franchise change, they have a very limited number of gaps to fill in after being surprisingly active in the free agency lately.

Although San Francisco has made two future picks for the first round and one selection for the third round for the third round in 2022, it could deplete even more draft capital in a trade through to the first round on Thursday evening.

In fact, head coach Kyle Shanahan and general manager John Lynch have made a whopping six first-round picks since they conducted their first NFL draft with the 49ers in 2017. Below we see three ideal San Francisco 49ers draft targets after the third choice.

Read More: How Confident Should Fans Of Kyle Shanahan’s San Francisco 49ers And The QB Decision Be?

San Francisco 49ers vote widely and get Elijah Moore in the second round

October 31, 2020; Nashville, Tennessee, USA; Mississippi Rebels receiver Elijah Moore (8) receives a touchdown pass in the first half at Vanderbilt Stadium behind reporting from Vanderbilt Commodores cornerback Jaylen Mahoney (23). Mandatory Credit: Christopher Hanewinckel-USA TODAY Sports

No matter who the 49ers bring to replace Jimmy Garoppolo in the middle, they still need to find a slot receiver to pair with studs Deebo Samuel and Brandon Aiyuk. Here it could make sense for San Francisco to knock with the 43rd overall win in the second round.

Moore (5-foot-8, 178 pounds) would fit absolutely perfectly into the 49ers system. He’s an imminent danger of parting with the snapshot, has above-average route running skills, and has surprisingly strong hands for someone his size. Add an ability to setbacks like we’ve seen with Samuel and Aiyuk and he would excel in San Francisco – making this a truly elitist offense.

The San Francisco 49ers trade offensive lineman

October 31, 2020; Stillwater, Oklahoma, USA; Oklahoma State Cowboys offensive lineman Teven Jenkins (73) blocks Texas Longhorns defensive lineman Moro Ojomo (98) in the fourth quarter at Boone Pickens Stadium. Mandatory Credit: Texas won 41-34. Brett Rojo-USA TODAY Sports

Even after the new signing of the best left winger in the game in Trent Williams and the inclusion of six-time pro bowler Alex Mack, San Francisco still needs help on the offensive. This is especially true for injury-prone Jimmy Garoppolo, who may start in week 1. Even if the 49ers are trading with Garoppolo, a nameless rookie needs the protection they can get in advance.

Here it might make sense to transfer the 43rd election at the end of the first round to a team like the Baltimore Ravens. In return, the 49ers will submit their selection for the third round in 2021 and another selection for the third round next year. The targets here would be the former center of Oklahoma, Creed Humphrey, and the stud offensive against Teven Jenkins from the state of Oklahoma. With Humphrey better moving into the NFL, he can play guard until Mack retires. In the meantime, Jenkins would have no problem moving to the right guard.

The San Francisco 49ers pull off another blockbuster

January 11, 2021; Miami Gardens, Florida, USA; Alabama Crimson Tide wide receiver DeVonta Smith (6) against the Ohio State Buckeyes in the 2021 College Football Playoff National Championship Game. Mandatory Credit: Mark J. Rebilas-USA TODAY Sports

At this point we must expect the unexpected with the 49ers. They don’t get into the media, as evidenced by the fact that we have no idea who John Lynch and Co. will pick in third place. San Francisco also agreed to offer the Houston Texans a reward for Deshaun Watson before some troubling allegations became public.

Perhaps the 49er Garoppolo will move to the Patriots for a second and third round (apparently his current quota). You could then use that selection to advance to the first lap for a destination at a demand location. If Alabama wide receiver and reigning Heisman winner Devonta Smith slips into the bottom half of the first round, he’d be an obvious target. Meanwhile, former Crimson Tide teammate Najee Harris would be an excellent fit for running back in San Francisco.
