  President Biden’s Bipartisan Infrastructure Law expanded the eligibility of WIIN funding to include remediating lead in water that children drink, in addition to testing and compliance monitoring

<p><span><span><span><strong><span>SAN FRANCISCO</span></strong><span> – Today, at an event in Boston, Massachusetts, U.S. Environmental Protection Agency (EPA) Assistant Administrator for Water Radhika Fox and EPA New England Regional Administrator David W. Cash, along with U.S. Senator Elizabeth Warren and U.S. Representative Katherine Clark, announced $58 million in grant funding from President Biden’s Investing in America agenda to protect children from lead in drinking water at schools and childcare facilities across the country, including $5,372,000 for California. Thanks to the Bipartisan Infrastructure Law, activities that remove sources of lead in drinking water are now, for the first time, eligible to receive funding through the Water Infrastructure Improvements for the Nation Act (WIIN). This grant funding, which is provided to states, territories, and Tribes, advances the Biden-Harris Administration’s Lead Pipe and Paint Action Plan and unprecedented commitment to delivering clean water for all communities, especially historically marginalized and low-income communities.        </span></span></span></span></p>
<p><span><span><span><span>“Reducing lead in drinking water is a top priority for the Biden-Harris Administration and the EPA. We are taking a holistic approach to tackling this critical public health issue in California,” <strong>said EPA Pacific Southwest Regional Administrator Martha Guzman.</strong> “By harmonizing regulations with historic infrastructure investments under the Bipartisan Infrastructure Law, while also providing technical assistance to disadvantaged communities, EPA is taking bold action to protect all our children from lead in drinking water.”  </span></span></span></span></p>
<p><span><span><span><span>EPA is also releasing a revised grant implementation document that outlines new authority provided by the Bipartisan Infrastructure Law to fund activities that remove sources of lead in drinking water. The </span><span>Voluntary School and Child Care Lead Testing and Reduction Grant Program</span><span> funds voluntary lead testing, compliance monitoring, and for the first-time, lead in drinking water remediation projects. Lead remediation actions may include but are not limited to the removal, installation, and replacement of internal <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>, lead pipes or lead connectors, faucets, water fountains, water filler stations, point-of-use devices, and other lead-free apparatus related to drinking water.  </span></span></span></span></p>
<p><span><span><span><span>The grant funding announced today is provided to states, territories, and Tribes through the WIIN. The grant program requires the use of guidance from EPA’s </span><span>3Ts (Training, Testing, and Taking Action) Program</span><span> to support schools and childcare facilities in making progress on reducing lead in drinking water. Tools and resources from the 3Ts Program help states, territories, and Tribes provide technical assistance and take action to support the health and safety of children in early care and education settings. The program also helps advance President Biden’s </span><span>Justice40 Initiative</span><span>, which is helping address environmental injustice by ensuring that the benefits of federal investments in clean water, clean energy, and other programs reach communities that are marginalized, underserved, and overburdened by pollution.  </span></span></span></span></p>
<p><span><span><span><span>Today’s announcement advances the goals of the Biden-Harris Administration’s Lead Pipe and Paint Action Plan and EPA’s Strategy to Reduce Lead Exposures and Disparities in U.S. Communities. Under these initiatives, EPA is developing the Lead and Copper Rule Improvements to strengthen the Agency’s regulatory framework. EPA intends to propose requirements that, along with other actions, would result in the replacement of all lead service lines as quickly as is feasible. EPA is also investing $15 billion in Bipartisan Infrastructure Law funding to remove lead service lines. In addition to the dedicated funding for lead service line removal, the Bipartisan Infrastructure Law provides another $11.7 billion in general funding through the Drinking Water State Revolving Fund that can also be utilized for lead removal projects.  </span></span></span></span></p>

<p>The San Francisco Unified School District recently launched a 10-year plan to repair and renovate its schools and facilities after an assessment found many schools needed maintenance and upgrading.</p>
<p><strong>Why it matters: </strong>In 2022, an assessment of SFUSD&#8217;s facilities found that $1.7 billion would be needed to fund repairs and improvements, according to the school district.</p>
<p><strong>The big picture: </strong>The plan outlines the condition of SFUSD&#8217;s more than 140 buildings and makes recommendations on everything from upgrading classroom technology and redesigning outdoor learning spaces to ensuring schools have secure water supplies and security locks for classrooms.</p>
<p><strong>The plan too </strong>strives to increase the number of universal transitional kindergarten classes and to create affordable housing for educators.</p>

<li><strong>Remarkable: </strong>The school district discovered lead in a handful of faucets at the Buena Vista Horace Mann K-8 Community School in December.  That came shortly after the district found &#8220;unacceptable levels&#8221; of lead and arsenic in the school&#8217;s garden soil.</li>
</ul>
<p><strong>What you say: </strong>The goal of the facility plan is to &#8220;provide comfortable and state-of-the-art study spaces&#8221; for students in the district, said SFUSD Superintendent Dr.  Matt Wayne in a press release.</p>

<p><strong>Between the lines: </strong>There is a large cluster of poorly equipped school sites in the Mission/SoMa &#8211; areas with high levels of poverty.</p>

<li>In SoMa, 18.1% of households live below the poverty line, according to a US Census Bureau analysis by The San Francisco Standard.  In the mission, 11.1% of households live below the poverty line.</li>

<p><strong>Something to see: </strong>The district&#8217;s facilities department presented the plan at a board of education meeting last week and will continue to seek public feedback.</p>
<ul>
<li>The final draft of the plan will be presented to the school board on April 25.</li>
<li>From there, San Francisco voters will likely have to approve a general commitment bond in 2024 to fund much of the project.</li>

<p>SAN FRANCISCO (BCN/CBS SF) — More than 8,000 nurses and health care workers are striking today outside 18 Sutter Health facilities across Northern California, including a dozen in the Bay Area.</p>
<p>Union representatives say Sutter Health has refused to address concerns about safe staffing and health and safety protections.<br />The one-day strike was authorized by a nearly unanimous vote in March and advance notice was given to Sutter Health for the strike, according to the California Nurses Association and the Caregivers and Healthcare Employees Union.</p>

<p>The nurses and health care workers have been in negotiations since June 2021 for a new contract, with little to no movement on key issues, according to a statement from the union.</p>
<p>The nurses are calling on management to invest in nursing staff and agree to a contract that provides safe staffing that allows nurses to provide safe and therapeutic care.  The nurses and health care workers also want the hospitals to invest in personal protective equipment stockpiles and comply with California&#8217;s PPE stockpile law.</p>
<p>&#8220;We are striking because Sutter is not transparent about the stockpile of PPE supplies and contact tracing,&#8221; said Renee Waters, an intensive care RN with 26 years of experience.  &#8220;They resist having nurses directly involved in planning and implementation of policies that affect all of us during a pandemic.&#8221;</p>

<p>The nurses were scheduled to picket from 7 to 11 am and 2 to 6 pm on Monday at Sutter Health facilities in cities that include Berkeley, Oakland, Vallejo, Santa Rosa, San Francisco, Santa Cruz, Castro Valley, Antioch, Burlingame and Novato.</p>
<p>Sutter officials said contracted replacement workers would staff the facilities during the strike.</p>
<p>In an email to KPIX 5 a Sutter Health spokesperson said, “By moving forward with today&#8217;s costly and disruptive strike, union leadership has made it clear they are willing to put politics above patients and the nurses they represent – ​​despite the intervention of federal mediators and our willingness to bargain in good faith while under threat of a strike.  Our attention is on providing safe, high-quality care to the patients and communities we&#8217;re honored to serve.  We are confident in our ability to manage this disruption.  We are hopeful CNA shares our desire to reach an agreement and enable our nurses to turn their focus back to the patients the union has asked them to walk away from.”</p>

<p><strong>SAN FRANCISCO</strong>—In a notable move towards remote work and production, the Pac-12 Conference announced new flexible and remote work policies that will entail moving out of its current headquarters and production facility in San Francisco when its lease ends in June, 2023. </p>
<p>Pac-12 had been a pioneer in remote production at its current facility, which was a pioneer in IP infrastructures that allowed the Pac-12 Network to produce many of its games remotely. </p>
<p>The conference has not as yet released details about where its production facilities will be located after the move but said it will “forego permanent headquarters to best support employees and deliver savings to member universities” and that the “production facility location” is “to be determined for continued broadcast production activities.”</p>
<p>The current office is located in expensive real estate in San Francisco, with a lease that costs around $8.35 million a year, NewscastStudio has reported. </p>
<p>The move would enable both a “flexible and remote work environment to best support Pac-12 staff” and reduce expenses to “deliver more revenue back to member universities to support student-athletes,” the conference said. </p>
<p>The conference explained that new remote work policies were designed to “provide Pac-12 staff with the benefits of work flexibility while also envisioning regular opportunities for employees to come together in person within the Pac-12 geographic footprint, including at Pac-12 campuses to foster greater collaboration with member universities.”</p>
<p>“In addition to the remote work environment, the Pac-12 will continue to support and invest in its state-of-the-art broadcast and content production, including relocating to a new production facility after the end of the Conference&#8217;s current lease in June 2023,” the conference announced.  &#8220;The location for the new production facility has not yet been determined.&#8221;</p>
<p>“The Pac-12 is committed to best supporting our employees by providing a work environment that accommodates today&#8217;s modern world and gives our employees maximum flexibility to live and work where they want, while still fostering collaboration among staff and our valued member institutions,” said Pac-12 commissioner George Kliavkoff.  “We are also committed to ongoing best-in-class production of Pac-12 events. <p>Alice Pena Bulos, Roberta Cerri Teglia and Karyl Matsumoto may soon have their names engraved on the walls of South San Francisco history.  The South San Francisco City Council naming committee has recommended renaming the Westborough Recreation Center after Alice Pena Bulos, the Magnolia Center after Roberta Cerri Teglia, and the upcoming Caltrain Station Plaza after Karyl Matsumoto.</p>
<p>Former Mayor Matsumoto has worked hard to bring a new Caltrain station / center to South San Francisco and incorporate her vision of a community space with art, landscaping and accessibility.  Born and raised in South San Francisco, Teglia was the city&#8217;s first female planning commissioner, councilor, and mayor.  She was mayor four times during her city council career from 1978 to 1995.  Bulos was a former college professor in the Philippines who was a leader of the Filipino community in the North Peninsula for many years and who lived across from Westborough Park until her death in October 2016.</p>
<p>&#8220;These are women who have served the South San Francisco community extremely well,&#8221; said South San Francisco Mayor Mark Addiego.  &#8220;It only seems fitting that now is the time to recognize her contributions and service to our community during the Month of Women&#8217;s History.&#8221;</p>
<p>This recommendation came during the city council&#8217;s ad hoc naming committee meeting on February 18, 2021, where committee members Addiego and councilor Buenaflor Nicolas instructed staff to submit these name applications for approval at the upcoming city council meeting on March 24, 2021.</p>

<p>ABOUT MAINTENANCE &#038; CAPITAL PROJECTS (MCP)</p>
<p>This department supports all R&#038;D activities and ensures strong management of their facilities by performing daily and preventive maintenance, running a 50 year old facility renewal model, managing planning and construction of capital and other important projects, promoting sustainability, health and safety protects in the workplace, monitors life.  -Security systems and after-hours security, monitoring inventory of fixtures / fittings and parts, managing moving services and the fleet, managing utilities and waste, ensuring contingency preparedness and business continuity, and providing space and property management</p>
<p>PURPOSE OF WORK:</p>
<p>Management of facility operations and maintenance personnel, including other supervisors / managers, through assigned areas or facilities involved in the management or maintenance of facilities, buildings and / or equipment.  Lead the strategic management of the department / unit and participate in long-term planning.</p>
<p>KEY ACTIVITIES *:</p>
<p>Overseeing the management of the assigned facilities and program staff (technical, operational and administrative), including: planning and directing the activities of the department (s);  Monitoring of maintenance activities for timely completion and quality;  Staffing monitoring, performance appraisal and staff management;  Forecasting the staffing needs of departments or departments.</p>
<p>Create, develop and manage budgets for assigned areas.</p>
<p>Participation in annual and multi-year project prioritization, planning and funding;  Head of the strategic management of the department / unit;  can lead planning in some areas or segments;  Recommendations on short and long-term programs and projects to develop and review long-term financial and programmatic planning and development.</p>
<p>Develop and review policies and procedures;  Interpret and manage policies and procedures for the assigned area.</p>

<p>Carrying out complex, precise troubleshooting / problem solving for all facets of building installation systems and sanitary-related infrastructure, including hot water systems, sanitary supply and sewer pipes and associated infrastructure from the power grid to the building;  Planning, monitoring, ensuring the timely implementation of preventive maintenance in connection with sanitary facilities;  Sanitary-related safety oversight;  Carrying out high-quality, legally compliant maintenance and repairs;  Definition and management of contract work in these areas;  Development, review, updating of R&#038;D installation standards;  Staff training on means and methods related to the <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> trade;  serve as a plumbing technical resource for the development of the project scope;  Support the Stanford plumbing-related training program</p>
<p>Acts as a rotating part of the Duty Supervisor program team that provides hours of guidance in resolving emergency situations</p>

<p>MINIMUM REQUIREMENTS:</p>
<p>Teaching experience:</p>
<p>Bachelor&#8217;s degree in engineering or other appropriate technical education, or a combination of technical education, training and experience.  Five or more years of extensive relevant specialist and management experience in an environment with different building types (administration offices, classrooms, laboratories, living and dining rooms, lecture halls, etc.).  Successfully completed training as a plumber</p>
<p>Knowledge, skills and abilities:</p>
<p>Technical knowledge of best practices in the discipline of asset maintenance</p>
<p>Proven experience developing and managing budgets and service contracts</p>
<p>Proven experience in planning, developing and implementing programs</p>
<p>Proven experience in understanding and applying relevant codes, regulations and processes</p>
<p>Ability to carefully read and understand architectural and plumbing drawings</p>
<p>Basic computer skills</p>
<p>Additional knowledge, skills and abilities that are considered very desirable:</p>
<p>Proven high level skills in the operation and maintenance requirements for building installation systems, hot water systems, and building supply and sewage installation systems;  Means and methods of the plumbing trade</p>
<p>Proven knowledge of the types of relevant building systems, their advantages and disadvantages and typical system life cycles</p>
<p>Demonstrated ability to communicate effectively, both verbally and in writing, including explaining technical information to a non-technical audience</p>

<p>PHYSICAL REQUIREMENTS *:</p>
<p>Perform frequently seated computer tasks at your desk, lifting / carrying / pushing / pulling items weighing up to 10 pounds.</p>

<p style="text-align: left;">These tasks can be worth finding a valuable, professional, and skilled craftsman.  They can solve simple challenges and are likely to save facility managers money.  However, this does not mean that there are no best practices for fitting them into a facility management budget and steering this unique &#8220;provider&#8221; relationship.</p>
<p style="text-align: left;">For further insight, host Daniel Litwin welcomed Ryan Reese, Director of Operations at Vixxo, to Get Your Fix.</p>
<p style="text-align: left;">The duo explored the fit of home improvement services into the broader facility management ecosystem, the understanding of the definition of home improvement in today&#8217;s landscape, the need for clearly defined expectations in an area that may not be standardized, and the measurement of success in those relationships.</p>
<p style="text-align: left;">“Craftsman is one of those terms that are very general.  It&#8217;s more like a guy with a hammer who is wandering around doing very general things, ”Reese said.  &#8220;The truth is that &#8216;artisan&#8217; can encompass a variety of fixes in retail, grocery, and convenience environments.&#8221;</p>
<p style="text-align: left;">There are also some key questions the facility managers can ask about a potential supplier relationship, including with a handyman.  They include:</p>
