<p>RALEIGH, N.C. (WNCN) — Students of Raleigh’s Broughton Magnet High School are being dismissed early due to HVAC system issues.</p>
<p>School officials said 12:30 p.m. will be the dismissal time and that the temperatures in the building had gotten high as a result of its HVAC system “not working at full capacity.”</p>
<p>		AC issues in dozens of Wake County schools, teachers share concerns	</p>
<p>School buses will be providing transportation home for students who ride by bus, and parents can pick up their students for rides out as usual. Staff will remain on campus with students until they are picked up.</p>
<p>Repairs are underway thanks to the school district’s maintenance staff. More updates from the school will be announced as they become available on the school’s website.</p>

<p>WASHINGTON &#8212; U.S. Senators Bill Cassidy, MD (R-LA), Shelley Moore Capito (R-WV) and 27 colleagues called on the Environmental Protection Agency (EPA) to extend the public comment period on EPA&#8217;s latest set of proposed power plant regulations which will force the closure of coal and gas power plants. </p>
<p>Senators expressed concern about the limited opportunities the EPO offers for public input, particularly given the far-reaching nature and implications of the proposals. </p>
<p>&#8220;Through the rulemaking process currently announced, the EPA has provided minimal opportunity for public input,&#8221; the senators wrote.  &#8220;The agency&#8217;s decision to severely limit opportunities for public participation compared to previous regulations is particularly worrying given that the Clean Power Plan 2.0 is a much broader endeavor with far-reaching implications.&#8221;</p>
<p>&#8220;The American people and the communities we represent must have adequate time to consider, reflect and comment on the proposal and its wider implications,&#8221; the senators continued. </p>

<p>Dear Administrator Regan:</p>
<p>With this letter, we are raising serious concerns about the limited ability for public participation in the rulemaking process for the Clean Power Plan 2.0 that the EPA announced in the Federal Register last month.  In the proposal, EPA announces new legal interpretations and presents sweeping claims about the future availability of technologies and infrastructure used to power our electrical grid.  As drafted, the proposal violates statutory limitations on EPA&#8217;s powers under Section 111 of the Clean Air Act, which were clearly articulated by the Supreme Court in West Virginia v. EPA.  And even if EPA had the authority to enforce EPA&#8217;s proposed generational change, which it doesn&#8217;t, the records the agency relies on to justify its &#8220;best emissions reduction system&#8221; determinations are speculative and unfounded.  </p>
<p>Despite the size of the proposal and the novel legal and factual foundations it lays out, the EPO has offered little opportunity for public input.  EPA must at least extend the comment period by 60 days and establish a more extensive schedule of in-person public hearings in the hardest-hit areas of the country to fully comment on the proposal. </p>
<p>Through the currently announced rulemaking process, the EPA has provided minimal opportunity for public input.  The latest proposal only announced a virtual public hearing and a 60-day public comment.  EPA&#8217;s commitment to the Clean Power Plan 2.0 stands in stark contrast to previous regulations governing the energy sector under Section 111 of the Clean Air Act.  For example, there have always been several public hearings related to regulation in the energy sector, and comment periods were up to 165 days in 2014 for the proposed Section 111(d) rule and 192 days for the proposed repeal of the Clean Power Plan in 2018 EPA held public hearings in Chicago, Illinois and Charleston, West Virginia, respectively, and public hearings in Kansas City, Missouri, on the Affordable Clean Energy regulation and the associated repeal of the Clean Power Plan.  Gillette, Wyoming;  and San Francisco, California.  Hearings should also take place in the areas most affected by this proposal. </p>
<p>The agency&#8217;s decision to severely limit opportunities for public participation compared to previous regulations is particularly worrying given that the Clean Power Plan 2.0 is a much broader endeavor with far-reaching implications.  It is actually five regulations in one.  In the agency&#8217;s summary of the proposal, EPA indicated that five separate proposals were included in this gargantuan Federal Register notice: a repeal of the affordable clean energy rule;  two new proposed regulations under Section 111(b) of the Clean Air Act covering new and modified power plants;  and two different proposed Section 111(d) regulations to cover existing power plants.  In addition, the direct costs and impacts far exceed the values ​​reported by the agency.  The EPA has tried to attribute almost all of the proposal&#8217;s economic and transformative energy impacts to the partisan, disastrous Inflation Act alone.  The American people and the communities we represent must have adequate time to consider, ponder, and comment on the proposal and its wider implications.   </p>

<p>SAN FRANCISCO — The San Francisco District Attorney on Monday released surveillance video showing the fatal shooting of a suspected shoplifter by an on-duty Walgreens security guard, along with other footage and documents that she says support her decision not to press charges against the guard , substantiate.</p>
<p>District Attorney Brooke Jenkins released the information amid public outrage over the April 27 death of Banko Brown, a 24-year-old who was unarmed, outside a downtown Walgreens building.  Last week, the board of directors passed a resolution asking her office and the police to release more evidence.  She justified her decision not to attack security guard Michael Earl-Wayne Anthony on the grounds of self-defense.</p>
<p>But the release of surveillance video didn&#8217;t seem to calm critics in a city dogged by brazen shoplifting and where there is much disagreement about the appropriate response to crime, especially when the suspect is homeless or impoverished.</p>
<p>The silent footage shows Brown walking towards the door with a bag in hand when he is stopped by Anthony, who then hits him repeatedly.  The two fight until Anthony pinches Brown to the ground.  Meanwhile, shoppers continued to enter the store during the altercation.</p>
<p>When Anthony lets go of Brown, Brown picks up the bag and makes his way out of the store.  He turns and appears to walk towards Anthony, whereupon Anthony raises his gun and fires once, causing Brown to fall back onto the ground outside.</p>
<p>In a police interview, Anthony said he asked Brown to return the items, but Brown was aggressive and fought to keep the items.  He said he told Brown he would let him go if he calmed down, and that Brown kept saying he would stab him.  A knife was not found on Brown.</p>
<p>Anthony said he let Brown go, but he drew his gun and kept it pointed at the ground just in case Brown charged.  He said he fired as Brown advanced, unaware that Brown would simply spit at him.</p>
<p>San Francisco supervisor Shamann Walton said in a statement that the video offered no justification for the shooting.  He plans to join Chief Executive Aaron Peskin in asking the Attorney General for an independent review of the prosecutor&#8217;s decision.</p>
<p>But Jenkins, who initially dropped the case on May 1, said even after seeking further evidence, there was nothing to disprove the guard&#8217;s reasonable claim of self-defense.  She urged viewers to review all evidence, including witness and police accounts, particularly given the lack of sound in the video footage.</p>
<p>&#8220;There will be a temptation as people to just look at the video footage of this incident and nothing else. We&#8217;re used to seeing videos online and often that&#8217;s what grabs our attention rather than going a step further&#8221; , she said in a press conference.</p>
<p>Brown, who struggled with homelessness, worked as a community organizer for the Young Women&#8217;s Freedom Center, a nonprofit organization that supports young women and transgender youth.</p>
<p>&#8220;We don&#8217;t have to see the video to know that the killing of Banko Brown was unjust.  &#8220;Armed violence is not a justifiable response to poverty,&#8221; Julia Arroyo, the center&#8217;s co-executive director, said in a statement Monday.  &#8220;We have to live with the sobering reality that he was killed for no reason other than $14.&#8221;</p>
<p>Arroyo described Brown as a bright and funny young man who was shy but made friends easily.</p>
<p>Supervisor Dean Preston introduced legislation last week banning private security guards from drawing their firearms unless there is an actual and specific threat to an individual.</p>
<p>Walgreens did not immediately respond to an email asking for comment.  Walgreens, Target and other downtown retailers have complained of brazen shoplifting.  Whole Foods recently announced it would temporarily close a downtown location, citing employee safety.</p>
<p>Kingdom Group Protective Services, which provides security for Walgreens, said in a statement it was cooperating with law enforcement and could not comment further.</p>
<p>State records show that Anthony has been licensed as a security guard since 2012.</p>
<p>Jenkins became district attorney last year after voters ousted her predecessor Chesa Boudin over criticism that he was too soft on crime.  She promised to be a fair but tough prosecutor who would not ignore blatant retail thefts and open-air drug dealing.</p>

<p>CALHFA launched the &#8220;Dream for All&#8221; down payment assistance program this week and has $300 million available for first-time homebuyers with incomes under $215,000 per year and FICO scores above 680. I have read all of the policies and Received a telephone briefing with our contact at CALHFA and now feel like I have all the answers to my questions.</p>
<p>CALHFA has been our go-to source for first down payment assistance for homebuyers for years, but this new stock program is the first of its kind and for some buyers it&#8217;s a dream come true.</p>
<p>For my fellow skeptics, I want you all to know that unlike some of the crazy adjustable rate loans that were made between 2003 and 2007 that allowed buyers to buy an $800,000 home without a penny out of their pocket and with no proof of income , the Dream for All program is different.  The Dream for All program requires a FICO minimum score of 660 for low income (80% of the AMI) and 680 for income levels up to $215,000 in Solano County, along with an overall debt ratio of no more than 45% and a desktop loan by Fannie Mae approval.</p>
<p>Here&#8217;s a snapshot scenario of how it works and who it can help:</p>
<p>Let&#8217;s say we have a teacher and a nurse, and this 30-year-old couple makes $180,000 a year, rent $3,500 a month with a couple of kids, 700 FICO, $70,000 in student loan debt at $600 a month and none other debts.  a whopping $20,000 in savings, a few small $401,000 plans and no gift money from family.</p>
<p>This stock program will allow them to buy a home for $800,000.  The state will loan them $160,000 for the 20% down payment, with a 20% appreciation agreement that obliges the buyer to pay back the $160,000 plus 20% appreciation if they sell the home.  The first mortgage loan as of this week would be a 30-year fixed rate loan with no PMI at 6.375% with a lending fee of up to 2%, giving an estimated APR of 6.55%.</p>
<p>CALHFA informed me that after 12 months they will subordinate their second position once for the homeowner to refinance at a lower interest rate with no payout and as this is so new further restrictions may follow.</p>
<p>As early as the mid to late 1980s, private equity investors became an option for buyers in the high-end coastal markets, where wealthy investors would partner with young, high-income couples for homes in San Francisco, Marin, and San Mateo.  The investor would make the 20% down payment and the children would pay the mortgage and receive the home with an agreement to sell the home in five to seven years and split the equity growth 50-50.</p>
<p>This California program allows a buyer to live in the home for 30 years before repayment is required.  After the 30-year first mortgage is paid off, a balloon payment of $160,000 plus 20% of gross equity becomes due and payable.</p>
<p>Let&#8217;s assume the value of the house in 30 years is $1.4 million.  The children, who are now 60, must pay the original $160,000 plus 20% of the $600,000 equity through a loan or by selling the home and pay $280,000 to the state of California.  The equity share partner is not responsible for 20% of the installation bill or any other repairs and DIY done over the 30 years.</p>
<p>Another thing to consider is that if the buyer sells the house in a few years, the state will receive 20% of the gross equity and will not have to contribute to the cost of the sale for commissions, repairs and closing costs.  The best way to look at this program and $800,000 scenario is to think of it as a $160,000 loan with an equity participation agreement instead of traditional guaranteed interest payments.</p>
<p>I expect the $300 million will sell out in less than six months so get your kids checked out ASAP or better yet give me a call and I&#8217;ll show you how to get your kids the $160,000 for the down payment because I&#8217;m sure they would prefer to be an equity partner with you.</p>
<p>This is a no-brainer program that is making homes more affordable for thousands of first-time home buyers willing to partner with California.  The total payment for the above nurse and teacher would be $4,940 per month, including property taxes and homeowners insurance, assuming the property tax rate is 1.25% annually and the home is not in a fire or flood area.</p>

<p>CONTRA COSTA COUNTY (BCN SF) &#8211; Contra Costa County is encouraging residents to vote by mail in the September recall election to minimize the risk of spreading or contagious COVID-19.</p>

<p>&#8220;Postal voting protects voters, poll workers and our volunteers by limiting face-to-face contact,&#8221; Cooper said in a statement.  “The places for personal voting will follow health protocols that can cause delays and queues due to social distancing.  The easiest and fastest way to vote for this election is to cast the ballot, which we will send you by post, or in one of our official ballot boxes across the county. &#8220;</p>
<p>As part of its efforts to promote safe elections, the county is sending each resident a postal ballot with prepaid first class return postage.  In order to have their votes counted, residents must return or mail their postal ballot by September 14th.  Callback dial / # dial.</p>

<p>The California Geological Survey has released new tsunami hazard maps for the counties of San Francisco, Santa Clara, and Contra Costa, which have now been updated to take a worst-case scenario into account.</p>
<p>The 2021 maps, produced by the CGS in collaboration with the California Governor&#8217;s Office of Emergency Services, replace the 2009 versions with new estimates that cover larger areas that may need to be evacuated in the event of a tsunami.</p>
<p>Steve Bohlen, Acting State Geologist of California and head of the CGS, said the heightened level of preparedness was inspired by the 2011 Tohoku-Oki earthquake and tsunami.</p>
<p>&#8220;Japan used data from hundreds of years of tsunami records in its planning, which seemed perfectly reasonable,&#8221; Bohlen said in a statement.  &#8220;Then it was hit by a millennium tsunami.&#8221;</p>
<p>The “worst case scenario” of the CGS for the Bay Area would be a 9.3 magnitude earthquake in the Aleutian Islands off the west coast of Alaska.  A tsunami caused by such an earthquake would reach the Bay Area within five hours, leaving little time for an evacuation warning and safe evacuation of the residents.</p>
<p>In 1964, a 9.2 magnitude earthquake in Alaska caused a tsunami that reached Crescent City in four hours, killing 12 people and devastating much of the city&#8217;s business district.</p>
<p>Using the Aleutian scenario and other sources, the CGS developed new tsunami hazard maps to inform local residents and emergency planners which areas may need to be evacuated and how far inland to move.</p>
<p>The most significant increase in the tsunami-prone area is low-altitude land in San Francisco&#8217;s North Beach and downtown Market Street, as well as residential and commercial areas around the Port of Richmond, according to CGS.</p>
<p>The new maps will help educate the state hazard reduction plan so state agencies, local and tribal governments can prepare for potential tsunamis.  The maps can also help inform the response to climate change, the CGS said, as the same low areas that are prone to flooding during a tsunami are also prone to flooding from rising sea levels.</p>
<p>A total of thirteen new maps were released by the CGS in 2021, and it is hoping to publish maps for the remaining seven California counties next year.</p>

<p>The Royal Caribbean Group today announced the results of an independent study conducted in conjunction with the University of Nebraska Medical Center (UNMC) of the diffusion of aerosolized particles through a cruise ship&#8217;s heating, ventilation and air conditioning (HVAC) system.</p>
<p>With the support of the Healthy Sail Panel &#8211; a group of world-class experts brought together by the Royal Caribbean Group and Norwegian Cruise Line Holdings, the Royal Caribbean Group hired the UNMC and the National Strategic Research Institute (NSRI) of the University of Nebraska to do the Conduct this research.</p>

<p>The study was conducted by UNMC and NSRI scientists aboard the Oasis of the Seas in July 2020 to gain a full understanding of the role of HVAC systems in airborne particle transmission around cruise ships.  In particular, it examined the effectiveness and efficiency of on-board air management &#8211; such as supply, ventilation and filtration &#8211; and analyzed airflow in various areas of the ship, such as guest cabins, crew quarters, lounges and other public areas.</p>

<p>A team of five medical professionals who specialize in bioaerosols found that the transfer of airborne particles through the ventilation system between areas on board was undetectable in most test cases, both in the air and on surfaces is.</p>
<p>The research was originally conducted to support the Healthy Sail Panel&#8217;s comprehensive recommendations on industry best practices to protect guests, crew and the communities they visit, presented to the CDC last September.</p>
<p>The Royal Caribbean Group&#8217;s existing HVAC systems, always at the forefront of implementing the latest industry innovations, were already robust and efficient enough to provide exceptional filtering of incoming and outgoing air, continuous fresh air intake and maximum ventilation in all ships.  However, based on the results of the UNMC study and the recommendations of the Healthy Sail Panel, the Royal Caribbean Group is adopting new practices and adding additional protective layers to further minimize the possibility of aerosol particle spread.</p>
<p>In the future, onboard settings will be adjusted to allow the maximum number of air exchanges per hour, and system-wide upgrades will include MERV 13 filters to add another layer of protection.  The Royal Caribbean Group&#8217;s medical facilities have already been fitted with independent ventilation systems, complete with hospital-grade HEPA filters.</p>
<p>“Our existing HVAC system is designed with several layers in order to continuously bring in the sea air and filter it several times before it reaches our guests and our crew.  We are pleased that the study concludes that our robust system is effective at reducing transmission, ”said Patrik Dahlgren, senior vice president of global marine operations for the Royal Caribbean Group and a member of the Healthy Sail panel.  “By taking a scientific approach and implementing the recommendations of the experts at the University of Nebraska Medical Center and the National Strategic Research Institute, we have created an environment that is even safer for our guests and crew.  And that without compromising on comfort &#8211; which is always in the foreground, because this is the vacation of our guests and the home of our crew at sea. &#8220;</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8211; Why is the Van Ness Improvement Project taking so long?  That question is answered in a new report by the San Francisco Civil Grand Jury released on Monday.</p>
<p>The Mission Street to Lombard Street project will create San Francisco&#8217;s first express bus system with dedicated bus lanes, improved boarding, and technology to keep buses moving.  It will also replace a 100 year old aqueduct and sewer.</p>
<p>Businesses along the two-mile stretch of San Francisco have long had a different name for Van Ness Avenue.</p>
<p>&#8220;It&#8217;s a mess,&#8221; said Farzin Kaveh, owner of Audio Symphony.</p>
<p>The chaos also caught the attention of the 19-member San Francisco civil jury.</p>

<p>&#8220;With 5-6 years of construction, you can imagine that many of us, including our friends and acquaintances, have asked why Van Ness is taking so long,&#8221; said Simone Manganelli, juror and chairman of the Van Ness Investigation Civil Grand Jury.</p>
<p>The recent Civil Grand Jury report found that the cost of the project rose to $ 346 million, which is $ 37 million over budget.  This bus service is also scheduled to begin in 2022, three years later than promised.</p>
<p>The city said the delays were due to unexpected findings beneath the surface of Van Ness, but the jury found that the SFMTA could have reduced delays and cost overruns if it had done more before construction began.</p>
<p>&#8220;In terms of the design, planning, contracting and pre-building process,&#8221; said Manganelli.</p>
<p>The Civil Grand Jury found deficiencies on both the city side and the contractor&#8217;s side.</p>
<p>On the municipal side, the jury found that the relocation of bus-S-Bahn lines in the middle of the lane made transit times smoother, but led to delays because existing supply facilities such as water and sewage had to be relocated to the roadside.</p>
<p>The jury also found that the city did not conduct any exploration tours.</p>
<p>&#8220;Exploratory potholes would have helped them see how different the official supply maps under Van Ness Avenue were compared to reality,&#8221; Manganelli said.</p>

<p>On the contractor side, the jury noted that Walsh may have cost less upfront, but not in the long run.</p>
<p>&#8220;Walsh and the city didn&#8217;t work together the way they wanted on this deal,&#8221; said Manganelli.</p>
<p>&#8220;They all focused on meticulously resolving these issues with delays and schedules rather than trying to innovate and move the project forward,&#8221; he continued.</p>
<p>Something that companies suffering from Van Ness haven&#8217;t lost.  I interviewed Kaveh again in 2019 and today.</p>
<p>&#8220;It&#8217;s no longer a welcoming area, people avoid it, so as business owners and other businesses, people don&#8217;t come here and you can&#8217;t blame them,&#8221; said Kaveh.</p>
<p>In a statement sent via email, the SFMTA said, “We appreciate the work of the San Francisco Civil Grand Jury on the Van Ness Improvement Project.  It raises certain issues that have been identified in previous internal audits and we are actively working to translate the lessons learned from these issues into successful projects across the city.  The SFMTA has resolved several claims made by the contractor regarding the issues in the report, including several where the contractor has acknowledged its shortcomings.  We regret that the report does not properly reflect the roles and responsibilities of a general contractor for construction management on a construction project as complex as the Van Ness Improvement Project.</p>
<p>Now that the underground work is complete, we are almost on schedule and on budget for the surface component of the project.  Our teams apply the lessons learned from the Van Ness Improvement Project to other projects in our SFMTA portfolio &#8211; including the successful Geary Rapid Project.  The recent pace of construction above ground also reflects the experience of the contractor and we look forward to working with them on a successful final phase of this project. &#8220;</p>
<p>Walsh did not respond to the I-Team&#8217;s request for comment.</p>
<p>The agencies named in the Grand Jury report have 60 or 90 days to respond.  The board of directors will hold a public hearing as soon as these responses are received.</p>

<p>The San Francisco Jazz Festival will be virtual in 2021.</p>
<p>The multi-week event, presented by SFJAZZ, begins June 4th and lasts through June 25th and will include nearly two dozen archive performances.</p>
<p>Artists such as Melissa Aldana, Brian Blade &#038; The Fellowship Band, Jazzmeia Horn, Chucho Valdés, Michel Camilo, Marcus Shelby, Harold López-Nussa and Gonzalo Rubalcaba will perform at the festival.</p>
<p>Fans must be SFJAZZ members to view the program.  Digital memberships start at $ 5.</p>

<p>San Francisco rose from the red to the milder orange tier on Tuesday, and starting Wednesday more businesses will be able to open in the city for the first time, and those that are already open will be able to increase capacity indoors.</p>
<p>With the jump to the orange row, the city will see the most reopenings since the pandemic began in March 2020, according to Mayor London Breed.</p>
<p>“Thanks to the Franciscans&#8217; continued efforts to adhere to public health guidelines and our efforts to vaccinate people as soon as possible, we have come to a place in the fight against this virus where we will continue to reopen the San can Francisco, ”Breed said in a statement.</p>
<p>The city released a long and detailed list on Tuesday that allows businesses and activities to resume operations and expand their capacities. </p>
<p><span style="text-decoration: underline;">The following activities can reopen on Wednesday:</span></p>
<p><strong>Non-essential offices: </strong>Individuals with 20 or more employees can re-open with up to 25% capacity indoors, including meeting and conference rooms with 25% capacity.  Offices with fewer than 20 employees must reduce capacity to 6 feet between employees at all times.</p>
<p><strong>Indoor family entertainment: </strong>Indoor bowling alleys, mini golf, pool halls and other family entertainments where individuals can easily keep a distance of at least 3m can be reopened with a capacity of up to 25%.  Groups must consist of members of one household.</p>
<p><strong>Indoor recreation:</strong> The facilities can be reopened with a capacity of 25% and up to 100 people.  Up to 12 participants from up to three households can take part in contactless indoor recreation (and from up to four households with indoor tennis and pickleball).</p>
<p>Indoor organized sports for adolescents and adults can be resumed with stable groups of up to 16 participants with no budget limit.  Spectators are not allowed in any context, except for the necessary supervision of children in youth sports.  Young people are only allowed to take part in one organized indoor activity at a time.  Indoor ice hockey, wrestling and water polo are still prohibited.</p>
<p><strong>Bars, Breweries, Wineries, and Outdoor Distilleries: </strong>These can be used for outdoor seating table service without the need to serve food.  No more than six people per table.  Two table reservations are allowed, but guests cannot mingle between the tables.  Indoor bars, breweries and wineries without a catering service will remain closed.</p>
<p><span style="text-decoration: underline;">The following activities can expand your operational capacity:</span></p>
<p><strong>Eat:</strong> Indoor dining in restaurants, bars serving meals, cafes and cafes, hotels, museums, and food courts in shopping malls can be expanded to 50% capacity or 200 people, whichever is less.  Tables of up to six people from up to three households are allowed, and facilities can stay open until 11 p.m.  The two-hour seat restriction has been lifted.</p>
<p>Eating outside can remove restrictions on the number of households seated at one table and allow group reservations of up to two tables outside (maximum 12 people).  The tables are limited to 6 people.</p>
<p><strong>Indoor private gatherings: </strong>Up to 12 people from three households are allowed to gather in a private household, with face covering, ventilation measures and distancing being urgently required.  Such gatherings are discouraged unless they are gatherings with vaccinated individuals who meet CDC guidelines.  If possible, gatherings should be held outdoors.</p>
<p><strong>Private outdoor gatherings:</strong> Small outdoor gatherings can grow to 25 people from three households.  Outdoor dining and drinking meetings can continue with six people from three households.</p>
<p><strong>Gyms and Fitness: </strong>Gyms, fitness centers and indoor climbing walls can be expanded to 25% capacity for up to 100 people, including youth guests under the age of 18.  Indoor locker rooms and showers can be opened with ventilation approved by the Ministry of Health.  Indoor saunas, steam baths and whirlpools must remain closed.</p>
<p>Group fitness classes including cardio can resume up to 25% capacity or 100 people, whichever is lower.  The 25-person limit for outdoor fitness classes can be lifted as long as the physical distance between participants is maintained.</p>
<p><strong>Sale:</strong> Standalone retail stores, shopping malls, contactless retail services, equipment rentals, financial institutions, laundromats, etc. can increase customers&#8217; indoor capacity to 50%.</p>
<p><strong>Personal services: </strong>Indoor personal services such as hairdressing and nail salons can be expanded to 50% of customer capacity.</p>
<p><strong>Museums, zoos and aquariums: </strong>Indoor capacity can be expanded to 50% of customer capacity with an approved security plan.  Cloakrooms and interactive exhibits can be resumed with existing hygiene protocols.  Auditoriums can be reopened for films according to the guidelines of the indoor cinema.<br />Outdoor zoos can reach their full capacity outdoors, with physical distancing in accordance with an approved safety plan.</p>
<p><strong>Indoor worship and funerals:</strong> Indoor capacity can expand to 50% and resume singing, singing, and playing wind and brass players in compliance with applicable health regulations, including face covering and keeping 12 feet between households.</p>
<p><strong>Indoor political demonstrations:</strong> Indoor events like campaign rallies can expand to 50% of maximum capacity and resume singing, singing, and playing wind and brass players in compliance with applicable health regulations, including face covering and keeping 12 feet between households.</p>
<p><strong>Live entertainment: </strong>Live indoor and outdoor entertainment at a restaurant or other approved venue may include singing and playing wind and brass instruments with restrictions.  Live outdoor entertainment such as drive-ins can escalate beyond six entertainers to what is possible with physical distance and may include singing and playing wind and brass instruments with safety measures.</p>
<p><strong>Indoor cinemas: </strong>The capacity can be expanded to 50% or 200 people, whichever is lower.  Seated food or drink concessions may be resumed for groups of viewers of up to six people from up to three households provided they are 6 feet apart from other viewers &#8211; provided that the Department of Health approved ventilation is in place.</p>
<p><strong>Film production: </strong>The company can be expanded to 50 people.</p>
<p><strong>Higher Education and Adult Education:</strong> Indoor classes, including lecture classes, and on-campus libraries can be resumed at 50% capacity for up to 200 students.</p>
<p><strong>Outdoor tour operator: </strong>Open-air boat and bus tours can be expanded to 25 guests.</p>
<p><strong>Pools:</strong> Indoor pools can be opened for general use with a capacity of up to 25%.  Indoor water fitness classes must remain closed.  Outdoor pools can be opened for general use up to a capacity of 50%.  The aerobics class for gentle water outdoors can be continued.</p>
<p><strong>Outdoor family entertainment:</strong> Outdoor roller rinks and ice rinks can expand to full capacity with physical distancing.<br />Standalone rides in amusement parks allow members of three households to live in enclosed spaces such as cars or cabins, with ventilation measures recommended.</p>
<p><strong>Outdoor and after-school youth programs (OST): </strong>Childcare and Pre-K programs can be expanded from 16 participants to stable groups of any number of people permitted by their state licensing requirements.  OST programs can be expanded to 27 (including teenagers and adults) for all programs other than sports.</p>
<p><strong>Outdoor recreation: </strong>Participation in all types of outdoor recreation can be increased to 25 participants from three households (and four households in the case of golf, tennis, and pickleball).  Sports organized outdoors for young people and adults can continue to be practiced with stable groups of 25 participants without any budget restrictions.</p>
<p><span style="text-decoration: underline;">These activities will resume at a later date: </span></p>
<p><strong>Art, music and theater performances and outdoor festivals:</strong> Starting April 1, organized outdoor arts and performance events can take place with audiences of up to 50 people if a health and safety plan is presented to the city at least five days in advance of the event.  Allocated seats are not required, but social distance between spectators must be maintained.  Seating concessions are permitted for al fresco dining or in the bar in accordance with health guidelines.</p>
<p><strong>Outdoor spectator sports and great outdoor entertainment options: </strong>Beginning April 1, outdoor spectator sports and live entertainment venues may reopen with assigned seating with capacity restrictions and other operating policies if a health and safety plan is presented to the city at least five days prior to the event.</p>
<p><strong>Youth camp overnight:</strong> From June 1st, youth camps can be resumed overnight according to government guidance.</p>
