<p>OAKLAND – Attila Colar, aka Dahood Sharieff Bey, aka Sharieff Dahood Bey, aka Sharieff Pasha, aka David Lee, aka Georgi Petrakov, was sentenced to serve 204 months (17 years) in prison after being convicted of forty-four (44) felonies including conspiracy, bank fraud, wire fraud, aggravated identity theft, false statements to a bank, destruction of property to prevent a search, possession of a firearm as a felon, making a false tax return, obstruction, and witness tampering. The sentence was handed down by the Honorable Haywood S. Gilliam, Jr., U.S. District Judge.</p>
<p>Colar, 51, of Richmond, Calif., was convicted of the crimes by a jury on June 23, 2023, after a three-week trial. Colar is the former Chief Executive Officer of All Hands on Deck, a Richmond, Calif., company that held itself out as providing a residential reentry home for probationers, parolees, homeless persons, and persons with mild mental illness. In finding him guilty of the sundry crimes, the jury concluded Colar carried out multiple schemes to defraud, including defrauding organizations that placed residents at his company’s transitional housing facilities and defrauding several lenders that were participating in the Paycheck Protection Program (PPP). The jury also found that Colar attempted to destroy evidence, obstructed the FBI’s and grand jury’s investigations into his crimes, and tampered with a witness by attempting to concealing the witness while law enforcement was taking steps to execute a material witness order.</p>
<p>According to opengovus.com the organization was incorporated in Hercules and is listed as a “Minority-Owned”, and “Black American Owned” non-profit in 2015 but the registration has expired. The only officer listed is Jamlia Pasha as Manager.</p>
<p>According to transitionalhousing.org, “All Hands on Deck Ink is a clean and sober living environment that offers a structured living program for recovering individuals, Homeless Veterans, Parolees, and Individuals with Mental Health Conditions. The environment creates good habits and healthy outlooks that will lead their residents to positive results. Offer all of the residents access to a clean and stable environment, life skill courses, 12 step program, educational opportunities, business and economic training, and resource referrals. There is a sliding scale fee. Accept self pay, vouchers and other housing rent assistance programs. Residents will have access to internet, washer and dryer, cable, a healthy meal, programs, resources and more. As accepting new residents now, call their housing managers today for placement.” It has a location at a home in El Sobrante. That information was last updated on July 13, 2023.</p>
<p>“In the wake of a national crisis, the government established programs, including the Paycheck Protection Program, to ease the pain inflicted by a global pandemic,” said Ismail J. Ramsey, United States Attorney for the Northern District of California. “Colar took this opportunity to defraud the government, while also defrauding several other initiatives intended to help the homeless, newly released prisoners, and those with drug problems, to name just a few of his victims. This sentence should serve as a warning that this office will pursue with vigor those who seek to line their own pockets by defrauding government efforts to address our communities’ needs.”</p>
<p>“Colar is now facing the consequences for his attempt to steal from a taxpayer-funded program designed to offer crucial relief to those businesses affected during the pandemic,” said Robert K. Tripp, Special Agent in Charge, San Francisco Field Office, Federal Bureau of Investigation. “We are proud to have worked in close coordination with our federal partners to ensure justice prevailed in this case.”</p>
<p>“This sentencing sends a clear warning that you will be brought to justice if you defraud the federal government of pandemic relief funds,” said Jon Ellwanger, Special Agent in Charge, Western Region, Office of Inspector General for the Board of Governors of the Federal Reserve System and Consumer Financial Protection Bureau. “We are proud to have worked with our federal law enforcement partners and the U.S. Attorney’s Office to hold Mr. Colar accountable for his crimes.”</p>
<p>“Abusing SBA’s pandemic relief programs that are intended to provide critical relief to small businesses is unconscionable.” said SBA OIG’s Western Region Special Agent in Charge Weston King. “This sentencing further showcases that those who fraudulently take advantage of federal government programs will face justice for their selfish deeds. I want to thank the U.S. Attorney’s Office and our law enforcement partners for their dedication and commitment to seeing justice served.”</p>
<p>“Mr. Colar attempted to defraud the U.S. government by filing multiple false tax documents to further his Paycheck Protection Program scheme. Along the way, he harmed the members of the community those funds are designed to aid and protect,” said IRS-Criminal Investigation Special Agent in Charge Darren Lian of the Oakland Field Office. “This sentencing reinforces that people who abuse the U.S. tax system and victimize taxpayers will be held accountable. IRS Criminal Investigation agents work closely with multiple agencies to help ensure those who choose to break the law are caught and punished. I would like to thank the United States’ Attorney’s Office’s and its federal partners for working together to achieve a just result.”</p>
<p>“When individuals corruptly obstruct the due administration of the Internal Revenue Code and file documents under false pretenses, they defraud and steal funds from taxpayer-funded programs intended to assist small businesses. TIGTA will always pursue these individuals and ensure they are prosecuted to the fullest extent of the law,” stated Special Agent in Charge Rod Ammari. “I want to thank our law enforcement partners and the U.S. Attorney’s Office for their joint efforts to hold these criminals accountable for their actions.”</p>
<p>Evidence at trial showed that starting in late 2018, Colar engaged in a scheme to defraud, among others, GEO Reentry, which provided treatment and supervision programs for adult probationers, parolees, and pretrial defendants in residential, in-custody, and non-residential reentry centers for the California Department of Corrections and Rehabilitation (CDCR). Specifically, in or about 2019, Colar fraudulently induced GEO Reentry to refer parolees to All Hands on Deck using falsified fire inspection clearance reports, a false letter of recommendation, false security clearance documents, and false and misleading information about its staff.</p>
<p>Additional evidence demonstrated that in April and June of 2020, Colar engaged in a second scheme to defraud lenders participating in the PPP lending plan authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act was designed to provide emergency financial assistance to the millions of Americans who were suffering from the economic effects caused by the COVID-19 pandemic. Pursuant to the CARES Act, the SBA managed the PPP lending plan. Trial evidence established Colar submitted multiple loan applications on behalf of All Hands on Deck to lenders that were false and misleading. For example, the applications substantially overstated the number and payroll of All Hands on Deck employees—while Colar’s loan applications stated All Hands on Deck had approximately 73 to 81 employees, the business had, in fact, perhaps other than himself, no salaried employees.</p>
<p>Colar was also convicted of offenses related to the submission of multiple fraudulent loan applications in the name of other companies. The evidence demonstrated Colar hastily revived two dormant companies, and then submitted loan applications from the PPP lending plan for the bogus businesses. To carry out this scheme to defraud, Colar used, without legal authority, the names and identities of two persons living in his residential reentry facility. Colar falsely represented that the residents were “CEO”s of companies with hundreds of employees with million-dollar payrolls.</p>
<p>In all, the evidence at trial showed that Colar submitted a total of 16 fraudulent loan applications to the PPP lending plan seeking approximately $34,655,437 in PPP loans.</p>
<p>Colar also was convicted of obstruction and witness tampering relating to the investigations into his crimes. Colar has been found guilty of destroying documents during a search of his home, lying to the FBI about a firearm, falsifying records produced to the grand jury, interfering with the representation by counsel of a material witness by impersonating the witness’s Power of Attorney, coaching a witness to falsely state that the witness was the CEO of one of Colar’s bogus companies that submitted fraudulent loan applications, and concealing a witness in multiple hotels and other locations in the Bay Area to forestall or prevent the witness from providing testimony in the federal grand jury.</p>
<p>In sum, Colar was convicted of forty-four (44) federal criminal offenses for his conduct. The convictions include the following: one count of conspiracy to commit wire fraud, in violation of 18 U.S.C. § 1349; one count to commit conspiracy to commit bank fraud and wire fraud, in violation of 18 U.S.C. § 1349; two counts of bank fraud, in violation of 18 U.S.C. § 1344; sixteen counts of wire fraud, in violation of 18 U.S.C. § 1343; eight counts of aggravated identity theft, in violation of 18 U.S.C. § 1028A; two counts of false statement to a bank, in violation of 18 U.S.C. § 1014; one count of possession of a firearm by a felon, in violation of 18 U.S.C. § 922(g); one count of destruction of property to prevent a search or seizure, in violation of 18 U.S.C. § 2232(a); one count of obstruction of justice, in violation of 18 U.S.C. § 1512(c)(2); two counts of falsification of records in a federal investigation, in violation of 18 U.S.C. § 1519; six counts of making a false tax return, in violation of 26 U.S.C. § 7206; one count of conspiracy to tamper with a witness, in violation of 18 U.S.C. § 1512(k); one count of tampering with a witness, in violation of 18 U.S.C. § 1512(b)(1); and one count of tampering with a witness, in violation of 18 U.S.C. § 1512(b)(2).</p>
<p>In addition to the prison term, Judge Gilliam also ordered Colar to serve 60 months (five years) of supervised release, to begin after his prison term. Restitution will be determined at a later date. Colar is currently in federal custody and will begin serving his prison term immediately.</p>
<p>According to an Oct. 3, 2020 ABC7 News report, “Colar was the leader of a Black Muslim temple in Oakland and a group that was a spinoff of Your Black Muslim Bakery, after the leader of the bakery was arrested and later convicted of ordering the murder of Oakland journalist Chauncey Bailey.” He “was convicted in 2015 and sentenced to five years in state prison for submitting bogus documents to win security contracts with Alameda County, the Los Angeles Department of Water and Power and the Housing Authority of the City of Los Angeles.”</p>
<p>Assistant U.S. Attorneys Barbara J. Valliere, Adam A. Reeves, and Ross D. Mazer are prosecuting the case with the assistance of Paralegal Specialist Laurie Worthen and Legal Assistant Kathy Tat. The prosecution is the result of an investigation by the FBI, IRS-Criminal Investigation, Office of Inspector General for the Board of Governors of the Federal Reserve System and Consumer Financial Protection Bureau, Internal Revenue Service: Criminal Investigation, Treasury Inspector General for Tax Administration, and Office of Inspector General for the U.S. Small Business Administration.</p>

<p>Roy Tahtinen conceived of his current photographic series on Valentine’s Day in 2016, when he made “an unintentional pivot” while collecting stones at Ocean Beach.</p>
<p>Instead of pocketing them, he began photographing the heart-shaped stones where they lay, posting one new heart image each day on social media. Since then, he continues to post one photo every day from some corner of the City.</p>
<p>He has always noticed images in objects around him that were not placed there intentionally. For example, he might see a face in a tree, an animal in a cloud, a number in a leaf, or many other shapes that appear in nature or in manufactured objects. Many people have experienced this phenomenon to some degree.</p>

<p>On that Valentine’s Day, he realized that through photographing these objects in their immediate context, they could be shared more widely. In his ongoing exploration, Tahtinen realized the objects took on added meaning when photographed where they were found. Now, as the photographs become social media posts, many more people around the world can see what Tahtinen sees and form their own impressions.</p>
<p>On a practical level, this also freed him from the habit of collecting found objects and unloading them into the drawers and shelves of his small Sunset District flat.</p>
<p>“I decided I needed to stop this practice when I ran out of places to keep them,” Tahtinen said.</p>
<p>“The concept of focusing on hearts specifically was inspired by Tony Bennet’s song ‘I Left My Heart in San Francisco’ as well as my personal love for this amazing City,” he explained. “So, in exploring how to combine my unique way of seeing things – San Francisco’s connection with hearts, and my love of the City – I decided, ‘If you left your heart in San Francisco, I am going to try to find it.’”</p>
<p>In 2018, he challenged himself to post a photograph of one new heart to Instagram every day.</p>
<p>“This is when I started the series, HeartSFound,” he said. “And this is where things started to get meaningful.”</p>
<p>Tahtinen admits that while he has produced other photographic series, the term “series” might be an understatement with the hearts, which he’s been posting daily for five years.</p>
<p>Tahtinen selects a photograph each morning and pairs it with a quotation that either reflects the image or contrasts with it in a surprising way.</p>
<p>“Personally, it has been a form of meditation, a method to develop as an artist and an amazing way to connect with people from all over the world,” he said.</p>
<p>Originally from Grand Rapids, Michigan, Tahtinen worked in advertising and was looking for creative opportunities before moving here in 2000. He is not a full-time photographer.</p>
<p>“I think any fine arts pursuit is difficult to do full time if you want to pay the bills,” he said.</p>
<p>He said he feels lucky to have found a career that fosters and encourages creativity.</p>
<p>“The (advertising) work that was coming out of San Francisco was so original,” he said.</p>
<p>It was the dot-com boom, with lots of money and creativity behind many thriving brands, such as Levi’s, SF Giants and Williams-Sonoma. In 2022, he started working with the brand design team at Peet’s Coffee, his current position.</p>
<p>Tahtinen is curating his favorite heart images to create a book. He is working through how to compose it, which quotations to use to support the images, and how to produce it.</p>
<p>“I started making various collections and playing around with how photos work together and I am letting that drive the development.”</p>
<p>Tahtinen finds the greatest return on his creativity is “showing other people my perspective of the world and having them appreciate the way I see it. This is validating and rewarding because it is so personal.” He adds, “I am well aware that many parts of our lives seem designed to discourage creativity. So, the first reward of being artists or creatives is the freedom to be ourselves and not fight for permission.”</p>

<p>His other interests are traveling and walking, the latter a daily activity for him. The beauty, diversity and walkability of SF inspire him to “walk more, to explore the City and to slow down and see more of what is around me.”</p>
<p>He describes his hometown of Grand Rapids as “actually a really fantastic place. I intended on moving back after a year or two, but I fell in love with the City and have made San Francisco my home.”</p>

<p id="uyZchD">After the idea circulated in an Instagram post in late February, the James Beard Award-winning restaurateurs behind Cassava in North Beach have made it official: Yuka Ioroi and Kris Toliao will bring their talents back to the Richmond District, where they run their restaurant a neighborhood lot before moving to North Beach in October 2022.  Next month they plan to reopen the doors to the space on Balboa Street that has housed Cassava for the last decade and turn it into a wine bar, simply called Wine Bar by Cassava.  &#8220;People were used to us being there for ten years,&#8221; says Ioroi.  &#8220;And we love this room.&#8221;</p>
<p id="pPhOxZ">Initially, the couple hoped to find partners to operate the wine bar while they focused on keeping their relatively fledgling North Beach location on track.  But Ioroi says it hasn&#8217;t been easy finding partners who share the couple&#8217;s ethos of how to run an equitable restaurant.  For example, at Cassava, front- and back-of-house employees split tips equally, and all workers receive full medical benefits and a 401,000 with a 5 percent employer match.  &#8220;The way we run a business is very different from the way other people do it,&#8221; she says.  &#8220;So we&#8217;re just going to open it ourselves until we find a better opportunity.&#8221;</p>
<p id="IW4WS2">It should be a quick transaction.  Ioroi says they will be making minimal changes to the space itself, moving some of the furniture that didn&#8217;t quite fit the North Beach location.  One thing she&#8217;s excited to note is that after three years of covering the front of the space&#8217;s windows with wood planks, a move first made during the 2020 COVID-related closures, they&#8217;ll pull down the covers and let the natural light shine let in. Of course they plan to keep the panels with a colorful mural;  You just bring them to the restaurant to decorate the room and add color to it. </p>
<p id="ryDJ9M">Ioroi says she also hopes they&#8217;ll be able to keep the restaurant&#8217;s parklet in place.  They removed the roof before winding up the Balboa room, but now she envisions installing tables with fire pits sunken into them since nothing covers the top. </p>
<p id="44BuOZ">As for the wine list, Ioroi says fans can expect a similar selection to Cassava.  &#8220;We&#8217;re not natural wine people,&#8221; says Ioroi, laughing.  &#8220;That&#8217;s not really my forte per se, so we want to stick with the classic regions and beautiful wines that we have [at Cassava].” That being said, they hope to expand their California wine selection, particularly to bring in more bottles from wineries owned by women and people of color.  Ioroi says it&#8217;s not always easy to connect with these smaller women- and POC-owned wineries, but she wants the wine bar&#8217;s list of native bottles to reflect the condition, as does her &#8212; an Asian American &#8212; and Tolio know him.  &#8220;We want to represent the California that we see,&#8221; she says.  &#8220;And we want the wine list to reflect that.&#8221; </p>
<p id="gdkUfs">There will be a small food component in the wine bar, which means smaller plates and appetizers prepared by the Cassava team in North Beach to be reheated and finished in the wine bar.  Ioroi says part of the motivation for going ahead with the wine bar on its own was a desire to create more shifts for the North Beach restaurant&#8217;s staff.  The cavalcade of atmospheric flows and generally inclement weather that has plagued the Bay Area year-round has taken its toll on the restaurant, which is located on Columbus Street in a neighborhood with limited parking but usually high foot traffic. </p>
<p id="f5YLZU">But it&#8217;s also nice to know the neighborhood wants her back, she says.  &#8220;The neighborhood is so excited about the idea.&#8221;</p>
<p id="pRF3Ze">Wine Bar by Cassava (3519 Balboa Street) is expected to open before the end of April 2023.</p>

<p>RICHMOND (CBS SF) — Using the latest advances in DNA technology, police cold case investigators announced Thursday they have identified Jerry Lee Henderson as the suspect responsible for the 1999 murder of Meekiah Wadley inside a Richmond home.</p>
<p>While Henderson died 11 days after the murder of a suspected overdose, Richmond police hoped the revelation would provide some measure of closure for their relatives.</p>

<p>&#8220;Over the course of more than 20 years, law enforcement working this case never gave up,&#8221; said California Attorney General Rob Bonta at a press conference.  “It is my sincere hope that this resolution brings the family of Meekiah Wadley a measure of peace.  Nothing can ever bring back a loved one, but we&#8217;re committed to doing all we can to help bring the truth to light in the fight for justice.&#8221;</p>
<p>Acting Richmond Police Chief Louie Tirona added: &#8220;It is my hope that this news brings needed closure to all those who knew and loved Meekiah Wadley.&#8221;</p>
<p><strong>RAW: Family Demands Acting Richmond Police Chief Identify Meekiah Wadley&#8217;s Killer</strong></p>
<p>At first, law enforcement at the news conference refused to identify the murderer, saying they didn&#8217;t want to give him any notoriety.</p>
<p>“Why give someone fame and notoriety for a murder,” asked Acting Richmond Police Chief Louie Tirona.</p>
<p>But Wadley&#8217;s family – also present at the news conference and wearing “We love you” shirts showing an image of a smiling Wadley- insisted that they name him, and Tirona did eventually identify Henderson by name.</p>
<p>“Answers might not come today but it will come tomorrow.  It&#8217;s going to come,” said Meekiah&#8217;s sister Quila Wadley.</p>
<p>“My favorite auntie.  She was beautiful, outgoing and smart.  Loved to hang out and have fun,” said her niece Devinee Peterson.</p>
<p>The Wadley family said Henderson was a friend of a friend of Meekiah&#8217;s, who went into her home when she was out for the night, and when she came home he raped and suffocated her.</p>
<p>Meekia&#8217;s family says Henderson was a friend of a friend, but that there was no other relationship besides that.</p>
<p>&#8220;I&#8217;m angry, hurt and sad,&#8221; said Peterson.  “We came to let the world know who it was and not to shove it under the rug.  His family should know what he did.&#8221;</p>
<p>The case dates back to January 1999. Richmond police responded to a call to a residence at the 1300 block of Carlson Blvd.  after a nearby neighbor reported hearing screaming coming from the residence.</p>

<p>When the neighbor went to the residence and knocked on the front door, the police were told the screaming continued for approximately 30 seconds.  The neighbor retreated to his apartment and called 911.</p>
<p>Arriving officers found the front door locked but the back door was unlocked and ajar.  Once inside the home, officers found Wadley on the floor of her bedroom.  Her hands were bound together with shoelaces, she had been killed by asphyxia due to smothering.</p>
<p>A buck knife was located under her body.</p>
<p>The initial investigation focused on a man she spent the prior evening with.  Other than the initial person she was seen with the prior evening, there were no investigative leads.  That person was ultimately ruled out as a suspect.</p>
<p>A variety of DNA testing was conducted in the years following the slaying.</p>
<p>In 2002, a mixed DNA profile was developed from swabs collected from Wadley&#8217;s hands and a bloodstain at the crime scene.  This DNA profile was submitted to the California Department of Justice (DOJ) to search the offender database.  There were no matches.</p>
<p>In 2020, additional DNA testing was requested, focusing on previously untested fingernail clippings and ligatures.  A male DNA profile from Wadley&#8217;s fingernail clippings was developed.</p>
<p>In October 2020, the DNA profile created by the Contra Costa County crime lab was submitted to the DOJ&#8217;s DNA Data Bank Program to conduct a familial search of the state DNA index system.</p>
<p>In April 2021, California Department of Justice and Bureau of Forensic Services and Bureau of Investigation agents presented the results of the requested family search.  The DOJ&#8217;s investigation revealed a person who was a potential first-degree relative of the male suspect.  But the relative was ruled out as a suspect.</p>
<p>Since Henderson also died in January 1999, the DNA search became even more complicated.</p>
<p>With the assistance of the Contra Costa County District Attorney&#8217;s Office, detectives were able to track down an immediate relative in September 2021. A buccal swab was obtained from the person and submitted to the crime lab.</p>
<p>On September 17, 2021, Richmond police received notification that the buccal swab from the relative confirmed Henderson&#8217;s DNA matched the fingernail clippings from Wadley and investigators concluded Henderson was the person responsible for the murder.</p>
<p>Authorities say Henderson died of an apparent drug overdose 11 days after the murder.</p>

<p>RICHMOND (BCN) &#8211; Contra Costa County will spend $ 95.5 million to expand West County Detention Center in North Richmond, add more mental health rehabilitation and treatment rooms, while reducing overcrowding at Martinez Detention Center.</p>
<p>The board of directors voted 4: 1 to award the contract to Sletten Construction from Montana, with District 1 overseer John Gioia disagreeing.</p>

<p>Gioia, whose borough is North Richmond, said the West County Reentry, Treatment and Housing (WRTH) project was better than previous expansion proposals.  But he still prefers to house the services it will provide in other locations rather than putting money in another maximum security detention facility.</p>
<p>&#8220;It is clearly a better project than at the beginning,&#8221; said Gioia.  &#8220;I&#8217;m saying this: if this could be segmented to approve certain parts, I would vote for it &#8211; the mental health arena, the classroom, the medical facilities and clinics, the re-entry and professional services.&#8221;</p>

<p>The WRTH will include five new secure housing units, a medical treatment center, space for a re-entry program and new facilities for family visits.  It adds 288 high security beds, 96 of which are mental health beds, as well as re-entry, family reunification and work readiness rooms from the original proposal.  The original proposal was reduced by 128 beds for the general population in order to preserve all medical, treatment and programming rooms.</p>
<p>There will be classrooms and visiting rooms, detoxification rooms, a day room, larger program rooms and 32 beds for inmates with severe mental illnesses.  The medical facility will include dentistry and optometry rooms.  There will also be a vocational training room.</p>
<p>“Overall, in terms of what happens to a person while in detention, this really increases the ability to do the job, really reintegrate people into the community in a really good way, while being able to provide medical assistance Get the services they need as well as other services, ”said District 5 Supervisor Federal Glover.</p>
<p>Contra Costa County has three detention facilities: the Martinez Detention Facility (MDF), the West County Detention Facility (WCDF), and the Marsh Creek Detention Facility with low security in East County.</p>
<p>MDF is currently the only one of the three equipped for high security prisoners and was built in 1977, now can accommodate 695 adults.  WCDF, built in 1987, is a medium-security facility that can accommodate up to 1,096 adults.</p>
<p>The staff report for Tuesday&#8217;s meeting noted that attitudes toward incarceration have changed 1 / 4ve since Contra Costa built new detention facilities, and shifted to a therapeutic rather than punitive approach.  More emphasis is placed on treatment, education and training to prepare inmates for re-entry into society.</p>

<p>Two other factors influence the design of new prisons.  As the state seeks to reduce the number of prisoners, it shifts some responsibilities for long-term detention back to its districts, thanks to Congregation Bill 109 passed in 2011.</p>
<p>There is also an increasing proportion of inmates with significant mental and other medical problems in the system who, due to the closure of government treatment facilities, require more advanced treatment than the state can provide.</p>
<p>As part of a dispute settlement with the Prison Law Office in 2020, the county agreed to expand medical, psychological treatment and programming space in its prison system.</p>
<p>The project will not expand Contra Costa&#8217;s prison population.  When WCDF is complete, 288 beds will be removed from the MDF, reducing the nominal capacity of the beds registered with the California Board of State and Community Corrections (BSCC) from the current 695 beds to 407 beds.</p>
<p>The Martinez facility was originally built in 1981 for single cells with a nominal capacity of 384 people.  MDF will remodel the space for additional mental health treatment, new <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>, and accessibility improvements.</p>
<p>Most of the project&#8217;s funding has come from a $ 70 million state grant approved by Senate Act 844 and $ 25.5 million from the county general fund used in prior fiscal years.</p>
<p>The county will also spend an additional $ 18 million on county employees and consultants, $ 5 million on equipment and $ 8 million on contingent costs, bringing the total project price to $ 126.5 million.</p>
<p>The county hopes to complete the final design in November 2022, with construction a few weeks later and the new facilities by the end of November 2024.</p>

<p>An influx of confused self-driving cars has swarmed through a nominally peaceful neighborhood of San Francisco for &#8220;six, eight weeks, maybe more,&#8221; according to local residents.  The vehicles that are part of the Waymo robot taxi fleet pour into a cul-de-sac in the Richmond District.  While some are doing a complicated multi-point turn, others are queued one after the other.  KPIX 5 reported on Wednesday that on some days &#8220;up to 50&#8221; of the technology-heavy driverless cars can turn up, disrupt the routes of the drivers and disrupt local residents.  &#8220;It&#8217;s literally every five minutes,&#8221; said Jennifer King, a local homeowner.  &#8220;And we all work from home, so we hear this.&#8221; Waymo has yet to provide an explanation for the technological malfunctions behind the invasion.  Waymo cars also regularly get confused by puddles and left turns, according to CNN.</p>
