<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">The latest developments come after one of Cruise’s self-driving cars failed to detect a pedestrian pinned underneath its vehicle and dragged her for about 20 feet, causing serious injuries.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">Cruise issued the recall Tuesday to correct the programming in its entire driverless fleet, saying it will address a “post-collision response” that “could increase the risk of injury.” The company already grounded its entire driverless fleet across the country last month after the pedestrian accident. One of Cruise’s driverless cars dragged the pedestrian, and the company initially misrepresented what happened during the Oct. 2 crash.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">In a filing to the National Highway Traffic Safety Administration announcing the recall Tuesday, Cruise said the software update will address its “Collision Detection Subsystem” to better determine whether it should stay in place after a crash or move out of traffic, depending on the nature of the incident. Unlike a traditional recall that typically involves hardware, recalls such as this one for autonomous vehicles come in the form of software updates.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">“Cruise has developed a software update that remedies the issue” that caused it to drag the pedestrian on Oct. 2, it said in the NHTSA filing. “With the new update, the Cruise AV would have remained stationary during the October 2 incident.”</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">Cruise said the update has been issued to its cars that are still operating on the roads with test drivers. The company said it will “deploy the remedy” to its driverless fleet before it resumes driverless operations, although it is unclear when that will be.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">At issue is the Oct. 2 crash where a jaywalking pedestrian stepped into a busy intersection in San Francisco and was hit by a human-driven car. The pedestrian rolled onto the windshield for a few moments before she was flung into the path of the driverless car. Footage of the crash initially shared by Cruise with The Washington Post, other media outlets and the California Department of Motor Vehicles showed the driverless car stop as soon as it made contact with the pedestrian.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">But, several weeks later, the California DMV revealed that its investigators learned that the car had continued moving for about 20 feet at 7 mph with the woman pinned underneath. That maneuver, the DMV said, likely increased the pedestrian’s injuries. The woman remained in the hospital as of Wednesday, according to a spokesperson for San Francisco’s Department of Public Health.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">In its filing to NHTSA announcing the recall, Cruise said of the software flaw that in certain circumstances after a collision has been detected, the system will automatically try to pull the car out of traffic “instead of remaining stationary when a pullover is not the desired post collision response.”</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">“This issue could occur after a collision with a pedestrian positioned low on the ground in the path of the AV,” the company said.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">The California DMV suspended Cruise’s driverless permits last month after investigators determined that the robotaxis posed an “unreasonable risk” to the public in light of the Oct. 2 crash.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">In an interview with The Post last month, Cruise chief executive Kyle Vogt said the criticism of driverless cars is overblown and that many of the incidents involving his company have been “sensationalized.” But the hard-charging CEO has changed his tune in recent weeks and has told employees that layoffs are possible as the company tries to rebuild public trust, according to an audio recording of a Nov. 6 meeting obtained by Forbes.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">“We are still working through what that means for the company and who’s going to be affected by that, and we don’t have all the answers yet,” he said, according to the recording obtained by Forbes. “But what I can do is commit to providing more details within the next three weeks. So, importantly, that’s not when layoffs would occur for full-time employees; that’s when we’re going to give you an update on what that timeline might be.”</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">A person familiar with Cruise’s plans confirmed the content of the audio recording.</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">In a separate blog post Wednesday, the company also outlined steps it says it is taking in the aftermath of the Oct. 2 crash. Those steps include hiring a chief safety officer and engaging an outside law firm to “better understand Cruise’s response to the October 2 incident, including Cruise’s interactions with law enforcement, regulators, and the media.”</p>
<p data-testid="drop-cap-letter" data-el="text" class="wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css overrideStyles font-copy" dir="null">“We are dedicated to building a better Cruise, and these initial actions are just some of the steps we’re taking as we listen, learn, and improve,” the company said in the blog post. “We are committed to keeping our customers, regulators, and the public informed throughout this process.”</p>

<p>In the wake of California withdrawing Cruise&#8217;s permit to operate self-driving cars in the state, the company announced that it&#8217;s suspending all U.S. robotaxi operations.</p>
<p>The move comes after the California Department of Motor Vehicles alleged that Cruise withheld from regulators video footage of a Cruise robotaxi dragging a person down a city street.</p>
<p>The future for the company is uncertain. Its parent company, General Motors, has lost $1.9 billion on Cruise so far this year, including a $732-million loss in the third quarter, according to its latest earnings report. Competitor Ford shut down its Argo robotaxi unit in 2022, concluding that the possibility of far-off profits weren&#8217;t worth the enormous cash drain.</p>
<p>The California DMV gave two reasons for suspending Cruise&#8217;s license this week: concerns about safety and claims that the company withheld from regulators video footage that showed a Cruise robotaxi drag an already injured woman 20 feet across street pavement before emergency workers could reach her.</p>

<p>“The most important thing for us right now is to take steps to rebuild public trust,” Cruise said in a statement online Thursday night. &#8220;Part of this involves taking a hard look inwards and at how we do work at Cruise.”</p>
<p>Cruise vehicles with humans behind the wheel will continue to operate. Until this week, the company had been operating driverless services in San Francisco, Phoenix, Miami, Houston and Austin, Texas.</p>
<p>Cruise needs to be &#8220;extra vigilant when it comes to risk, relentlessly focused on safety&#8221; as it rebuilds public trust, a spokeswoman told The Times.</p>

<p>The incident marks a dark chapter in the emerging history of the automated vehicle industry. Whether Cruise&#8217;s actions will harm the industry&#8217;s reputation, or only its own, remains to be seen.</p>

<p>Robotaxi companies claim that autonomous vehicles are already safer than cars driven by humans. Officials in San Francisco say they&#8217;re having trouble getting these companies to provide adequate data to prove that. But Cruise is dealing with more than safety in this case — it&#8217;s dealing with allegations that it misled regulators and the media in ways that might erode public trust.</p>
<p>On Oct. 2, a car with a human behind the wheel hit a woman who was crossing at the intersection of 5th and Market streets in San Francisco against a red light. The pedestrian slid over the hood and into the path of a Cruise robotaxi, with no human driver. She became pinned under the car, and was later taken to a hospital.</p>
<p>Cruise quickly called the crash tragic but said that the robotaxi stopped as it was supposed to and that a human driver couldn’t have reacted as quickly.</p>

<p>What Cruise did not say, and what the DMV revealed Tuesday, is that after sitting still for an unspecified period of time, the robotaxi began moving forward at about 7 mph, dragging the woman with it for 20 feet.</p>
<p>Cruise had shown a video of the incident to reporters but barred them from posting it publicly. (Because of that restriction, The Times turned down Cruise’s offer.) The video shown to reporters ended with the robotaxi sitting motionless, but did not include the vehicle dragging the woman.</p>
<p>The DMV said Cruise showed it the same abbreviated video, and only later did the agency see the full version. The two sides are fighting about that version of events. Cruise told reporters it showed the DMV the full video from the start.</p>
<p>In response to a request for comment, a spokesperson for the DMV said it stands by the facts outlined in the orders of suspension.</p>

<p>Controversy has surrounded the company for months, after San Francisco’s fire chief lit into Cruise and another robotaxi company, Waymo, for interfering with firetrucks and emergency workers. Police said robotaxis were getting in their way too.</p>
<p>Dozens of such incidents have been reported, including robotaxis blocking an ambulance from exiting a firehouse, driving onto fire hoses and parking themselves there, bursting through police tape and getting tangled in downed utility wires. Cruise robotaxis sometimes gather together up to a dozen at a time to block pedestrians and other cars at busy intersections, a phenomenon whose cause remains a mystery, at least to the public.</p>
<p>Nonetheless, the California Public Utilities Commission, which regulates taxi fares, voted to allow a massive expansion of robotaxi service across San Francisco. Cruise Chief Executive Kyle Vogt soon started talking about big plans for explosive growth, including the introduction next year of a six-passenger pod-like vehicle with no steering wheel called the Origin. &#8220;The goal is to get to scale as quickly as we can in terms of the total number of AVs to make this business profitable and sustainable,&#8221; he said at the TechCrunch Disrupt conference in September.</p>

<p>Waymo, owned by Google parent Alphabet, is also planning to grow its fleets and move into new cities. It has already launched in Santa Monica and will soon expand to Los Angeles. Los Angeles officials are trying to get a close look at company plans, but are stymied by state law that gives cities little authority over robotaxi operations.</p>
<p>Other robotaxi companies are also gearing up to expand, including Zoox and Motional. Those companies are likely to draw more scrutiny in the wake of Cruise&#8217;s setback, said Bryant Walker Smith, an automated vehicle law expert at the University of South Carolina.</p>
<p>Alain Kornhauser, who heads the autonomous vehicle engineering program at Princeton, said the dragging incident is indeed tragic but it&#8217;s something that can be fixed. &#8220;The problem is, I don&#8217;t think anybody who&#8217;s writing code thought about a person being trapped under the car,&#8221; he said. &#8220;Now they can do something like mount a camera to make sure there&#8217;s no one under the car before it moves.&#8221;</p>
<p>People will be forgiving of odd robotaxi behavior if they trust the companies involved, he said. &#8220;But this covering-up business and not being forthright&#8221; does long-term damage to public acceptance, he said. &#8220;Didn&#8217;t we learn from Watergate that the coverup can be worse than the crime? They could be apologetic. They could say, &#8216;We&#8217;re not going to do that again.'&#8221;</p>

<p>With U.S. Navy ships on the move from San Diego under the cloud of a federal government shutdown Sunday, plans for San Francisco Fleet Week are moving ahead with or without military participation. </p>
<p>A limited version has been planned as a backup. </p>
<p>&#8220;In the event of a government shutdown, the military is not permitted to participate in public events,&#8221; spokesman Brian O&#8217;Rourke said. </p>
<p>That includes the Army, Navy, Marine Corps and Air Force. </p>

<p>Without congressional approval of appropriation bills that finance government operations, many federal functions will shut down with the start of a new fiscal year on Sunday. </p>
<p>This year&#8217;s Fleet Week is scheduled to begin Sunday with a parade of military vessels into San Francisco Bay including destroyers and amphibious craft. In the event of a shutdown, the ships will remain at sea and their mission will be changed to &#8220;routine training.&#8221; </p>
<p>If a resolution in Congress comes swiftly, they will enter the bay for the remainder of Fleet Week. The U.S. Navy Blue Angels flight demonstration team is performing in Oregon this weekend. If there is a shutdown announced at midnight on Saturday, they will return to their home base in Pensacola, Florida. </p>

<p>&#8220;But if there is a quick resolution in Congress, and if we can get them to San Francisco by Wednesday for preparations, then they could still perform next Friday, Saturday and Sunday,&#8221; O&#8217;Rourke said. </p>
<p>Other non-military aerobatic groups will perform an airshow for the crowds no matter what happens in Washington. </p>
<p>&#8220;We had 39 military band concerts planned through the neighborhoods,&#8221; O&#8217;Rourke said. &#8220;It really breaks my heart if we can&#8217;t do that.&#8221; </p>
<p>The San Francisco Fleet Week Association still has a range of non-military events that will move forward, including K9 Heroes at Duboce Park and the Fleet Week Expo on the Marina Green, which includes the Humanitarian Assistance Village, the STEM Education Center and the Career Fair. </p>
<p>In an earlier announcement, San Francisco Mayor London Breed said that National Park Service operations will remain open through the weekend if there is a shut down. </p>
<p>The Golden Gate National Recreation Area, which includes the Presidio, will remain open to the public.</p>

<p>				Thursday a Cruise robotaxi drove through a green light in front of an oncoming firetruck &#8220;with its forward facing red lights and siren on, the San Francisco Police Department said in a statement to Reuters.&#8221;   The San Francisco Chronicle adds that the Cruise vehicle&#8217;s passenger &#8220;passenger was treated on the scene and shared taken in an ambulance to a hospital, though the company said the injuries were &#8216;non-severe.&#8217; The company added in an email to the Chronicle that the passenger was on the scene walking around and talking to emergency responders before being taken to the hospital.&#8221;</p>
<p>By Friday California&#8217;s Department of Motor Vehicles said it was investigating the &#8220;concerning incidents,&#8221; according to TechCrunch.  But it adds that the AV-regulating agency also &#8220;called for Cruise to reduce its fleet by 50% and have no more than 50 driverless vehicles in operation during the day and 150 driverless vehicles in operation at night until the investigation is complete.</p>
<p>Cruise told TechCrunch it is complying with the request. Cruise also issued a blog post giving the company&#8217;s perspective of how and why the crash occurred. <br />Cruise&#8217;s blog post points out the firetruck was unexpectedly in the oncoming lane of traffic that night.  But meanwhile, elsewhere in the city&#8230;</p>
<p>The same night, a Cruise car collided with another vehicle at 26th and Mission streets. The company said another driverless car, which had no passengers, entered the intersection on a green light when another car ran a red light at high speed. The driverless car detected the other car and braked, according to Cruise, but the two cars still collided&#8230;</p>
<p>The collisions came a day after city officials asked state regulators to halt their approval of robotaxi companies&#8217; unrestricted commercial expansion in the city, citing concerns about how the robotaxis&#8217; behavior impacts emergency responders. <br />Last weekend Cruise was also criticized after &#8220;as many as 10 Cruise driverless taxis blocked two narrow streets,&#8221; reports the Los Angeles Times:</p>
<p>Human-driven cars sat stuck behind and in between the robotaxis, which might as well have been boulders: no one knew how to move them&#8230;. The cars sat motionless with parking lights flashing for 15 minutes, then woke up and moved on, witnesses said. <br />Cruise &#8220;blamed cellphone carriers for the problem,&#8221; according to the article — arguing that a music festival overloaded the cellphone network they used to communicate with their vehicles.</p>

<p>San Francisco Fleet Week is unique because it features a disaster response joint training exercise designed to train military forces and local, county, state and federal government agencies to work together to respond to natural and man-made disasters, such as earthquakes, wildfires and industrial accidents.  During her keynote address at the fleet week&#8217;s Senior Leader Symposium, Ms. Berger spoke to senior leaders in the federal, state and local emergency management field and highlighted the DON&#8217;s recently-released Climate Action 2030 strategy, which sets the course for the Navy and Marine Corps to build climate resilience and reduce the climate threat while partnering with communities to tackle shared challenges.</p>
<p>&#8220;Changes in global climate and other threats like pandemics are increasingly challenging our Naval forces, platforms, infrastructure and supporting communities, and intensifying conflict and humanitarian disasters around the world,&#8221; said Ms. Berger.  &#8220;A more volatile world calls on the United States Navy and Marine Corps, increasing demands on our forces at home and overseas, while simultaneously impacting our capacity to respond to those demands.&#8221;</p>
<p>The Navy has a long history of working closely with communities in California to make Navy and Marine Corps installations climate-ready.  Last year, the DON and the California Energy Commission renewed a Memorandum of Understanding to streamline collaboration and accelerate initiatives for energy and water-related projects.  In September 2022, the Navy launched a first-of-its-kind partnership with the Port of San Diego to participate in California&#8217;s Low Carbon Fuel Standard program, which will reduce greenhouse gas emissions, improve air quality, and advance energy resilience investments in San Diego.</p>
<p>&#8220;We are making significant strides in partnership with California and worldwide in ensuring the DON is resilient in the face of climate change, working hand in hand with local communities and industry,&#8221; said Ms. Berger.  “Recent partnerships with the California Energy Commission and Port of San Diego are critical to our climate work in the region and supports our efforts by building resilience to climate impacts and taking decisive action to reduce the climate threat.”</p>
<p>San Francisco Fleet Week offers the public an opportunity to take a tour of the ships and interact with service members as they showcase their ships&#8217;, units&#8217;, and services&#8217; capabilities.  It also gives the public a chance to gain a better understanding of how the sea services support the national defense of the United States and protect freedom of the seas. </p>

<p>The popular Fleet Week flight show and boat parade are back live and in person after the post-pandemic celebration went live in 2020.  Expect the official viewing areas around Fisherman&#8217;s Wharf and on Marina Green to be quite large on Sunday October 3rd through October 11th.</p>
<p>For many indoor activities and crowded outdoor events, specific guidelines apply to vaccinations and / or requirements for negative test evidence.  Please check Fleetweeksf.org and specific venues for the latest updates and announcements.</p>
<h2>What is San Francisco Fleet Week?</h2>
<p>Founded in 1981 by then Mayor Dianne Feinstein, San Francisco Fleet Week is the largest celebration in the country for the US armed forces, especially the Navy and Coast Guard.</p>
<p>Every October &#8211; coinciding with the Italian Heritage Weekend and overlapping with the city&#8217;s largest free outdoor music festival, Hardly Strictly Bluegrass (celebrated online in October) &#8211; locals and visitors alike visit Embarcadero, Marina Green, Fisherman&#8217;s Wharf and around around the bay for a parade of ships and weekend air shows (October 8-10).  In the four decades since its inception, San Francisco Fleet Week has become a model for similar celebrations across the country.</p>
<p>This year the participants can be there all week and get an insight into the daily life of a seaman on guided boat tours.  The USS Hornet Museum in Alameda is also open for tours and guided tours during Fleet Week from 10 a.m. to 5 p.m.</p>
<p>Other planned events include an Honor Our Fallen concert with the US Marine Corps 1st Marine Division Band at the Fall Theater;  a dog show in Duboce Park with trained K9s to prove their skills;  an online retrospective of the veteran&#8217;s art show &#8211; through 2022 for in-person events &#8211; plus plenty of wingsuits, parachutes, and more live airborne entertainment.  At Marina Green, participants can visit the Humanitarian Aid Village / STEM Education Center and learn how the military responds to disasters. </p>

<h3>Fleet week in Discover Polk</h3>
<p>The Heart of Polk Gulch will host a street party with live performances by military bands, vintage cars on display, a family reunion in Helen Wills Park (Broadway and Larkin streets) in the morning (details to be announced), local merchants and street vendors.</p>

<p>Hop aboard a WWII veteran ship moored in Rosie the Riveter / World War II Home Front National Historical Park for breakfast and live swing music from the Rossmoor Big Band.  Meet and hear stories from Navy veterans as the Blue Angels fly over on their way to the Fleet Week Air Show.</p>

<h2>What&#8217;s the mood?</h2>
<p>Fleet Week brings out people of all ages who want to honor soldiers in uniform and those who come mainly to see the planes and naval ships in action.  On board ship tours, people may have the option of holding portable rocket launchers, aiming howitzers, and even cranking a mortar into firing position.  Children can be seen on their parents&#8217; shoulders, marveling at the aerial photographs, while others lie on blankets in the fields of Marina Green or stroll along the paths on the bridges of San Francisco.</p>
<p>For those with pets, it is a good idea to leave them at home if they don&#8217;t like loud noises.</p>

<h2>Where is it?</h2>
<p>Most of the official Fleet Week events take place along the Marina and Embarcadero, with a few other stops in town.  The K9 Heroes dog show will take place on October 9th at 10am in Duboce Park.  Box seats and VIP seats for the air show and the boat parade are available online.</p>
<p>For the weekend air shows, get to Marina Green Park early to find the best seating.  Twin Peaks, Pier 39, and Crissy Field also offer great views.  Viewing is free.  Premium seats are available for purchase.</p>
<h2>How do I get there?</h2>
<p>Officials recommend public transportation, especially for the events that draw the most crowds.</p>
<p>Muni lines 8, 28 and 47 take passengers to the Marina, North Beach and Embarcadero areas.  Check the San Francisco Municipal Transportation Agency for updated train schedules.</p>
