What first catches the eye is the historic exterior of a property that takes its name from the castle in “The Lady of Shalott,” a 19th-century ballad by Alfred Lord Tennyson, according to Bloomberg.

Across the country, the nation’s largest cities have been losing residents, a trend partially fueled by a loosening of in-office work requirements and partially due to rising housing costs. But San Antonio is an exception.

Among the 10 largest cities in the country, San Antonio is one of three that has actually seen population growth since 2020.

Other cities in the San Antonio and Austin metro areas — including New Braunfels, Kyle and  Georgetown — have also experienced swift population growth, according to the U.S. Census Bureau. The population has grown by about 14 percent in Georgetown, nearly 11 percent  in Kyle and 6 percent in New Braunfels between July 2021 and July 2022.

In addition to collecting Americans’ taxes, the IRS collects the most detailed information on where Americans are moving. The numbers take some time to come out — we are just getting statistics for 2021 — but they are a treasure trove of data. The information is based on the reported mailing addresses on tax returns filed to the IRS in 2020 and 2021. By looking at year-to-year changes to a filer’s address, the IRS determines whether or not they moved. The agency then publishes data on the total number of movers between any two counties and their total incomes.

The numbers show that many people moved to suburbs not far from their previous home. But other less-common destinations saw spikes in inbound migration during the first year of the pandemic, with some counties seeing more than twice as many people move in than in previous years.

Former Bexar County residents mostly stayed in Texas, and about 6 percent who did leave the county — just above 5,000 people — moved right next door to Guadalupe County. Another group of about 5,000 former residents moved to Comal County.

The traffic wasn’t just from Bexar County to Guadalupe County. More people moved from Guadalupe County to Bexar County than any other single location, according to the IRS data.

Counties that are home to other large cities in Texas, including Houston, Austin and El Paso, accounted for a combined total of 7,186 new Bexar County residents.

El Paso County in Colorado, which is home to Colorado Springs, was the most popular destination for Bexar County emigrants who moved outside of Texas.

More than half  of Texas’ 254 counties saw stronger growth in residential populations during 2020-21 when compared with pre-pandemic migration trends.

For instance, Comal County added 11 percent more new residents during 2020-21 compared to the yearly average of the county’s immigrants between 2015 and 2020.

While most counties had a higher number of new residents, about 27 percent  of Texas counties had increased numbers of people leaving the respective county.

That said, 48 counties — about 20 percent of the state — had an increase in both inbound and outbound migration. Blanco County had a 46 percent increase in the number of new residents compared to the yearly average between 2015 and 2020. But the county also had a 20 percent increase in the number of people leaving.

In addition to migration data, the IRS also publishes the reported total income of people moving between counties. Using this information, we calculated the net income change for each county — the difference in total income of people moving in and those moving out. We also calculated the average household income of movers by dividing the total income by the number of filed tax returns per county.

Net income changes largely follow net migration trends. Counties with net population increases in 2020-21 typically gained income, while counties with overall population declines generally lost income. For instance, New York County’s population fell by 63,000 people in 2020-21, resulting in a net income loss of $16.5 billion. Meanwhile, Palm Beach County in Florida had 12,000 more people enter than leave the county and an overall income gain of $7 billion.

Travis County, Texas is an exception to the rule. Despite a population decline of 8,000 people, those who moved to Travis reported higher incomes ($6.5 billion in total) than those who left ($4.7 billion) — a difference of $1.8 billion. On average, households that moved to the county reported incomes of $120,000, while those that left reported $86,000.

About 70 households moved from Bexar County to Palm Beach County in Florida, taking with them an average annual income of about $160,000 each.

While those households had the highest average income of Bexar County emigrants, hundreds of higher-income Texans remained in state. About 1,000 former Bexar County households with an average income of $130,000 moved to Kendall County, just north of San Antonio. Another 200 with the same average income moved to Kerr County, just northwest of Kendall County.

Former Bexar County households with lower incomes also stayed in Texas. Specifically about 500 moved to Wilacy, Bee, Walker, Maverick, Liberty, DeWitt and Karnes counties. The average annual incomes of those households were $34,000 or less.

People from outside of Texas did bring their wealth to Bexar County. About 43 households came from San Mateo County, California, just south of San Francisco. These households had an average annual income of $260,000.

King County, Washington, home to Seattle, and San Francisco and Santa Clara counties in California had nearly 500 households move to the San Antonio area, bringing with them between $140,000 and $180,000 in average annual incomes.

Lower-income families also came from California. Specifically, 26 households with an average income of $25,000 moved from Merced, a county in the middle of the state.

It’s important to note that the IRS data provides only the total income, so it is possible that some of the outliers are driven by one particularly higher-income of lower-income household moving from one county to another. We’ve included only cases where at least 50 households moved between counties to account for that, but a very rich or poor family still might skew the results.

San Francisco rose from the red to the milder orange tier on Tuesday, and starting Wednesday more businesses will be able to open in the city for the first time, and those that are already open will be able to increase capacity indoors.

With the jump to the orange row, the city will see the most reopenings since the pandemic began in March 2020, according to Mayor London Breed.

“Thanks to the Franciscans’ continued efforts to adhere to public health guidelines and our efforts to vaccinate people as soon as possible, we have come to a place in the fight against this virus where we will continue to reopen the San can Francisco, ”Breed said in a statement.

The city released a long and detailed list on Tuesday that allows businesses and activities to resume operations and expand their capacities.

The following activities can reopen on Wednesday:

Non-essential offices: Individuals with 20 or more employees can re-open with up to 25% capacity indoors, including meeting and conference rooms with 25% capacity. Offices with fewer than 20 employees must reduce capacity to 6 feet between employees at all times.

Indoor family entertainment: Indoor bowling alleys, mini golf, pool halls and other family entertainments where individuals can easily keep a distance of at least 3m can be reopened with a capacity of up to 25%. Groups must consist of members of one household.

Indoor recreation: The facilities can be reopened with a capacity of 25% and up to 100 people. Up to 12 participants from up to three households can take part in contactless indoor recreation (and from up to four households with indoor tennis and pickleball).

Indoor organized sports for adolescents and adults can be resumed with stable groups of up to 16 participants with no budget limit. Spectators are not allowed in any context, except for the necessary supervision of children in youth sports. Young people are only allowed to take part in one organized indoor activity at a time. Indoor ice hockey, wrestling and water polo are still prohibited.

Bars, Breweries, Wineries, and Outdoor Distilleries: These can be used for outdoor seating table service without the need to serve food. No more than six people per table. Two table reservations are allowed, but guests cannot mingle between the tables. Indoor bars, breweries and wineries without a catering service will remain closed.

The following activities can expand your operational capacity:

Eat: Indoor dining in restaurants, bars serving meals, cafes and cafes, hotels, museums, and food courts in shopping malls can be expanded to 50% capacity or 200 people, whichever is less. Tables of up to six people from up to three households are allowed, and facilities can stay open until 11 p.m. The two-hour seat restriction has been lifted.

Gyms and Fitness: Gyms, fitness centers and indoor climbing walls can be expanded to 25% capacity for up to 100 people, including youth guests under the age of 18. Indoor locker rooms and showers can be opened with ventilation approved by the Ministry of Health. Indoor saunas, steam baths and whirlpools must remain closed.

Group fitness classes including cardio can resume up to 25% capacity or 100 people, whichever is lower. The 25-person limit for outdoor fitness classes can be lifted as long as the physical distance between participants is maintained.

Sale: Standalone retail stores, shopping malls, contactless retail services, equipment rentals, financial institutions, laundromats, etc. can increase customers’ indoor capacity to 50%.

Personal services: Indoor personal services such as hairdressing and nail salons can be expanded to 50% of customer capacity.

Museums, zoos and aquariums: Indoor capacity can be expanded to 50% of customer capacity with an approved security plan. Cloakrooms and interactive exhibits can be resumed with existing hygiene protocols. Auditoriums can be reopened for films according to the guidelines of the indoor cinema.
Outdoor zoos can reach their full capacity outdoors, with physical distancing in accordance with an approved safety plan.

Indoor worship and funerals: Indoor capacity can expand to 50% and resume singing, singing, and playing wind and brass players in compliance with applicable health regulations, including face covering and keeping 12 feet between households.

Indoor political demonstrations: Indoor events like campaign rallies can expand to 50% of maximum capacity and resume singing, singing, and playing wind and brass players in compliance with applicable health regulations, including face covering and keeping 12 feet between households.

Film production: The company can be expanded to 50 people.

Higher Education and Adult Education: Indoor classes, including lecture classes, and on-campus libraries can be resumed at 50% capacity for up to 200 students.

Outdoor tour operator: Open-air boat and bus tours can be expanded to 25 guests.

Pools: Indoor pools can be opened for general use with a capacity of up to 25%. Indoor water fitness classes must remain closed. Outdoor pools can be opened for general use up to a capacity of 50%. The aerobics class for gentle water outdoors can be continued.

Outdoor family entertainment: Outdoor roller rinks and ice rinks can expand to full capacity with physical distancing.
Standalone rides in amusement parks allow members of three households to live in enclosed spaces such as cars or cabins, with ventilation measures recommended.

Outdoor and after-school youth programs (OST): Childcare and Pre-K programs can be expanded from 16 participants to stable groups of any number of people permitted by their state licensing requirements. OST programs can be expanded to 27 (including teenagers and adults) for all programs other than sports.

Outdoor recreation: Participation in all types of outdoor recreation can be increased to 25 participants from three households (and four households in the case of golf, tennis, and pickleball). Sports organized outdoors for young people and adults can continue to be practiced with stable groups of 25 participants without any budget restrictions.

These activities will resume at a later date:

Art, music and theater performances and outdoor festivals: Starting April 1, organized outdoor arts and performance events can take place with audiences of up to 50 people if a health and safety plan is presented to the city at least five days in advance of the event. Allocated seats are not required, but social distance between spectators must be maintained. Seating concessions are permitted for al fresco dining or in the bar in accordance with health guidelines.

Outdoor spectator sports and great outdoor entertainment options: Beginning April 1, outdoor spectator sports and live entertainment venues may reopen with assigned seating with capacity restrictions and other operating policies if a health and safety plan is presented to the city at least five days prior to the event.

Youth camp overnight: From June 1st, youth camps can be resumed overnight according to government guidance.
