(CNN) — As a child, Robin Rue Simmons didn’t know the Evanston neighborhood she called home was an area where Black families were once forced to live.

Rue Simmons grew up just north of Chicago in Evanston’s 5th Ward, where banks refused to give mortgage loans to Black families until 1969.

In Evanston, Black people were restricted to a certain portion of the 5th Ward and excluded from other parts of the city.

The area “was disinvested in, stripped of a neighborhood school and access to health care,” Rue Simmons told CNN.

“There were specific anti-black zoning laws and housing practices that are responsible for our racial segregation — not only our physical segregation, but our wealth gaps and home ownership gaps and all other racial gaps that we have here in Evanston,” she said.

Those discriminatory housing policies led Rue Simmons, a former alderwoman, to push for reparations. Under Rue Simmons’ leadership, Evanston became the first city in the United States to pass a reparations resolution in 2019 for Black residents who qualified.

“It is a $25,000 direct benefit to build wealth through home equity,” Rue Simmons said. “Black Residents that lived in Evanston during the period of harm, which was 1919-1969, or their direct descendants are eligible.”

In March 2021, officials voted to release the first batch of funds in that program, and the first recipients were awarded grants in 2022.

Initially, the grants of up to $25,000 were restricted to mortgage assistance, renovations or a down payment on a home. Earlier this month, the Reparations Committee unanimously recommended the inclusion of a fourth option for beneficiaries receiving payment through the housing program: a direct cash payment to beneficiaries.

On Monday night, the Evanston City Council approved a cash option to its Housing Restorative Program. The meeting lasted three hours and it took the council three seconds to approve the cash option. Now, the program includes direct cash benefits for those who qualify.

There was no discussion because it was listed on the consent agenda. Council member Devon Reid told CNN by phone after the vote, “the items on the consent agenda are non-controversial items.”

At the end of the meeting, Reid appeared via Zoom with his camera off and spoke about the change.

“I just want to highlight how special Evanston is. Tonight, we passed what I believe is a historic amendment to our reparations program. It was just on the consent agenda and there’s no fuss, no folks coming out, you know protesting. No dissent amongst the council,” Reid said.

He added this will allow Evanston to move forward swiftly.

“This will allow us to get funding to our ancestors in a much more expedient fashion. We will be able to get that money out to folks and be able to provide some repair to our Black community and to the harmed community who has suffered from uh housing discrimination,” Reid said.

So far, the city has only spent $326,836 of the $10 million promised.

Tasheik Kerr, an assistant to the city manager, told CNN 124 people are still on a waiting list to receive money. Six who were eligible died before receiving payment.

Overall, Kerr said 650 residents have applied. The city is still sorting through applications and at least six people who qualified have died while waiting for their grant.

“We have stalled because of complications,” Rue Simmons said. “It has taken longer than we expected. And some of those challenges have been really underestimating, operationally, the work.”

From Asheville, North Carolina, to Detroit, Michigan, cities across the country are trying to repair harms caused by institutional racism. In San Francisco, a reparations committee is seeking payments proposed of $5 million to every eligible Black resident. A final report that includes board feedback is due in June, according to the San Francisco African American Reparations Advisory Committee.

The complications Evanston has seen with funding and distributing funds will come up across the US, Rue Simmons said. “We’ve had challenges, but we have found solutions,” she said. Those struggles were highlighted in the 2023 documentary “The Big Payback,” by Erika Alexander and Whitney Dow.

Funding for a repair of this magnitude is a tough hurdle to clear, Rue Simmons said. While she and her team worked on reparations in Evanston, the state of Illinois approved recreational marijuana, which went into effect in 2020 — and that provided the initial funding for Evanston’s reparations initiative.

“It is one thing to identify a harm and prescribe a remedy,” Rue Simmons said. “In the case of Evanston …we have been led to understand and appreciate that home rule taxes are our most viable way to fund reparations being that they’re within our purview.”

Some recipients hesitant about cash option

Ramona Burton is among the 14 people who have received the $25,000 grant so far. The 74-year-old woman has lived in Evanston her entire life but was born in Chicago. Back then, the city didn’t allow “the birth of Black” babies in certain hospitals, she said.

Burton said she used the money to purchase a new roof, install eight new windows and a privacy fence, as well as repair her chimney.

“I wasn’t planning on buying a new home at my age and my home is paid off. So, I used it for renovations,” the 74-year-old told CNN. “I was so excited when I found out. We didn’t get the money in our hands. We never see the money. The city paid the contractors for the work.”

That’s what 88-year-old Louis Weathers, another grant recipient, said he wants to remain in place. He is not in favor of the cash option the council approved Monday.

“I don’t think they should do that. They should have some stipulations that will help the city in housing. Something that will help the value of my property stay stable or go up,” he said. “Giving people cash isn’t a good idea unless you put it in a trust, and you can only get so much each year.”

Kimberly Holmes-Ross is among 124 approved residents but is still waiting to begin her project.

Her father, she said, migrated to Evanston from the South following the Korean War. Like Rue Simmons, she was raised in the 5th Ward with her parents but has since moved to the city’s 2nd Ward.

“My parents weren’t even shown houses in this ward in 1962 — everything was over in the 5th Ward. That is what they were shown and allowed to buy,” she said, standing in the neat yard of her home. “We’re looking to either build another house or add on to our garage.”

Holmes-Ross expressed some hesitation about the cash option and said there must be checks and balances.

“I hope it doesn’t stray too far from the original plan, where they could prove the harm. The harm was in housing and in redlining,” she said.

The University of California Board of Regents today granted financial and project approvals for Student Housing West to allow the campus to move forward with development. The campus will be soliciting bids for the first phase of the project later this year, with a goal of beginning construction in early 2024.

Student Housing West accommodates more than 3,000 students. The project, which spans two campus locations, also allows UC Santa Cruz to expand childcare services.

Student Housing West offers the quickest, most direct route to creating more student and graduate housing. Stable, affordable housing is a foundation for academic success, one of the highest priorities on campus.

“An education at UC Santa Cruz is transformative, and studies have consistently shown that students must meet basic needs in order to be successful. Student Housing West will help us meet the housing needs of our students,” said Chancellor Cynthia Larive. “I am grateful that we are finally moving forward with this project.”

A number of local elected officials offered their support for the project. Santa Cruz Mayor Fred Keeley traveled to San Francisco for the Board of Regents meeting and told UC leaders that he supports the university and Student Housing West and that the Santa Cruz City Council voted unanimously in support of the project have voted. County Supervisor Zach Friend also pushed for approval, citing the tremendous local need for more college housing and the connection between housing and student success in a letter to the board.

In the first phase of the Student Housing West project, UC Santa Cruz will build 140 new two-bedroom apartments for students with families, a community room and a daycare center. The new early childhood education center will accommodate up to 140 children of faculty, staff and students, approximately double the capacity of our current facility. The new Family Student Housing Community will be adjacent to the intersection of Hagar and Coolidge Drives, across the street from existing staff housing, near a local elementary school and near the main campus entrance. The new shared apartment is expected to open for students with families in autumn 2025.

After construction of the new Family Student Housing Community, UC Santa Cruz will remove the aging buildings currently housing students with families so the campus can construct six new buildings that will provide housing for approximately 2,700 undergraduate and 220 graduate students. The campus anticipates that the second phase could be completed in fall 2028.

There are currently limited on-campus housing options for high school undergraduate and graduate students. Many of these students must find housing in the surrounding community, which, like much of the state, faces a severe housing crisis.

All of these new beds on campus are in addition to the approximately 600 that the campus is adding through the ongoing renovation and expansion of Kresge College.

In addition to providing significantly more housing, Student Housing West will advance the campus’ longstanding commitment to sustainability. The project includes solar panels and other energy-efficient design features, as well as a water recycling facility that will allow UC Santa Cruz to reuse wastewater for non-potable purposes such as toilet flushing and irrigation.

Regents certified the project’s environmental impact report and approved the terms and conditions and design in March 2019. The project has since been mired in court, with lawsuits challenging Regency approval and EIR certification. The Santa Cruz County Supreme Court has twice upheld the appropriateness of the EIR, as has the Sixth Circuit Court of Appeals. Regents re-approved the project in March 2021. A final appeal from a project opponent is pending.

“The development of Student Housing West is a milestone for our campus and I’m happy for the students who will ultimately benefit from it, but university leadership understands that a single project will not solve our housing problems,” Chancellor Larive said. “We will continue to tirelessly seek additional housing options for our students, faculty and staff.”

Showroom spotlight: Rimadesio debuts a North American flagship

Giussano, Italy–based home furnishings brand Rimadesio had been toying with the idea of ​​a US showroom for some time now. But it’s only in the past month that the company has finally been able to bring that dream to fruition with a shining new flagship store in New York’s NoMad district.

For years, Rimadesio’s business model in the States consisted of just one independent rep, Andrea Romano, based in Europe and shuttling back and forth about four times a year to grow the US market. But Romano believed that if the company were to really take off, he would need to establish himself more permanently in America. “In the United States, if you want to do something good [with your business], you have to do it here,” he tells Business of Home. “You have to be here.”

Then the pandemic struck. “We had seen this space before COVID, but the money they were asking for was beyond anything we would even think about,” says Romano. “When COVID happened, I said, ‘OK, let’s check again.’ A different real estate agent gave us a lot of options and told me the landlord was open to a conversation about the price. We got it down 37 percent, and I called [owners and brothers Luigi and Davide Malberti] and said that we either do it now—the perfect price point, the right location—or never. A week later, we agreed on the space.”

The new flagship is spread across three floors totaling more than 6,000 square feet—a space that Italian architect took Andrea Pozzoli roughly a year to revamp. Headed by Romano and a team of four, the showroom features the company’s entire product portfolio, from doors and shelving to panels and closets, allowing architects and designers to experience several Rimadesio products working in concert. “Designers can touch and see that Rimadesio goes beyond just a sliding door—they see back paneling, entire walls, passages with furniture,” he says. “All of a sudden, they realize Rimadesio isn’t just one product but a whole system. Not only do you sell more this way, but designers can find real solutions. They look like kids in a toy store. And it’s contagious—they use it in one house, and then another and another. That’s what we’re trying to do here.”

California

In West Hollywood, Soho House’s design retail offshoot, Soho Home, is opening a Soho.Home.Studio location on Melrose Avenue. Spanning more than 9,000 square feet, the two-story studio is the brand’s second to open in the US, and the first on the West Coast. Open to Soho House members only, the space will also feature a selection of work by designer members.

Family-run Schwartz Design Showroom has announced the opening of Fulton Street Design Center in Edison. The 12,000-square-foot space will house the Schwartz Design Showroom, the company’s furniture manufacturing partners and a dedicated mezzanine space to showcase fabrics and wallcoverings.

Following its successful launch in Los Angeles, textile manufacturer Kvadrat is now opening a second showroom in New York. Mayor Lori Lightfoot’s plan to relax Chicago’s sanitation law to ease the financial burden on homeowners and businesses went through a city council committee on Tuesday, paving the way for increased use of plastic pipe and construction of “more gender-neutral restrooms.”

At the behest of newly appointed building commissioner Matthew Beaudet, the Zoning Committee has approved several changes.

One would permit expanded use of PVC plastic drain, waste and vent pipes, now restricted to above ground applications in residential buildings no higher than three stories.

The changes would allow PVC drainpipe to be used for the residential portion of buildings up to 60 feet, or five stories, even if part of the building houses commercial space.

PVC pipes would also be allowed for underground residential use “if they are completely separate from commercial use. But if they both use the same thing, then it would be cast iron,” Beaudet told councillors.

“These expanded opportunities for residential use will be a huge benefit for homeowners who want to stay in their homes and for multi-family housing, especially for affordable housing,” the new commissioner said.

Despite the changes, Chicago would retain its longstanding need for copper tubing for drinking water. Some cities allow the use of “other materials”, but after consultation with “industry groups” and the Ministry of Water Management, the city hall decided not to relax this part of the code.

Another change allows “small physical stores”, including restaurants with 30 people or fewer, to provide only a single-user toilet.

“By reducing the floor space required for restrooms, the floor space that can be used for business activities increases. … In a small restaurant there might be room for an extra table with two seats,” Beaudet told councillors.

“This will help tremendously as businesses emerge from the pandemic and new businesses seek to open in your business corridors and neighborhoods.”

Also, the OC would add provisions for gender-neutral restrooms – with gender-neutral signs – that take up less space and therefore free up more revenue-generating floor space for larger restaurants and businesses.

If, as expected, the full Council agrees to the change, so-called “single-user toilet rooms” could be used to provide the required toilet facilities, “either in combination with or instead of multi-stall male and female toilets”. said the commissioner.

The ordinance also allows “all-gender toilets, with multiple private toilet stalls and shared sinks,” Beaudet said. This option includes requirements to “ensure security and privacy for all users,” he said.

“These changes help create toilets that are more user-friendly and welcoming not just for transgender people, but for everyone,” Beaudet said.

“For example, a parent who doesn’t want to send their child to a opposite-sex toilet alone, or an elderly person who needs help from a caregiver of the opposite sex.”

The changes would also clarify requirements for water safety, water-efficient plumbing fixtures and swimming pool design as part of a series of updates to “better align plumbing codes with the Chicago building code revised two years ago.

Also Tuesday, the Zoning Committee expanded the list of property owners who can benefit from Lightfoot’s slow plan to replace leading service lines.

Last year, the City Council approved a permit fee waiver of up to $3,100 for homeowners who volunteer to replace their leading service lines. The problem is that only 20 homeowners in the city introduced the mayor.

The expanded regulation would offer churches and other nonprofits the same break.

Muddy Waters House has been approved for Landmark status

City councilors also granted Historic Landmark status to the Muddy Waters home, 4339 S. Lake Park Ave.

The double apartment was built in 1891 and was the home of the blues legend from 1954 to 1973. Chandra Cooper, Waters’ great-granddaughter and current owner, applied for eviction.

Kandalyn Hahn of the Chicago Department of Planning and Development said the “hospitality shown to Chicago musicians and musicians who came to town to record made the house an unofficial center” for the Chicago blues community.

“It was close to the city’s concentration of record retailers and independent record labels like Chess Records, as well as the South Side blues clubs, which made it a natural meeting place for other blues musicians,” Hahn told councillors.

“Musicians were welcome 24/7. Traveling musicians like Howlin’ Wolf and Chuck Berry were offered not only food and drink, but also accommodation. Band members – including Otis Spann and James Cotton – lived in apartments on the second floor. The rehearsals took place in the basement and went outside in the courtyard on warm days.”

Ald. Sophia King (4th), whose community includes the Muddy Waters Museum, said Waters made a “huge contribution” to blues and rock ‘n’ roll.

“Having his special home here in Chicago as a landmark would be something that not only recognizes his contributions, but also the blues’ contribution to Chicago,” King said.

RICHMOND (BCN) – Contra Costa County will spend $ 95.5 million to expand West County Detention Center in North Richmond, add more mental health rehabilitation and treatment rooms, while reducing overcrowding at Martinez Detention Center.

The board of directors voted 4: 1 to award the contract to Sletten Construction from Montana, with District 1 overseer John Gioia disagreeing.

Gioia, whose borough is North Richmond, said the West County Reentry, Treatment and Housing (WRTH) project was better than previous expansion proposals. But he still prefers to house the services it will provide in other locations rather than putting money in another maximum security detention facility.

“It is clearly a better project than at the beginning,” said Gioia. “I’m saying this: if this could be segmented to approve certain parts, I would vote for it – the mental health arena, the classroom, the medical facilities and clinics, the re-entry and professional services.”

The WRTH will include five new secure housing units, a medical treatment center, space for a re-entry program and new facilities for family visits. It adds 288 high security beds, 96 of which are mental health beds, as well as re-entry, family reunification and work readiness rooms from the original proposal. The original proposal was reduced by 128 beds for the general population in order to preserve all medical, treatment and programming rooms.

There will be classrooms and visiting rooms, detoxification rooms, a day room, larger program rooms and 32 beds for inmates with severe mental illnesses. The medical facility will include dentistry and optometry rooms. There will also be a vocational training room.

“Overall, in terms of what happens to a person while in detention, this really increases the ability to do the job, really reintegrate people into the community in a really good way, while being able to provide medical assistance Get the services they need as well as other services, ”said District 5 Supervisor Federal Glover.

Contra Costa County has three detention facilities: the Martinez Detention Facility (MDF), the West County Detention Facility (WCDF), and the Marsh Creek Detention Facility with low security in East County.

MDF is currently the only one of the three equipped for high security prisoners and was built in 1977, now can accommodate 695 adults. WCDF, built in 1987, is a medium-security facility that can accommodate up to 1,096 adults.

The staff report for Tuesday’s meeting noted that attitudes toward incarceration have changed 1 / 4ve since Contra Costa built new detention facilities, and shifted to a therapeutic rather than punitive approach. More emphasis is placed on treatment, education and training to prepare inmates for re-entry into society.

Two other factors influence the design of new prisons. As the state seeks to reduce the number of prisoners, it shifts some responsibilities for long-term detention back to its districts, thanks to Congregation Bill 109 passed in 2011.

There is also an increasing proportion of inmates with significant mental and other medical problems in the system who, due to the closure of government treatment facilities, require more advanced treatment than the state can provide.

As part of a dispute settlement with the Prison Law Office in 2020, the county agreed to expand medical, psychological treatment and programming space in its prison system.

The project will not expand Contra Costa’s prison population. When WCDF is complete, 288 beds will be removed from the MDF, reducing the nominal capacity of the beds registered with the California Board of State and Community Corrections (BSCC) from the current 695 beds to 407 beds.

The Martinez facility was originally built in 1981 for single cells with a nominal capacity of 384 people. MDF will remodel the space for additional mental health treatment, new plumbing, and accessibility improvements.

Most of the project’s funding has come from a $ 70 million state grant approved by Senate Act 844 and $ 25.5 million from the county general fund used in prior fiscal years.

The county will also spend an additional $ 18 million on county employees and consultants, $ 5 million on equipment and $ 8 million on contingent costs, bringing the total project price to $ 126.5 million.

The county hopes to complete the final design in November 2022, with construction a few weeks later and the new facilities by the end of November 2024.

OAKLAND (KPIX) – With the Bay Area out of the pandemic, people are turning to public transportation to get around. BART is ramping up to a busy schedule and now an Oakland city councilor wants ferry services to expand. Vice Mayor Rebecca Kaplan wants to increase the frequency of the ferries and add new routes.

“I think it will be good to expand the service,” said Tourist Talib Coffield. “It’s a really good way to cross the bay from San Francisco.”

“For me, it’s a great way to get there without the hassle of the bridge,” says John Klimeck, who lives in Oakland.

Visitors and residents alike enjoy taking the ferry to and from Oakland. On July 1, the Water Emergency Transportation Authority is offering a direct 25-minute drive from Oakland to San Francisco.

Thomas Hall, a WETA spokesperson, says, “We don’t want people to get into their cars after this pandemic. We want you to try out local public transport and especially the ferry. “

In 2016, WETA developed a strategic 20 year plan to expand the service to add ferry terminals from Redwood City to Mission Bay.

But there is a big hurdle. The financing. Regional Measure 3, passed by voters in 2018, is still under litigation as an anti-tax group argues that the $ 1 toll increase for 7 bridges in the Bay Area is a local tax as it would fund programs unrelated to bridges have to do.
