<p>The San Jose BART extension is proving to be quite costly, but, on a per-mile basis, it is a bargain compared to a proposed Caltrain extension in San Francisco.</p>
<p>The Portal, a project to extend service from the Caltrain station at Fourth and King streets to the Salesforce Transit Center, is now expected to cost $8.25 billion for just 1.3 miles of additional service.</p>
<p>Since funding for the project is not yet secured, this is a good time to reevaluate and, ideally, shelve this project.</p>
<p>The project is being proposed by the Transbay Joint Powers Authority, a partnership of San Francisco, the East Bay’s AC Transit, Caltrain on the Peninsula and the California High-Speed Rail Authority.</p>
<p>It is hard to know how many Caltrain riders would use the extension since the Transbay Joint Powers Authority has not released a post-COVID ridership model. A 2009 analysis from Cambridge Systematics estimated 31,500 weekday riders, but this is now implausible given that weekday ridership throughout the entire Caltrain system averaged only 21,366 in September.</p>
<p>Caltrain no longer produces entrance or exit statistics by station, so we do not know how many of these riders are going all the way up to the station at Fourth and King streets. In 2019, about 47% of Caltrain trips began or ended at the San Francisco terminus. But this ratio may be lower today given the number of companies that have left or downsized in downtown San Francisco.</p>
<p>Extending Caltrain just 1.3 miles provides limited benefits to existing passengers and probably won’t attract many new ones. Riders alighting at Fourth and King can currently transfer to one of two different Muni metro lines that go to various downtown San Francisco locations.</p>
<p>While a single-seat ride to Salesforce Transit Center is undoubtedly more convenient, it would only save most riders a few minutes. This time savings is unlikely to lure many car commuters out of their personal vehicles. As a result, the costly extension would have little impact on climate change.</p>
<p>The Transbay Joint Powers Authority hopes to obtain federal funds to cover about half the project costs. But the Federal Transit Administration considers the quality of state and local funding commitments when choosing which projects to support.</p>
<p>In the case of The Portal, the transbay authority’s funding plan includes $550 million from the California High-Speed Rail Authority. But it is unclear how that agency would find these funds because it does not even have enough money to complete its initial operating segment, from Merced to Bakersfield.</p>
<p>The bullet train’s challenges not only threaten to undermine The Portal’s funding, but also undermine another justification for the project. Planners expect the Caltrain service to Salesforce Transit Center to be augmented by high-speed rail service from Central and Southern California. But that would require an additional tens of billions of dollars to finish the bullet train, money that has yet to materialize. And with the federal budget deficit rising against a background of higher interest rates, it is hard to see the federal government coming up with additional bullet-train funding in the next few years.</p>
<p>If the bullet-train funding is acquired, engineers will have the difficult task of constructing a new tunnel under Pacheco Pass to connect the Central Valley initial operating segment with the Caltrain right-of-way.</p>
<p>Given funding and engineering challenges for high-speed rail, it is unlikely that bullet trains would reach San Fracisco until at least the late 2030s.</p>
<p>Under these circumstances, the transbay authority should defer its bid for federal funds until the bullet train’s Pacheco Pass segment is clearly on track. And, even then, advocates should provide solid evidence that Caltrain and the bullet train would deliver a large number of passengers to downtown San Francisco.</p>

<p>Hertfordshire studio Michael Collins Architects has added a boxy, two-storey copper and charred larch extension to a terraced house alongside a railway station in south London.</p>
<p>The extension and renovation was named Jewellery Box, as a nod to the way the Victorian terrace and subdued extension hide the home&#8217;s more vibrant interiors.</p>

<p>&#8220;Our clients talked about the house having a jewellery box quality, where a simple form is pulled apart to reveal a more complex, light and textured interior,&#8221; explained Michael Collins Architects founder Michael Collins.</p>
<p>&#8220;The extension to the rear is conceived as two cubic volumes that slide across a plinth, with areas of glazing set between,&#8221; he told Dezeen.</p>

<p>The studio extended the home to the rear with a pair of blocky additions that were informed by the various ad hoc extensions added to terraced houses in London that can often be seen when travelling by train in the city</p>
<p>On the ground floor, an oxidised-copper extension contains a kitchen and dining space, while a smaller charred larch-clad extension above houses a first-floor bathroom. This is topped with a roof deck that is accessed from the second floor.</p>

<p>&#8220;The block-like exterior was inspired by the simple poetry of stacked boxy self-built &#8216;add-ons&#8217; and &#8216;closet returns&#8217; seen along the rear of railway terraces that reflect the varied lives of their inhabitants, we weren’t keen on trying to create a highly ordered composition,&#8221; said Collins.</p>
<p>&#8220;A key issue was how to create a sense of spatial generosity on this constrained site, and how to address the steep natural embankment at the rear.&#8221;</p>

<p>The studio clad the outside of the home in dark industrial materials to reference the nature of the site alongside the railway tracks, and the home&#8217;s former owner who was a chimney sweep.</p>

<p>&#8220;The use of oxidised copper and charred larch were informed by the context,&#8221; said Collins. &#8220;Specifically the urban memory of a famous south London chimney sweep that lived and ran his business from the property, but also the sooty quality of the brickwork along the railway embankment, and the oxidised metal infrastructure found along the line.&#8221;</p>

<p>In contrast to the subdued exterior the interior spaces were decorated with bright colours, with Inchyra Blue cabinets and surfaces combined with gold backsplashes in the kitchen.</p>
<p>&#8220;An aquatic datum of flush panels conceal utility areas, larders, and a toilet wrapping around the internal walls of the kitchen to create a sense of immersion and continuity with the trained plants around the garden walls,&#8221; added Collins.</p>

<p>Overall the architect believes that the home is fitting to its location and would not make sense anywhere else.</p>
<p>&#8220;We hoped the project would be as idiosyncratic as its surroundings,&#8221; he said.</p>
<p>&#8220;The project grew from the site and two very unique clients. These factors informed its orientation, massing and materiality and we like to think that it would not make sense on a different site.&#8221;</p>
<p>Jewellery Box was longlisted in the small interior category of Dezeen Awards 2020. This category was won by Sim-Plex Design Studio&#8217;s four-bedroom smart home in Hong Kong.</p>

<p>The San Francisco 49ers were able to ink star pass rusher and reigning NFL Defensive Player of the Year Nick Bosa to a record-breaking extension immediately ahead of Sunday’s opener. </p>
<p>Bosa’s five-year, $175 million extension made him the highest-paid non-quarterback in the NFL. It also came after a lengthy holdout in which rumors popped up that San Francisco could entertain trade offers for the former No. 2 pick. </p>
<p>While head coach Kyle Shanahan shot down those rumors, we have an update on this. Fox Sports NFL insider Jay Glazer reported prior to Sunday’s action that five teams attempted to trade for the star edge rusher. Obviously, nothing came to fruition on that end. </p>

<p>San Francisco likely never seriously entertained the idea of trading one of its best players. The team is in the midst of its Super Bowl window being open. Moving off an important cog immediately ahead of the season never really made sense, regardless of what was offered up by other teams. </p>
<p>As it turns out, Bosa and the 49ers were able to come to terms on an historic contract that pays him $34 million annually. The deal calls for $88 million fully guaranteed at signing with $122.5 million in total guarantees. </p>
<p>As for Sunday’s opener, the expectation is that Bosa will play between 30 and 40 snaps as he works his way back from the aforementioned holdout. </p>

<p>San Jose Mayor Sam Liccardo is concerned about a projected $3 billion cost overrun for the BART extension to downtown San Jose, attributed to designs that use a controversial single-bore, 85-foot-deep subway concept pushed by VTA.</p>
<p>Nevertheless, VTA is moving forward.  From a San Jose Mercury News story about the VTA Board&#8217;s decision Thursday to award contracts for the project.  “VTA approves $235 million San Jose BART extension contract — so why is it also reviewing its controversial design?”:</p>
<p>The unanimous vote from the board puts the VTA in the unusual position of awarding a $235 million contract that moves forward with the extension&#8217;s “single-bore” tunnel plan, while simultaneously launching a new analysis of the contentious design.</p>

<p>As reported previously, in an attempt to eliminate disruption to merchants, VTA had decided on a $9 billion deep, single-bore subway plan–which analysis shows could cost some $3 billion more than conventional tunneling–to construct the six-mile BART extension under downtown San Jose.  VTA&#8217;s preferred design would place the two tracks stacked one above the other inside a super-large, single tunnel (see comparative diagrams below).  This single-bore construction technique can make sense in cities that need to avoid underground obstacles such as legacy subway tunnels (think London, Tokyo, etc).  But, of course, there aren&#8217;t any subways, crooked streets, or other such obstacles in San Jose.</p>

<p>But merchants always want transit in a subway, the deeper the better, with the belief that if it&#8217;s deep underground construction will have no impact on their businesses.  It also, however, means when the subway is finished riders will have longer trips to and from the platforms.  It also complicates construction, fire safety, and operations, since trains can&#8217;t switch from track to track without building complicated ramps between the two levels.</p>
<p>Nevertheless, it seemed San Jose politics had all but locked in the controversial, single-bore design, despite pushback from transit advocates.  But at Thursday evening&#8217;s VTA board meeting, as reported in advocate Adina Levin&#8217;s Green Caltrain blog, Mayor Liccardo submitted his memo calling for reviews of the project to explore:</p>
<ul>
<li>Better connections at Diridon Station</li>
<li>Entrances on both sides of Santa Clara Street at the downtown station</li>
<li>Support for very high density transit oriented development</li>
</ul>
<p>…and, most notably, an independent analysis comparing single-bore and dual-bore options, building on an earlier analysis done in 2017. Also from Green Caltrain:</p>
<p>“…the tradeoffs of the single and dual-bore options with regard to “passenger safety, rider access and experience, cost, and construction delay.”  The previous analysis in 2017 had focused on constructability and operability, but did not compare the construction techniques for the ability to support better rider access and dense transit oriented development.</p>
<p>The memo from the Mayor is co-signed by San Jose Council Member and VTA board chair Chappie Jones, and Council Member Raul Peralez.  Earlier this year, San Jose City Council had approved a resolution calling for improvements to the project relating to transit connections, multiple entrances, TOD, and alleviating construction impacts on businesses.</p>
<p>Since VTA originally made the decision in favor of the single bore option in 2018, concerns have grown regarding limitations in the project design and increasing cost estimates.  SPUR and grassroots advocacy organizations such as the Transbay Coalition and Friends of Caltrain have called for passenger-focused improvements to the project, including adding entrances on both sides of the street, better passenger flow, better transit connections, and better support for transit-oriented development.  A conventional subway design, with the train tunnels built side-by-side and far closer to the surface, makes it easier to accommodate such improvements.</p>

<p>Hertfordshire-based Michael Collins Architects have added a box-shaped, two-story addition made of copper and charred larch to a row house next to a train station in south London.<span id="more-1626521"/></p>
<p>The extension and renovation was called the Jewelery Box, a nod to the way the Victorian terrace and subtle extension hide the more lively interior of the house.</p>

<p>“Our customers talked about the house&#8217;s jewel box quality, where a simple shape is pulled apart to reveal a more complex, lighter and more textured interior,” said Michael Collins, founder of Michael Collins Architects.</p>
<p>“The extension to the rear is designed as two cubic volumes that slide over a base with glass surfaces in between,” he told Dezeen.</p>

<p>The studio extended the house to the rear with two blocky annexes influenced by the various ad hoc extensions to row houses in London that can often be seen on train journeys around town</p>
<p>On the ground floor, an annex made of oxidized copper contains a kitchen and dining area, while a smaller annex with charred larch wood above houses a bathroom on the first floor.  This is crowned by a roof terrace, which is accessible from the second floor.</p>

<p>&#8220;The blocky exterior was inspired by the simple poetry of the stacked, box-shaped, self-made &#8216;add-ons&#8217; and &#8216;closet recirculations&#8217; that can be seen along the back of railroad decks, reflecting the diverse lives of their residents attempting to create a highly ordered composition create, &#8220;said Collins.</p>
<p>&#8220;A central topic was how to create a feeling of spatial generosity in this cramped area and how to approach the steep natural embankment in the rear area.&#8221;</p>

<p>The studio clad the outside of the house in dark industrial materials to hint at the nature of the site next to the train tracks and the former owner of the house, a chimney sweep.</p>

<p><h2>Satish Jassal Architects is adding an oak-framed conservatory to a renovated London townhouse</h2>

<p>&#8220;The uses of oxidized copper and charred larch were determined by context,&#8221; said Collins.  &#8220;Especially the urban memory of a famous chimney sweep from south London who lived and ran his business on the property, but also the sooty quality of the masonry along the embankment and the oxidized metal infrastructure along the way.&#8221;</p>

<p>In contrast to the restrained exterior, the interiors were designed in light colors, with inchyra blue cabinets and surfaces combined with golden back walls in the kitchen.</p>
<p>“A flush panel water element hides utility space, pantries and a toilet wrapped around the interior walls of the kitchen to create a sense of immersion and continuity with the trained plants lining the garden walls,” added Collins.</p>

<p>Overall, the architect is of the opinion that the house suits its location and wouldn&#8217;t make sense anywhere else.</p>
<p>&#8220;We hoped the project would be as idiosyncratic as its surroundings,&#8221; he said.</p>
<p>&#8220;The project grew out of the location and two very unique customers. These factors have shaped its orientation, size and materiality, and we think that it would not make sense at any other location.&#8221;</p>
<p>Jewelery Box was placed on the longlist in the Small Interior category of the Dezeen Awards 2020.  This category was won by the Sim-Plex Design Studio Four Bedroom Smart Home in Hong Kong.</p>

<p id="WQMgMK">The 2020 NFL season was unforgettable for the San Francisco 49ers.  Injuries dashed the team&#8217;s hopes for the Super Bowl when the Niners failed to make the playoffs after winning the NFC in 2019.</p>
<p id="iJgAjF">It wasn&#8217;t all downfall for the franchise, however.  One player who has made great strides and caught the attention of the NFL is middle linebacker Fred Warner.  The 24-year-old was named the AP first-team all-pro for his efforts.</p>
<p id="l6hAq4">The Niners took Warner with them in the third round of the 2018 NFL Draft.  From 4-12 in his rookie season to the Super Bowl in 2019, he has seen ups and downs in his short time with last year&#8217;s injury-riddled season in the league.</p>
<p id="pEBrC6">It was a breakout season for Warner.  He finished with 125 tackles (five for one loss), seven QB hits, two interceptions, and one sack.  Warner&#8217;s cover skills are on another level.  Pro Football Focus gave him a coverage rating of 91.1, which is the top of all linebackers in the league.</p>
<p id="YKLiMW">He only gave up 4.4 yards per target and opposing QBs had a rating of 69.7 when they threw in Warner&#8217;s direction.  That&#8217;s a huge improvement over the 91.8 QBs QBs had when they chased Warner in the passing game during his rookie year.</p>
<p id="xnDaCM">Warner&#8217;s position manager last season, Dameco Ryans, will be San Francisco&#8217;s defensive coordinator for the next season after Robert Saleh took over as head coach for the New York Jets.  The 49ers defense will have a ton of returning players.  General Manager John Lynch and Head Coach Kyle Shanahan have signed freelance agents Jaquiski Tartt and Jason Verrett to one-year contracts and will deploy most of the defense that dominated 2019. </p>
<p id="DYDMfG">Due to its standout play, Warner&#8217;s cap hit will rise from $ 844,000 to just over $ 3.3 million due to the league&#8217;s proven performance escalator program.  The NFL rewards players selected in the third round or later if their performance exceeds their draft positioning. </p>
<p id="ZxzYaP">Warner has spent three years in the league and is now qualified for a lucrative extension.</p>
<p id="IMRENV">The five highest paid inside linebackers in the NFL are; </p>
<p id="7YB6Od">Bobby Wagner ($ 18 million AAV)<br />CJ Mosley ($ 17 million AAV)<br />Zach Cunningham ($ 14.5 million AAV)<br />Myles Jack ($ 14.25 million AAV)<br />Deion Jones ($ 14.25 million AAV)</p>
<p id="gmTX7o">Given his game, Warner should stand in line to be in the top three.  The Niners have done a great job this off-season in increasing the flexibility of the canopy in the future.  NFL commissioner Roger Goodell said he hopes the stadiums will be at full capacity next season, which will improve the league&#8217;s bottom line and, in turn, give teams more money to work. </p>
<p id="YtfC5U">When the stadiums are full, the 2022 campaign wage cap should rise again, which will give Lynch more headroom for Warner&#8217;s extension.  The NFL&#8217;s new TV deals begin with the 2023 campaign, which will also help.  The 49ers will have tight end George Kittle&#8217;s massive extension that takes up a little more space.  Kittle&#8217;s cap hit is set to surge from just over $ 5.4 million in 2021 to $ 16.1 million in 2022. </p>
<p id="J4cKTK">Pass rusher Nick Bosa will also be eligible for overtime after next season and given how dominant he is, the Niners will have to break the bank to keep him. </p>
<p id="jo7O8p">The 49ers have Paraag Marathe as their salary cap guru and hope he can use his magic to keep Warner and Bosa on. </p>

<p>SAN JOSE (BCN) &#8211; San Jose executives are looking to safely open businesses to the outdoors with the expansion of San Jose&#8217;s Al Fresco program.</p>

<p>The program has enabled many businesses such as gyms and cafes to exercise outdoors under COVID-19 health restrictions.  However, a rule that allows companies to drive for free in city parking lots, streets and parks expires at the end of the month.</p>
<p>San Jose City Council will vote on Tuesday to potentially extend Al Fresco through September 30, but some are hoping the program will last longer &#8211; or even become permanent.</p>
<p>&#8220;We&#8217;d like a longer extension,&#8221; said Nate LeBlanc, business development manager for the San Jose Downtown Association.  “We think this was a great program and we really appreciate that the city is flexible with it.  It had a tangible benefit.  &#8220;</p>
<p>He said SJDA was advocating an extension through December.  Even as Santa Clara County moves to the less restrictive orange row this month, restaurants can still accommodate customers up to 50% in-house, making Al Fresco an integral part of recovering lost business.</p>
<p>At a recent city meeting, Rodney Baca, owner of The Shop by Chef Baca, described the program as a &#8220;great savior&#8221;.  Local leaders made al fresco a top priority, and Mayor Sam Liccardo&#8217;s budget plan advocated additional funding to keep it going.</p>
<p>&#8220;This expansion is needed to keep our restaurants alive, especially as we step onto less restrictive levels and see warmer weather,&#8221; said Mayor&#8217;s spokeswoman Rachel Davis.  “While some companies have received PPP loans, the continued activation of our business corridors is critical to maintaining the quality of life for our residents and the convenience of our businesses who are back to work.  By continuing Al Fresco, our companies have a greater chance to recover.  &#8220;</p>
<p>Councilor Dev Davis said she was optimistic that at some point the council would make a version of Al Fresco permanent.</p>
<p>&#8220;It&#8217;s a great program,&#8221; Davis told San Jose Spotlight.  &#8220;I know companies, at least on Lincoln Avenue, really took advantage of the opportunity.&#8221;</p>
<p>Jennifer Echeverri, owner of local restaurant Habana Cuba, said she had a quick and positive experience applying for Al Fresco.  Her only criticism is that she couldn&#8217;t put as many tables outside as shops with streets closed to traffic.</p>

<p>&#8220;As owners, we haven&#8217;t had the opportunity to close our street,&#8221; said Echeverri.  The program allowed her to add a few tables along a curb that was traditionally used for parking.</p>
<p>Echeverri, who struggled to stay afloat over the winter and received a DoorDash scholarship, said she has seen growth in business since Santa Clara County moved to the orange row.  The sunshine also gives a glimmer of hope, she said.  Business is booming as the weather warms up.</p>
<p>&#8220;We&#8217;re feeling a lot better,&#8221; she said.  &#8220;Customers come in. So we&#8217;re not all stressed.&#8221;</p>
<p>A total of 131 companies have registered to operate outdoors in San Jose under the program, according to a memo from Nanci Klein, director of economic development.</p>
<p>A dozen companies were allowed to drive on roads that were temporarily closed to cars.  Al Fresco has closed three streets, one in south San Jose and two in downtown.</p>
<p>35 companies received permits to use public sidewalks, a parklet, or both.  One company no longer has a city parking lot, said Klein.</p>
<p>“The fact that we got it going this summer really helped some of these companies not only survive the pandemic but also have a real chance to maintain a sense of normalcy, retain employees and give people the opportunity to give to take advantage of our weather.  the best weather in the world, ”said LeBlanc.  &#8220;We should be out there enjoying it, especially now that it&#8217;s spring.&#8221;</p>
