SAN FRANCISCO (AP) — A car rammed into the Chinese consulate in San Francisco on Monday, coming to a stop in the lobby and creating a chaotic scene that ended with police shooting the driver, who later died at the hospital, officials said.

Police descended on the consulate building after 3 p.m. on a report of a vehicle crashing into the building and urged people to avoid the area. Officers entered the lobby of the consulate’s visa office, made contact with the suspect and there was a shooting involving an officer and the driver, police Sgt. Kathryn Winters said during a short news conference. Despite “life-saving efforts,” the suspect was pronounced dead at the hospital, police said.

Television cameras showed a Honda sedan crashed into the visa office and the doors in front of the building were cordoned off.

Winters said they didn’t know why the vehicle crashed into the building or how many people were inside at the time but said they had no reports of other injuries.

Police are working and coordinating with investigators from the U.S. Department of State and the Chinese consulate.

“I wish I could give you more but this is a very complex investigation,” Winters said.

A statement from the Chinese consulate denounced Monday’s incident.

“On the afternoon of Oct. 9, 2023, local time, an unidentified person drove a vehicle and violently crashed into the document hall of our consulate, posing a serious threat to the safety of staff and people on site, and damaging the facilities of our consulate,” the statement said. “Our embassy severely condemns this violent attack.” The consulate said that it has demanded more details about the incident and asked that it be “dealt with seriously in accordance with the law.”

Chinese Foreign Ministry spokesperson Wang Wenbin repeated that statement at a daily briefing Tuesday afternoon without giving any details about damage to the consulate or injuries to staff and visitors.

“We strongly urge the U.S. to launch a swift investigation and take effective measures to ensure the safety of Chinese diplomatic missions and personnel there in accordance with the Vienna Convention on Consular Relations,” Wang said, referring to the 1961 agreement governing relations between countries.

China’s Consulate General sits on a major street across from San Francisco’s Japantown neighborhood.

San Francisco police officers shot dead a man armed with a knife in the early hours of Thursday morning before discovering the body of a woman and a dead dog inside a home. The suspect was later pronounced dead at hospital, police said.

Officers went to a home on 31st Avenue off Balboa Street in the Richmond District of San Francisco where they found an 84-year-old man standing in the doorway. A 37-year-old man armed with a knife then approached officers, who opened fire, police said in a press release Thursday morning.

When officers entered the home, they found the body of a 76-year-old woman and a dead dog. Paramedics took the 84-year-old man, who had unspecified non-life-threatening injuries, to a hospital, police said.

Police say the suspect is the victim’s son, who suffered from a mental illness and lived at home with his mother, father and family dog.

The filming location is near the Balboa Street trade corridor, a few blocks north of Golden Gate Park and near George Washington High School.

<img alt="" src="data:image/gif;base64,R0lGODlhAQABAIAAAAAAAP///yH5BAEAAAAALAAAAAABAAEAAAIBRAA7" decoding="async" data-nimg="responsive" class="block undefined lazyloaded" style="position:absolute;top:0;left:0;bottom:0;right:0;box-sizing:border-box;padding:0;border:none;margin:auto;display:block;width:0;height:0;min-width:100%;max-width:100%;min-height:100%;max-height:100%;background-size:cover;background-position:0% 0%;filter:blur(20px);background-image:url("data:image/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==")"/>Police tape surrounds the site of a police shooting Thursday in the Richmond borough.  |  Ida Mojadad/The Standard

Warden Connie Chan, who represents the area on the oversight panel, issued a statement saying she was in close contact with police about the shooting and said the incident was tragic.

“When one household is injured, our entire community is affected,” Chan said. “My heart and thoughts are with the family.”

Thursday’s shooting marks the second time this year that police have shot and killed someone in the city. On May 19, SFPD officer Gregory Buhagiar shot and killed 40-year-old Sergio Barrios as Barrios was reaching for a pistol in Bernal Heights.

This is an evolving story.

San Francisco police have shot and killed a man after drinking vodka and snorting cocaine for three hours.

Sergio Barrios, 40, snorted cocaine, drank vodka and wine, listened to music and watched videos while dozens of police officers surrounded him and demanded that he surrender a pistol he had in front of him.

When Barrios finally removed his rosary and moved his hand toward the gun, he was shot dead with three fatal shots from a police rifle, according to the San Francisco Police Department.

The incident, which took place on the afternoon of May 19, began when a neighbor of Barrios called the police and said he broke into their home and was armed with a gun.

San Francisco police shot dead a man after a three-hour standoff during which he drank vodka and snorted cocaine. Police bodycam footage captured the moment when Barrios reached out and grabbed the pistol that had been lying a few yards in front of The Ground Around 2:20 p.m., SFPD officers responded to the call at Block 100 of Bosworth Street in the Glen Park neighborhood

He told police he knew Barrios from a previous incident in 2020 in which he shot his own dogs.

Around 2:20 p.m., SFPD officers responded to the call at the 100 block of Bosworth Street in the Glen Park neighborhood, San Francisco Police Commander Paul Yep said during a news conference Friday.

Surveillance footage from the apartment building around that time showed Barrios walking near the backyard with a sledgehammer slung over his shoulder.

When police first arrived, the caller led them to an alleyway between a house and a garage, where video showed Barrios holding a pistol in one hand and a bottle of alcohol in the other.

When officers then ordered Barrios to drop the gun, he threw it a few feet in front of him and crouched in a sitting position. He also threw a bunch of keys on his pistol.

Over the next three and a half hours, 55 officers, including Spanish-speaking liaison officers and an armored vehicle, arrived on the scene. SFPD established a command post and staging area with the armored vehicle and formed a perimeter around the area.

Around the time police were first called about Barrios, footage of building surveillance footage showed him walking around with a sledgehammer slung over his shoulder. SFPD established a command post outside the building. More than 55 officers were at the scene, including a Spanish-speaking officer who tried to communicate through a speaker system. When the police told Barrios to give up his gun and come out because his family was worried about him, he replied, ‘What family?’

Barrios received orders in Spanish to move away from the gun, but he generally ignored all orders.

Officers tried to call his mobile phone and asked him to pick up the phone over a public address system, but he did not respond.

Police also coordinated with his family and played several voice memos recorded by one of his relatives over the public address system in hopes of calming him down.

They told him about the system that his family was out and that they were worried about him, to which he replied in Spanish, ‘My family?’ What family?’

Police saw him pull out a dollar bill that appeared to contain cocaine and snort the substance. He also drank from a bottle of vodka and a separate bottle of wine.

“He’s got coke on a dollar bill, he’s snorting coke,” police were heard saying on body-worn camera footage.

“The cola is starting,” she was heard saying moments later. “He had another round of coke, he’s snorting more cocaine.”

When Barrios was shot dead with three fatal shots from a police rifle, he collapsed to the ground and police poured into the alley. While clearing the scene, police discovered a loaded, three-shot .44 caliber handgun. Police also found two separate bottles of alcohol that he had seen drinking

Finally, police video showed Barrios removing a rosary from his neck and a little later moving his hand towards the gun and the key. Several police officers were heard shouting “No” as he did so, but he quickly grabbed the keys and pulled his arm back.

A few moments later, around 5:50 p.m., he wanted to grab the gun, whereupon the police fired and fell to the ground from a bent position.

He was taken to the hospital and treated immediately by medical staff, but later died from his injuries.

When police cleared the scene, they recovered a .44 caliber handgun loaded with three rounds, a vodka bottle and a wine bottle, among other things.

The shooting marks the first time that San Francisco police have killed a person during the tenure of current District Attorney Brooke Jenkins.

Your prosecutors will decide whether to file criminal charges against Buhagiar, a 22-year SFPD veteran who shot Barrios. This wasn’t his first involvement in a fatal shooting.

He was one of seven officers who fired bullets into a vehicle in 2018 after a murder suspect fired two shots from inside the vehicle.

Police said Wednesday that they had arrested a man who repeatedly threatened an Asian American woman in a San Francisco bakery, in one case hand copying a gun and simulating people being shot in it.

Darrell Hunter, 45, was arrested Tuesday near the store in the Tenderloin neighborhood after the woman called police, officer Adam Lobsinger said in a statement.

The woman first called officers on Sunday when she accused Hunter of entering the bakery and threatening to “shoot Chinese people”. The woman told officers it was the third day in a row that Hunter entered the store and caused a disturbance. She said it was the first time she had called the police about the threat of violence, Lobsinger said.

She called the police again Tuesday after saying Hunter returned and used his hand to mimick a gun. Hunter had left the store when the officers arrived, but the police found him a few blocks away and arrested him.

The arrest comes amid an increase in violence against the Asian-American and Pacific islander communities, including several attacks in California. In an attack in San Francisco earlier that month that drew national attention, a man slapped 75-year-old Xiao Zhen Xie in the face, leaving her with two black eyes.

And in New York City, a suspect was arrested Wednesday after an Asian American woman was kicked and trampled in an attack on a surveillance video this week. Activists say Asian American parents and business owners fear their children or workplaces will be targeted, and many community members are afraid to go public.

In San Francisco, Hunter was jailed on suspicion of three criminal threats, two burglary, stalking, parole violation and hate crime enhancement. The police didn’t know if he had hired a lawyer to speak on his behalf.

Hunter has been suspended for vandalism after joining a company four times in two weeks in 2018, shouting racist nicknames and, in one case, damaging restaurant furniture.
