Environmental protection usually requires regulations. But sometimes the market really can solve problems when the law gets out of the way, as may be happening in the commercial real estate market.

Post-pandemic, there’s a shortage of urban housing, and an overabundance of empty office space. Although zoning laws often present a barrier, some savvy developers are eyeing those office towers for redevelopment as apartments. It could be more than just a financial win, because dense urban housing has a smaller environmental footprint than the suburban alternative.

The pandemic forced companies and employees to find ways to make work-from-home work. Now employers are trying to bring people back to the office – 90% of companies plan to require employees to return to the office in 2024, despite ambiguous data on remote workers’ relative productivity. Employees aren’t really on board with returning to office life. In what some are calling the Great Resistance, workers are ignoring orders and continuing to work from home – something that 40% of managers are letting slide – or simply finding new jobs that don’t require as many days in the office.

As a result, office buildings in major cities are sitting empty or underused. Manhattan has an office vacancy rate of 22.4%. In San Francisco, the rate is 31.8%. With national vacancy rates – which only account for unleased space – hovering above 20% and a third of all current office leases expiring by 2026, a financial crisis is brewing in downtown real estate. Commercial rents are plummeting as interest rates have doubled, leading to more mortgage defaults and shrinking municipal budgets that rely on property tax revenue.

Housing Crisis

In many parts of the country, urban sprawl has ensured an abundance of affordable housing (while generating a different set of problems). Those problems, combined with the amenities of cities, have made successive generations less enamored with the suburbs. Millennials are most likely to prefer urban living, even as they age. For workers of all ages who are returning to the office full time, working from home may have made their long pre-pandemic commutes less tolerable, increasing the appeal of downtown housing.

However, many of the country’s metropolitan areas have constrained housing inventories that drive prices higher than the people who most want to live there can afford. In a recent study, San Antonio, Dallas, and Orlando had the biggest housing shortages. In New York, 70,000 people sleep in shelters every night, with nonexistent vacancies in affordable apartment stock. Nationwide, the country is missing about 3.8 million units of housing including both rental and sales demand.

Not a Slam Dunk

For all the hypothetical benefits of office conversions, there are some very real obstacles. In many cities, developers are hindered by zoning laws and the real or perceived obstacle of “red tape.” Most office buildings are not physically suitable for conversion. Many have too much space far from windows, windows that don’t open, or insufficient plumbing. In Seattle, where 112,000 units of new housing are needed in the next two decades, fewer than 100 area buildings are considered optimal candidates for conversion.

More than half of the needed units need to be affordable to people making $62,000 or less per year, which leads to the biggest obstacle. Converting commercial buildings for residential use is expensive. To cover the cost, converted apartments are not likely to qualify as “affordable.” Even at market rates, conversions may not make economic sense for developers without subsidies – which can be a hard sell, even if there is the potential to save downtown neighborhoods.

However, incentives don’t have to take the form of tax breaks. Looser zoning and building code rules and streamlined permitting could also help tip the balance on conversion projects. Some conversions could also qualify for federal funding for climate adaptation in the Inflation Reduction Act. If you would consider living in a converted office building or even support the idea of office conversion projects, tell your local lawmakers. County and city officials need to know that the attitudes that led to the housing shortage in the first place no longer apply in their community.

Triple Win

Besides the financial benefit of those federal funds, there is the environmental benefit of upgrading inefficient old buildings into efficient new ones. Construction emissions are lower for building conversions than for new construction. And apartment dwellers have a smaller carbon footprint than their suburban neighbors, thanks to lower square footage, shared walls, and shorter commutes.

Office conversions are unlikely to solve either the climate crisis or the housing crisis. But they could make a difference. In New York City, nearly 80 office buildings have already been converted to apartments. Those 80 buildings are providing homes for hundreds of people, who in turn are supporting downtown businesses that once relied on office-working customers. An area that was once occupied only during working hours has become a vibrant neighborhood.

The Arizona Diamondbacks beat up once again on one of their main competitors for a playoff spot, blasting the San Francisco Giants, 8-4, on Tuesday night at Chase Field for their fourth consecutive win.

After falling behind, 2-0, after a half inning, the Diamondbacks scored eight times in the next five innings, including four runs in the second inning when they took the lead for good.

Ketel Marte had four hits and a walk; Corbin Carroll delivered a pair of important hits in the first two innings; and the Diamondbacks’ bullpen had yet another dominant night, picking up the slack after a lackluster start from Zac Gallen.

In improving to 80-72, the Diamondbacks managed keep pace with the Chicago Cubs (79-72) and Miami Marlins (79-73), both of whom also won, while gaining a game on the Cincinnati Reds (79-74), who lost. The Diamondbacks are a half-game up on the Cubs for the second wild-card spot and a full game ahead of the Marlins, who are on the outside looking in at the playoff picture.

Gallen gave up four runs in five innings, laboring through a 36-pitch fifth. Four Diamondbacks relievers each tossed hitless, scoreless innings, including the club’s top leverage relievers, Kevin Ginkel and closer Paul Sewald, who worked the eighth and ninth innings, respectively.

All four wins on the Diamondbacks’ current streak came against contenders. They play one more against the Giants before departing for a six-game road trip to face the New York Yankees and Chicago White Sox.

Gallen struggles again but Diamondbacks still lead

Thanks to an explosive offensive day, the Diamondbacks still lead the Giants, 8-4, after five innings. They did not, though, get an encouraging performance from Zac Gallen.

Gallen’s day ended after he allowed two runs in the fifth inning. The frame could have been even worse, but Mike Yastrzemski narrowly missed a three-run home run foul down the right-field line that would have cut the Diamondbacks’ lead to 7-6. Gallen proceeded to walk Yastrzemski and the next batter, Wilmer Flores, to bring a run home before stranding the bases loaded with a strikeout of Joc Pederson.

Although Gallen did strike out six batters, he ended his day with four earned runs on six hits and three walks over five innings. In four of his last five starts, he has now allowed 21 runs over 20 2/3 innings. The outlier outing in that stretch was a nine-inning complete game shutout of the Cubs.

After Gallen’s day ended in the top of the fifth with the Diamondbacks leading, 7-4, they got an insurance run in the bottom half thanks to an Alek Thomas triple and a Gabriel Moreno sacrifice fly. Miguel Castro entered for Gallen to start the sixth.

Giants starting pitcher Alex Cobb departs with injury

With the Diamondbacks already leading, 5-2, the Giants lost their starting pitcher in the bottom of the third inning on Tuesday night as right-hander Alex Cobb walked off the mound with a trainer.

The specific injury is not yet known, but Cobb had been dealing with a left hip impingement in recent weeks and recently avoided a stint on the injured list by receiving a cortisone injection.

Cobb was not sharp through two innings, but he also was not aided by his defense, which melted down during the Diamondbacks’ four-run second inning.

Cobb was replaced by Giants left-hander Alex Wood.

Diamondbacks take lead over Giants with wild inning

The first inning Tuesday night could hardly have gone worse for the Diamondbacks. But thanks to a second inning that epitomized their brand of baseball, they lead the Giants, 5-2.

Leading off the game, Zac Gallen gave up a triple to LaMonte Wade Jr. that squirted past Corbin Carroll in right field. Wade came around to score on a sacrifice fly before Joc Pederson took Gallen deep on a curveball below the zone that did not appear to be a particularly bad pitch. The early struggles came as Gallen has allowed five or more runs in three of his last four starts.

In each of those three, the Diamondbacks lost. Tuesday could be different because of how their offense fought back.

Carroll and Ketel Marte led off the first with consecutive singles and Carroll came in to score on a Tommy Pham force out. Carroll was again at the center of everything in the second, hitting a two RBI double down the left field line. Ketel Marte then walked, putting runners on first and second. They executed a double steal when catcher Patrick Bailey’s throw bounced away from Wilmer Flores at third base. Carroll took home on the play and Flores sailed his throw to the plate, enabling Marte to score all the way from first.

White Sox to hire DBacks’ Josh Barfield for high-ranking role

Arizona Diamondbacks farm director Josh Barfield has accepted a position as an assistant general manager with the Chicago White Sox, a source confirmed Tuesday afternoon.

Barfield has been with the Diamondbacks since 2015, moving from scouting to player development. He became the top assistant in player development in 2018, then took over the top job two years later.

Barfield will work under new White Sox General Manager Chris Getz.

Barfield’s departure was first reported by MLB.com.

The Diamondbacks do not yet have plans in place to replace Barfield.

Diamondbacks’ first round pick Tommy Troy undergoes procedure on foot

Shortstop Tommy Troy, the Diamondbacks’ first-round pick in this year’s draft and one of their top prospects, was wearing a boot on his left foot Tuesday when he met with reporters in the dugout at Chase Field.

Troy said he fractured the foot on a hit by pitch in March and made the injury a few weeks later when he rolled over the same foot. After playing on it all season, Troy got an operation last week. He is set to get his stitches removed in two weeks and expects to be back shortly after that to go through a full off-season of training.

“It was definitely bugging me a bit but still grinded through it, found ways to deal with it and find a way to win,” Troy said. “That’s what you gotta do.”

Playing through the injury at Stanford, Troy hit .394/.478/.699. After being selected No. 12 overall, he hit .271/.374/.469 in 27 games between the Arizona Complex League and High-A.

“It was everything I thought it was gonna be,” Troy said of his first taste of professional baseball. “It was just super fun. This is your job, this is what I get to do for a living. Everything I ever wanted.”

What to know about the San Francisco Giants

Like the rest of the teams in the mix for the final wild-card spots, the Giants seem to alternate between looking like a viable contender and looking as if they have no business in the race. They looked like the latter over the weekend when they dropped three out of four to the Colorado Rockies at Coors Field, winning on Sunday to avoid a sweep — and only barely as they almost blew an 11-5 lead. They are 6-5 against the Diamondbacks this season. If they win one of these two games they will earn the tiebreaker against them. (The Diamondbacks already have lost the tiebreaker to Cincinnati and Miami, though they have it over the Cubs.) OF Mitch Haniger had a good day at the plate on Sunday, though he has not had good results since returning from injury in late August. Similarly, OF Michael Conforto came off the injured list last week and had a quiet series vs. the Rockies. Both teams are starting their top two starters in this series. Both teams also were off on Monday.

The first episode of anime is also previewed in a new video

Kadokawa began streaming a new party promotional video for the television anime of Kazutomo Ichitomo’s manga Benriya Saitō-san, Isekai ni Iku (Craftsman Saitō in Another World) on Friday.

In addition, Kadokawa is streaming a preview of the anime’s first episode.

Kadokawa also revealed the second key visual for the anime.

The anime will premiere in Japan on January 8th. Crunchyroll will stream the anime as it airs.

Ichitomo released the manga on Kadokawa’s ComicWalker service in 2018, and Kadokawa released the eighth volume on Friday. The manga has a circulation of 450,000 copies including digital copies.

The “heartwarming manga from another world” revolves around Saitō, an ordinary craftsman who is reincarnated in another world. He forms a dungeon exploration party with Raelza, a beautiful and strong warrior; Morok, a powerful magician who keeps forgetting to cast spells due to his senility; and Lafanpan, a cute but stingy fairy. His crafting experience comes in handy when they need to open a locked chest or repair their armor.

MINNEAPOLIS (AP) — Michael Conforto doubled down to set off a slowly developing rally in the sixth inning and set the go for the two-run home run in the seventh inning for the San Francisco Giants, who defeated the Minnesota Twins Tuesday night by 4: 3 defeated for their seventh win in eight games.

Giants starter Alex Cobb (4-1) finished seven innings for the third time in four starts this month, deftly working on a two-run home run by Byron Buxton in the first inning and a solo shot by Michael Taylor in the fifth inning that secured the win gave the Twins a 3-0 lead.

The Giants dropped two runners in the scoring position in the third and fourth innings against Twins starter Sonny Gray, who hit the wall in the sixth inning by leading JD Davis to the start. Conforto hit a double in the left-center gap, Mitch Haniger walked to fill bases and that was it for Gray, who was the major league ERA leader at 1.82. He threw 105 pitches, two fewer than his season high.

Jovani Moran made the first two outs but Patrick Bailey walked in the first run to force. Brock Stewart walked in and did the same to pinch Bryce Johnson.

Then, as Jorge López (1-2) scored the seventh, Thairo Estrada took the lead with a brace and hit Conforto’s tenth home run of the season.

Camilo Doval threw a hit without a hit in the ninth inning, making it his 13th save in 14 attempts after a perfect eighth from Scott Alexander, in textbook succession after another outstanding turn from Cobb. The right-hander, who ranks fourth in ERA baseball with a 2.17, is 4-0 in his last seven starts. The Giants have won six of those games.

The Twins, who have finished first on the AL Central 53 of 55 days this season, lost for the sixth time in eight games.

Twins starting pitcher Kenta Maeda is expected to begin a rehab spell for a right tricep overload after another bullpen session later this week. He was placed on the injured list more than three weeks ago after his fastball speed dropped to a worrying 88mph on his comeback from Tommy John’s elbow surgery that sidelined him for the entire 2022 season.

“As for the number, I’d like to stay consistently above 90, but it’s more about the feel of my pitches, how comfortable I am on the hill,” Maeda said through his interpreter. “I felt kind of uncomfortable before I went to IL. I think once that is corrected everything should be fine.”

Giants: 1B LaMonte Wade was back in the lead after pinching his thumb and leaving Monday night’s game. … DH Joc Pederson missed his tenth straight game with a right-hand bruise. Manager Gabe Kapler said that rehab would soon be considered: “His grip is getting better.”

Gemini: SS Carlos Correa was on the bench with a bruised left heel. LF Trevor Larnach was on the injured list before the game with pneumonia. What does your company do? “We offer dance and fitness courses for young people and adults. We’re more like a traditional dance studio. We have ballet, jazz, hip hop. We will be offering Irish dancing soon. … The goal is to get great teachers and keep kids moving. Our focus is definitely on youth. The adult side of it will grow,” Garcia said.

Where does fitness come into play? “On the adult side, fitness and wellness is a great passion of mine. I previously ran the fitness program and dance program simultaneously in Oak Park’s Park District. There’s so much overlap. It’s mostly about moving your body and caring for your mental, emotional well-being around the music. With that in the center I wanted to offer fitness classes for adults. I have an adult hip hop class running. Ballet for adults. We have pilates, yoga.”

How many teachers work here? “Right now it’s just me. I’m talking to Irish dance teachers and a ballet teacher about when they will start.”

what is your background “I grew up dancing. I worked in studios. I grew up with a single mother, not much money. I love dancing, obviously. I graduated in Dance with a minor in Global Health in 2009. … After college, I performed with a student group called Boomshaka. … I had three jobs. I fought my way through college. The Northwest is not cheap.”

What did you do after college? “I had my own dance company. Performed in Mexico City, New York, Chicago, San Francisco. I knew I liked organizing things. I would direct shows.”

Is dancing worth it? “Dance professionally? Usually not, no. It’s rare to finance your whole life with it. You walk in and you think, “What else am I supposed to do?” It wasn’t a lesson for me at the time. So I did other things. Discovered that I like running companies and learned a lot from them. As soon as I had a daughter, I wanted to do something more. I want to give more to the world. That’s when I started working in the Park District in Oak Park. …I was running the programs there and I was like, ‘Wait, I’m good at this. Why don’t I try it for myself?’”

Why are you in Naperville? “I wanted to be in a church that has a broad spectrum of socioeconomic families so I can minister to a broad spectrum. … They support local businesses. That’s important to me.”

What is special about dancing? “I love to move. I think that all people need physical activity to keep their lives balanced in order to live happily. And i love music. If I can share that with others, especially with children, that’s the best I can give them.”

What about pricing? “The more you buy, the less. It’s usually around $16 per class. I want it to be sensible.”

What is your goal? “Creating artists and athletes because I think you can really have both. Create a community of connections within which children and families can connect and grow together. The ‘dance mom atmosphere’ is not necessary. We want. ‘Hey, your kid did great.’”

When children come, what happens? “They’re usually running around all the time, so they’re pretty athletic when they’re a kid. Tuesday’s announcement of Joe Biden’s reelection marks the start of the final campaign for the 80-year-old Democrat.

“The question we face is whether we will have more freedom or less freedom, more rights or fewer – in the coming years. I know how I want the answer,” Biden said in a video launching his reelection bid.

Biden’s decision to seek a second term also reshapes the fortunes of three 50-something Californians — Vice President Kamala Harris, Gov. Gavin Newsom, and House Speaker Kevin McCarthy — whose futures are intertwined with the president’s official declaration for 2024.

On the other hand, said Kim Nalder, a professor of political science at Sacramento State, it’s not as if Biden had any choice but to announce now.

“He had to run to announce he was running or he’d be a lame duck,” Nalder said. While there’s little chance of much major legislation being passed in a deadlocked Washington, Biden would have “even fewer opportunities to get concessions from Republicans” if he didn’t start.

Also, Biden’s potential Republican opponents have already ramped up their campaigns. An independent committee supporting Florida Gov. Ron DeSantis, who has not yet declared his candidacy, has already spent $6.2 million on radio and television advertising. According to Medium Buying’s ad trackers, an independent group supporting former President Donald Trump has spent $4.1 million.

Unlike the last time Biden ran, during this campaign he will have a day job to tend to. That means Harris will have a higher profile campaigning, as will Newsom, who has a self-proclaimed role as a Democratic tough guy who opposes red state governors, including DeSantis.

Biden will need all the help he can get from his younger allies because 70% of Americans — including 51% of Democrats — don’t think he should run for re-election, according to a new NBC News poll. Nearly half of respondents (49%) said Biden’s age was a reason they didn’t think he should run.

More potential downfall for Biden: Only 38% of voters have a positive impression of him, while 48% see him in a negative light.

The good news for Biden is that voters loathe Trump even more. Only 34% of voters view Trump, the GOP front-runner, in a positive light, compared to 53% who view him negatively.

The craziest statistic of all: only 5% of voters want to see a rematch between Biden and Trump.

Meanwhile, the three Californians will be key co-stars in the 2024 race, each with their own future in mind.

More time for a second degree

After a rocky start to her tenure as the first woman, first black and first Asian American to hold office, Harris has found her voice in recent months. Harris, 58, has become the Biden administration’s leading voice on reproductive rights – a development that began during a performance in San Francisco last August.

She was also praised for traveling to Tennessee this month to speak on behalf of black lawmakers who have been ousted from the state legislature for joining a gun control protest.

But her approval rating is almost as abysmal as Biden’s. According to FiveThirtyEight.com, an independent analytics site, only 40% of Americans agree, while 51% disagree.

She strove to make visible progress on the portfolio of difficult issues assigned to her, particularly in relation to voting rights and the root causes of illegal immigration.

However, Harris will face some challenges when it comes to polishing her credentials for her potential 2028 run. As No. 2 on the ticket, she will largely be a spokesperson for the Biden administration’s views. And those positions will follow her should she decide to run for president again.

“She is tied at the waist to the captain. It will sink or swim with the Biden administration,” said Luis Alvarado, a former California Republican adviser who recently left the GOP and is now registered as a non-party voter.

Alvarado recalled that Harris struggled in her 2020 race, branding herself a “progressive prosecutor” who had trouble convincing progressives. “The world saw them pretending to be progressive,” he said.

Biden will likely, as he did in 2020, take a more centrist tack that could appeal to some moderate Republicans repelled by Trump. The downside for Harris is that she would be tied to more moderate positions should she be challenged by progressive candidates in 2028, said Michael Ceraso, a Democratic strategist who has worked on the presidential campaigns of Barack Obama, Bernie Sanders and Pete Buttigieg.

For Harris, “It’s going to be a tough road,” Ceraso said.

And should Biden win re-election, Ceraso said Harris will be faced almost immediately with a question that won’t go away until she answers it: “When will she announce her candidacy (for president)?”

Whether Vice President Harris would be on Biden’s re-election ticket has been an open question in Washington in recent months. His campaign video, in which she appears almost as often as he does, seems to answer that question in the affirmative.

Newsom as a super replacement — unless …

Newsom, 55, told The Chronicle he has “below zero interest” in running for president and has widely praised Biden’s first term. At the same time, he has raised his national profile since easily winning re-election to a final term as governor last fall.

His timing could be ideal. His term as governor ends in November 2026 – just in time to launch a 2028 presidential campaign a few months later.

Last month, Newsom established a federal political action committee called the Campaign for Democracy, endowed with $10 million left over from his last gubernatorial campaign. He will spend the next two years trolling red state governors — including DeSantis — for their record on LGBTQ, abortion and voting rights.

“Building a brand as a fighter is something that appeals to younger voters,” Nalder said, “and something so many Democrats are hungry for.” It makes sense for him to build this brand. And being a loyal soldier, a good team player, is also important, especially in the long run.”

Like in 2028 for example.

Newsom will also use its campaign funds to support candidates in key races across the country — and for losing Democratic candidates in red states who are overlooked by national donors. These candidates will be key to supporting Newsom should he run for president in 2028.

That super-backup job will keep Newsom in the national conversation just in case Biden fails to complete his campaign and Harris falters.

“It’s at Torpedo Bay #2,” Alvarado said. “If there’s a malfunction or series of malfunctions in the #1 torpedo bay, it’s operational.”

However, Ceraso doubts Newsom or Harris as national candidates should Biden falter.

“I don’t think any Democratic candidate from California is going to win a major presidential primary in the South in the next 10 years, regardless of who they are and what their experience is,” Ceraso said. “Newsom is pretty reactionary to the news cycle – and I don’t think Southern voters are drawn to that kind of politics. You see through that.”

McCarthy consolidates top position

Until Republicans choose a presidential nominee, McCarthy, 58, will be the face of the national GOP — the person who goes toe-to-toe with Biden in high-level negotiations over issues like raising the federal debt ceiling.

But how long? McCarthy has a tenuous hold on power at best, which could collapse if even a handful of members of the GOP house turn against him during the debt reduction process. And McCarthy’s tough debt-ceiling negotiations could result in a government shutdown that could hurt the GOP candidate. That came as then-GOP spokesman Newt Gingrich and House Republicans were blamed for a government shutdown — something that helped Bill Clinton win re-election in 1996.

“His whole quest to become a speaker makes me think about his political acumen,” Nalder said.

To gain and maintain power, McCarthy has allied himself with the most conservative and controversial Republican members. McCarthy has called Georgia Rep. Marjorie Taylor Greene a “close adviser.” The same Greene who wants to defund the FBI, freeze immigration for four years, and ban abortion nationwide. In February, Greene called for “a national divorce. We need to split into red states and blue states and downsize the federal government.”

While Greene is repeating Confederate President Jefferson Davis, McCarthy will face other issues during the primary such as keeping the GOP together while remaining neutral in a fight between Trump and DeSantis or whoever emerges from the primary.

His primary mission, Alvarado said, is to continue to be one of the party’s top fundraisers.

“For every Republican candidate across the country,” Alvarado said, “that’s his job right now: He’s the top plumber. He has to make sure the operation works.”

Because there are still more than 18 months until election day.

The intersection of Grand Avenue and Airport Boulevard is set for a major overhaul in an effort to increase pedestrian and bicyclist safety, in particular for those traveling between the nearby Caltrain station and the city’s adjacent downtown.

The remodel will add bike lanes, widen sidewalks, make crosswalk improvements and remove a separated turning lane, in addition to adding planting to medians and other landscaping. The intersection, which is complicated by a highway on-ramp entrance, is a major connection point for those traveling into the city’s downtown from the freeway or the developing area to the east.

“This is an exciting project that’s been a vision of the city for quite a while,” city engineer Matthew Ruble said. “[It] is one of the most busily traveled and important intersections in our city.”

Councilmembers, however, held off on granting a $3.2 million construction contract during their meeting this week amid concern the proposed bike lanes would provide insufficient protection and a question regarding wages paid by the contractor.

“We definitely need a protected bike lane in that area, because if you’re just putting green paint on the side on Airport Boulevard, that doesn’t feel safe for a bike rider,” Mayor Mark Nagales said.

The bike lanes will be unprotected, meaning there will not be plastic posts or other physical dividers separating them from vehicle lanes. Ruble explained the primary focus of the redesign was to improve safety for pedestrians and cyclists traveling along Grand Avenue to or from the Caltrain station, and a larger revamp of Airport Boulevard would come at a later date, likely with protected bike lanes.

“We’re limited by constraints of the roadway until a larger project can come in for a more holistic approach,” he said, pointing to areas where cars would need to cross over the bike lane to make right turns or merge onto the freeway.

Still, councilmembers Eddie Flores and James Coleman questioned if changes could be made to the design ahead of the larger renovations.

“Why are we calling this a bike lane … if we are just coloring it and suggesting this is where bikes should go? I see great liability for potential swerving of vehicles in and out and crisscrossing with cyclists,” Flores said. “I would like to see a different option, if there is one. This is not where we should be.”

Ruble said minor changes could be made to the design without needing to seek new estimates from contractors, something he said would put the project back several months, and increase costs by hundreds of thousands of dollars given rapidly rising construction costs and inflation.

But Public Works Director Eunejune Kim warned that there would likely be little changes able to be made given the layout of Airport Boulevard.

As it was presented, the work would not require the removal of any parking places or reduction in vehicle lanes other than the separated “slip lane” for northbound Airport Boulevard traffic turning right on Grand Avenue.

The council agreed to reexamine the item during a meeting planned for June 8, after which there will also be further information regarding an investigation into the contractor, CF Contracting, concerning wages paid during a project in Sausalito.
