<p>A 71-year-old Heights-area man has been charged with theft after he allegedly tricked neighbors into handing over thousands of dollars for handyman work he never did, according to Harris County District 1 Police Officer Al Rosen&#8217;s office .</p>
<p>William Francis Herrington is accused of defrauding at least four people out of various amounts of money between July 5 and December 5, 2019, according to an indictment document filed on Wednesday.  Herrington reportedly responded to posts on Nextdoor, offering his services as a contractor to carry out home repairs in Greater Heights, Woodland Heights, Rice Military, Norhill and surrounding boroughs.</p>

<p>&#8220;He required an upfront deposit to cover the cost of supplies, but when cashing the checks or operating the credit card, he took the money without buying supplies or making repairs,&#8221; officials said in a news release.</p>

<p>According to court records, Herrington was found guilty of the same crime in 2003 and sentenced to 25 years in prison.  He was granted parole in 2017, court records show.  In 2018, Herrington was charged with assaulting a family member/respiratory impediment.  That case was dropped after prosecutors said they couldn&#8217;t prove it &#8220;beyond a reasonable doubt&#8221;.  In 1989, he was convicted of forgery and credit card fraud in Collin County, Texas.</p>
<p>Herrington is currently in the Harris County Jail on $5,000 bail.</p>
<p>The agency believes there may be more victims, they said in a press release.</p>

<p>MORGAN COUNTY, Ala.  (WHNT) — A Morgan County woman&#8217;s dream quickly turned into a nightmare after giving over $44,000 to a home repairman who she trusted with the job. </p>
<p>Kimberly Lang says Johnny Ray Jordan and his company, J&#038;J Construction, took her money and never return to do the job but he&#8217;s no stranger to this type of scam.  He was arrested and served time in jail for home fraud back in 2020. </p>

<p>&#8220;I want to see him in jail,&#8221; Lang told News 19. &#8220;And I want to see him not be able to do this to no one else.&#8221;</p>
<p>Lang says that Jordan and J&#038;J Construction stole their money by never coming back to finish the job that they hired him to do back in October.  She is disabled and needed a ramp deck along with other home repairs.  She gave a down payment to J&#038;J, or at least she thought it was J&#038;J according to his website.  He never returned to finish the work. </p>
<p>&#8220;It is so easy for him to go get licensed under different business names,&#8221; Lang continued.  “He&#8217;s done that and he has a history of this.  He needs to be to a stop.  He needs to be stopped.” </p>
<p>Several people have come forward in the past week to complain about being scammed by Jordan.  Jen Chevallier and her husband of Huntsville handed J&#038;J $18,000 dollars of their money.  They found out who he was but not before he destroyed their home.  </p>

<p>&#8220;We told Johnny Jordan that we have an attorney and we will utilize that attorney if he didn&#8217;t give us a portion of the money back,&#8221; said Jen Chevallier.  Jordan returned 12,000 dollars of their money.</p>
<p>&#8220;We believe it would have been much worse had we not taken the action that we did,&#8221; Chevallier stated.</p>
<p>But Kimberly Lang wasn&#8217;t so fortunate.</p>
<p>&#8220;I can follow a complaint in small claims, but I cannot have him arrested for what he did,&#8221; Lang concluded.  &#8220;As far as seeing my money is small claims that is very slim.&#8221; </p>
<p>News 19 checked the license number on one of the J&#038;J invoices with the Alabama Home Builder&#8217;s Association and they say that number they say is invalid.  Johnny Ray Jordan has had multiple arrest warrants issued in the past 30 years for fraud. </p>

<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Terry said Charlene Glover hired him to build her a wheelchair ramp, lay the floor all over the house, and make other upgrades, but he said things were quickly turning south.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">“I get a call next and it was her son, Johnny Glover.  He told me he was also a contractor and I charged his mom too much to do this job so he would do part of it, ”Terry said.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Terry said he was going to close a project and then find it was rolled back, so he started taking pictures of his work.  In one photo, three boards are attached to Glover&#8217;s house.  The boards are missing in our video, which was recorded after Terry&#8217;s last day at work.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">“I told Ms. Glover what was going on.  She started pointing out things that I needed to fix.  I said I won&#8217;t keep fixing this stuff, ”Terry said.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Terry also said Glover wrote him a check for $ 9,000 &#8211; not the nearly $ 13,000 she claimed.  And he said he gave her the check back.  Glover said that&#8217;s not true.</p>

<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">And the receipt we showed you last week as evidence, did Glover pay an extra $ 3,700?  Terry said that was evidence that items had been tampered with, but Glover said there was a simple explanation. </p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">&#8220;I told him I was going to take this off so you would know and I know I gave you the money and he said, &#8216;Okay,'&#8221; said Glover.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Glover said Terry hasn&#8217;t called her since his last day at work, but contractors reached out to do some of the work.</p>

<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">BYHALIA, MISS.  &#8211; Charlene Glover said she paid nearly $ 13,000 to Billy Terry, of Terry&#8217;s Handyman Service in Byhalia, Mississippi, to repair her home.  She showed FOX13 a receipt that she said she had proven, but according to her, he cheated on her of her money and didn&#8217;t quit the job.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">&#8220;I have a steady income,&#8221; said Glover.  “That&#8217;s the money I get once a month.  That&#8217;s money I took out of my savings and he took half of it.  &#8220;</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Glover said she hired Terry to build her a wheelchair ramp, put new floors in the kitchen, bathroom, and living room, and do other repairs.  But she not only said he did a bad job, she said he wasn&#8217;t done.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">&#8220;I said all you should do was remodel my kitchen, remodel my bathroom and close that porch and you didn&#8217;t even get it right,&#8221; said Glover.  &#8220;He said well, you get what you pay for.&#8221;</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Then Glover asked him to leave.  We reached out to Terry to hear his side of the story.  We called him and even walked past his house, but he never came back to us.</p>

<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Glover said she just wanted her money back, but Ronnie Gipson, assistant professor of law at the University of Memphis, said getting her money back could be an uphill battle.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">“The question is, what can she fall back on now?  She received this receipt, and the other thing she needs to do is get copies of her bank statements and copies of the canceled checks to show that they were cashed, &#8220;Gipson said.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Glover said she signed a contract but wasn&#8217;t given a copy.  Gipson said it was a big mistake.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">&#8220;She should have got a copy, and she&#8217;s entitled to one so that she can get a copy,&#8221; said Gipson.</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Gipson also suggested hiring a licensed contractor.  FOX13 searched Billy Terry on the Mississippi State Board of Contractors to see if he had an active license, but no results were obtained for him</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">&#8220;You want to make sure the person is licensed, but that&#8217;s not all,&#8221; Gipson said.  “You want to investigate this person.  If the contractor gives you a contract to sign, don&#8217;t feel rushed.  &#8220;</p>
<p class="default__StyledText-xb1qmn-0 iyJUDd body-paragraph">Gipson said a crime may have been committed and Glover can investigate urgent charges by contacting the Marshall County District Law Office.</p>
