January 1, 1929 – February 3, 2016 Marie J. Levens, born to Southern Pacific Railroad employee L. J. Kinney and his wife Jean, was the first baby born in Tucson, Arizona, in 1929. The Chamber of Commerce gave her mother practical baby items and presented Marie with a tiny baby ring that fit her perfectly. That ring now dangles from a charm bracelet alongside other remembrances of eight decades of a charmed life. The bracelet, family snapshots, and scraps of fabric saved from years of sewing for her family – most stitched into quilts for her adult children – show Marie as active and curious, blessed with generosity of spirit and grace under fire. Over the years, she added travel charms to her bracelet: from Germany, a cuckoo clock, a chimney sweep, and a tiny beer stein; Delft Dutch shoes and a windmill from Holland; a sterling silver tank from the Officers’ Wives Club at Fort Knox, KY; and a San Francisco cable car. A charm of the seagull statue in Salt Lake City recalls the last cross-country trip with her first husband, Ralls C. Acker, Jr. A pearl encircled by gold wire recalls a trip with her second husband, Al, to the USS Arizona memorial at Pearl Harbor. At Sequoia High School in Redwood City, CA, Marie was a majorette and baton twirler, teaching twirling to younger children. Marie also joined the yearbook staff and went on to major in journalism at San Jose State College. Marie met her first husband-to-be while he attended school on the G.I. Bill. Though writing was always Marie’s passion, she also employed other esoteric talents such as working as a magician’s assistant, but fortunately decided not to pursue a career that might result in bisection by chain saw. It was not uncommon at the time for college girls to earn an “MRS” degree instead of a Bachelor’s, which she did, and over the next eighteen years Marie displayed a knack for logistics, resilience, and good humor, raising happy children in the United States and Europe with her Army officer husband. When her first marriage ended, Marie went to work at Westinghouse Corporation in Sunnyvale, CA, and was quickly promoted from an administrative job to a technical position usually filled by engineers. She met her second husband, Elbert E. “Al” Levens, at Westinghouse. They married in 1971 and built a serene weekend home in the foothills of California’s Gold Country. After retirement, Marie and Al moved there, planning and enjoying trips to unexplored ghost towns, the Sonora Desert, the East Coast, the Canadian Rockies, and Hawaii. Marie and Al moved to Sun City Roseville in 1997, making new friends and participating in many community activities. After Al predeceased her in 2001, Marie gradually resumed her active life of golfing, billiards, mah-jongg, and bridge. She volunteered for the Sutter Roseville Hospice Thrift Store and supported local and national charities. Marie penned a column for one Sun City club – once a journalist, always a journalist – and served as treasurer for another. Marie entered into eternal rest on February 3, 2016. She is survived by son Robert Acker, daughter Christine Acker, and son-in-law Peter Alvarado, all of Seattle; Douglas Kenyon of Morgan Hill, CA, his wife Kim, and their two children; David Kenyon of San Jose, CA, his wife Nancy, and their daughter; Donald Kenyon of Anchorage, AK, and his wife Lori; niece Barbara Brown of San Jose, her husband Paul, and their two children; Donald Kelsey of Danville, CA, and his wife Collette. Marie will also be remembered by her late husband Al’s adult children: Wendy Levens of Winnabow, NC, and her son; David Levens of Cupertino, CA, his wife Pam, and their daughter. Stephen Weinberg

March 20, 1941 – October 24, 2023

Sacramento, California – We are saddened to announce the death of Stephen “Red” Weinberg (Shimon ben Yaakov z”l), beloved husband of Joyce Weinberg. Stephen Passed away on Tuesday, October 24, 2023 (9 cheshvan 5784) at the age of 82, surrounded by family.

In addition to Joyce, Stephen is survived by his daughters Yvonne “Vonnie” Introlegator (Toly), Michele Weinberg and Laurie Maldonado, his grandsons Lazer Tov Introlegator and Jack Maldonado, and his granddaughters Nicole Maldonado, Lauren Weil, Chana Fruma Introlegator (Asher Zelig), Chaya Sara Introlegator, Chasya Gittel Introlegator and his great grandson Sterling Gray.

Stephen is predeceased by his parents, Shirley (z”l) and Jack (z”l) Weinberg.

Stephen was the 2nd generation owner of Red’s Plumbing for 59 years. The tradition will continue with his grandson.

If you knew Stephen, he had a unique, bigger than life personality. When you walked into Red’s Plumbing you’d see his sense of humor and how gruff he could be. But he had a heart of gold.

Stephen was born in San Francisco California and moved to Sacramento in his youth. He attended David Lubin Elementary, Cal Middle School and McClatchy High School. He received a BA in History from San Francisco State. Stephen studied at UC Berkeley where he also played soccer and later played in the Sacramento men’s soccer league as a goalie.

An avid sports fan, Stephen’s team was the San Francisco 49ers. In his 20’s he sold beer in the stands at Candlestick Park. Sports trivia was his favorite activity. If you asked him a question, he could never be stumped.

Stephen loved his extended family and all of his friends. He was a member of the 20/30 club (Sacramento Chapter.) He loved his family business and customers. His greatest passion was to travel the world with Joyce. Stephen was active in many causes and his greatest interest was helping and bringing assistance to Soviet Jews (Refuseniks) in the 80’s. He and Joyce traveled there four times.

Above all. Stephen’s love for his children, 7 grandchildren and great grandson had no limits. His favorite thing to do was sit around the table with them and listen, debate and laugh. And at the same time sneak food from his plate to his puppy Boichik, and grand-dog Bronny.

Gov. Gavin Newsom recently said he doesn’t understand why sports stadiums could be built quickly but other major projects couldn’t. If he really didn’t know, then he probably just learned.

sports are popular. Not so with all public building projects. Some are hated.

The Democratic-dominated legislature taught the Democratic governor a lesson in real-world politics and policy-making: Don’t try to punch past your weight.

When the legislature is united, it is equal to the executive.

Newsom was trying to get lawmakers through his last-minute proposal to expedite construction of a highly controversial water tunnel in the Sacramento-San Joaquin River Delta.

Environmental groups and Delta residents, including local farmers, are strongly opposed to the $16 billion, 45-mile project that would divert Sacramento River water to southern aqueducts for irrigation and to cities, including Los Angeles.

Lawmakers opposed Newsom and flatly refused to consider his tunnel acceleration plan, forcing him to relent and withdraw the proposal. It was a humiliating setback for the governor of California.

The Delta plan was part of an 11-bill bill that Newsom belatedly introduced and brought into budget deliberation on May 19. It had no real connection to the budget, but the governor’s move allowed his package to escape scrutiny by legislative policy committees. His goal was to cut bureaucracy and make it easier to build transportation, clean energy, and water projects.

Previous legislatures and governors – Jerry Brown and Arnold Schwarzenegger – created regulatory shortcuts to make it easier to build soccer stadiums and basketball arenas. The stadiums were not built for various reasons, but at least two swanky basketball arenas were built – for the Sacramento Kings and the Golden State Warriors in San Francisco.

“I love sports,” said Newsom, a former Santa Clara University Broncos college baseball pitcher. “But I also love roads. I love transit. i love bridges And I love clean energy projects like what we’re seeing here.”

Newsom unveiled its infrastructure acceleration package for a future solar farm near Modesto in May. He also thought about building wind, battery storage and semiconductor plants. Add regional trains, bridges and water storage facilities, and the Delta Tunnel to the list.

“It’s not just about stadiums,” Newsom continued. “And we proved that we can do that for stadiums too.

“Why the hell can’t we apply that to all these other projects?”

That’s a valid question. I’ve asked myself that in previous columns.

One answer is that stadiums and arenas are built by powerful billionaires who can wield a great deal of political clout. You can help politicians run for re-election. If nothing else happens, they may be asked for playoff tickets.

But the more important answer is that professional football and basketball are hugely popular with voters. It’s bipartisan. There is only marginal resistance to helping team owners build local playgrounds.

Contrast that with the proposed tunnel, a 39-foot-wide pipe that would channel fresh Sacramento River water from the North Delta into aqueducts in the more saline South Delta. The delta is California’s most important water hub, serving 27 million people and irrigating 3 million hectares.

The tunnel would run beneath the delta, robbing farmers and small communities of the freshwater that now flows through the West Coast’s largest estuary. And it would reduce freshwater needs for struggling baby salmon, which are already an endangered species.

Newsom and state water agencies counter that the tunnel would save the delta as California’s premier sanitation facility. This would ensure the reliability of water supplies to farms and coastal towns in the San Joaquin Valley. Otherwise, the prognosis for the delta is bleak as climate change will cause sea levels to rise and possible earthquakes could flatten the dikes.

Delta opponents, however, argue that sea-level rise is another reason to keep freshwater flowing to ward off saltwater from San Francisco Bay. And they point out that no earthquake has ever seriously damaged a levee in the delta. In fact, there is no major error below the delta.

Bottom Line: Delta residents do not trust state water authorities to operate the tunnel in a way that protects them and the estuary. They fear being drained the way the Los Angeles Aqueduct created the Owens Valley a century ago.

Governors have been trying to build this project in one form or another for six decades. They were defeated either by voters or by a coalition of Delta people and environmentalists.

This time Newsom tried to play hard. He threatened to veto the legislature’s pet budget projects unless they approved his proposal to speed up construction of the tunnel and other infrastructure projects.

Key to his plan is the questionable goal of reducing the time it takes to resolve claims under the California Environmental Quality Act. He’s asking for a 270-day grace period if a judge thinks it’s feasible. That seems impractical.

Legislative leaders told the governor last week that the Delta Legislature was a failure. He pushed her anyway, but finally gave up on Monday.

The remainder of the infrastructure acceleration package was left to further negotiations.

Newsom could still have some wins in the end. But at the delta the old left-hander was hit and should never have taken the hill.

March 4, 1930 – February 21, 2023
Sacramento, California – On February 21, 2023, Edward (Ed) Reynoso, a loving husband and father of two children, died at the age of ninety-two, just short of his ninety-third birthday. Mr. Reynoso was born on March 4, 1930 in Watts, California. Edward’s mother, Caroline, came to America at the age of 19 from Chihuahua, Mexico. His parents worked as farm hands and followed the California growing season. His father, Bonifacio, provided farmhands on the farms in Northern California and his mother, Caroline, cooked for the men. Bonifacio died in Woodland, California when Ed was only eight years old. As the oldest child, Ed worked in the fields during the day and helped his mother clean the local bank in the evenings.
Because of his family commitments and with English as a second language, Ed was only able to finish school up to the eighth grade. He met Mary Francis “Ginger” Mabrey through mutual friends in Sacramento and they married in 1952. Mr. Reynoso enlisted in the Army and completed his basic training at Monterey’s Fort Ord. Mrs. Reynoso and her mother moved to Pacific Grove to serve in his to be near. When Mr. Reynoso’s service ended, they moved to Sacramento where, with help from the Veterans Administration, they bought their first home and started their family. The Reynoso’s stayed in the same neighborhood for six decades.
After military service, Ed became a plumber’s apprentice and later a journeyman before founding his own company – Reynoso Mechanical. After a few years, he realized he needed a more stable income, so he enrolled in Sacramento City College. Thanks to the GI Bill, he was able to earn his AA, which led to his being hired as the Sanitary Inspector for the City of Sacramento. He later progressed through all construction disciplines and was proud to lead the city’s Fast Track team on several notable construction projects, including the Arco Arena, the Sacramento Convention Center, and the Hyatt Regency, to name a few. After nearly four decades, Mr. Reynoso retired from the city of Sacramento and opened a construction consulting practice, providing his expertise on the large projects of several clients in Northern California. In addition, he also built and later sold a few investment houses in the South Sacramento/Greenhaven areas.
Ed loved to water ski both the Sacramento and American Rivers and taught his children to water ski from an early age. He volunteered his time and expertise, as well as the materials needed, to help build the first permanent home for the Sacramento Children’s Museum in the city’s downtown area. He has always enjoyed being outdoors, especially camping, and would happily take any opportunity to be in the mountains. As a young man, Ed enjoyed deer hunting, and even more so when he could do it on horseback. Ed and Ginger loved dancing and were members of a local dance club for several decades. They also especially loved being grandparents and great-grandparents and cherished any time they spent with their grandchildren and great-grandchildren.
Mr. Reynoso is survived by daughter Karen Conover of Aurora, Colorado, son Randall Reynoso of Sacramento, grandsons Lon Lundgren of San Francisco, Bryson Reynoso of Sacramento and Vincent Lundgren of Roseville, California. Ed was also a great-grandfather and is survived by Elyssa Lundgren and Emilee Lundgren, both from Arizona, and Julius Reynoso from Sacramento. The family would like to thank the team at Carlton Plaza and Stephanie, Odalis and Griselda of Silver Oaks Residential Senior Living and Nurse Tam Nguyen for their kindness and the quality of care Ed received. Services will be held on Friday, March 17 at St. Mary Cemetery and Funeral Center, 6509 Fruitridge Road, Sacramento, CA. There will be a visit at 9:00 am, followed by a rosary at 9:30 am and a liturgy at 10:00 am. The funeral will take place at 11:00 am at St. Mary’s, followed by lunch. In lieu of sending flowers, the family is asking those who are able to donate to The Disabled American Veterans at dav.org.
