LIVEMORE — A woman was stranded on top of her car in a swift-moving Livermore creek for about 15 hours before being rescued Tuesday morning, the Alameda County Fire Department said.

Just after 10 a.m. Tuesday, a camper near the 7000 block of Del Valle Road called the Alameda County Fire Department about a car submerged in the water.

Fire crews at the scene spotted a woman sitting on top of the car and began planning a rescue, while calling the CHP for help. Thanks to appropriate weather, a CHP helicopter was able to lower a rescue technician and get the woman out of the creek.

“It could have had a whole different outcome. She could have been swept downstream, but she was strong enough to get up on top of the vehicle,” said Battalion Chief Kent Carlin, with Alameda Fire. “Maybe out of her tenacity or luck. I don’t know what it was. The entire cab was submerged, so she was able to swim out of the window and climb herself up on the vehicle.”

Video posted on the CHP Golden Gate Division Air Operations account showed the dramatic rescue.

**Water Rescue–Lake Del Valle**

This morning, CHP H-30 responded with Alameda County Fire, Pleasanton-Livermore Fire, East Bay Regional Parks, San Ramon Fire Department Helicopter Rescue Technician (HRT) and Falck Ambulance to a report of an overturned vehicle at Lake Del Valle. It was further reported that the occupant was sitting on top of the vehicle in the middle of a flowing creek.

As firefighters set up for a rescue with rescue swimmers, H-30 arrived overhead and lowered a San Ramon Valley Fire Department Helicopter Rescue Technician (HRT) to the vehicle. The San Ramon Valley Fire HRT placed the victim in a rescue harness for rescue. H-30 was able to hoist the HRT member and victim from the car to waiting firefighters.

The victim was transported to a local hospital by ambulance with minor injuries. It appears the victim attempted to drive across a creek that was moving fairly swiftly due to recent rains causing her vehicle to overturn in the creek.

According to Alameda Fire, the woman tried to drive through the creek around 7:30 p.m. Monday, but she underestimated how deep it was and was running faster than expected causing her car to overturn.

She was stranded for about 15 hours. Rescue crews said she would be OK, but she was still taken to a hospital to be evaluated.

SAN FRANCISCO — In recent years, international attention has been focused on San Francisco’s Tenderloin and the immense challenges there. There is homelessness, which surfaced acutely decades ago. There is the drug dealing and drug abuse that has exploded on neighborhood sidewalks in recent years claiming a record number of lives.

While San Francisco has tried to tackle all of that there is one byproduct of those larger challenges which is a tremendous challenge in its own right. That is the trash, food, furniture, bicycles and whatever else winds up on city sidewalks during the overnight hours. Someone has to clean it up.

“At times it feels like, you know, our efforts are for none,” said John Mello, operations manager with the Tenderloin Community Benefit District. “‘Cause we will knock out this block and someone will come back and dump it right back out on us. Almost seems like a thankless job. Because, look at it!”

At daybreak in the Tenderloin Mello’s job doesn’t so much get underway, as it picks up where it left off.

“The trash is all over the place,” he said. “It’s enormous.”

The Tenderloin Community Benefit District is just one of the groups mobilized against this neighborhood’s blight.

“We do pressure washing,” Mello explained. “We do graffiti removal. We do trash pick-up. We do loose garbage, debris, pan and brooms.”

On another corner, San Francisco Public Works crews are starting their day.

“We have animals and pets and pedestrians and all that,” said Al Matus, describing who he’s trying to help.

Matus, a San Francisco native, is among those who get up every morning and tackle a wave of trash so relentless it can overwhelm the storm drains.

“Especially during the rainy season all this debris can flow down into the catch basins. So we have to make sure all that is taken care of so it doesn’t flood,” Matus said.

Over the week of Sept. 22, city crews collected more than 36,000 pounds of trash in the Tenderloin. That’s only what Public Works crews hauled away and doesn’t include what was picked up by the Benefit District workers or Urban Alchemy. It’s just one average week.

The trash never stops.

“So we try to collaboratively work with everybody we possibly can,” Mello said of the challenge. “Because it’s a group effort to keep this place clean because not one agency, you know, not 10.”

On any given block you can find residents putting up their own fight and the city says it’s trying to stop some of the trash inflow with outreach to those who may be piling on the problem without knowing it.

“Residents who live in single-room-occupancy hotels where there might not be sufficient garbage service for them, some of those people try to do the right thing by putting the garbage bags, tying it up, putting it outside … hoping it gets picked up,” explained  Rachel Gordon with San Francisco Public Works.  “But what happens then is that people come through at night or, sometimes, during the day, open the bags and spread all the garbage everywhere. It makes a big mess on the street.”

Another problem is that these pickups are full after about an hour’s work and currently have to drive out to Recology on the Peninsula. So the city is getting some larger dump trucks that can offload the pickups in the middle of town.

“So the trucks don’t have to go and spend an hour back-and-forth going there,” Gordon said of the plan. “They can keep on the streets to keep cleaning.”

For the Tenderloin, trash and litter have become a generations-spanning challenge, just like the larger issues facing this neighborhood. All of these things intersect and the people trying to keep the sidewalks clean are in the middle of all of it.

“There’s somebody sleeping over there,”  Khaled Shehadeh with SF Public Works said, pointing to a person under a blanket. “We’re not just going to go disturb them and move them.”

Some public works crews are tied directly to encampment resolution teams. That involves things like determining the legal number of bicycles someone can have on a sidewalk and making sure batteries and other kinds of hazardous waste don’t go out with trash. Every cleaning crew works around similar issues. In this case, someone claimed what looks like trash as their belongings.

“Bags, paper bags ripped apart,”  Shehadeh said. “But there’s nothing we can do. We have to respect her wishes. She says that’s hers so we can’t clean it up.”

“It is very complicated,”  Mello said of the situation. “It’s very complicated. It’s just what the Tenderloin is right now. Hopefully we can, all here together, make it better.”

“Being brought up here in the city and everything,” Matus added. “For me, it’s not just work, it’s a little more personal than that. So I go about my day, go home and feel like I put in a day’s work and it keeps me satisfied and keeps me going.”

SAN FRANCISCO — After Florida Gov. Ron DeSantis featured San Francisco in a new campaign ad, all eyes are on the city’s efforts to clean up some of its hardest-hit areas.

Every day, dozens of street cleaners from the Department of Public Works are on site cleaning up thousands of pounds of trash from across San Francisco that is often carelessly and illegally disposed of. Your team may see increased investment from Mayor London Breed’s recent budget proposal.

“It’s a clean city, but there’s a lot of trash,” street cleaner John Duport told CBS San Francisco. He has a unique take on city cleanliness that not everyone shares.

“If we stopped work for a few days, the city would grind to a halt, garbage would fill the streets,” Duport told CBS News Bay Area.

In addition to his role as a street cleaner, Duport sees himself as an ambassador for the city, having cleaned every neighborhood in his eight years with the Public Works Department.

There’s one unsurprising item he sees everywhere from the Tenderloin to the Sunset District.

“I find needles all over town,” Duport explained. “That’s the only constant thing; Needles are everywhere.”

It’s an affair of the heart for Duport, who was born and raised in the city by the bay. Every day he patrols the city streets and leaves them better than he found them.

He says he’s equipped with everything he needs, but more staff is the only thing that could significantly improve the San Francisco cleanup.

“No matter how much rubbish I collect, I will never collect it all in one day. And that goes for every person who does what I do,” Duport said. “There just aren’t enough workers and trucks to take out all the trash.”

The Budget Committee of the San Francisco Board of Supervisors on Wednesday approved a $16.7 million budget increase for the Department of Public Works’ street cleaning division. According to a DPW official, the increase is due to savings from capital projects, deferred truck purchases, salary savings from job vacancies and unused funds.

Duport collects about 2,000 pounds of trash per shift. On Wednesday, he couldn’t drive a block in Richmond County without seeing a new pile lying on a curb.

“Today it’s just a few items. Tomorrow there could be a stack that fills my whole truck,” Duport said. “It seems like people think it’s okay to just dump their rubbish in the bins on every corner and we’re just here to collect it for them.”

Relief might be on the horizon. The overall budget must be approved by the Board of Directors on August 1st.

A documentary crew said it filmed a scene in San Francisco on Wednesday saying their cars were broken into and thieves stole tens of thousands of dollars worth of equipment.

The incident happened in broad daylight at the end of Lombard Street.

Eli Steele and Terrell Allen, the two independent filmmakers, told NBC Bay Area that they tried calling 911 to report the robbery. But they have been separated several times.

“We were parked behind this red truck,” Steele said.

Just after 11 a.m., Steele and his crew left his rental SUV for just 10 minutes to film a scene. When they returned, they found his car’s window had been smashed and his camera equipment stolen.

“We lost $30,000. So it’s a great achievement,” he said.

Minutes later, Allen said he saw people trying to break into another car.

“I run over there and say, ‘Hey, what are you doing?’ Stop it, stop it!’” Allen said. “Pulls a gun on me. Of course I’ll stop. They have moved three cars down. They didn’t walk a block. They didn’t move on, they didn’t go. They literally knocked out three cars.”

NBC Bay Area reached out to the San Francisco Police Department for comment Wednesday but received no response. However, police told the San Francisco Standard that they have the filmmaker’s police reports.

No arrests have been made and investigations are ongoing.

As most of the recent showers pull out of the Bay Area Thursday night, the region is taking a bit of a pause before the next in a series of atmospheric flows hits.

Thousands of people in the Bay Area were still without power as of Friday, and many others were rushing to clean up damage caused by recent flooding and wind.

At the Pink Onion restaurant on 14th Street off Harrison Street in San Francisco, the long-awaited rain break means all hands are on deck, floors are mopped and furniture is dried out.

Meteorologist Kari Hall follows the next storm for the weekend and its effects in the microclimate forecast.

“It’s a race against time,” said Pink Onion contributor Gabriel McCaffrey.

McCaffrey explained that on New Year’s Eve, the restaurant quickly flooded with two feet of water. He said staff quickly stepped in to respond, but the restaurant was still left with broken refrigerators, spoiled food and damaged plumbing. Further rains in the following days didn’t exactly help.

“Because we’re a small business, it’s difficult,” McCaffrey said, noting that the cost of closing the restaurant since New Year’s Eve has been a challenge. The hope is that there will be no rain in this fast lap Pink Onion will be able to reopen for business on Friday due to cleaning work.

“We’re just praying the weather eases up a bit for this whole block,” McCaffrey said, noting that other businesses on 14th Street were also struggling with flooding.

Many other Bay Area residents, businesses, and utilities also ran to repairs Thursday.

In San Francisco, the Public Works Department had employees cleaning up trees that had fallen on 500-foot MUNI lines at Junipero Serra and Sloat.

PG&E said it was just deck work for their crews too.

At 10:30 p.m. Thursday, PG&E announced that power outages affected 21,173 customers across the San Francisco Bay Area. Power was restored to tens of thousands of customers throughout the day. The utility reported 80,448 outages across the region as of 4:45 a.m

PG&E spokeswoman Mayra Tostado said the rain break has helped crews restore power more quickly and safely. She explained that the utility currently has more than 3,000 people on site restoring power and repairing damage, including some out-of-town workers from Southern California and Canada. Overall, Tostado said, this storm powered more than 500,000 customers, including 200,000 in the Bay Area.

With most of the recent rain showers drifting out of the Bay Area on Thursday night, San Francisco residents are having a little pause while they clean up before the next in a series of atmospheric flows hits the region. Alyssa Goard reports.

Tostado said one challenge in restoring power had been fallen trees, mudslides and saturated soil, all of which made it difficult for teams to work.

“In some cases, our teams were out restoring power and putting up new poles, and trees fell around them, so we had to pull them out because they’re not safe in those places,” she added.

While drier skies are benefiting PG&E repairs for now, Tostado acknowledged expected storms into next week could potentially keep some customers without power for longer.

“Some customers may experience outages that last longer than 48 hours. In those cases, they’ll receive a credit on their bill,” Tostado said, adding that customers with additional claims for PG&E are encouraged to submit them online for review on a case-by-case basis.

Local officials are advising Bay Area residents to use this lull between storms to gather supplies and prepare for the next gust of wind and rain.

After the San Francisco Public Works ran out of much-demanded free sandbags on Wednesday, the sandbags were back on sale Thursday. Residents can take five sandbags per address. These sandbags are available at the Marin Street and Kansas Street gate while supplies last.

SAN BRUNO (KPIX) — Investigators with the National Transportation Safety Board gave Caltrain the all-clear to begin removing the train that was involved in a fiery crash on Thursday from the tracks in San Bruno.

The removal process started Saturday. Crews were busy on the tracks as the train moved ever-so-slowly throughout the day.

Simultaneously, NTSB investigators continued combing through the wreckage, collecting as much evidence as they can from the crash.

The train will ultimately be moved to a secure location where investigators can continue to examine it, according to an NTSB spokesperson.

Meanwhile, Caltrain service was still interrupted on Saturday. Caltrain continued to operate a bus bridge between Millbrae, San Bruno and South San Francisco.

While some people were aware of the crash and the bus bridge and budgeted extra time for it, others didn’t know about it and were a bit confused by the process.

“I was going to take the train up to the St. Patrick’s Day celebration. Now I find I have to take a bus. Then I’ve gotta get from the bus back to the train,” said Vince Larkin.

Mike Ruiz didn’t budget the extra time to get up to the city from the South Bay.

“I would describe it as a bit chaotic and hectic,” Ruiz said. “Now I had to reschedule a play that I was going to go watch.”

NORTHSTAR AT TAHOE (CBS SF) – A California Highway Patrol helicopter equipped with high-tech detection equipment began traversing the skies over the Northstar ski area Thursday morning in hopes of receiving a signal from an avalanche safety beacon who may have picked up missing truckee skier Rory Angelotta.

The Placer County sheriff said Angelotta was a skilled skier and reportedly had avalanche gear with her when he disappeared in a snow storm on Saturday.

So far, four days of searching in difficult weather conditions have found no trace of Angelotta.

Tracks in deep snow in a remote mountain area had raised hopes on Tuesday, but then found they were being pulled by a bear.

The last of a series of violent winter storms finally moved east early Thursday. As of December 21st, 135 inches – over 11 feet – of snow have fallen at Northstar.

According to the sheriff’s office, friends of Angelotta reported him missing when he failed to show up for Christmas dinner on Saturday night after a day of skiing. Authorities said his car was found in the resort parking lot and his calls went straight to voicemail.

The sheriff’s social media accounts announced Tuesday that the Nevada Air National Guard was deploying a pioneering infrared-equipped Blackhawk helicopter to assist searchers in the current extreme weather conditions.

The sheriff’s office said other resources put in to assist with the search were Tahoe Nordic Search and Rescue, Placer County Search and Rescue, Nevada County Search and Rescue, Butte County Search and Rescue, Bay Area Mountain Rescue, Tahoe Backcountry Ski Patrol and Northstar California Ski Patrol.

The search for the 43-year-old Truckee resident was hampered by harsh weather conditions that dropped more than four feet of fresh snow. Angelotta was last seen at the Northstar ski resort on Saturday morning.

The investigations have shown that Angelotta’s ski pass was scanned at the Comstockbahn at around 11.30 a.m. No other activity has been recorded on his passport since then.

“Seekers responded and combed the mountain and surrounding areas despite the extreme weather,” said the Placer County Sheriff’s Department. “Rescuers were on their search with skis, snowmobiles and a snowcat. SAN JOSE (KPIX) – The crews began the final cleanup on Thursday at one of the Bay Area’s most famous homeless camps in South Bay.

The warehouse is located on 55 acres of vacant land in North San Jose owned by Apple.

Green flyers were posted informing camp residents that the site would begin closing at 7 a.m. on September 2. The flyers warned that any remaining materials would be removed. Valuables would be stored for 90 days, the rest will be transported to the landfill.

Crews worked much of the day, using bulldozers to scrape the debris into large trash cans and throw up noxious clouds of dust that reeked of human waste and raw sewage.

On August 13, Apple announced a partnership with HomeFirst and said the company would give the nonprofit “several million dollars” to clean up the website and provide shelter for the more than 60 people in the camp.

The residents were offered three types of interim accommodation: a motel room, an emergency bed or a secure parking space. Apple would cover the costs for the case for nine months and the case management for twelve months.

HomeFirst CEO Andrea Urton described Apple’s offer as “generous” and referred to recent major donations from local technology giants. Google and Facebook have donated $ 1 billion, and Apple has pledged $ 2.5 billion to build affordable housing and fund homeless initiatives.

“I don’t think American companies are doing enough. I think there are good people in America. I meet a lot of them every day. And yet I think companies could lean more to be part of the solution. And that means providing resources, financial resources, be it land, whether it’s working with developers to build affordable housing for their employees. Whatever it is, they have to be part of the solution with the city and county, ”said Urton.

She pointed out that funding from the private sector is needed as local government agencies are under budgeted.

“The city and the district are currently doing everything they can, and have been doing so for two years. They are underserved and tired, just like all of us. So if big corporations step in and provide the resources that nonprofits need to be part of the solution, together we can actually end homelessness effectively, ”said Urton.

HomeFirst response teams had offered accommodation to Robert Carlson, who has been on site for several months. But with several large vehicles including an RV, Carlson declined the housing and chose to go solo.

“It’s part of life, isn’t it? Trials and trials, man, ”Carlson said. “Well, we were all one big family here. We were a big family. I already miss everyone. “

Deborah Kempkoble, who has also lived on the premises for several months, accepted the offer for a motel room on the Monterey Highway and said her story “may have a happy ending”.

“You will help me get teeth. Because I don’t have any, do you understand? They will help me get teeth, ”said Kempkoble. “It’s easier to find a job when you have teeth.”

The new construction of a 2.70 meter high black metal fence now surrounds part of the property, which is guarded by a sizeable contingent of Apple’s private security guards.

ALPINE COUNTY (CBS SF / AP) – Firefighters south of Lake Tahoe faced another busy day of heat and extreme fire behavior along the state line as they battled the still-growing Tamarack Fire on Friday.

The Tamarack Fire south of Lake Tahoe grew approximately 7,000 acres on Thursday to 58,417 acres on Friday morning. The fire burned more than 78 square miles of wood and head-high chaparral in the national forest area. It broke out on July 4th and was one of nearly two dozen fires triggered by lightning strikes.

Although containment increased along the Carson River Road Corridor and parts of Diamond Valley Road, authorities said the crews on the east side of Highway 395 near Holbrook Junction continued to struggle.

It was estimated that a point fire in the area has grown to 2,500 acres and established itself on the ridge northwest of Topaz Ranch Estates, a parish in Douglas County, Nevada.

Another 1,369 people were evacuated mainly from the Hwy 395 corridor, bringing the total number of people evacuated from the Tamarack Fire to 2,439.

Firefighters on the ground and in airplanes will face exceptionally difficult weather and fuel conditions on Friday. Temperatures were forecast at 90 degrees Fahrenheit.

The fire departments assume that the weather will continue to be hot, dry and unstable. The minimum humidity is 15-20% and on Friday afternoons and evenings, southwest winds of 10-15 miles per hour with gusts of up to 40 miles per hour are forecast along the ridges.

Terrain winds were expected for most of the day, with the exception of increasing northwest winds in the late afternoon and evening. Additionally, there is a chance that thunderstorms will return over the weekend and likely by early next week.

A Truckee Meadows Fire & Rescue fire team shared a terrifying clip late Thursday that showed a truck nearly overwhelmed by a fast-moving point fire.

Clips of crews in harrowing situations caused by the Tamarack and other forest fires are posted more frequently on social media as the fire season worsens. On Thursday, the UC Davis fire chief shared a similar video from inside the cab of a fire truck, which he described as “heartbreaking.”

UC Davis chief fire officer Nathan Trauernicht also shared a daytime clip Thursday that gave viewers an idea of ​​the extent of the Tamarack fire, with the flames and smoke visible on a nearby hill above a threatened barn in the Foreground on the east side of the fire loomed.

A total of 1,353 firefighters are currently deployed at Tamarack Fire. The Alpine County fire destroyed at least 10 buildings.
