SAN FRANCISCO — A man and woman have been charged in federal court with robbing two San Francisco banks on the same day, court filings show.

Ashley Crowder, 40, and Anthony Fardella, 39, were indicted by a federal grand jury in February on conspiracy and bank robbery charges. The indictment was unsealed this week. According to court documents, both Crowder and Fardella have been released from federal custody while charges are pending.

The indictment alleges that on November 19, 2022, Crowder, Fardella and a third person, identified only as “Person 1,” robbed the Bank of America at 1640 Van Ness Avenue in San Francisco by asking the teller a note that says ” :” This is no joke! Follow these instructions so no one gets hurt. Empty all the money in your two drawers. No ink bags, no marked bills. Put the money in the bag calmly Don’t tell anyone and don’t follow me or everyone is in danger (sic).”

The robbery netted them $1,100, authorities say. They then went to the East West Bank at 498 Clement Street and stole $1,500 in a similar bill, the indictment says.

The indictment alleges that Crowder and Fardella were arrested later that day after a police chase in the Tenderloin area. The indictment states that police forced her car to stop with spikes and then took her into custody.

Last November, the San Francisco Attorney’s Office filed criminal charges against Crowder and Fardella, alleging that they robbed both banks and escaped police.

The federal government announced the collapse of a second bank with deep ties to the tech industry on Sunday — as regulators rushed to stem losses caused by last week’s collapse of Silicon Valley Bank.

Manhattan-based Signature Bank — a key financial institution for the cryptocurrency industry — has been shut down due to a “similar systemic risk exemption,” according to a joint statement by heads of the U.S. Treasury Department, the Federal Reserve and the Federal Deposit Insurance Corp.

Silicon depositors and signatures will be made complete, but banks’ shareholders and unsecured debtors will not be protected, officials said.

The Federal Reserve said it will create a new Bank Term Funding Program to offer custodians loans with maturities of up to one year backed by US Treasuries and other assets to help banks.

The Feds said the steps they are taking “will ensure the U.S. banking system continues to fulfill its important role in protecting deposits and providing access to credit for households and businesses in a way that supports strong and sustained economic growth.” promotes”.

California-based Silicon Valley had $209 billion in assets at its failure on Friday, while Signature Bank had more than $110 billion.

The bank was a cryptocurrency-friendly financial institution based in New York.REUTERS

Silicon was the second largest bank to collapse in US history, after Washington Mutual in 2008. Signature was the third largest.

President Biden on Sunday commended the Feds for finding a “quick fix” that “ensures taxpayers’ money is not at risk.”

“The American people and American companies can have confidence that their bank deposits will be there when they need them,” Biden said.

But hedge fund Thomas Hayes of Great Hill Capital told The Post: “It took only two days for regional banks to collapse to do the right thing.”

A tech insider added, “Regulators badly screwed up letting it get to this point, but it was the best way to prevent contagion.”

A San Francisco banking source called the developments “good for depositors, but it’s more regulation — and it’s getting us closer to nationalizing banking.”

The government’s extraordinary action comes hours after Treasury Secretary Janet Yellen publicly said the government would not bail out Silicon Valley Bank, a favorite of tech startups focused on climate change, and California wineries.

While appearing on CBS’s Face the Nation, Yellen resisted a state rescue of the 16th state.

“During the financial crisis, there were investors and owners of systemically important big banks that were bailed out,” Yellen said. “And the reforms that have been put in place mean we won’t do that again.”

The signature bank had total assets of approximately $110.36 billion and deposits of $88.59 billion as of December 31, 2022.REUTERS

Yellen also insisted that officials were “concerned about depositors and focused on meeting their needs.”

“I’ve been working with our banking regulators all weekend to develop appropriate guidelines to address this situation,” Yellen said. “I cannot give any further details at this point in time.”

Yellen’s subsequent statement to Fed Chair Jerome Power and FDIC Chair Martin Gruenberg said taxpayers would not have to cover bank losses, an apparent reference to the Bank Term Funding Program.

Customers were widely expected to make a run on Silicon Valley Bank and possibly many others on Monday morning.

Fox Business senior correspondent Charlie Gasparino tweeted Sunday afternoon that “major financial players” had told the White House to “expect significant bank runs and massive market turmoil on Monday unless a solution to the SVB collapse is found.”

“Companies realizing their short-term deposits with banks are at risk due to @FDICgovlimits. They are preparing to pull money out of mid-tier financial institutions, mon, bank executives say,” he wrote.

Earlier, Gasparino, a Post columnist, tweeted that depositors were “told they will receive 30% to 50% of their money on Monday,” citing bankers with knowledge of the situation.

Gasparino added that bank customers “will get most of the rest over time if there is no resolution, i.e. full @FDICgov coverage or a sale.”

Hedge fund billionaire Bill Ackman of Pershing Square Capital Management also raised the specter of a massive economic meltdown in a rambling, 649-word tweet Saturday morning, warning that the government has “approximately 48 hours to rectify a soon-to-be-irreversible mistake.” to fix. ”

“If @jpmorgan@citi or @BankofAmerica doesn’t acquire SVB before Monday’s opening, a prospect I think is unlikely, or if the government doesn’t guarantee all deposits, the huge sucking noise you’re going to hear will make the payout of substantial.” its all uninsured deposits from all but the “systemically important banks” (SIBs),” the activist investor wrote.

“These withdrawals will deprive local, regional and other banks of liquidity and will initiate the destruction of these important institutions.”

During an appearance on Fox & Friends, Gasparino called the collapse of Silicon Valley Bank “a warning sign of how broken the plumbing of our banking system and economy are.

“I mean, let’s rewind the videotape here a little bit. You know, we’ve been printing money from the Federal Reserve for years. Way too much,” he said. “Even when we got out of the pandemic, the Biden administration was spending a lot. You know, you do stuff like that, you mess with the economy like that… you’re going to have some, some things that happen.”

Update, 5pm Wednesday, Oct. 12: Federal regulators have reached an agreement with California and San Francisco health officials to continue funding the Laguna Honda Hospital & Rehabilitation Center until November of next year. The agreement, announced Wednesday, comes after the San Francisco city attorney filed a lawsuit in August against the federal government for its closure plan for the facility, claiming it was an “unworkable” plan that “denied due process” and put the facility’s 600- plus patients at risk.

San Francisco City Attorney David Chiu agreed to drop his lawsuit against the US Department of Health and Human Services after it allowed the facility to receive funding through Nov. 13, 2023, and agreed to halt relocation proceedings until next February.

Officials on the local, state and federal levels released a joint statement following the agreement, saying they are committed to ensuring people in nursing homes “are receiving safe, high-quality services and support.”

“We are all focused on resident wellbeing while Laguna Honda continues to provide critically needed health care services for hundreds of residents,” the statement said.

Laguna Honda agreed to meet requirements set to improve health and safety conditions at the facility, and may be able to reapply for federal funding in the future. The deadline for transfers and discharges of residents could possibly be extended if the facility meets its obligations, according to the agreement.

Original story, 5:30pm Aug 4: San Francisco officials said Thursday they have filed a lawsuit against the federal government over its decision to cut funding to a nursing home run by the city and the tight deadline it set to move all patients out of the facility that state and federal officials deemed was providing “Sub standard care.”

San Francisco City Attorney David Chiu said the order by the federal government to transfer or discharge all patients out of Laguna Honda Hospital by Sept. 13 has denied the city due process and put patients at risk. He said at least nine patients have died days or weeks after being transferred or discharged and that at least three ended up in homeless shelters.

“We’re asking the federal government to exert compassion and common sense,” Chiu said during a Thursday press conference. “Between the huge shortage of skilled nursing facility beds, we see potentially very negative consequences” if the facility closes. “Individuals will become homeless. These people have nowhere to go.”

Last week, federal regulators agreed to pause the transfers after several patients died within days or weeks of being moved from the hospital and rehabilitation center but the deadline to shut down the hospital remains.

Speaking at the press conference, Renne urged CMS to “come to your senses.”

“How much longer are we going to keep this up before more deaths occur?” Renne said.

CMS terminated its payments to Laguna Honda in April after two patients had nonfatal overdoses at the facility in 2021, and inspectors with the California Department of Public Health declared it to be “in a state of substandard care.”

The federal agency, which pays for care for the majority of the nursing home’s 700 patients, also ordered the facility to start discharging or transferring its patients ahead of a mid-September mandated closure.

Founded in 1866, the sprawling facility serves people who need long-term care but who can’t afford private nursing homes. Many of the patients have dementia, drug addiction and other complex medical needs.

City officials say patients and their families are the ones suffering the most because of the forced closure. Debra Bauer spoke Thursday about how the facility has helped her son, who has a traumatic brain injury, and has been a resident at the hospital for about 20 years.

“My son feels safe there, I don’t want that taken away from him,” she said. “I don’t want it taken away from him or any of the other residents that I see and we wave to in the hallways.”

SAN FRANCISCO (AP) — San Francisco officials said Thursday they have filed a lawsuit against the federal government over its decision to cut funding to a nursing home run by the city and the tight deadline it set to move all patients out of the facility that state and federal officials deemed was providing “substandard care.”

San Francisco City Attorney David Chiu said the order by the federal government to transfer or discharge all patients out of Laguna Honda Hospital by Sept. 13 has denied the city due process and put patients at risk. He said at least nine patients have died days or weeks after being transferred or discharged and at least three ended up in homeless shelters.

“We’re asking the federal government to exert compassion and common sense,” Chiu said. “Between the huge shortage of skilled nursing facility beds, we see potentially very negative consequences” if the facility closes. “Individuals will become homeless. These people have nowhere to go.”

The city’s lawsuit filed Wednesday against the US Department of Health and Human Services and Health and Human Services Secretary Xavier Becerra alleges the Centers for Medicare and Medicaid Services, or CMS, imposed an arbitrary closure, requiring the facility to shut down before San Francisco’s administrative appeals can be decided.

Former City Attorney Louise Renne also filed a class action lawsuit against the state and federal government on behalf of Laguna Honda patients and families.

Last week, federal regulators agreed to pause the transfers after several patients died within days or weeks of being moved from the hospital and rehabilitation center but the deadline to shut down the hospital remains.
