<p>Joseph Emerson is scheduled to be arraigned on Thursday on 83 charges of recklessly endangering another person — for each person on the plane — and one charge of endangering an aircraft.</p>
<p>He previously pleaded not guilty to attempted murder charges filed by state prosecutors and to a federal charge of interfering with a flight crew.</p>
<p>Emerson’s defence lawyers welcomed the grand jury’s decision.</p>
<p>“The attempted murder charges were never appropriate in this case because Captain Emerson never intended to hurt another person or put anyone at risk – he just wanted to return home to his wife and children,” his defence lawyers Ethan Levi, Noah Horst and Norah Van Dusen said in a statement. “Simply put: Captain Emerson thought he was in a dream.”</p>
<p>Prosecutors have accused Emerson of trying to cut the engines on the October 22 flight from Everett, Washington, to San Francisco while riding in the extra seat in the cockpit.</p>
<p>The FBI said in an affidavit that after a brief struggle, Emerson left the cockpit and flight attendants placed him in wrist restraints and seated him in the rear of the aircraft which was diverted to Portland.</p>
<p>According to charging documents, Emerson told Port of Portland police he had been struggling with depression, that a friend had recently died and that he had taken psychedelic mushrooms about 48 hours before he attempted to cut the engines. He also said he had not slept in more than 40 hours.</p>
<p>Emerson remains in custody in Multnomah County, Oregon.</p>

<p>As we first outlined back in May, the rather spectacular new building at 15-17 Guy Place, which replaced a little single-family home, hit the market priced at $15 million in March of 2021, positioned as an “almost 8,000-square-foot, seven-level residence,” with a 5,115-square-foot, 5-bedroom main residence (17 Guy Place) over an 1,870-square-foot, 2-bedroom guest residence (15 Guy Place), multiple terraces, and a garage for one car.</p>

<p>“Located amongst San Francisco’s most prestigious luxury towers and residences and in one of city’s most dynamic and oldest neighborhoods, Rincon Hill,” the residences are finished in white oak, with a sweeping central staircase (and elevator), Calacatta marble, and a sky terrace (with panoramic views, an outdoor kitchen, and plumbing for a hot tub) atop it all.</p>
<p>Relisted for $13.888 million in August of last year, the asking price for “Guy Place” was reduced to $12.49 million last September and then to $10.999 million a year ago next month.</p>
<p>Relisted anew for $10.999 million at the beginning of this year and then reduced to $9.75 million in mid-January, 15 Guy Place was then listed by itself for $2.995 million at the end of March, followed by an $8.75 million listing for 17 Guy Place a few days later.</p>
<p>Reduced to $7.95 million in mid-April, to $7.45 million in early May and then to $6.995 million later that month, the asking price for 17 Guy Place was then dropped to $6.2 million in July, at which point the list price for 15 Guy Place was increased to $3.95 million but then dropped to $3.8 million.</p>
<p>And with the listing for 15 Guy Place having since been withdrawn from the MLS without a reported sale, the list price for 17 Guy Place has just dropped t0 $5.85 million, a sale at which would be considered to be “at asking” according to all industry stats and aggregate reports despite a nearly 36 percent drop in pricing/expectations for Guy Place as a whole.</p>

<p>One of the biggest storylines of the preseason is the San Francisco 49ers quarterback battle. Brock Purdy, a 2022 seventh-round pick, appears poised to start. But he’s recovering from offseason elbow surgery. Former No. 3 picks Trey Lance and Sam Darnold are in the mix, as well. </p>
<p>With Purdy out for the team’s first preseason game, the 49ers elected to start Trey Lance against the Las Vegas Raiders. </p>

<p>Lance took two sacks on San Francisco’s opening drive, leading to a three-and-out punt. Second drive, similar result. Run play, short completion, incompletion, punt. Two drives, six plays, three total yards. </p>
<p>Third drive, you know the drill. Trey Lance incompletion, short scramble run for Lance, then a sack. Three-and-out, punt. Three drives, nine plays, 1 yard. Two of the drives netted negative yardage. </p>
<p>Terrible start for Lance in his quest to regain the San Francisco 49ers starting quarterback job. </p>
<p>But after the 49ers’ defense forced a turnover-on-downs, the offense came to life. </p>
<h2 id="h-trey-lance-san-francisco-49ers-offense-finally-get-something-going-against-the-raiders">Trey Lance, San Francisco 49ers offense finally get something going against the Raiders</h2>
<p>Lance and the San Francisco offense started on their own 39-yard line. </p>
<p>Finally, they started to get something going. A good mix of run and pass had the offense quickly moving down the field. </p>
<p>Lance made a few nice throws, including one where it looked like he was going to scramble, but at the last second completed a pass for a first down inside the Raiders 10-yard line. </p>
<p>From the 9, Lance made a play-action fake and rolled out to his left. He stopped, turned, and fired the ball over the middle and into the end zone … right into the hands of Raiders defensive back Duke Shelley. </p>
<p>Except, Shelley couldn’t corral the pass. And, he batted it into the air. Where it fell right into the hands of 49ers tight end Ross Dwelley. </p>
<p>A terrible decision by Lance to throw the ball across his body, late, and over the middle. What should have been an interception and the fourth-straight empty drive for Lance and the offense turned into seven points. </p>
<p>On the team’s next drive, Lance made a great throw on a third-and-10 for a first down. But the offense stalled yet again, this time failing to convert on a later fourth-down attempt. </p>
<p>Can’t think the 49ers coaching staff is too excited with the performance of Trey Lance so far in the team’s first preseason game. </p>

<p>Dee Snider, lead singer and songwriter for metal band Twisted Sister, released a statement on Facebook on Friday defending himself as a longtime supporter of the trans community, days after the San Francisco Pride organization dropped him from its upcoming celebration.  Snider replied, &#8220;So, I heard I&#8217;m transphobic, really?&#8221;</p>
<p>Snider came under fire earlier this week after quoting and tweeting KISS singer Paul Stanley&#8217;s statement of his own thoughts on the trans community and gender-biased child care.  &#8220;You know what? There was also a time when I felt pretty. I&#8217;m glad my parents didn&#8217;t jump to conclusions,&#8221; he wrote.</p>
<p>Snider&#8217;s comment reached the San Francisco Pride organization, who announced they were parting ways with the artist for their upcoming event.  The organization said &#8220;We&#8217;re Not Gonna Take It&#8221; was to be the celebration&#8217;s unofficial rallying cry before Snider tweeted his support for Stanley.  But not anymore.</p>
<p>&#8220;When we were notified of the tweet in which Dee expressed his support for Kiss&#8217; Paul Stanley&#8217;s transphobic remark, we were heartbroken and angry,&#8221; the organization wrote.  &#8220;The message sustained by this tweet casts doubt on the ability of young trans people to self-identify their gender.&#8221;</p>
<p>SF Pride acknowledged that Snider &#8220;has always been a vocal supporter of LGBTQ+ rights&#8221; and that the decision to split was mutual.</p>

<p>&#8220;[We] I appreciate that Dee sees this as an educational moment and a reminder that even allies need to be educated to ensure they are not casually promoting transphobia,&#8221; SF Pride said.</p>
<p>But the farewell surprised Snider.  &#8220;So I heard I&#8217;m transphobic, really?&#8221; The 68-year-old musician captioned the statement posted to Facebook on Friday.  He wrote that while he&#8217;s spent his life defending the rights of the trans community, he double-emphasised that he doesn&#8217;t &#8220;believe young children are ready to make decisions about their gender.&#8221;</p>
<p>The story goes on</p>
<p>&#8220;I don&#8217;t think children have the mental capacity to make rational, logical decisions about things of a magnitude that will affect them for the rest of their lives,&#8221; he wrote.  &#8220;I don&#8217;t think they&#8217;re mentally advanced enough.&#8221;</p>
<p>Snider, who has identified as politically moderate or &#8220;purple,&#8221; said in his statement that he would continue to support the trans community, signing himself &#8220;your ally for cisgender and cross-dressing.&#8221;</p>

<p>SAN FRANCISCO — Prosecutors have alerted former San Francisco Fire Department Commissioner Don Carmignani that they will drop the charges <span class="link">he suffered a caning in front of his mother&#8217;s home in the city&#8217;s Marina District</span> Earlier this month, according to his attorney.</p>
<p>Carmigiani, 53, was hit with a metal pipe and suffered serious head injuries, including a fractured skull.  Hours earlier, he and his mother called 911 to report that three homeless people had set up camp at her home and said they had threatened his family with violence.</p>
<p>Carmigiani said neither the San Francisco Police Department nor homeless service providers responded to emergency calls.  That evening he passed by the house and after telling the group to leave the house said that two people approached him threateningly, one of whom attacked him with the metal pipe.</p>
<p>In his first public statements since the attack, Carmignani said prosecutors had alerted his attorney that they were dismissing the case based on new evidence they had received &#8212; a video of a person alleging prosecutors Carmignani was using bear spray against him Homeless people in another incident. </p>
<p>Carmignani denies he is the person in the video and said the decision to dismiss the case came as a surprise to him.</p>
<p>Carmignani is still recovering from his serious injuries and said his doctor told him if his attacker had hit him in a specific spot again, he would have lost his life.</p>
<p>&#8220;I didn&#8217;t go out to fight anymore, I try to get them out on the street, go to the park,&#8221; Carmignani said.  &#8220;It&#8217;s three against one. I know the odds. I&#8217;m 52 years old. I have two hip prostheses. I&#8217;m an old guy, I could have been a dead guy.&#8221;</p>
<p>Carmignani said his attorney pointed out that other evidence of assaults on homeless people believed to have been committed by Carmignani led to the decision to dismiss the case. </p>
<p>&#8220;All I know is that they showed me an interesting person and that wasn&#8217;t me,&#8221; he said.</p>
<p>After the attack, Garret Allen Doty, 24, was arrested and charged with assault with a deadly weapon, aggravated assault and violent assault.</p>
<p>A spokeswoman for the public defender&#8217;s office said Doty&#8217;s public defender &#8220;received a discovery from prosecutors containing evidence of previous unprovoked attacks on the homeless allegedly committed by Carmignani,&#8221; but she would not confirm if district attorney Brooke Jenkins to do so would drop the charges.</p>
<p>The prosecutor&#8217;s office did not respond to requests to drop the charges.  The preliminary hearing for Doty is scheduled for 9 a.m. Wednesday morning in the Hall of Justice.</p>
<p>Carmignani noted that neither the police department nor the prosecutor&#8217;s office interviewed him to get his version of events. </p>

<p>Carmignani said he was saddened by this new development and believed the city was in a complete state of chaos.  He says the suspect is a threat to the community and he and his family fear for their lives living in the Marina District. </p>
<p>He said he thinks the city&#8217;s government has failed its residents, though he stopped blaming District Attorney Jenkins, and said he thinks politicians&#8217; hands are tied. </p>
<p>After the attack, both Jenkins and Police Chief Bill Scott said the attack was the type of street crime that had rocked the city and that they were both committed to fighting it.</p>
<p>&#8220;I understand how a violent attack like this can upset a community and I am committed to holding the accused accountable so we send the strongest message that violence like this is unacceptable,&#8221; the prosecutor said in one Explanation.  &#8220;I send strength to the victim as he continues his recovery and we will do everything in our power to achieve justice for the victim and the traumatized community.&#8221;</p>
<p>&#8220;Our hearts are with him and his family,&#8221; Scott told KPIX.  &#8220;He is expected to survive his injuries, which is good news.  But those kinds of brutal attacks and those kinds of brazen attacks, those are the things that scare people.”</p>
<p>If convicted on all charges, Doty faces up to seven years in prison.</p>

<p>After a massive decline in HIV services during the pandemic, urban health workers are now trying to find and engage San Franciscans living with the virus.</p>
<p>“We couldn&#8217;t offer HIV tests for a while.  We had to make sure we weren&#8217;t putting participants at risk, especially if they were HIV positive, ”said Juliana DePietro, director of harm reduction services at Glide, a nonprofit that provides homeless services in San Francisco, including free HIV testing.</p>
<p>In 2020, San Francisco saw the average number of monthly HIV tests decreased by an overall 18%, according to a report released Monday by the city&#8217;s health department.  The biggest drop occurred between March and May 2020, when California was under a protection order but tests still haven&#8217;t recovered to pre-pandemic levels.</p>
<p>Community test sites were particularly hard hit, violating one of San Francisco&#8217;s primary means of bringing HIV treatment to people who were homeless.  The average number of monthly HIV screenings in smaller hyperlocal clinics in 2020 was 44% below the monthly average of 2019.</p>
<p>Tenderloin-based Glide has been slowly working to resume its HIV testing services since employees and customers were able to get vaccinated against COVID-19.  But reopening doors is only half the battle &#8211; especially for smaller clinics with scarce resources across the city.</p>
<p>The task now is to expand HIV health care to those who did not receive adequate benefits during the pandemic, a fate that has mainly been hit by the homeless.</p>
<p>So far, this has required a mix of resuming pre-pandemic practices, such as sending health workers out onto the streets of San Francisco to provide direct assistance, Pietro said.  It also includes searching through old patient records that have been disconnected from the pandemic, making cold calls, and even sending out people with addresses on record to let them know the services are back.</p>
<p>Some community health clinics also work with the San Francisco Department of Public Health to provide on-site HIV testing for people living in hotel accommodations.  Proponents say it has been a critical lifeline in reaching some of the city&#8217;s most vulnerable populations and keeping up with HIV treatment during the COVID-19 crisis.</p>
<p>But this option, too, is now threatened.  San Francisco has already closed four of its 25 on-site shelters, and officials said there could be more closings in the following weeks despite the continued surge in the Delta variant.</p>
<p>“The hotels with on-site accommodation are imperfect, but they have created important accommodation especially for people infected or at risk of HIV.  A safe place allows us to get in touch with them, ”said Pietro.</p>
<p>Even after schools, stadiums, and other businesses have reopened, HIV testing has yet to recover.  Compared to 2019, the monthly average number of HIV tests was 45% lower in March 2021, the report shows.</p>
<p>&#8220;This means that some San Franciscans may have had a delay in determining their HIV status or may not yet be aware that they are living with HIV,&#8221; said San Francisco Health Director Dr.  Grant Colfax.</p>
<p>One solution the health department has offered is free HIV testing through a program called Take Me Home, which sends test kits to a person&#8217;s home.  The program was piloted from March to December 2020, with 204 people performing 324 home tests, according to the department&#8217;s report.</p>
<p>But aside from April 2020, when 81 participants used the home kits, overall usage declined after July 2020 while HIV services were limited in most community clinics and telemedicine remained inaccessible to those with no access to computers.</p>
<p>“I was really concerned when we saw a massive drop in HIV testing.  All of these doctors I know talked about it, but nobody did much to bring it back to pre-pandemic levels, even though we couldn&#8217;t ignore other public health issues, ”said Monica Gandhi, director of HIV.  Infectious Diseases and Global Medicine at UCSF.</p>
<p>At the Mission Neighborhood Health Center, HIV testing decreased 44% in 2020.  The center is now preparing to resume public relations, such as going to local bars and spreading the news about HIV testing and care options nearby.</p>
<p>However, a full recovery will take time as the clinic&#8217;s HIV prevention staff tasked with working on Covid-19 tests and treatments will focus on the Delta variant.</p>
<p>“These people are doing both jobs now, but their focus is still really on COVID.  We have a great demand for vaccines and tests.  In Mission, we are the epicenter of the COVID pandemic in San Francisco, ”said Fernando Gomez-Benitez, deputy director and chief administrative officer, Mission Neighborhood Health.</p>
<p>For a city that has made great strides in fighting HIV, San Francisco health workers are now looking for ways to continue that advance while prioritizing work and resources for COVID-19 testing and vaccination.</p>
<p>&#8220;At the moment, many smaller clinics are still closed,&#8221; said Reina Hernandez, associate director of the San Francisco AIDS Foundation.  &#8220;We saw people drop out of care completely because the clinic they were connected to couldn&#8217;t see them.&#8221;</p>
<p>Allocating more resources to the city&#8217;s hyperlocal HIV testing and treatment programs to further combat Covid and pre-existing health issues will be essential to recovery from the San Francisco pandemic, Gandhi said.</p>
<p>&#8220;There are people in this city with HIV who weren&#8217;t diagnosed last year,&#8221; she said.  &#8220;I hope we can find them by expanding our community-based programs.&#8221;</p>

<p>OAKLAND (AP) &#8211; A giant industrial air conditioner crashed onto a street in downtown Oakland seconds after being lifted by a helicopter.</p>
<p>Witnesses reported to Mercury News that no one was injured when the cables tore and the truck-size unit fell on the sidewalk and construction workers ran for cover on Saturday.</p>

<p>Brothers Gabriel and Rudi Tcruz passed by and stopped to record a video of the Sikorsky Skycrane helicopter turning on the air conditioner.</p>
<p>&#8220;The air conditioning took over and then the cables broke,&#8221; Rudi Tcruz told the newspaper.  &#8220;The helicopter is so loud that when it hit you couldn&#8217;t even hear the impact.&#8221;</p>
<p>The unit fell about 40 feet.  The helicopter continued to hover overhead.</p>

<p>The street not far from the town hall was closed to traffic at the time of the accident.  Oakland police and city officials did not immediately respond to calls made to Mercury News for further details.</p>
<p>&#8220;You could definitely see the dismay,&#8221; Tcruz said of the construction workers.  &#8220;One of the guys when it crashed turned around and tore off his helmet.&#8221;</p>
