<p>Atherton&#39;s former arborist has been identified as the woman found stabbed to death in her Menlo Park home.</p>
<p>Kathleen Anne Hughes Anderson, 62, was the arborist for the City of Atherton for 22 years, from November 1989 until her retirement in November 2011. She was the widow of Billy &#8220;Andy&#8221; Anderson, who owned Dahl <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="Plumbing" data-wpil-keyword-link="linked">Plumbing</a> on Alma Street in Palo Alto. Andy Anderson died in 2007.</p>
<p>Before his death, the two were married for about 30 years and had no children.</p>
<p>Anderson was from Decatur, Illinois, and came to California to attend school in the 1980s, said her brother-in-law, Barry Anderson, who also works for the post office. The couple were regulars at the Alpine Beer Garden in Portola Valley.</p>
<p>Anderson was known for her green thumb at work and at home. Barry Anderson said her garden at her home at 925 Valparaiso Ave. was &#8220;amazing.&#8221;</p>
<p>Atherton Town Clerk Theresa DellaSanta said Anderson &#8220;was very passionate about her work as an arborist.&#8221;</p>

<p>&#8220;She had a deep passion for landscaping and trees, and she shared that love with many of our town residents by spending time with them in their gardens and giving them insight into tree pruning and planting,&#8221; DellaSanta wrote. &#8220;It was the little things Kathy did around town that residents remember and came to love about her. Kathy was a beacon of positivity to all who came into contact with her, and her impact on the trees in Atherton will last for many generations to come.&#8221;</p>
<p>Police found Anderson stabbed to death in her home on Wednesday (Dec. 12) after receiving a 911 call from Daniel Baggett, a former tenant of Anderson&#39;s. Baggett told police to The Post he stopped by at 5 p.m. on Wednesday after driving by and noticing her garbage cans were still on the side of the road a day after garbage collection. He also saw that her bedroom window, which was normally open, was closed, he said.</p>
<p>Baggett said he saw the back door was open and went into the house. He spotted Francis Wolke, 36, of Cincinnati, Ohio, at the top of the stairs. Baggett called 911. Police arrested Wolke on suspicion of first-degree murder.</p>
<p style="text-align: center;"><strong>Was there a connection between the three people?</strong></p>
<p>District Attorney Steve Wagstaffe said Friday that his office and Menlo Park police are still investigating the connection between Wolke, Baggett and Anderson, if there is one. Wagstaffe said the relationship between Anderson and Baggett was not rosy and that investigators are &#8220;digging&#8221; into the pasts of the three people to find a connection.</p>
<p>Wolke had an arrest warrant issued by the Santa Clara County Sheriff&#39;s Office for prowling and drug possession from a 2014 case.</p>
<p>While police believe Wolke&#39;s current address is in Cincinnati, records indicate he was living in San Francisco in 2014. Wagstaffe said Wolke has not made any statement about why he allegedly murdered Anderson.</p>
<p>Wagstaffe said Anderson died as a result of being stabbed in the head with a &#8220;sharp object,&#8221; but because the investigation is ongoing, he could not yet identify the object.</p>
<p>Wolke is in prison without bail.</p>

<p class="first-child emphasis"><span class="dropcap">R</span>Authorized Olex dealer Shreve &#038; Co., which has operated in San Francisco since 1852, has announced it will close its Post Street location.</p>
<p>The company officially states: &#8220;The decision to close the San Francisco store and relocate its headquarters to Palo Alto reaffirms Shreve&#39;s continued commitment to providing exceptional service and craftsmanship to its discerning clientele.&#8221;</p>
<p>In conjunction with these changes, Shreve &#038; Co., located at 150 Post Street in San Francisco&#39;s Union Square shopping district, is offering customers the opportunity to purchase jewelry and watches at great prices with discounts of up to 60%, and the store will close following the sale all inventory included in the sale.</p>
<p>The new location in Palo Alto is about an hour&#39;s drive south of San Francisco.</p>
<p>The reason for the move wasn&#39;t explicitly stated, but given the well-reported security issues in San Francisco (and Union Square), it&#39;s reasonable to assume why the oldest jewelry retailer in California &#8211; which has been a fixture in the area for 172-years – would have made such a profound decision to leave.</p>

<h4 class="subhead">Semiconductor giant got 1.6M SF of space as part of $69B acquisition.</h4>
<p>Broadcom, the San Jose-based semiconductor giant that recently acquired competitor VMware in a $69B transaction, will be moving its headquarters into the 1.6M SF campus it acquired in Palo Alto as part of the mega-deal.</p>
<p>Broadcom will exit the property it has been occupying at 1320 Ridder Park Drive in San Jose, according to a report in the Silicon Valley Business Journal. The address for the company’s new HQ will be 3401 Hillview Avenue in Palo Alto.</p>
<p>Prior to the sale of VMware to Broadcom, VMware had initiate a flexible remote-work policy, but the new owner apparently will be requiring employees on the Palo Alto campus to return to the office, the report said.</p>
<p>The Journal quoted Broadcom CEO Hock Tan telling employees that “remote work does not exist at Broadcom,” according to an audio recording of a meeting at the company.</p>
<p>The return-to-office policy applies to all employees living within 60 miles of a Broadcom office, the report said.</p>
<p>Broadcom closed its acquisition of VMware on November 22 after receiving regulatory approval from China, a process which apparently accelerated after President Biden and President Xi’s met at the Asia-Pacific Summit in San Francisco, according to a report in Reuters.</p>
<p>Prior to the acquisition of VMware, Broadcom’s real estate footprint in the Bay Area included three buildings in North San Jose in addition to the Ridder Drive facility.</p>
<p>The European Commission approved the deal after Broadcom offered remedies to help rival Marvell Technology; the UK’s Competition and Markets Authority also gave the acquisition its green light.</p>
<p>The Business Journal‘s report, citing sources, said Broadcom will retain these properties in the near term as it consolidates former VMware employees into its operations.</p>
<p>According to a report last week in channelfutures, Broadcom already has issued WARN notifications in multiple states regarding impending layoffs of up to 2,837 VMware employees in several states. The Virginia Employment Commission published a notice indicating that 116 workers at a Reston, VA location will lose their jobs on January 26.</p>
<p>The Texas Workforce Commission also confirmed in the report that Broadcom is laying off 577 employees in VMware’s Austin office, cuts that also will take place on January 26. A WARN notice in Massachusetts indicated that 150 jobs will be cut in the Bay State.</p>
<p>Under the federal Worker Adjustment and Retraining Notification Act of 1988, US labor law required employers with 100 or more employees to provide notification 60 days in advance of mass layoffs.</p>

<p>The city of Palo Alto, which enacted a ban on gas lines in new buildings last October, will nevertheless allow celebrity chef Jose Andrés&#8217; new restaurant on the upscale Stanford Mall to be connected to gas.  The decision ends a dispute over the fate of the restaurant and possible legal action against the city.</p>
<p>The city announced Wednesday that it had reached an agreement with SPG Center LLC, the real estate group that owns Stanford Mall, to use a gas pipeline in a new building that will house Andrés&#8217; Zaytinya restaurant.  Palo Alto Online was the first to report the settlement.</p>
<p>&#8220;With the exception of this one-off situation, Palo Alto&#8217;s all-electric requirement will be implemented in all new projects and major conversions,&#8221; the city&#8217;s announcement said.  “Building electrification is critical to reducing our greenhouse gas emissions.”</p>
<p>In 2019, the city approved plans for a gas line into the building and also approved the line&#8217;s installation in 2021, ahead of the city&#8217;s building code, which went into effect Jan. 1, banning gas lines in new buildings.</p>
<p>However, because SPG failed to provide planning permission for the structure before the new regulations went into effect, the project was unable to utilize its gas line, city officials claimed.  In April, SPG sent a letter to the city disagreeing with the employees, arguing it had the right to install and use its gas lines.  On May 3, 2023, the company submitted an application for the building including the natural gas pipeline.</p>
<p>Lawyers for the real estate group said Andrés might have left the Turkish-Mediterranean restaurant if the project had been forced to cook in an all-electric building.</p>
<p>&#8220;Without gas and appliances, Zaytinya would be forced to change its signature five-star menu, which it is not prepared to do,&#8221; Anna Shimko of the law firm Burke, Williams &#038; Sorensen, LLP previously wrote.  Shimko also mentioned that the mall&#8217;s owner is willing to take legal action over the gas line if necessary. </p>
<p>Representatives for José Andrés did not immediately respond to a request for comment.</p>
<p>The decision applies only to the building that will house Zaytinya, which will also house a location of popular Bay Area dim sum chain Dumpling Time.  Three other mall buildings under construction must comply with the all-electrical code.</p>

<h2><strong>Aktualisierung des Zustands der Wasserversorgung im Frühjahr 2023</strong></h2>
<p>Kalifornien verzeichnete Anfang 2023 Rekordregen- und Schneefallmengen. Während dies für unseren Staat nach mehreren Jahren der Dürre eine Erleichterung ist, ist es wichtig, sich daran zu erinnern, dass Kalifornien in einer mediterranen Klimazone liegt und es wichtig ist, Wasser jeden Tag mit Bedacht zu nutzen von Regen oder Dürre.</p>
<p>Laut meteorologischen Daten befindet sich Santa Clara County offiziell nicht mehr in einer Dürre.  Sehen Sie sich den aktuellen Status nach Landkreisen auf der Website zur Überwachung der US-Dürre an.</p>
<p><strong>Jüngste Maßnahmen im Zusammenhang mit Dürre: </strong></p>

<li><strong style="font-size: 1em;">11. April: </strong> Der Wasserversorger von Palo Alto, die San Francisco Public Utilities Commission (SFPUC), hob die Notstandserklärung zur Wasserknappheit auf.  Die freiwillige Reduzierung des Wasserverbrauchs des San Francisco Regional Water Systems um 11 % bleibt bestehen, bis die Notstandsverordnung des Staates im Juni ausläuft.</li>

März:</strong>  Gouverneur Newsom lockerte einige der Dürrebeschränkungen des Staates infolge der Regen- und Schneefälle Anfang 2023, die die Dürrebedingungen in vielen Teilen Kaliforniens drastisch verbesserten. <p>Die Wassernutzungsbeschränkungen von Palo Alto folgen sowohl der staatlichen Regulierung als auch der Reduzierung des Wasserverbrauchs durch die SFPUC.  Wir müssen daran denken, wasserbezogene Gewohnheiten unabhängig von den Wetterbedingungen anzunehmen.  Die ständigen Wassernutzungsbeschränkungen der Stadt Palo Alto, die verschwenderische Handlungen verbieten, bleiben in Kraft. </p>
<h2><strong>Wassernutzungsbeschränkungen in Palo Alto</strong></h2>
<p>Am 20. Juni 2022 führte der Stadtrat von Palo Alto zusätzliche Wassernutzungsbeschränkungen ein, um den staatlichen Anforderungen zu entsprechen und sich an den Maßnahmen des Landkreises auszurichten. </p>
<h2>Wassernutzungsregeln für alle Kunden</h2>

<p>Für Unternehmen gelten unterschiedliche Wassernutzungsregeln.  Sofern nicht anders angegeben, gelten die oben genannten Einschränkungen weiterhin.</p>
<ol>&#13;</p>
<li><strong> </strong><strong>Keine Bewässerung von Zierrasen oder Rollrasen.</strong> Der Bundesstaat Kalifornien hat die Verwendung von Trinkwasser (Trinkwasser) zur Bewässerung von nicht funktionsfähigen Zierrasen oder Rasen verboten<span class="file-info">(PDF, 1MB)</span> an gewerblichen, industriellen und institutionellen Standorten.  Bewässerungsausnahmen gelten für Funktionsrasen (z. B. Spielfelder und Golfplätze), bei denen es keine Begrenzung der Bewässerungstage gibt;  Diese Standorte können aus Gesundheits- und Sicherheitsgründen nach Bedarf bewässert werden.  Die Bewässerung ist für nicht funktionsfähigen Rasen vollständig verboten, es sei denn, um die Gesundheit von Bäumen oder mehrjährigen Pflanzen (Nicht-Rasen) zu schützen oder um ein unmittelbares Gesundheits- und Sicherheitsbedürfnis zu erfüllen.</li>
<p>&#13;</p>
<li><strong>Für Zierlandschaften gelten Bewässerungstage.</strong> Die Zwei-Tage-Woche-Regel gilt für Zierlandschaften, zu denen Landschaftsgestaltungen zu rein dekorativen Zwecken gehören, im Unterschied zu Bäumen, essbaren Gärten oder Landschaften, die sowohl funktional als auch ästhetisch sind.  Für Nichtwohnkunden, die nach Zonen bewässern, ist die Bewässerung von Zierlandschaften mit Trinkwasser an mehr als zwei Tagen pro Woche zulässig, solange jede Bewässerungszone innerhalb eines einzelnen Grundstücks nicht mehr als zwei Tage pro Woche bewässert wird.</li>
<p>&#13;</p>
<li><strong>Restaurants müssen Kunden nur auf Anfrage Wasser zur Verfügung stellen.</strong></li>
<p>&#13;</p>
<li><strong>Hotels und Motels müssen den Gästen die Möglichkeit bieten, Handtücher und Bettwäsche nicht täglich waschen zu lassen.</strong> Das Hotel oder Motel muss diese Option in jedem Gästezimmer gut sichtbar und in klarer und leicht verständlicher Sprache bekannt geben.</li>

<p><span style="font-weight:400">A house two doors down from Mark Zuckerberg&#8217;s longtime Palo Alto estate sold for $12.35 million, or about $3,500 per square foot.</span></p>
<p><span style="font-weight:400">That&#8217;s about twice the price per square foot of other recent sales in Palo Alto&#8217;s Crescent Park neighborhood, where Zuckerberg owns five contiguous lots.  Homes of a similar size on similar one-third-acre lots typically sold for between $1,500 and $1,800 per square foot last year, according to data from Compass agent Sia Glafkides.</span></p>
<p><span style="font-weight:400">&#8220;It wouldn&#8217;t be an attractive price for a developer,&#8221; Glafkides said via email.  &#8220;It makes more sense that it&#8217;s from an end user who was willing to pay well in excess of its actual fair market value.&#8221;</span></p>
<p><span style="font-weight:400">The 1936 home at 1444 Edgewood Drive went on the market March 14 with an asking price of $13.2 million.  It was then quickly withdrawn from MLS, signing on March 28 and closing the market on April 3, strongly suggesting an all-cash deal. </span></p>
<p><span style="font-weight:400">According to property records, the buyer was Seed Breeze LLC.  The LLC, which was formed the same day the listing went public, shares a mailing address with several other LLCs that use registered agent services &#8212; a post office box at a UPS store in San Francisco&#8217;s Embarcadero Center, according to state records.</span></p>
<p><span style="font-weight:400">The sellers, according to property records, are William and Anne Butler, who bought the home in January 2014 for $5.8 million.  Runs a high-end <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> products retailer where his wife is COO, according to their LinkedIn profiles. </span></p>
<p><span style="font-weight:400">Unsurprisingly, the listing notes mention that all seven of the home&#8217;s bathrooms and kitchen have been remodeled.  A four-month lease worth $18,000 per month on Zillow as of 2020 said </span><span style="font-weight:400">The house has a heated pool and the city permits show that it has been recently renovated.  Decorative dormer windows were also added during the Butlers&#8217; tenure.</span></p>
<p><span style="font-weight:400">The couple </span><span style="font-weight:400">looked at Menlo Park, Atherton, and Los Altos when they moved from New York with their young children in 2014, but chose Crescent Park &#8220;because it was the typical Norman Rockwell neighborhood,&#8221; Anne Butler told Palo Alto Online in the year 2015</span></p>
<p><span style="font-weight:400">Zuckerberg, the CEO of Facebook parent Meta, bought his first home in the neighborhood in 2011, a year before he married Priscilla Chan, and then bought four more surrounding lots over the next few years to create a private estate for family and friends .  In total, he spent about $30 million.  That was well above market value at the time, Glafkides said.</span></p>
<p><span style="font-weight:400">She added that while the buyers in this deal also paid a premium for their proximity to the Zuckerberg property, living so close to one of Silicon Valley&#8217;s biggest stars isn&#8217;t always seen as a plus.</span></p>
<p><span style="font-weight:400">&#8220;R</span><span style="font-weight:400">Residents of Palo Alto and Atherton prefer to remain anonymous and off the public radar and scrutiny,&#8221; she said.</span></p>
<p><span style="font-weight:400">Crescent Park isn&#8217;t the city&#8217;s most expensive neighborhood.  This award goes to Old Palo Alto, closer to Stanford University and </span>usually the site of the city&#8217;s biggest sales<span style="font-weight:400">. </span></p>

<p>PALO ALTO (KPIX) &#8211; While Bay Area law enforcement continues to investigate numerous high-profile retail break-ins, detectives from two departments about 50 miles apart appear to have found links between two of the incidents.</p>
<p>Shortly after 9:00 p.m. on Sunday, a group of around 40 people smashed the windshield and broke into The RealReal in Larkspur, according to Central Marin police.  The suspects were able to get into the consignment store, where they stole goods worth around $ 250,000.</p>

<p>Later on Sunday, shortly after 11:15 p.m., a group of around 30-40 people in around 20 vehicles attempted to break into the RealReal in downtown Palo Alto, according to Palo Alto police.  A security guard reported the incident and the suspects left after breaking the front door of the store.</p>

<p>The officers later located a vehicle and arrested two inmates.  Inside the vehicle, they found at least $ 15,000 worth of stolen goods from the break-in of The RealReal store in Larkspur.</p>

<p>Keyonnie Jones, 20, from Richmond and Imani Barnes, 21, from Vallejo were arrested according to Palo Alto police.</p>
<p>Both departments are now working together to see if there are any links between the people involved in the crimes in their cities and those who committed similar crimes in other cities across the Bay Area.</p>
<p>&#8220;They had problems in San Francisco, they had Walnut Creek, Contra Costa, they had here,&#8221; said John Woodmansee, who lives in Palo Alto.  &#8220;Of course gangs move around in the Bay Area.&#8221;</p>
<p>Many Bay Area locals are aware of the recent break-ins in their neighborhood and other parts of the Bay Area.</p>

<p>EAST PALO ALTO (BCN) &#8211; Residents of the Palo Mobile Estates RV park in East Palo Alto will have the opportunity to purchase the currently rented land this summer.</p>
<p>The city of East Palo Alto wants to help them with this.</p>

<p>The city council voted Tuesday evening to borrow $ 2 million from its affordable housing fund to help residents, who are mostly low-income, buy their land and stay in the park.</p>
<p>Palo Mobile Estates Associates, who currently owns the park on 1885 East Bayshore Road, is currently filing for a subdivision which means the park will be converted into independent salable units.  This means that residents who occupy spaces in the park can buy their land.</p>
<p>However, according to a report from the staff, the lots could be estimated at $ 260,000 for single lots to $ 325,000 for double wide lots.  A resident survey found that most residents are interested in buying their property but would need around $ 100,000 in financial support per family to do so.</p>
<p>The $ 2 million city council loan would go to two community housing organizations: East Palo Alto Community Alliance and Neighborhood Development Organization (EPACANDO) and Preserving Affordable Housing Assets Longterm, Inc. (PAHALI).</p>
<p>EPACANDO is a non-profit developer of affordable housing and PAHALI is a community land trust.  Both organizations will use the funds to help residents purchase their land.</p>
<p>Deputy City Director Patrick Heisinger said the $ 2 million loan will help use other funds to help more families.</p>
<p>&#8220;The donors really want to see a commitment from the city to know that the people are at the table and ready to help,&#8221; said Heisinger.  &#8220;If we can bring more donors to the table, we could either provide more help to lower their housing expense ratio or help more households.&#8221;</p>
<p>Heisinger also said there was an urgent schedule to help residents as they would have to submit an offer to buy their property by early August and then have 60 days to complete the sale.</p>

<p>&#8220;For a lot of residents out there, this can be a pretty intimidating process,&#8221; Heisinger said, adding that it would take a lot of case management.</p>
<p>Before funds can be spent, city officials will prepare a grant agreement detailing how EPACANDO and PAHALI will identify families for support and spend the money.  Heisinger said they plan to return in July with a full grant agreement.</p>
<p>Mayor Carlos Romero said he plans to review the grant agreement and looks forward to further funding.</p>
<p>&#8220;I really hope that EPACANDO and this city can convert that $ 2 million into $ 19 million,&#8221; said Romero.  The “$ 2 million is the city&#8217;s bona fide money.  It is important.  It&#8217;s not our biggest investment.  We&#8217;ve made much bigger housing investments, but it&#8217;s pretty important to start that engine. &#8220;</p>
<p>On Tuesday evening, the city council also voted to monitor several homeless camps that have been reported in recent months, such as Bell Street Park, which is home to 11-13 homeless people.</p>
<p>Rather than building a &#8220;sanctioned&#8221; camp &#8211; which is a designated area for the homeless to stay overnight &#8211; the city plans to monitor the camps and provide portable toilets, hand washing facilities and garbage disposal services.</p>
<p>The city also plans to work with San Mateo County to make it easier for people in the camps to access hotel or motel rooms.  These are rooms that were converted into transitional apartments during the COVID-19 pandemic through the government initiatives Project Roomkey and Project Homekey.</p>
