										<content:encoded><![CDATA[<p>Jerry David MorelandJerry died peacefully at his home in Millbrae surrounded by his loving family at the age of 85. He was born in 1930 to Lewis Moreland and Ruby Christopher in St. Louis, Missouri. Jerry met the love of his life, Lucille, née Furey, and moved to California in 1953 with their then 11-month-old son Michael.<br />Jerry was a small business owner and started Jerry Moreland &#038; Son <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="Plumbing" data-wpil-keyword-link="linked">Plumbing</a> Inc. in 1963. When Jerry retired from the business in 1994, he devoted himself to his passion of restoring vintage cars. Jerry built a Gatsby and a Daytona Ferrari from scratch. Jerry also restored three cars, a 1964 Ford Ranchero, a 1953 Buick Roadster and the pride of his collection, a 1963 Corvette Split Window Coupe. The Corvette frequently won first place at the Hillsborough Concours d&#39;Elegance car show. Jerry enjoyed family reunions, traveling and salmon fishing in Alaska. In retirement, Jerry also enjoyed time with loved ones at his second home in Discovery Bay.<br />Jerry is survived by his wife of 64 years, Lucille; his three children, Michael (Terrie), Barbara Porter (Jim, deceased), and Debbie Henry (Richard); his eight grandchildren, Bryan Moreland (Betsy), Lisa Papa (Dan), Travis Porter, Trevor Porter (Theresa), Chawntay Deo (Jason), Jarrett Henry, Michael Moreland Jr., and Michelle Moreland; and his nine great-grandchildren; and his cousins, Judy and Bob Hochecker of O&#39;Fallon, Missouri, and his nephew Don Short (Kim), of O&#39;Fallon, Missouri.<br />The memorial service will be held on Thursday, June 25, 2015 at 11:00 a.m. at the Chapel of the Highlands, 194 Millwood Drive Millbrae, CA 94030.<br />In lieu of flowers, donations are requested to the American Cancer Society, St. Jude Children&#39;s Research Hospital, and the American Heart Association.</p>

<p>December 16, 1924 – September 28, 2015 </p>
<p>Wylie Carson, long-time resident of Millbrae, California, passed away peacefully on September 28, 2015.  He was 90 years old.  A beloved husband, father, teacher and friend, he will be treasured and missed by all whose lives he touched. <br />He is survived by his wife of 67 years, Effie Carson of Millbrae, Calif., and his sons, Wylie D. Carson of San Francisco and Rodney J. Carson of San Mateo.  He is also survived by his two granddaughters, Miranda and Cassidy Carson, and their mother, Cory Smith of Sacramento.  He also leaves behind several nephews and nieces.  Also mentioned are longtime friends: Vernon Capps, Pearl Kerran, Tom Jensen, Satoru Nakama and Scott Nordfelt. <br />During his long life, Wylie was an honored World War II Army veteran who served in the Pacific Theater and was awarded the Bronze Star.  After returning to the States, Wylie went to school and graduated from the College of San Mateo.  After completing this service, he joined the 467 Burlingame Plumbers Union in 1951, where he was a life member. <br />Wylie worked in construction and installed <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> in many homes in Millbrae and San Mateo County.  Wylie later worked for St. Joseph&#39;s Hospital and was in charge of the sanitation department.  When St. Joseph closed its doors, he was hired at Stanford Medical Center and was responsible for operations and maintenance.  After retiring from Stanford after 10 years of outstanding work, he worked for Orchard Supply Hardware in Millbrae for another 7 years and also helped with his eldest son&#39;s landscaping business.  Wylie was also a lifelong member of First Baptist Church in San Bruno for 58 years. <br />Family and friends are invited to a viewing at the Chapel of the Highlands on El Camino Real at 194 Millwood Drive in Millbrae on Friday, October 2, 2015 from 4:00 p.m. to 8:00 p.m.  Funeral service will be held at 11:00 a.m. Saturday, October 3, 2015 at the Chapel of the Highlands<br />Funeral services will be held at 11:00 a.m. Monday, October 5, 2015 at Skylawn Funeral Home and Memorial Park in San Mateo. </p>

<p>Millbrae City Council believed it was safe to have a biotech company near the airport and passed a resolution to consider overriding the San Mateo County Airport Land Use Commission of the San Mateo County Airport Land Use Commission, who sided with SFO to raise safety concerns.</p>

<p>San Francisco International Airport officials sent a letter to Millbrae officials back in January expressing concerns about a proposal to allow biotech companies to occupy commercial developments in the area-specific plan for the Millbrae station.</p>
<p>Airport officials alleged that their presence on the flight path of a popular airport could increase the risk for local residents in the event of a plane crash, as biotech companies routinely work with hazardous materials.</p>
<p>&#8220;The city should carefully examine the health, safety and well-being of its citizens in the event of an airplane accident,&#8221; said the letter signed by Nupur Sinha, acting airport planning director.</p>
<p>In January of this year, the council passed a resolution to overturn C / CAG&#8217;s decision that the Millbrae Station Area Specific Plan or the MSASP changes for Biosafety Level 2 Uses in the SFO Airport Land Use Compatibility Plan or ALUCP Safety Zone 2 were inconsistent the transit-oriented development or TOD zone.  It also adopted a resolution amending the MSASP to allow these uses.</p>
<p>Biosafety Level 2 includes clinical, diagnostic, educational, and other laboratories that work with medium-risk indigenous pathogens that are already present in the community, such as influenza, HIV, Lyme disease, and salmonella.</p>
<p>“The diseases at this level are diseases that already exist in the environment.  This does not mean that no precautions can be taken.  And all of this can be worked into the actual plans of the buildings themselves.  So it is quite possible to keep things under control, ”said Mayor Ann Schneider.</p>
<p>She is optimistic about the future and eager to see how it will help the city thrive.</p>
<p>“When you&#8217;re a company like Biotech, a lot of your employees need to be on site.  And that means these employees eat in local restaurants and hopefully shop locally.  Diversifying our business premises is good for Millbrae, ”she said.</p>
<p>The city will initiate a 45-day review period by first submitting the letter of intent to the ALUCP and Caltrans Aeronautics departments to review the override.  ALUCP and Caltrans have 30 days to respond and then the Council will take final action at a public hearing to override the final results in September.</p>

<p>MILLBRAE (KPIX) &#8211; Millbrae, a peninsula town that failed to meet its residential goals in the past, is now being sued for it.</p>

<p>Davidson and Anton&#8217;s team are trying to redesign the historic El Rancho Inn near the San Francisco Airport.</p>
<p>The bureaucratic back and forth between Anton and the city lasted four years and neither side has anything to show.  Now Anton is suing the city of Millbrae.</p>
<p>“We&#8217;re really looking for a referee;  Someone to call the piece what it is and we&#8217;ll be on our way, ”Davidson said.</p>
<p>It all started in 2017. Anton intended to build 220 units at market prices and 50 units of affordable living space as well as a hotel on site.  But then the hotel partnership failed.</p>
<p>Anton says that is because the city has progressed too slowly with the approval process.</p>
<p>“So if it takes too long to apply, you will lose all engagement with the hotel brand you are working with,” explains Davidson.</p>
<p>In the midst of it all, the state passed SB 330, also known as the Housing Accountability Act.  The law was designed to streamline the trend in which cities are stepping back against affordable housing.</p>
<p>Since the project includes an affordable housing component, Anton invoked the new law and said it would allow them to bypass the rezoning process and save a lot of money.</p>
<p>&#8220;The developer wants to try to pull a quick one,&#8221; said Sam Singer, a spokesman for the city of Millbrae.</p>
<p>Singer means that the developer is using the new law as a loophole to avoid paying the $ 18 million development fee.</p>

<p>The presence of the singer is intended to signal how serious the argument has become.  He is nicknamed &#8220;Master of Disaster&#8221;;  a public relations professional who says this case doesn&#8217;t stand up in court.</p>
<p>&#8220;You can&#8217;t expect taxpayers to subsidize a very wealthy and successful developer,&#8221; Singer said.</p>
<p>Singer says when the hotel contract failed and Anton came up with new plans, it became a different project with higher fees.</p>
<p>&#8220;I hate it when tax dollars are wasted on such a lawsuit,&#8221; said Davidson.</p>
<p>&#8220;It pisses me off,&#8221; said Jodie, a woman who lives in Millbrae.</p>
<p>She stopped by the hotel while KPIX was interviewing Davidson to complain about developments.</p>

<p>Jodie has been on an affordable housing waiting list for several years, she came over to yell at the developer because only 5% of the project is affordable, she says it doesn&#8217;t make a dent.</p>
<p>In their words?  These &#8220;rich people need to stop fighting and build a place for them to live&#8221;.</p>
<p>“They say they have programs, but there are thousands on the waiting list.  Home is hard to get when you are not on a wealthy site.  Poverty is real, ”said Jodie.</p>
<p>The state weighed in and threw its support behind Anton.  Singer says Millbrae supports the project, but Anton has to stick to the rules.</p>
