<p>ANAHEIM, Calif. (AP) &#8212; Whenever Shohei Ohtani is on the mound, the Los Angeles Angels feel confident they can pull off a win.</p>
<p>Ohtani hit nine in six innings and Mickey Moniak hit his second big hit of the series with a two-run double in the seventh as the Angels beat the Minnesota Twins 4-2 on Sunday.</p>
<p>Alex Kirilloff hit a home run and Carlos Correa hit an RBI double for the Twins, who lost four balls out of six on their road trip through Southern California.</p>
<p>Ohtani didn&#8217;t come to a decision despite conceding just one run and two hits.  It was the fourth time in ten starts this season that the two-way superstar had nine or more strikeouts.</p>
<p>&#8220;It was really good today,&#8221; said Angels manager Phil Nevin.  &#8220;He&#8217;s had five wins and held us in every game.  He gave up some runs when we took the lead but he seems to have gotten us to the finish line with that lead.  He knows exactly when to call back.”</p>
<p>The Angels improved to 8-2 when Ohtani started and scored a three-game streak for the first time since early May.  Ohtani leads the majors with a .142 opponent batting average and is third in strikeouts with 80.</p>
<p>Ohtani threw 99 shots against the Twins.  Of his 62 hits, 22 were weak hits, which made up his best of the season.</p>
<p>“Getting the swings and misses is tremendous and better than getting fouled.  So I&#8217;m doing my pitches and that&#8217;s a good sign,&#8221; Ohtani said through an interpreter.</p>
<p>Moniak, who netted a triple on Friday night, delivered a two-run double in the seventh to give the Angels a 3-1 lead.  Pinch-hitter Matt Thaiss hit a leadoff walk to chase starter Pablo López (2-3) and Zach Neto followed with a double to Jorge López&#8217;s right to set up Moniak.</p>
<p>Moniak almost stole a home run from Kirilloff in the eighth round.  He attempted to make a jump catch into the left stand after Kirilloff&#8217;s solo shot across the line, but the ball bounced out of his glove.</p>
<p>&#8220;I&#8217;ll take the game-winning goal all day,&#8221; said Moniak.  &#8220;It&#8217;s good to get a series win in a day game.&#8221;</p>
<p>Chris Devenski (2-0) took the win and Carlos Estévez saved for the 12th time.</p>
<p>Correa scored the Twins&#8217; first hit in the third inning.  His right center double came from Joey Gallo, who came on board with a two-out walk.</p>
<p>The Angels equalized in the fourth game.  Hunter Renfroe and Jared Walsh opened the inning with base hits before Gio Urshela&#8217;s sacrifice flight put Renfroe home.</p>
<p>AL Central leaders Minnesota was competitive in every game on the trip against the Dodgers and Angels but lost all in the late innings.</p>
<p>&#8220;When you lose a handful of tight ball games where you were either in the lead or you had clear chances &#8211; several clear chances &#8211; and you don&#8217;t capitalize on it, that&#8217;s hard to stomach,&#8221; said Twins manager Rocco Baldelli.  &#8220;We&#8217;re close to playing full baseball games, but we&#8217;re not there yet.&#8221;</p>
<p>BACK TO FORM?</p>
<p>Sunday&#8217;s performance was more in line with what Ohtani showed earlier in the season when he conceded just two earned runs and eight hits in his first five starts.</p>
<p>The right-hander was 2-1 in his last four appearances but had given up 17 runs and 18 hits, including eight home runs.</p>
<p>&#8220;I was trying to control the home runs and not make them feel good on the plate.  I was trying to make sure they weren&#8217;t making good swings,&#8221; Ohtani said of Sunday&#8217;s outing.</p>
<p>The only thing Ohtani wasn&#8217;t happy about was his three walks and also a hit batter.</p>
<p>TRAINING ROOM</p>
<p>Twins: DH Byron Buxton was given the day off after retiring from Saturday&#8217;s game with a strain in his right leg.</p>
<p>Angels: LHP Aaron Loup has been ruled out of injury list after missing 15 games with a left hamstring strain.</p>
<p>NEXT</p>
<p>Gemini: RHP Bailey Ober (3-0, 1.78 ERA) makes his third straight start against an interleague opponent in the opener of a three-game streak at home against San Francisco.</p>
<p>Angels: RHP Jaime Barria (1-1, 1.96 ERA) got his first start of the season in the opener of a three-game set against the Boston Red Sox.  Barria has made 10 appearances outside of the bullpen.</p>

<p>Almost all residents of the San Rafael RV park received eviction notices this week after the property owner lost a rental dispute in the US 9th Circuit Circuit.</p>
<p>In the Feb. 10 decision, the three-judge panel confirmed that the district court dismissed property owner Donna Chessen&#8217;s contention that the city ordinance stabilizing RV rentals constituted illegal &#8220;earnings.&#8221;</p>
<p>The ruling was the latest development in the saga that followed when the city sued Chessen and Harmony Communities, the Stockton-based property management group, in December 2021 for seeking rent increases allowed above the ordinance.</p>
<p>In the Court of Appeals ruling, the judges wrote that the Rent Control Ordinance had been in effect for 15 years before Chessen and her husband bought the property in 2006.  Additionally, the ruling states that there was a &#8220;final ruling by a state court that found the property is subject to the ordinance.&#8221; This refers to a 2004 ruling.</p>
<p>On Monday, eviction notices were delivered to approximately 40 addresses at the RV park at 742 Francisco Blvd.  west, according to local residents.  The notice says tenants have until October 31 to vacate their homes and remove them from the property, otherwise they could face legal consequences.</p>
<p>&#8220;Where can I go? How can I afford to move?&#8221; said Alexander Vernimmen, a 70-year-old resident who has lived at the park for 18 years. Vernimmen said he lives with his 96-year-old mother, and her only income are social security payments.</p>
<p>Vernimmen said he was served with a separate eviction notice from the court on Dec. 30, which gave him just two business days to respond due to the bank holiday weekend.</p>
<p>&#8220;They prey on old disabled people and poor families with children,&#8221; he said.</p>
<p>The dispute began in August 2021 when tenants were notified of the rent increases, which Harmony said would bring the average monthly rent to $650.  City officials and residents pushed back, saying the increase violates the city&#8217;s RV rental stabilization ordinance, which is designed to protect the park&#8217;s affordability.</p>
<p>The argument depends on what type of houses there are.  Harmony says they are recreational vehicles and are therefore exempt from a city rental control ordinance that covers mobile or manufactured homes.  The city and local residents say otherwise.</p>
<p>Chessen argued in court that there were only mobile homes on the site.  If a mobile home is used as a place of residence for nine months or more continuously in the same place, it is considered a mobile home under the country&#8217;s civil code.</p>
<p>Marin County Superior Court Judge James Chou in July granted a request for an injunction barring the defendants from charging rents in excess of the city&#8217;s rent stabilization ordinance for mobile homes.  The regulation caps rent increases for RV sites at 75% of consumer price index adjustments.</p>
<p>In July, the property management gave the tenants letters of intent to close the RV park, but did not give a date.  The closure of an affordable housing mobile home park requires the owner to complete a tenant impact report and take steps to move tenants or pay fair market value for eviction.</p>
<p>In the July letters to residents, Harmony staff wrote that &#8220;the park has been operating at a loss for several years and is struggling to keep this park open so that no resident has to relocate.  The reality is the land is worth a lot more than running an RV park for affordable housing.”</p>
<p>According to the property tax report, the 1.26 hectare property was built in 1952.  The property is owned by the K&#038;M Family 1997 Trust, a company controlled by Chessen.  The property has an estimated value of $2.92 million recorded in 2022.  Property taxes last year totaled $74,006.</p>
<p>Assistant City Attorney Genevieve Coyle said in an email that the city agrees with the 9th Circuit&#8217;s ruling and that the city is still pursuing its separate litigation in Marin County Superior Court to enforce the city&#8217;s ordinance.  A trial is scheduled for May.</p>
<p>&#8220;We are aware of the eviction notices and are reviewing them,&#8221; Coyle said.</p>
<p>Fabian Quezadas is one of a group of newer residents renting the mobile homes provided by Harmony.  He lives in one unit, his brother and family live in a separate one.  They both have leaks and <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> issues, he said.  Quezadas said they pay $1,295 a month in rent for each house.</p>
<p>&#8220;These units are uninhabitable,&#8221; he said.  “In the first rainy week we had leaks, plumbing issues, I found black mold in the bathrooms and around the windows.  When I told Harmony they said I never informed them of any mistakes and now they are trying to evict me.&#8221;</p>
<p>Quezadas said the situation had gotten so bad that he was temporarily staying at a hotel.  He said he complained to a Harmony Communities president, Matthew Davies.  &#8220;He said to me, &#8216;If I don&#8217;t like it, you can move out.  We can terminate your lease.&#8217;”</p>
<p>Attempts to reach Chessen were unsuccessful.  Her attorneys, Dan Rudderow and Chris Chapman, did not respond to a request for comment.</p>
<p>Davies also did not respond to a request for comment, but Heywood Jablóm, a company spokesman, emailed a statement.</p>
<p>&#8220;This property consists entirely of RVs, which are legally exempt from city ordinance,&#8221; Jablóm wrote.</p>
<p>“The park is losing money because rents aren&#8217;t covering expenses.  The city has been told that the park will have to close because it is losing money, but the city has refused to compromise,&#8221; Jablóm wrote.  “The city wants a private landowner to single-handedly subsidize affordable housing in San Rafael, but the park is cash-strapped and losing money every month.  Since the city has refused to comply with its own ordinance, the only option is to close the park.  We expect all residents to be moving out by October and look forward to remodeling the property for higher and better use.”</p>
<p>Resident Gilbert Nicholls, who has lived there in his home since 2004, said he remains optimistic after hearing the federal ruling.</p>
<p>&#8220;You&#8217;re picking at straws,&#8221; he said.  &#8220;You won&#8217;t win.  They won&#8217;t beat us.&#8221;</p>
<p>Harmony Communities was also involved in a controversial 2018 rent increase for RV sites in San Leandro, which has no rent control.  In a case in Fresno County, residents of the Shady Lakes mobile home park filed a lawsuit two years ago, alleging the company unfairly hiked rents and harassed renters.  They are reportedly still facing rent increases.</p>
<p>Company representatives rejected the claims in both cases.  The company continues to buy affordable housing communities in low-income areas in cities like Gilroy and last year Golden, Colorado.</p>

<p>The San Francisco 49ers got some pretty good news Monday as they move on after their brutal loss to the Los Angeles Rams during the NFC title game.</p>
<p>According to NFL Network&#8217;s Tom Pelissero, defensive coordinator DeMeco Ryans will remain with the 49ers after declining a second interview for the job as head coach of the Minnesota Vikings.  Ryans was among a number of candidates for the vacant head coaching job and was widely expected to garner more interest as a potential NFL head coach.</p>
<p>Still, his decision to stay with the 49ers is definitely good news.  As the team tries to improve on what they built last season, continuity on defense is a big help to them.</p>
<p lang="en" dir="ltr">#49ers DC DeMeco Ryans declined a second interview with the #Vikings, according to the source, opting to pursue his development in San Francisco. </p>

<p>Of course, the 49ers still have a lot of questions to answer this offseason.  For one, Jimmy Garoppolo&#8217;s future on the team was the talk of the town.</p>
<p>San Francisco has been rumored to be walking away from the veteran quarterback after making Trey Lance their quarterback of the future.  Jimmy declined to answer questions about whether he might be playing his last game for the 49ers, but hinted it might finally be over as he said he has no regrets this season and is just grateful he got the opportunity to achieve the conference championship.</p>
<p>It remains to be seen what the 49ers will do in the end, but at least they&#8217;ve solved a problem with the return of their defensive coordinator.</p>

<p>Game planning in the NFL is all about matchups.  It&#8217;s like playing chess &#8211; only in this case the chess pieces are soccer players.
</p>
<p>How does Detroit fare against San Francisco?
</p>
<p>Detroit is seven point underdogs: will Lions be able to cover this spread?
</p>
<p>The chess masters in this game will be Detroit&#8217;s defensive coordinator Aaron Glenn against the sorcery of San Francisco head coach Kyle Shanahan.
</p>
<p>Glenn is a new defensive coordinator with a strong defensive background &#8211; both as a player and as an assistant coach.  Shanahan, on the other hand, is widely viewed as being very skilled at creating inequalities.
</p>
<p>That preseason, Shanahan was busy gaining a game day advantage by installing a two-QB system, alternating with veteran QB Jimmy Garoppolo and rookie QB Trey Lance.  But that will have to wait as Lance is inactive for this game with a hand injury.
</p>
<p>It leaves Garoppolo under the center, which works the central parts of the field most effectively.
</p>
<p>San Francisco has offensive weapons everywhere, with receivers Deebo Samuel, Brandon Aiyuk, and Mohamed Sanu who is best in the red zone.  Shanahan is also very fond of the Jalen Hurd Reserve.  But Hurd has had a hard time staying on the ball this preseason.
</p>
<p>The back of the 49ers is Raheem Mostert, a vicious inside-out runner with good hands.
</p>
<p>Look for San Francisco to immediately target George Kittle and attack Detroit&#8217;s new 3-4 defense philosophy (three down linemen and four linebackers).  Kittle will be reporting on Detroit OLB Trey Flowers who has spent the last couple of seasons as a 4-3 rush end.  Although Flowers is a good athlete, it has been a while since he last played the &#8220;Jack&#8221; LB commercial in New England (a player who specializes in rushing the QB and falling into coverage ).  Flowers will get help from security guards Tracy Walker and Will Harris, but that matchup alone could decide or destroy the game.
</p>
<p>It will also be tough for Detroit to get Garoppolo hot because the top seven of the Lions don&#8217;t go well with the San Francisco offensive line.
</p>
<p>Detroit&#8217;s two best pass rushers are Flowers and his OLB colleague Romeo Okwara.
</p>
<p>Detroit&#8217;s only real hope of exerting heat is lightning, and that is inadvisable against Shanahan. </p>
