Cities across the US are struggling to fill their office spaces. Major cities like Washington DC, Boston, and San Francisco have increasingly vacant downtowns, while the urban centers of small Rust Belt cities struggle to survive altogether. This trend is consistent beyond the US, with over three-quarters of Europe’s office buildings at risk of obsolescence by the decade’s end. The cause of this, in most cases, is simple: an oversupply of offices and a shift towards remote work. These vacant buildings can trigger a negative domino effect of economic and social challenges for cities, and their surplus, coupled with a housing shortage, has sparked discussions among cities and architects about the impending necessity to transform offices into housing.

Adapting office spaces into housing might seem straightforward, but it comes with its share of challenges, spanning zoning, technical, and financial complexities. Zoning regulations and codes hinder flexibility in program usage and the exploration of new housing types. There are also technical hurdles related to HVAC, plumbing, and natural daylight access, which makes some office buildings better candidates than others. Moreover, financial hurdles loom large, with all-time high mortgage rates and the still high price of office buildings.

Empty Office.
As daunting as all of those challenges might seem, historically, the concept is not new. During the 1990s, both NYC and Los Angeles passed city ordinances to encourage the adaptation of empty office buildings to housing. In NYC, due to the ’90s recession and the 9/11 attacks, the city passed zoning changes, tax incentives, and government bonds to finance developers willing to repurpose unused office buildings. These helped convert about 20 million square feet of the lower Manhattan financial district into 17,000 homes. LA also saw a similar wave of conversions after the city passed an adaptive reuse ordinance in 1999, which resulted in about 15,000 housing units.

Our Cities Aren’t Dead Yet!

Currently, in the US, similar changes and incentives are happening at the federal and city levels to offset the costs and challenges related to these conversions. Most recently, in October of this year, the Biden-Harris administration announced actions to support the conversion of high-vacancy commercial buildings to affordable residential use. These actions include new financing, technical assistance, and the sale of federal properties. At the local level, cities are also proposing incentives. Boston is offering property tax breaks to developers, while Portland, Oregon, is waiving fees and providing improvement standard exceptions.

In response to these discussions, architects are unveiling imaginative visions for what these transformations could look like. Brooks Scarpa recently reimagined the Robert C. Weaver building in DC for the BRUTAL DC design exhibition. Their vision includes 300 units of housing, reduced office space, and community amenities. They addressed challenges like natural daylighting and HVAC location by replacing the outdated core with a shared central courtyard garden. Their design allocates nearly 45% of the space for affordable housing, promoting shared living options and showcasing the potential for repurposing large office buildings into new housing models.

There is currently momentum in cities in the US to develop incentives to convert offices into housing. It is not in vain; urban centers need these changes to survive. The investments in reshaping these urban landscapes could pave the way for a new wave of office-to-housing transformations, holding vast potential for innovative housing solutions. Hopefully, these financial incentives and zoning changes will grant developers and architects enough freedom and opportunity to innovate and explore new models for social housing, creating more equitable and human-centered downtowns.

SAN FRANCISCO — When Twitter opened its gleaming headquarters in a rough patch of downtown nearly a decade ago, the company’s blue bird logo symbolized a new era for a city struggling with urban blight, homelessness and 10 percent unemployment.

“It is critical that companies like Twitter be convinced they can stay here and that they are welcome, and we welcome them,” said then-Mayor Ed Lee, who championed the so-called “Twitter tax break” to dissuade the growing company from leaving town.

But as Twitter has evolved under owner Elon Musk — most recently into something called “X” — its relationship with San Francisco has become increasingly fraught.

Since Musk took ownership last October, the company formerly known as Twitter has been sued for failing to pay millions in rent and investigated for illegally converting offices into bunk rooms after Musk said he was sleeping on a couch on the seventh floor. Amid an exodus of tech employees from the city, Twitter has shed more than 80 percent of its workforce — essentially hollowing out its headquarters.

The most recent indignity came Monday, when the company brought in a crane to pluck the Twitter logo off the building’s facade, disrupting two lanes of traffic at a busy intersection and prompting a 911 call.

Meanwhile, Musk has hardly been a gracious neighbor. In viral tweets, he has derided San Francisco as a “derelict zombie apocalypse” and erroneously attributed the murder of a tech executive on a downtown street to rampant “violent crime in SF.”

“Even if attackers are caught, they are often released immediately,” Musk griped after the April murder, for which an acquaintance of the dead man now faces trial. San Francisco District Attorney Brooke Jenkins blasted Musk’s comments as “reckless” and spreading “misinformation.”

“There are business leaders in the city who want to engage in solutions, and the mayor wants to work with them,” said Jeff Cretan, a spokesperson for San Francisco Mayor London Breed (D). “But to have one person who has a megaphone who creates all this tumult, it creates this perception of chaos.”

Twitter and Musk did not respond to requests for comment.

The world’s richest man has long been known for his brash, shoot-from-the hip style. Musk has had many other run-ins with government officials, including as chief executive of electric vehicle manufacturer Tesla, which has come under scrutiny from federal regulators as new technologies such as “Full Self-Driving” are tested on public roads.

In the early days of the pandemic, Musk publicly defied local officials by reopening his Tesla factory in the Bay Area. He later unleashed an expletive-laden tirade on a quarterly earnings call, calling California’s strict quarantine policies “fascist,” and made good on a threat to move Tesla’s headquarters to Texas.

“California used to be the land of opportunity,” Musk told the conservative satirical site Babylon Bee. “Now it has become and is becoming more so the land of overregulation, overlitigation, overtaxation and scorn.”

Since acquiring Twitter for $44 billion last fall, Musk has made major changes — reducing the workforce, increasing the number of subscription services and appointing a new chief executive. His recent decision to change the site’s name to X has generated additional controversy, spurring bewilderment among users while raising questions about brand management and copyright (rival Meta holds a registered trademark for “X” in relation to online social networking services).

It’s a far cry from the days when Twitter founder Jack Dorsey ran the company with Zen-like calm. Eager to keep Dorsey’s firm from moving south to Silicon Valley, where taxes were lower and other major tech companies were setting up shop, San Francisco officials offered in 2011 to waive the city’s 1.5 percent payroll tax for businesses that moved to the Mid-Market neighborhood, then struggling with high vacancies and visible homelessness.

The Twitter tax break was designed to bring new jobs and retail to the area as well as reduce crime. Twitter was seen as an anchor tenant. But while the tax break spurred a boom in tech companies in the area, results were mixed when the tax break sunset after eight years in 2019.

The city’s budget had doubled and the unemployment rate had fallen from 9 percent to 2.6 percent. But Twitter and other beneficiaries of the tax break were blamed for many of the woes plaguing the city today, including sky-high rents and gentrification.

Meanwhile, promises by the companies to help their low-income neighbors in exchange for lower taxes have done little to improve the city’s vexing homelessness crisis. The neighborhood — just a few blocks from City Hall — still struggles with vacant office space and empty storefronts.

To some, Musk’s apparent disdain for the city feels like salt in the wound.

“There’s never been any real … responsibility taken for policy decisions that may have contributed to today’s street conditions,” said Sara Shortt, a longtime local activist who works with the city’s homeless and opposed the tax break at the time. “Years later, it’s only insult to injury to have this ultrarich egomaniac land here, bad-mouth us and steamroll over us.”

As San Francisco struggles to rebound from the pandemic — working to retain and attract companies and lure workers back downtown — city leaders are treading a fine line with Musk.

“I want to be supportive of (Twitter),” said Matt Dorsey, who serves on the Board of Supervisors and whose district includes the company’s headquarters. “If they are bringing people to work, and employing people, I want them in my district. I don’t want to be a city that is running people out of town.”

But Musk’s antics, his disregard for rules and his gloom-and-doom tweets are frustrating. Cretan said the mayor has been meeting with business leaders to talk about how the city can work with them to stay in the city. For example, he said, Breed recently met with executives at Visa who said they were committed to San Francisco and expressed interest in being more involved in its future.

“Those are the conversations we want to be having with business leaders,” Cretan said.

On Monday, the commotion over removal of the Twitter logo was resolved relatively swiftly. According to a statement from police and reports on social media, police received a call around 1 p.m. regarding a “possible unpermitted street closure.” Twitter’s crane left by midafternoon, leaving the logo removal haphazardly unfinished. The blue bird that has loomed over the Mid-Market neighborhood for the past decade remains, alongside the “er” and the outline of the now-missing “@twitt.”

On Tuesday, Patrick Hannan, a spokesperson for the city’s Department of Building Inspection, said no permit is required to remove letters or symbols from the sign. But, he said, any letters or symbols intended to replace them “would require a permit to ensure consistency with the historic nature of the building and to ensure the new additions are safely attached to the sign.”

By close of day Tuesday, however, no permits had been filed.

It may be harmful to humans, too. An algal bloom of this size can cause skin irritation and respiratory problems, and the San Francisco Bay Regional Water Quality Control Board is advising people to avoid swimming, kayaking, or other activities on the water until the bloom subsides.

Mary Spicer of Alameda, who paddles on the bay with an outrigger canoe team, said some members of her team have been experiencing skin irritation after coming into contact with the water over the past few weeks. Spicer said she began to notice discoloration of the water about a month ago — and then it turned to a “denser, thicker, chocolaty brown.”

Paddling at the Oakland Estuary a couple weeks ago, she was heartbroken to see a juvenile harbor seal poking its head out of the discolored water. “Just to see these marine creatures… having to live in the red, brown, dense water, it’s really just disconcerting,” she said.

Dead fish line the shore of Lake Merritt in Oakland on Aug. 29, 2022. (Beth LaBerge/KQED)

The National Oceanic and Atmospheric Administration describes red tides as a “harmful algal bloom,” or large colonies of algae plants growing out of control that are sometimes rust-colored. Not all algal blooms are harmful, and most are beneficial in the ocean.

However, a small percentage of algae can produce deadly blooms, and that’s what Rosenfield believes may be happening now.

SF Baykeeper is getting reports through its pollution hotline of dead fish in Foster City, Alameda, Keller Beach in Richmond, Sausalito and Fort Baker.

“Whatever number I offer you would likely be too low,” Rosenfield said.

Government officials KQED reached would not confirm any number yet. But on Monday, Eileen White, executive officer at the San Francisco Bay Regional Water Quality Control Board, described the algae bloom as “highly unusual” and “much more extensive” than blooms the agency has tracked in the past.

“And this one’s resulting in fish kills, which is not good,” she said. “So we’re going to continue to study, try to find the cause of it and learn from this, so hopefully we can prevent them in the future.”

Damon Tighe, who describes himself on his LinkedIn profile as an educator and a naturalist who studies mycology, tweeted a photo of a pile of dead fish at Lake Merritt on Sunday.

“Massive fish die off going on right now in Lake Merritt,” Tighe tweeted. “May be related to the HUGE algal bloom that’s been happening on the east bay since the start of the month in front of Alameda where effluent flows.” Tighe included a link to iNaturalist, a nature app that allows users to share their observations with other scientists and naturalists.

— Damon Tighe (@damontighe) August 28, 2022

The algal bloom likely leading to the mass fish death is Heterosigma akashiwo, which SF Baykeeper and the San Francisco Estuary Institute and Aquatic Science Center have been tracking since it appeared in the last month. The aquatic science center noted that fish-kill reports began emerging around August 22, though they noted that the bay’s size makes data gathering a “huge challenge.”

What has changed, Rosenfield said, is those reports finally coming in, as well as confirmation from field investigators this weekend.

The algal bloom that Rosenfield says is most likely causing the die-off, he continued, is caused by a mix of environmental conditions, perhaps worsened by climate change, and treated sewage put out by wastewater treatment plants across the Bay Area. The red tide species of algae, Heterosigma, may be killing fish in two ways: it can produce a toxin that is deadly to fish, but it can also result in low dissolved oxygen levels in the water, which can also be deadly.

“So we’re not sure of which mechanism is operating here. Maybe it’s both,” Rosenfield said. But the same bloom has caused massive fish kills in other parts of the world, as well.

Geese pass by a shore filled with dead fish at Lake Merritt in Oakland on Aug. 29, 2022. (Beth LaBerge/KQED)

The change that spurred the bloom locally, Rosenfield said, was likely a tipping point in warming waters. The solution, then, is for wastewater treatment plants to begin recycling wastewater in far higher volumes than it does now.

An April 2022 report by the environmental group the Pacific Institute described wastewater recycling as underutilized across California. The group estimates that an additional 1.8 million to 2.1 million acre-feet per year of municipal wastewater is available for reuse in California.

San Francisco Supervisor Aaron Peskin, an avid swimmer with the South End Rowing Club, saw the red tide himself as he took a dip last week, on Tuesday, Wednesday and Thursday.

“My wife said I can’t swim in there anymore,” said Peskin. “I told her about it. It was like swimming through rust.”

He’s started to see the problem on the shores, too. His constituents have already started sending him photos of dead fish on San Francisco beaches. Peskin’s district includes Fisherman’s Wharf and the Embarcadero, areas with borders that touch the water. Peskin wants to ensure that those areas, and beyond, see climate action.

“Our public utilities commission, which is our sewer purveyor, needs to quickly come up with strategies to how San Francisco can do its part in reducing discharges that can exacerbate red tides,” Peskin said.

A dead California bat ray lay on the shore of Lake Merritt in Oakland on Aug. 29, 2022. (Beth LaBerge/KQED)

Reached over the weekend, Bill Johnson, chief of the wastewater and enforcement division at the San Francisco Bay Regional Water Quality Control Board, pushed back on the assertion that wastewater is to blame — the jury is still out, he says.

He says the water control board is spending $2.2 million annually to fund scientists studying the algal bloom to see if it is indeed caused by human wastewater.

“So if the solution is to ask the wastewater community to spend billions and billions of dollars for nutrients, then that’s what we’re going to do,” Johnson said. “But if the underlying causes are something else and if investing all that money isn’t going to solve the problem, we need to know that before we take that measure.”

Rosenfield countered Johnson’s statements by pointing to a 2020 report from James Cloern, senior scientist emeritus at the US Geological Survey, that showed San Francisco Bay had “high nutrient loadings, primarily from municipal wastewater,” leading to the “potential for high algal production. “

Regardless, understanding what’s causing the algal bloom is crucial, Rosenfield said, because it is almost certainly not a one-off. Without preventive measures, this could be an annual occurrence, rising when the waters warm, and fading as they cool.

It’s already beginning to spook Rosenfield, who isn’t easy to spook — he’s been a senior scientist at SF Baykeeper for four years, and was a lead scientist at The Bay Institute for nearly 11 years.

What really rocked him was seeing a number of a particular white sturgeon, a rare fish that’s part of a recreational fishery, show up dead on Stinson Beach.

They don’t wind up dead nearly as easily, being large, armored fish.

“Seeing that sturgeon is an indicator of a much larger problem,” he said.

Like a canary in a coal mine, but with scales.

KQED’s Lesley McClurg contributed reporting to this story.
