The proclamation Friday was reminiscent of Breed’s bold claim in 2021 that the city would crack down on the “bulls— that has destroyed our city,” which she said in announcing an emergency plan to address the drug and overdose crisis in the Tenderloin.

That effort brought together multiple city agencies to ramp up enforcement of dealing, clear sidewalks and offer new public health responses to drug use such as opening what became a supervised consumption site called the Tenderloin Center.

The facility closed at the end of 2022, a few months after Newsom vetoed legislation that would have allowed San Francisco, Los Angeles and Oakland to pilot safe consumption sites. Breed said the plan was only meant to be temporary and, on Friday, added the center “didn’t quite work out.”

Residents wait in line to get into the Tenderloin Linkage Center (also known as the Tenderloin Center), a now-defunct safe consumption site in San Francisco, on Feb. 8, 2022. (Beth LaBerge/KQED)

After the closing of the Tenderloin Center and the emergency plan’s winding down, overdose rates have again increased in 2023, data from the Office of the Medical Examiner shows.

Meanwhile, public safety advocates applauded the governor’s decision to increase law enforcement around the issue, at a time when the San Francisco Police Department is struggling to recruit and retain a full workforce.

“Just the mere presence of our officers we believe will help deter and disrupt criminal activity,” Duryee said.

Newsom said that his plan “will not seek to criminalize those struggling with substance use and instead focus on disrupting the supply fueling the fentanyl crisis by holding drug suppliers and traffickers accountable,” according to a press release on the plan.

But addiction experts and advocates for people who use drugs say the move could nonetheless have unintended consequences, and negatively affect people who struggle with addiction and lack access to housing, health care or other support systems.

SAN FRANCISCO — The San Francisco District Attorney on Monday released surveillance video showing the fatal shooting of a suspected shoplifter by an on-duty Walgreens security guard, along with other footage and documents that she says support her decision not to press charges against the guard , substantiate.

District Attorney Brooke Jenkins released the information amid public outrage over the April 27 death of Banko Brown, a 24-year-old who was unarmed, outside a downtown Walgreens building. Last week, the board of directors passed a resolution asking her office and the police to release more evidence. She justified her decision not to attack security guard Michael Earl-Wayne Anthony on the grounds of self-defense.

But the release of surveillance video didn’t seem to calm critics in a city dogged by brazen shoplifting and where there is much disagreement about the appropriate response to crime, especially when the suspect is homeless or impoverished.

The silent footage shows Brown walking towards the door with a bag in hand when he is stopped by Anthony, who then hits him repeatedly. The two fight until Anthony pinches Brown to the ground. Meanwhile, shoppers continued to enter the store during the altercation.

When Anthony lets go of Brown, Brown picks up the bag and makes his way out of the store. He turns and appears to walk towards Anthony, whereupon Anthony raises his gun and fires once, causing Brown to fall back onto the ground outside.

In a police interview, Anthony said he asked Brown to return the items, but Brown was aggressive and fought to keep the items. He said he told Brown he would let him go if he calmed down, and that Brown kept saying he would stab him. A knife was not found on Brown.

Anthony said he let Brown go, but he drew his gun and kept it pointed at the ground just in case Brown charged. He said he fired as Brown advanced, unaware that Brown would simply spit at him.

San Francisco supervisor Shamann Walton said in a statement that the video offered no justification for the shooting. He plans to join Chief Executive Aaron Peskin in asking the Attorney General for an independent review of the prosecutor’s decision.

But Jenkins, who initially dropped the case on May 1, said even after seeking further evidence, there was nothing to disprove the guard’s reasonable claim of self-defense. She urged viewers to review all evidence, including witness and police accounts, particularly given the lack of sound in the video footage.

“There will be a temptation as people to just look at the video footage of this incident and nothing else. We’re used to seeing videos online and often that’s what grabs our attention rather than going a step further” , she said in a press conference.

Brown, who struggled with homelessness, worked as a community organizer for the Young Women’s Freedom Center, a nonprofit organization that supports young women and transgender youth.

“We don’t have to see the video to know that the killing of Banko Brown was unjust. “Armed violence is not a justifiable response to poverty,” Julia Arroyo, the center’s co-executive director, said in a statement Monday. “We have to live with the sobering reality that he was killed for no reason other than $14.”

Arroyo described Brown as a bright and funny young man who was shy but made friends easily.

Supervisor Dean Preston introduced legislation last week banning private security guards from drawing their firearms unless there is an actual and specific threat to an individual.

Walgreens did not immediately respond to an email asking for comment. Walgreens, Target and other downtown retailers have complained of brazen shoplifting. Whole Foods recently announced it would temporarily close a downtown location, citing employee safety.

Kingdom Group Protective Services, which provides security for Walgreens, said in a statement it was cooperating with law enforcement and could not comment further.

State records show that Anthony has been licensed as a security guard since 2012.

Jenkins became district attorney last year after voters ousted her predecessor Chesa Boudin over criticism that he was too soft on crime. She promised to be a fair but tough prosecutor who would not ignore blatant retail thefts and open-air drug dealing.

Helen Mansfield hmansfield@baxterbulletin.com

After the January meeting was postponed due to poor weather, members of the Baxter County Republican Committee (BCRC) meet at 6 p.m. tonight at the Miser Lodge and Event Venue in downtown Cotter to discuss the election and installation of officers for record the next two years and appoint two of the three commissioners of the Baxter County Election Commission (BCEC).

About two years ago, BCRC membership began to change, with the addition of members who identify as constitutional conservatives and formed their own political action group.

According to a member of that group who identified himself as a spokesman to The Baxter Bulletin, its membership consists of Republicans, Libertarians, Independents and others — who, according to their website, are “concerned, committed, active citizens of north-central Arkansas, which are not only fed up, but realizing that we are dangerously close to losing the American way of life.”

Before the Mountain Home Public Schools special election in August 2022, voters opposed to the Millage became vocal critics of the school district and its finances, attacking the Mountain Home School board of directors and public school superintendent Dr. Jake, personally to Lange, in an attempt to thwart the measure.

The mill was narrowly defeated by 16 votes, with 1592 voting in favor and 1608 against. These voting totals include Marion County voters who live within the boundaries of the Mountain Home School District (MHSD).

The current school board member, Bob Chester, was originally supported by the political action group and was elected to the school board in May 2022. As the Millage election drew near, Chester appeared to be falling out of favor with his membership as he took to social media to campaign for his support of the mill. The 2.25 millage proposal was designed to fund overhaul and renovation of electrical, plumbing and foundation overhauls at Mountain Home High School.

During a special school board meeting in early January, Chester called out members of the opposition for spreading misinformation, saying: “…our opposition has done nothing but lie about what we do. When they do it in San Francisco, they blame us and wrongly accuse us… If that’s how they want to be. But they can be anti-child and anti-school, and we paint them that way.”

In a post several weeks old on the group’s social media page, someone asked if Chester “forgot he used to attend group meetings.” The administrator responded that he “stopped visiting when we wanted to hold him accountable and ensure that the parents and children come first and not the whims of the school board and superintendent.”

Chester told The Bulletin he didn’t run for school board because it was on his personal wish list, but because “I felt compelled to do so. God doesn’t always force you to do what He asks you to do, sometimes He just wants to know if you’re ready. In this case, I made a four-year commitment to ‘every child, every time’.”

“I don’t want to get involved in partisan politics, but many of the attacks on Mountain Home Public Schools are unwarranted and politically motivated,” Chester added. “There is no desire among some leaders of this very ‘right’ movement to understand the truth as it does not fit their agenda.”

The same group spokesperson recently told an online media outlet that some of their members had been spreading misinformation and that they were working to stop the practice.

Longtime members of the BCRC, who wished to remain anonymous, told The Bulletin that they estimate more than 100 members of this political action group have joined the BCRC and will take up senior positions after Thursday night’s elections.

Current officers include:

• Chairman Rick Pelger

• First Vice-Chairman Nelda speaks

• Treasurer Ed Toscano

• Secretary Jan Lowery

Of the faction, only Pegler has indicated that he intends to stand for re-election.

“Having served as treasurer for more than 10 years, I think it’s about time someone else took the job,” Toscano told The Bulletin. “My decision has nothing to do with the last elections. The Baxter County Republican Committee has a wealth of enthusiastic talent to draw from.”

The former Arkansas Rep. Speaks — from the former District 100 that was redistributed ahead of the 2022 Arkansas general election — has served as the conservative Republican voice for the Twin Lakes area for several decades.

She said in an interview with The Bulletin that she decided against re-election to her BCRC position because the committee’s new membership “doesn’t like me”.

“I don’t like the direction they’re taking the committee, so I’ve chosen not to be a part of it,” she said.

Speaks added that she believes any existing officer would be defeated, citing that previous membership “doesn’t have the numbers to nullify it.”

Speaks served as Baxter County Treasurer from 1996 to 2012 and Justice of the Peace for Baxter County’s 7th Circuit from 2013 to 2014. She was also a former vice chair of Arkansas’ 3rd congressional district. In addition to being a member of the BCRC, she was also a member of the National Rifle Association. She was also elected Vice President of the Twin Lake Republican Women’s Group.

Speaks has been described as a popular, respected civil servant whose career appears to have met an unspectacular end.

Attempts to reach Minister Lowery for comment have been unsuccessful.

In addition, members of the BCRC told The Bulletin that they expect both of BCEC’s current Republican commissioners — Judy Garner, member of position one, and Gary Smith, member of position two — to be replaced. Several members of the BCRC have stated that they tried to persuade the group to keep Smith in order to have a commissioner with previous electoral experience.

The three-member electoral commission consists of a Democratic commissioner, Bob Bodenhamer, who was recently reappointed to another two-year term by members of the Baxter County Democratic Committee.

Investigators with the Arkansas State Board of Election Commissioners recently concluded an investigation that BCEC Commissioners Garner and Smith violated state election laws during the May 2022 primary by opening a secret ballot along with BCRC Chairman Peglar. Bodenhamer was not part of the investigation.

Garner said she will run for reappointment to the commission, a position she was appointed to in 2017 and says she “loved.”

According to Arkansas State Board of Election Commissioners Director Daniel J. Shults—hypothetically speaking—if members of the political action group were elected to BCEC, they could not prevent the MHSD from scheduling a second Millage election in 2023, with the reason they don’t support it.

“The role of a district election commission is ministerial in almost all cases,” Shults said. “This means that when an election has been lawfully called or established by law, the county electoral commission has a duty to conduct that election and to determine, announce and certify the result of that election.”

On the political action group’s social media, the site administrator has made posts saying the group opposes the use of electronic voting machines and wants to return to hand-counted paper ballots.

A recent graphic published on the site claims that the devices offer no transparency, no accountability, no way to verify accuracy and that they operate on vulnerable software, hardware and networks.

Regarding Baxter County’s elimination of electronic voting machines, Shults said all counties must have “available voting machines that would allow disabled voters to cast a ballot unaided under federal law.”

“The Quorum Court has a role in determining the extent to which this equipment is used for other voters; however, the CBEC [County Board Election Commission] is required to use the process established by state, federal and county law,” he added. “The district election commission could not unilaterally stipulate that tabs are not used in the count.”

Arkansas Secretary of State Chris Powell’s press secretary agrees.

“A County Board of Election Commissioners (CBEC) does not have the authority to refuse a special election or to regulate the use of voting machines over paper ballots,” he said. “The Quorum Court is the only authority that can authorize the use of voting machines over paper in elections.”

Nick Zakelj spent five years at Fordham becoming one of the best offensive tackles in the Patriot Conference. That path isn’t likely to continue in the NFL after the 49ers picked him 187th overall in this year’s draft. Zakelj told reporters in a press conference after he was selected that he anticipates a move inside as a pro.

“While I did play tackle in college and I’m most comfortable at it, getting those reps at guard at the Senior Bowl broadened my horizon,” he said via Cam Inman of the Bay Area News Group. “I’m open to being more of a guard at the next level.”

This has become a habit for the 49ers in the draft. Colton McKivitz in 2020 and Jaylon Moore in 2021 were both 49ers picks that played tackle in college, but were taken with the goal of moving them to the interior. This year’s fourth-round pick Spencer Burford also primarily played tackle in college and figures to kick inside as a pro.

Perhaps Zakelj acquits himself well on the outside and sticks at his natural position, but the 49ers need help inside. There are two starting guard jobs open and if Zakelj can make that move with his size and athleticism it’s easy to see how he’d successfully work his way into the new position.

After a brief (and ultimately failed) experiment with tackle, Jalen Mayfield appears to have stepped inside to compete with Josh Andrews and presumably still Drew Dalman for the open left guard post. The third-round rookie pick grabbed the left guard with the second-team offensive during Monday practice and it was undoubtedly the right move by the coaching staff.

Jalen Mayfield is now fighting for the LG commercial with Josh Andrews. Worked 2. Team LG today

– Michael Rothstein (@mikerothstein) August 16, 2021

After Mayfield mainly played the correct tackle in college in Michigan, Mayfield’s projection as a tackle may have resulted in his falling into the later rounds. As an indoor service manager, he was much better at sport and was then drafted to develop into a security guard. In Atlanta’s first preseason game against the Titans, the coaching staff decided to continue with Mayfield on tackle and Andrews on left guard – and both underperformed. Arthur Smith even said staff aren’t confident that Mayfield will take over at the right tackle.

“If we thought he was about to take on the real tackle spot, he would be there.”

Jalen Mayfield was on duty during all training sessions today.

– Tori McElhaney (@tori_mcelhaney) August 16, 2021

Not only was it obvious that he wasn’t going to become an NFL tackle, but it was a stupid decision to stop Mayfield’s development in the left guard to “see” if he could possibly compete with Kaleb McGary on the right tackle. The coaching staff clearly recognized the failed experiment and pulled them back into it, which is the right step. Now the next decision will be who is on guard besides Jake Matthews.

Andrews, Mayfield and Dalman are expected to battle for left guard positions. Terry Fontenot putting in a veteran security guard for the start would be an ideal situation, but if it’s an internal competition, it should be Mayfield. He’s just as effective at running as Andrews, and arguably better suited to this zone blocking scheme. Mayfield may be as much of a burden as Andrews in pass sets, but I’d rather see the former Michigan Wolverine fighting while getting used to NFL pass rushers as a guard than having someone like Andrews – who is he continued to struggle at this point in his career – as he has had his entire professional career.

It is entirely possible that the Falcons staff were forced into the Mayfield due to the injuries suffered by Kaleb McGary, Matt Gono, and Jason Spriggs in the tackle experiment. Not much time was lost on the guard, but Mayfield will need every replay to be ready for the opening game against the Eagles. This is the first step towards it.

A San Francisco security guard who sustained brain damage in a confrontation with skateboarders is seeking damages from one of the suspected attackers, Thrasher magazine and building owners including the Trump Organization.

In a security video included in the civil lawsuit, Dan Jansen is lying on the sidewalk at 555 California St.

Dan Jansen, 57, was seriously injured on November 25, 2018 while trying to prevent skateboarders from performing stunts in front of 555 California St., a skyscraper in the financial district.

He was in a coma for more than a week and underwent multiple surgeries, according to the civil complaint filed Monday in the Superior Court in San Francisco. He will need “lifelong medical care and treatment,” including accompanying care, according to the lawsuit.

One of the skateboarders, Jesse Vieira, was charged with crimes including assault with a lethal weapon; His 2019 trial ended in misconduct when the jury got stuck.

Vieira, a professional skateboarder, is named as a defendant in the lawsuit by Jansen and his wife. Also mentioned are Thrasher magazine – which promoted the activities of GX1000, a skateboard crew founded and managed by Thrasher’s parent company – and the owners and operators of 555 California, which includes the Trump Organization.

The complaint calls for a jury trial and does not indicate a dollar amount.

The suit states that Vieira and other members of the GX1000 often used the space outside the building – known to skateboarders as Black Rock – “to practice and perform various skateboarding stunts and tricks, and to be sure to incite physical fights, to provoke, participate and monetize it ”. Staff.”

On November 24, 2018, the Saturday after Thanksgiving, security guards there called the police for help and said that a collision with 10 to 15 skateboarders had “gotten out of hand”. Jansen was not told about this episode when he came to work the next day, according to the suit. He confronted a group of seven skateboarders who were laying barricades that he had erected to prevent their activities.

In the ensuing fight, recorded by a surveillance camera, Jansen was pushed onto the sidewalk and hit his head, breaking his skull. When he was passed out, the skateboarders fled.

The incident attracted national attention and resulted in a long feature in the New York Times on the renegade image of skateboarding in preparation for its Olympic debut.

SAN FRANCISCO (AP) – Stanford Guard Anna Wilson returns to the university for the sixth time to help the Cardinal defend her national championship, while Alyssa Jerome stays for a fifth year.

Wilson, the Pac-12 Conference Co-Defensive Player of the Year who joined the starting line-up last season, and Jerome made their announcements together at The Associated Press on Monday night before attending the Jazz Warriors game, Hall of Fame trainer Tara VanDerveer and her team wanted to honor the Golden State for the program’s first NCAA title since 1992.

CONTINUE READING: 2 officers shot dead, suspect dead in San Luis Obispo

The Cardinal lost guard Kiana Williams, who was drafted by the WNBA’s Seattle Storm with the sixth round two election and 18th overall.

“It’s just a really great opportunity,” said Wilson, younger sister of Seattle Seahawks quarterback Russell Wilson. “We have just won the national championship and it is really something special to be able to be with this team again. We’re losing ki, but we’re bringing a lot of people back and I think the new people are going to be really great. “

The 5-foot-9 Wilson, who like Russell wears the # 3 uniform and made him cheer from the stands during the championship run in San Antonio, appeared as a suspended defender when he switched to the grid with an excellent training camp.

The 6-foot-3 Jerome, a key forward, averaged 1.5 points and 1.3 rebounds in 7.2 minutes per game.

Due to the coronavirus pandemic, which canceled the university sports season last year, seniors had the opportunity to be entitled to an additional year.

“Of course I didn’t expect to come back for a fifth year at Stanford, but when the opportunity arose I was really excited,” said Jerome. “I just didn’t want to leave this team yet. It’s such a special group of girls, so excited. “

VanDerveer was delighted when she cheered on Golden State after reaching out to outgoing COO Rick Welts. She and trainer Steve Kerr have been visiting each other over the past few years.

During a hiatus in the first quarter, a video tribute with NCAA highlights and Kerr was shown delivering a congratulatory message to friend VanDerveer – but she actually missed it. A week after receiving her second COVID-19 vaccine and testing it daily at Stanford, she came to the Chase Center at halftime after a false positive test followed by a negative result.

She said, “I’m just glad it was me and not the kids. The second half will be great! “

“It was great. We’re all such Warrior fans, ”VanDerveer said earlier. “It’s nice to be here. It’s really great that your team also recognizes our team.”
