Bob Lee was part of the tech establishment. The former chief technical officer of Square and founder of the $40bn payment app Cash App.

In the early hours of Tuesday morning, he was killed in a stabbing, in a supposedly “safe” part of San Francisco.

His death has sent a chill through the tech community.

Twitter’s former CEO, Jack Dorsey, called the killing heart-breaking.

His friend and fellow tech founder Joshua Goldbard tweeted: “Bob was like a brother to me… Bob’s energy was infectious. He made friends everywhere he went.”

Elon Musk also added his thoughts on the killing.

“Very sorry to hear that. Many people I know have been severely assaulted. Violent crime in SF is horrific.”

San Francisco has struggled with homelessness and drug deaths in recent years. In a city reliant on the tech sector, the pandemic hit its downtown more than any other in the US – it simply hasn’t been able to bounce back.

I often hear downtown being described as “dead” or “quiet”. And in certain neighbourhoods, the city can feel unsafe, something the city’s mayor has previously acknowledged.

Areas around the Tenderloin (in the heart of the city) and Soma, which stands for “South of Market” can feel dystopian, particularly at night.

Many television crews take armed guards with them when gathering footage in the city.

And with the streets so quiet, anti-social behaviour can sometimes feel more threatening and obvious.

So far there have been 12 murders in the city. In the first three months of last year there were 10. The number of assaults is also similar.

And when you compare that to other cities, San Francisco compares relatively well. This is not Gotham City.

But the view that Elon Musk articulates, that violent crime is up, is very common.

San Francisco is a relatively small city. Its population is around 800,000. And unlike cities like Chicago, many of the “problem” neighbourhoods are interwoven throughout the central business district.

Twitter global headquarters, for example, is on Market Street, a few blocks away from the Tenderloin. Mobile payment company Block is also close by. San Francisco’s problems are out in the open – right in the heart of the city.

For its politicians, desperate to try and entice tech business back to the city, high profile killings like Mr Lee’s are devastating.

If influential tech companies decide to stay away, and people begin to leave, it could create what’s been referred to as a “doom loop”.

The city’s influential paper, The San Francisco Chronicle, has recently warned that the city could be in a negative spiral – and outlined how the city could “die”.

As companies leave, tax revenue falls. People use mass transit less until it becomes bankrupt – making it more difficult for low and middle-income workers to get to work. Labour costs rise still further, and the city has fewer funds to tackle things like crime and disorderly behaviour.

The city’s mayor responded, saying: “It’s easy to throw out dire predictions about the death of downtown. But that’s not our reality and it’s not going to happen.”

San Francisco is one of the most beautiful cities in the world.

It has Silicon Valley on its doorstep. It is also excellently located to take advantage of the new boom in tech – AI.

OpenAI, the maker of ChatGPT, is based in San Francisco, along with a myriad other AI tech start-ups.

The city boasts incredible talent. In many ways it has an awful lot going for it. Yet still, many people are leaving. Last year the American Housing Survey found that about 18% of San Francisco residents plan on moving in 2023. Nearly half of them said they were intending to move to a different city.

And unless San Francisco can stem that tide, it’s in trouble.

San Joaquin County Supervisor Robert Rickman brought the State of the County address to Tracy for the first time on Tuesday, giving business and civic leaders a snapshot of issues like the economy, jobs, housing, public safety and homelessness.

Rickman was elected to the Board of Supervisors in 2020 after serving 10 years on the Tracy City Council, including 6 as a councilman and 4 as mayor. At the start of 2023 his fellow members on the Board of Supervisors elected him as board chairman.

Rickman gave his update to a full auditorium at the Grand Theatre on Central Avenue, following a presentation by Christopher Callahan, President of the University of the Pacific.

Callahan, president at UOP since July 2020, opened by describing the importance of higher education, with UOP alumni in the top 2% in the U.S. for career earnings compared to all other universities, affirming that the return on the investment people put into higher education is extraordinary.

He also described UOP as an economic engine for the region, with 6,750 students across the university’s Stockton, Sacramento and San Francisco campuses, with the Stockton campus alone accounting for more than $300 million annually in economic activity.

Part of UOP’s mission today is to reach underserved students, with UOP 23rd in the U.S. and third in California for the percentage of students attending on Pell grants, federal grants available to students from low-income families, more than any of the University of California or California State University colleges.

“We take pride in that. That is our intention because we think these are the students who are our future, and to be able to get them a college education transforms not just their lives but their families’ lives and their communities’ lives.

Rickman started off by acknowledging the four times that as Tracy’s mayor he gave State of the City addresses from the Grand Theatre stage, and how the county, like the rest of the world, faced the COVID-19 pandemic, seeing lives lost and businesses close because of the pandemic.

Today he sees the county not just rebounding, but on the verge of new growth.

“I’m pleased to report that the fiscal state of our county is strong as ever,” he said, noting that the county government has a balanced budget with a $2.59 billion spending plan, with each department finding ways to bring in revenue, and the county also hiring across all departments at all levels.

That translates to investments in quality of life, such as a recent addition to San Joaquin County General Hospital, $74 million for housing veterans and mental health initiatives, investments in community centers around the county and support for University of the Pacific and San Joaquin Delta College.

“As you can see from these examples we put a premium on our students and education, and we take care of our veterans,” he said.

Rickman addressed homelessness as the county’s most pressing issue, where multiple agencies and multiple approaches will be the key to getting unsheltered people back into sustainable lives.

“We cannot view the issue as just housing. That’s only one component of the overall issue,” he said, adding that in his 28-year career as an officer and sergeant with the California Highway Patrol he has seen the mental health and drug abuse issues among first-hand.

“We have to look at this crisis holistically and regionally,” he said, adding that the county has invested nearly $200 million countywide on homeless initiatives. “Those investments will result in the addition of over 700 units of permanent supportive housing units and increasing shelter capacity countywide by 166%.”

He also described strides against crime in the county, with District Attorney Ron Freitas’ office clearing a backlog of crime report referrals and increasing the rate at which criminal suspects are charged from 53% in 2022 to 72% in 2023. He added that Freitas’ office recently received $2.2 million to fight the spread of fentanyl.

“If you’re going to deal these poisons that are killing our children we’re going to use every available resource that we have to prosecute and throw you in prison.”

On the economic development front, Rickman cited expansion of Amazon in Tracy and Tesla into Lathrop, and reminded the crowd that the Port of Stockton is as busy as ever, accounting for 10,000 jobs, and Stockton Metropolitan Airport is also set to grow in its capacity and importance.

Rickman added that one initiative that the county is opposing is the Delta Tunnels conveyance project, a proposal to bring water from the north end of the Sacramento-San Joaquin Delta to the south end, where it can then be shipped to Southern California.

“We aren’t going to stop opposing this until that project is dead in the water,” he said.

SALT LAKE CITY (KUTV) — There’s an ample amount of new material coming to your digital retailer of choice. I just haven’t heared of 90% of it. So, my blind stab in the dark would be to recommend “Godland” and “Other People’s Children” based on their distribution (Criterion and Music Box Films). I’m curious about “Wonderwell,” the final film to feature Carrie Fisher. “I Am T-Rex” just sounds bonkers until you realize it’s animated. There are also numerous horror options. “The Ones You Didn’t Burn” is a fantastic title.

It’s a completely different story for this week’s Blu-ray and DVD titles. You might have heard of “Avatar: The Way of Water.” You should (but likely aren’t) familiar with “Polite Society,” a incredibly entertaining romp from Nida Manzoor(“Lady Parts”). If you’re in a more serious mood, “Guy Ritchie’s The Covenant” is an interesting war drama that devolves into a Rambo film.

For me, the excitement comes via the Criterion Collection’s release of “The Servant,” a toff-kilter thriller from playwright Harold Pinter.

The Angry Black Girl and Her Monster

Studio Synopsis: Vicaria is a brilliant teenager who believes death is a disease that can be cured. After the brutal and sudden murder of her brother, she embarks on a dangerous journey to bring him back to life. Inspired by Mary Shelley’s Frankenstein, THE ANGRY BLACK GIRL AND HER MONSTER thematically challenges our ideas of life and death. Bomani J. Story, the film’s writer and director, crafts a thrilling tale about a family that, despite the terrors of systemic pressure, will survive and be reborn again.

Clean

Studio Synopsis: Trauma cleaners clean spaces that no one else will touch – hoarder sites, meth-labs, murder scenes, deaths and suicides. They clean the homes of some of society’s most vulnerable people – the neglected, the lonely, the addicted, and the mentally unwell. Godland

What unfolds is a transfixing journey into the heart of colonial darkness attuned to both the majesty and terrifying power of the natural world.

I Am T-Rex

The Servant

Medicine for Melancholy

Studio Synopsis: Barry Jenkins’s captivating debut feature, Medicine for Melancholy, is a lo-fi romance that unfolds against the backdrop of a rapidly gentrifying San Francisco. There, a one-night stand between two young bohemians, Micah (Wyatt Cenac) and Jo’ (Tracey Heggins), spins off into a woozy daylong affair marked by moments of tenderness, friction, joy, and intellectual sparring as they explore their relationships to each other, the city, and their own Blackness. Game Trilogy

Studio Synopsis: Made at the end of the 1970s, Toru Murakawa’s Game Trilogy launched actor Yusaku Matsuda as the Toei tough guy for a new generation. Matsuda was the definitive screen icon of 1980s until his career was tragically cut short by cancer at the age of 40, following his Hollywood debut in Ridley Scott’s Black Rain.

The Manchurian Candidate (1962) 4K UHD

WATSONVILLE, Calif. (KSBW) – A video going viral on social media showing a repairman yelling at a female tenant after he allegedly just sexually assaulted her highlights the safety of tenants and the steps they are taking should do to protect themselves from violent and unscrupulous craftsmen.

The video was taken by Debs Campaigne, a Watsonville tenant who let John Welsh into her home for repairs. Welsh was sent by the property owner and at one point in the video you can be heard yelling, “The fact that I got a little weird with you is because I’m just a guy, whatever the (expletive) is.”

The video has attracted more than 6 million views on social media. But that’s not why Campaigne decided to tell her story to Action News 8, she’s talking to prevent the same thing from happening to other tenants.

“What I kept telling myself is like, I’m his last victim, I’m his last victim and I’ll do whatever you can to be their last victim. Do what you can to stop that person from hurting someone else, even if it’s uncomfortable,” Campaigne said.

In another part of the video, Welsh yells at Campaigne: “…I can leave right now, you have no water, your carpets are not clean, your (power) blinds are not up and nothing is done.”

Campainge says she asked for items in her rented apartment to be fixed but says she ended up being sexually assaulted by Welsh. The 62-year-old was arrested days later by Santa Cruz County Sheriff’s Deputies.

Campaigne says she decided to speak out because she wants other tenants to know their rights when it comes to letting tradespeople into their home or apartment.

The Santa Cruz County Sheriff’s Office says you should do your homework before hiring a contractor or handyman, and they warn landlords not to cut corners to hire the cheapest help.

“Be careful when it comes to checking whether they are licensed or not, checking backgrounds and actually calling references. We believe this can prevent some tragedy,” said Ashley Keehn, spokeswoman for the Santa Cruz County Sheriff’s Office.

The Navy has a long history of working closely with communities in California to make Navy and Marine Corps installations climate-ready. Last year, the DON and the California Energy Commission renewed a Memorandum of Understanding to streamline collaboration and accelerate initiatives for energy and water-related projects. In September 2022, the Navy launched a first-of-its-kind partnership with the Port of San Diego to participate in California’s Low Carbon Fuel Standard program, which will reduce greenhouse gas emissions, improve air quality, and advance energy resilience investments in San Diego.
