<p>SALINAS (BCN) &#8211; Heavy rains, expected Monday afternoon, prompted authorities to upgrade an evacuation warning for areas at risk from debris flows near River Road in Salinas, the authorities said.</p>
<p>The order is for Pine Canyon Road in Salinas, including Trimble Hill, Mesa Road, Manzanita Way, Wildwood Way, Redding Drive, Belmont Circle, and the southwest end of Berry Drive, according to the Monterey County Sheriff&#8217;s office.  The order also affects Limekiln Road and the 800 block of River Road in Salinas.</p>

<p>The National Weather Service had previously issued a flash flood warning for the fire scarring areas of River Fire, Carmel Fire and Dolan Fire from 1:45 p.m. to 8:00 p.m.</p>
<p>Forecasters said heavy rainfall is expected to hit thresholds for increased risk of debris flow activity in the former fire areas, prompting the upgrade to an evacuation order.</p>

<p>Debris streams are fast moving masses of mud, rocks, boulders, trees, and sometimes houses or vehicles.  They move fast and are often fatal to those who get in their way.  The only way to avoid debris flows is to get to safety from a debris flow event.</p>
<p>Properties downstream of the fire areas are at increased risk of flooding and debris flows.  Local residents are asked to be vigilant and watch out for any land movement.  Anyone concerned about security should leave the area and not wait for officials to tell them to, the sheriff&#8217;s office said.</p>
<p>Highway 1 is closed at Deetjens Big Sur Resort and Ragged Point.  Resources and information on evacuating large animals are available from the SPCA Monterey County at (831) 646-5534.</p>

<p>NOVATO (CBS SF) &#8211; A large drill rig carrying hundreds of pounds of crushed cars overturned on Highway 101 in Novato early Friday, scattering piles of debris along the lanes heading north and south.</p>
<p>According to the California Highway Patrol, the single vehicle accident occurred at 1:27 a.m. on Highway 101 near De Long Ave. when the driver may have fallen asleep at the wheel.</p>

<p>The truck crashed into the guardrail that divided the lanes, overturned the trailer of the vehicle and tipped its load over two lanes in both directions.</p>
<p>The impact also pierced the truck&#8217;s gas tank and spilled fuel at the scene of the accident.</p>

<p>At 4:55 a.m. the CHP reported that lanes 1-4 were closed to the south and that traffic was passing on the hard shoulder.  In the north, lanes 1-3 were closed, traffic on lane no. 4 was continuous.</p>
<p>The driver suffered minor injuries in the crash.</p>
<p>There was no ETA as to when the lanes would be cleared and reopened.  Caltrans crews cleared up the debris, cleaned up the fuel, and made makeshift repairs to the guardrail.</p>

<p>NAPA COUNTY (BCN) &#8211; Crews have completed the removal of burned metal, concrete, ash and contaminated soil from properties in Napa County hit by forest fires in 2020, the governor&#8217;s emergency services office said Thursday.</p>
<p>The removal took place on 311 lots in the county as part of California&#8217;s Consolidated Debris Removal Program, run by the OES, which dispatched state and federal officials to inspect and remove forest fires from properties in 25 California counties.  Almost 6,000 accommodations nationwide took part in the program.</p>

<p>With the completion of Napa County, all six greater Bay Area counties eligible for the program have completed their debris removal efforts.  Nationwide, 98.3 percent of the eligible debris for the program has been removed.</p>
<p>Clearing the rubble is the first step in allowing owners to rebuild what was previously destroyed by fire.  In 2020, more than 8,000 fires in the state burned 4.2 million acres and destroyed more than 5,700 homes. </p>

<p>Next, property owners must go through several assessments to ensure their soil and vegetation meet state environmental and safety standards before state officials do a final inspection and local officials approve the property for reconstruction.</p>
<p>In Napa County, 78.5 percent of the properties included in the program have been approved to begin the approval process with the county to begin rebuilding.  Lake, Mendocino, and Santa Clara have reached 100 percent of the lots approved by state officials to apply for a permit.</p>
