<p>For several years, the Los Angeles-based AIDS Healthcare Foundation has, despite its name, presented as a pro-tenant group to the public, advocating against evictions. </p>
<p>Yet a report from the Los Angeles Times reveals a different story surrounding the foundation, one filled not only with evictions, but putrid living conditions for its tenants. </p>
<p><strong>The backstory: </strong>The multi-billion dollar AIDS Healthcare Foundation operates over 730 treatment clinics across the globe. </p>
<ul>
<li>It also jumped into the housing sector six years ago and has become one of the biggest landlords on Skid Row. </li>
<li>The foundation was founded by Michael Weinstein, who has used it to push his political agenda by funding recent ballot measures in California for rent control, a housing development freeze and mandating condoms in adult films, among others. </li>
<li>Weinstein’s political advocacy has made him a target, with the California Apartment Association funding a ballot initiative that would effectively bar Weinstein from funneling his organization’s money to ballot measures. </li>
</ul>
<p><strong>The big picture:</strong> According to a recent report from the LA Times, the AIDS Healthcare Foundation owns properties in Los Angeles, managing nearly 1,500 units with another 467 under development. The foundation has also acquired buildings in Florida, Georgia, New York and Texas. </p>
<ul>
<li>While the foundation publicly touts its own renovation work, it has a poor track record in three of its buildings on Skid Row – the Baltimore, King Edward and Madison. </li>
<li>The LA Times found squalid living conditions in the buildings, which include 32 complaints made in the King Edward since it was purchased in 2018. The city only had five complaints on file for the previous five years before the foundation bought the building. </li>
<li>Such complaints have come because of exposed electrical wiring, painted-over fire sprinklers, missing smoke detectors and inoperable doors and windows. </li>
<li>More serious issues include black mold, nests of cockroaches, maggots, <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> breaks and a radiator explosion. </li>
<li>Complaints are made against the foundation’s buildings at a rate three times higher than buildings owned by other Skid Row nonprofits. </li>
<li>The foundation has also evicted tenants for owing a few hundred dollars and has sued nearly 70 tenants for back rent in small claims court.</li>

<p>A judge has named a receiver to take control of two large hotels given up by Park Hotels &#038; Resorts in San Francisco, with plans to sell them in less than a year.</p>
<p>Michelle Russo, CEO of Hotel Asset Value Enhancement, will serve as receiver for the 1,921-room Hilton Union Square at 333 O’Farrell Street and the 1,024-room Parc 55 at 55 Cyril Magnin Street, the San Francisco Chronicle reported.</p>
<p>The move comes as the Virginia-based real estate investment trust approached a November deadline to pay a $725 million mortgage tied to the hotels, after it stopped making payments in June.</p>
<p>Wilmington Trust, a trustee acting on behalf of the lenders, had filed a lawsuit this month to get the court to appoint a receiver for both properties.</p>
<p>The Hilton Union Square is the biggest hotel in the city. It closed at the dawn of the pandemic and reopened 14 months later in May 2021.</p>
<p>The Parc 55 is the city’s fourth largest hotel. It closed for two years, reopening in May last year. </p>
<p>Park Hotels said on Thursday the receiver will have until Sept. 1 to sell the hotels. If Russo misses the deadline, the receivership will end in a non-judicial foreclosure.</p>
<p>Hotel Asset Value Enhancement will be paid $48,000 for the first month and $32,000 each month afterward for overseeing hotel operations, creating budgets and managing money.</p>
<p>The Rhode Island-based firm will get a 0.05 percent commission fee if the hotels are sold with court approval.</p>
<p>Hilton will continue to manage the properties under their current names, while Unite Here Local 2, a union for hotel workers, has told the Chronicle that its labor contracts will stay in place.</p>
<p>The four San Francisco hotels owned by Park Hotels were 57.7 percent occupied in the first quarter. The REIT’s surrendering nearly 3,000 hotel rooms follows a Downtown shift to remote work, a slow rebound by tourists and concerns about crime.</p>
<p>This month, a judge appointed Gregg Williams of Trident Pacific Real Estate Group to take over the city’s largest mall at 865 Market Street. </p>
<p>The Newport Beach-based receiver is paid $30,000 a month to oversee the half-empty San Francisco Centre, surrendered by Westfield and Brookfield Properties, which ceased making payments on a $558 million loan tied to the nine-story property earlier this year.</p>

<p>Walk into Animal Care and Control’s bright and clean new facility on Bryant Street and you might be greeted by a human volunteer or an adoptable dog. But behind the scenes, officers are investigating alerts about possible abuse, errant wildlife and distressed animals. Animal Care and Control is an emergency service, and officers have been on the job throughout the pandemic, even having to cut hours temporarily as employees fell ill. Though call volume dropped dramatically with the first shelter-in-place order, as workers in many other sectors return to the job and are out and about more, and as kitten season approaches, the facility could see an increase in activity. For the staff on duty, each day can bring surprises.  </p>
<p>“That’s what makes the job so exciting, is that you have no idea what the day holds,” Lieutenant Eleanor Sadler said. “So you’re responding to all these calls. And it’s, you know, a sick pigeon that just looks sad on somebody’s doorstep or a raccoon hanging by its foot from a fence or hit-by-a-car possum, or squirrel in a chimney. There’s just a million variations of the trouble the animals can get into that they just needed a little bit of help with.” </p>
<p>Sadler has decades of experience as an officer responding to calls, but she also works with the public in a less tactile way. She is the voice behind the widely popular Officer Edith Twitter account. With the likeness of a former resident Amazon parrot as its avatar, the account posts photos and insights that range from comedic to heartwarming to insightful.  </p>
<p>When Sadler first took over the account, “it was me and, like, 100 people, and it was just nonsense. And then I got retweeted by a local journalist,” she said. “And then suddenly, there was a massive input of followers, and things started getting really fun. And I started trying to figure out what works, what represents the agency well or is also interesting to people.” </p>
<p>Neither the Twitter account nor the parts of the facility that are open to the public capture the entirety of what animal control officers do day to day.  </p>
<p>“You can’t ever really know what we do until you have this kind of conversation. It’s like, people have no idea that we arrest for animal cruelty,” Sadler said. “But they also don’t see the officer that picks up the 2-week-old kitten and it’s in bad condition but they’re like, ‘we’re on the fence about euthanizing this guy, we don’t think he’s gonna make it,’ and then the officer is like, ‘I’m going to take him home.’ They spend every two hours waking up making formula, warming them up, feeding them, peeing them. You know, it’s not just a job. It’s like a vocation for the people that are here.” </p>

<p>Lt. Eleanor Sadler visits the bird room on the second floor of San Francisco Animal Care and Control’s facility on Bryant Street. The facility provides temporary shelter to birds, cats, dogs, fish, guinea pigs, hamsters, rabbits and reptiles. </p>
<p>Animals can end up at the shelter many different ways. They can be surrendered by an owner or found loose. Wildlife may need to be removed from an unsafe situation. Sometimes pets need a temporary home, like when the owner goes to the hospital, dies or is incarcerated. Some pet owners find themselves overwhelmed by multiplying animals. Officers also investigate allegations of animal abuse and may seize an animal in a welfare investigation. </p>
<p>“We have hundreds of complaints a year. The majority are either a misunderstanding or just false. And then periodically, we get one that’s really serious. And we have to investigate it thoroughly and put all the pieces together,” Sadler said. “Our main goal is to make sure these people cannot have animals again.” </p>
<p>Last year, a suspect in such a case was arrested after a lengthy investigation found he had inflicted multiple broken bones on his golden retriever puppy. The man pleaded guilty to misdemeanor animal cruelty and neglect.  </p>
<p>In many cases, however, officers play less of a law enforcement role and more of an educational one. They teach residents why it’s detrimental to feed wildlife, and how to handle an unexpected animal.  </p>
<p>“The general rule of thumb is to move slower than you think you have to be, quieter than you think you have to be. And don’t panic,” Sadler said. “If it’s an animal that we need to deal with, call us. And we will help you. But don’t put yourself in danger.” </p>

<p>A 5-month-old stray female cat named Butters, who was found on the streets, meows at visitors. She was spayed five days after her intake at San Francisco Animal Care and Control.  </p>
<p>Where domestic animals are concerned, the Animal Care and Control center on Bryant Street could be the place prospective pet owners find a new companion. But domestic or no, pets can also be too much to handle. Animal Control is equipped to help in both situations. </p>
<p>“If you’re interested in adopting an animal, go to a shelter or rescue group. If you’re overwhelmed in the animal you have, there is no shame in surrendering them. Doing what’s right is most important. And if you are unable to take care of an animal properly, there are people who will do that and they won’t shame you or judge you,” Sadler said. “We are a resource for people and we want people to use this resource.” </p>

<p class="has-drop-cap">NEW BEDFORD — When the City Council decided to ask voters about rent control last month, it started a debate.</p>
<p>Councilor Shane Burgo, who introduced a ballot question on rent control, says the city needs a way to control drastic rent increases. Meanwhile, business and real estate leaders have come out against the proposal  — they say similar policies have failed in other cities, only making the housing crisis worse.</p>
<p>So, The Light reviewed decades of research on cities that have tried some form of rent control to find out how it might affect New Bedford’s housing market.</p>
<p>The term “rent control” refers to laws that limit what landlords can charge their tenants. When these laws allow for minimal rent increases, they are sometimes called “rent stabilization.”</p>

<p>Research shows that rent control can reduce the supply and quality of rental housing, depending on how landlords react. It could also cost the city in revenue and resources, while benefiting renters who don’t need assistance. But there’s evidence that tenants could save money and avoid displacement.</p>
<p>The question potentially headed for the November ballot will ask: “Should the City of New Bedford adopt an Ordinance stabilizing rents, in order to prevent displacement in the local housing rental market?”</p>
<p>The ballot question is non-binding, so even if a majority of voters check “yes,” the city won’t have to do anything. And state law bans cities from enacting their own rent control laws, so New Bedford would need to get permission from the state Legislature through a home rule petition. Boston has submitted a petition, and Somerville is moving toward doing the same.</p>
<p>There is a chance that Boston’s home rule petition for rent control will fail, putting New Bedford in the awkward position of asking the Legislature for something that lawmakers already denied the capital city. But the risk doesn’t deter Burgo. In fact, he thinks that if Boston’s petition fails it will be even more important that New Bedford joins with other cities pushing for rent control, so legislators will be pressured to allow it.</p>
<p>“They need to see the political will to push for this,” Burgo said. “They need to be able to see that this is something that’s going to be popular among voters.”</p>
<p>Last month, New Bedford Mayor Jon Mitchell vetoed the City Council’s move to put the question on the ballot. He thinks rent control would only make the city’s housing crisis worse. In a letter to the council, he said that the less profit landlords can make, the less they will want to build and rent out properties here. That will reduce the supply of rental housing, the very problem that sparked the housing crisis.</p>

<p>Mitchell said his office has already received calls from developers who are concerned about the ballot question. </p>
<p>Councilors originally approved the ballot question with a 9-1 margin, so they could override the mayor’s veto. That could happen as soon as April 27, at their next meeting.</p>
<p>Burgo said he introduced the ballot question after hearing of cases where people’s rent doubled, for example going from $800 to $1,600 a month. He sees that as price gouging, which rent stabilization could address.</p>
<p>“Developers are here to make money, and I understand that,” he said. “But at the same time too, I want my residents — our residents — to be protected.”</p>
<p>The question itself is vague, and that’s on purpose, Burgo said. He hopes that the question will spark conversations about whether rent control is right for New Bedford, and what such a policy should look like. </p>
<p>Burgo wants to make it clear that he isn’t seeking a law that would put a hard cap on how much landlords can charge. He envisions a rent stabilization policy that would limit the amount landlords can raise the rent within a given time period. He hasn’t given a target or range of how much that should be because he doesn’t want voters to feel like they’re voting on a particular plan, he said.</p>
<p>Burgo may be at odds with the mayor on rent control, but the councilor still supports the comprehensive housing strategy that the administration announced last month. The 22-point plan includes initiatives to attract developers, revamp vacant housing, and provide aid to homeowners and renters. Burgo sees rent control as just one more way to combat the city’s housing crisis.</p>
<p>“It’s definitely not a silver bullet,” he said. “It’s really just another tool to be able to help keep people in their homes and keep rents affordable for people who have lived here all their lives.”</p>
<p>Most economists aren’t big fans of rent control. </p>
<p>“The experience of Cambridge and other cities suggests the results of those policies can have unintended consequences,” said Mike Goodman, a public policy professor at UMass Dartmouth. “Regulating the prices is an understandable instinct, but any step in that direction should be carefully considered.”</p>
<p>Greater Boston’s rent control policies were enacted in the 1970s and lasted until the state Legislature repealed them in 1994, providing researchers with years of data. Economists have also studied rent control in San Francisco, Washington, D.C., New Jersey and other places.</p>
<p>Here’s what the research tells us about what could happen if New Bedford tries to regulate rents.</p>
<h3 class="wp-block-heading"><strong>Rent control keeps rents low and prevents displacement.</strong></h3>
<p>Multiple studies in various cities have shown that rent control did successfully keep rents low in regulated units.</p>
<p>“What’s the huge benefit of rent control for the renter? It’s certainty where they’re going to live, it’s certainty in price,” said Christopher Palmer, an economist at MIT. “People might really really value that.”</p>
<p>Tenants tend to move less often under these policies. A 2019 study of San Francisco showed that people living in rent-controlled apartments were more likely to stay at their address, and even if they did move, they were more likely to stay in the city.</p>
<p>This suggests that people weren’t being displaced by rising rents. Housing advocates say that’s important because there are benefits to long-term housing stability. When you live in the same neighborhood for a long time, you have relationships with your neighbors. You have steady access to educational and professional opportunities. Those factors aren’t easy to take into account when you’re just analyzing dollars and cents.</p>
<p>But there’s a flipside to people moving less. Economists have pointed out that artificially low rents could incentivize people to stay in an apartment that doesn’t fit their needs. For example, a married couple might hold onto a three-bedroom apartment after their kids move out because it’s just so cheap. Meanwhile, a young, growing family might find themselves cramped in a one-bedroom because older couples are taking up the larger apartments.</p>
<h3 class="wp-block-heading"><strong>Rent control might make landlords less likely to maintain and improve their properties, but local policies could help.</strong></h3>
<p>Rent control limits cash flow for landlords, which means they have less money on hand to repaint walls or fix faulty <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>. In Cambridge, this was a problem.</p>
<p>“Rent control clearly reduces maintenance,” said David P. Sims, an economist at Brigham Young University who has studied rent control in the Boston area.</p>
<p>One of Sims’ studies found that apartments were more likely to have maintenance issues under rent control. The policy didn’t seem to have an effect on heating or electrical problems (landlords can be fined for those), but aesthetic issues like holes in the wall or loose railings did go unaddressed more often.</p>
<p>Palmer, the MIT economist, said that even simple improvements like installing new countertops were a challenge. Landlords wanted to raise the rent to pay for them, but they had to go through the city first.</p>
<p>“If you were doing a renovation, you could apply for a special allowance, but it was going to be hard for you to do that paperwork and go to the hearing and make the case,” he said. “The bureaucratic hurdle was high.”</p>
<p>The 2014 study Palmer co-authored showed that permits for major building improvements in formerly rent-controlled buildings jumped when the policy was repealed, a sign that landlords were putting off that work.</p>

<p>But studies of other cities didn’t find the same issues. Rent-controlled apartments in Washington, D.C. were actually less likely to have maintenance problems than non-controlled apartments, a 1990 report found. The proportion of rental units in the district that had maintenance issues actually decreased after rent control was implemented there, according to the report.</p>
<p>A 2007 analysis of cities in New Jersey also found that rent control didn’t have a significant impact on maintenance. The study included 76 cities that had implemented rent control and looked at plumbing problems as an indicator of delayed maintenance.</p>
<p>One difference between Cambridge and the other cities is the restrictiveness of their policies. Cambridge kept rent increases well below inflation and only made special exceptions, but researchers described the New Jersey and D.C. policies as more moderate and noted that they even included incentives to keep up with maintenance.</p>
<p>Other researchers have suggested that local policies bolstering code enforcement and allowing landlords to increase rent for property improvements could address maintenance issues.</p>
<h3 class="wp-block-heading"><strong>Rent control could reduce the supply of rental housing, though local restrictions can limit the losses.</strong></h3>
<p>When landlords feel like the profitability of their rental properties is threatened, they might choose to stop renting them out. That would reduce the number of apartments on the market and make it even harder for tenants to find a place.</p>
<p>“People actually try to remove rental units from the housing market,” Sims said. “They try to make them condos, they try to put family members in, anything to take them off the market.”</p>
<p>The 2019 San Francisco study found that rent-controlled buildings were more likely to be converted into condominiums or redeveloped to get around the regulations. That contributed to a 15% drop in the amount of rental housing. The researchers say that the scarcity this caused likely increased rents in the long-run.</p>
<p>Landlords also tried to convert rentals to condos in Cambridge, but the city had restrictions that made it hard to do. Palmer found that conversions increased during periods when the restrictions were temporarily lifted, a sign that the rules were able to stop landlords who otherwise would have taken their units off the rental market.</p>
<h3 class="wp-block-heading"><strong>It’s not clear whether rent control will scare developers away.</strong></h3>
<p>One of Mayor Mitchell’s main concerns about rent control is the potential that it will deter developers from building more much-needed housing in New Bedford.</p>
<p>But so far, studies on real-world rent control policies haven’t been able to show that they lead to a decrease in new development. Studies of Cambridge, D.C., and New Jersey couldn’t find a direct link.</p>
<p>Burgo isn’t afraid of scaring off developers. He points out that the city’s new comprehensive housing plan will help streamline the permitting process to make it easier for them to build here.</p>
<p>“What was stopping development before, when developers could double the rents if they wanted?” he said. “The real problem was the bureaucracy that was hogtying developers.”</p>
<h3 class="wp-block-heading"><strong>Rent control will cost the city, and some benefits will go to people who don’t really need them.</strong></h3>
<p>Unlike other housing policies, rent control doesn’t target the people who need it most.</p>
<p>Tenants have to meet certain income requirements to qualify for housing vouchers or get into subsidized apartments. But all you need to do to get into a rent controlled apartment is convince the landlord to rent to you, so even people with high incomes can benefit from rent control — and studies show that they do.</p>
<p>“Many, many of the benefits tend to be captured by people that no targeted housing policy would award benefits to,” Sims said.</p>
<p>Meanwhile, implementing rent control isn’t free. Cities face costs for enforcing their policies. And if rent control decreases the value of rental properties by limiting their cash flow, that could put a dent in tax revenue.</p>
<h3 class="wp-block-heading"><strong>The bottom line: Rent control has unintended consequences.</strong></h3>
<p>Even though rent control can keep rents low, the evidence shows that New Bedford might have to mitigate a drop in the supply and quality of rental housing. Economists say the city should keep those factors in mind.</p>
<p>“That’s the question for New Bedford to think about: How likely the unintended consequences will be?” Palmer said. “You might make the problem worse.”</p>
<p>When rent control was enacted in Greater Boston, the area was facing high demand for a low supply of housing — just like New Bedford is now. The research shows that rent control couldn’t fix that.</p>
<p>“The real problem was the cities were really attractive places to live and hard places to build housing in,” Sims said. “And rent control didn’t solve those problems; it just made the problems worse by taking rental units off the rental market.”</p>
<p>Rising rents may be hard on locals, Sims said, but they also attract developers to come and build more housing.</p>
<p>“It’s hard because in some sense, there’s this trade off,” Sims said. “Keeping things the same is great for the people there. In the long run, it’s hard for the community.”</p>

<p>Walk into Animal Care and Control&#8217;s bright and clean new facility on Bryant Street and you might be greeted by a human volunteer or an adoptable dog.  But behind the scenes, officers are investigating alerts about possible abuse, errant wildlife and distressed animals.  Animal Care and Control is an emergency service, and officers have been on the job throughout the pandemic, even having to cut hours temporarily as employees fell ill.  Though call volume dropped dramatically with the first shelter-in-place order, as workers in many other sectors return to the job and are out and about more, and as kitten season approaches, the facility could see an increase in activity.  For the staff on duty, each day can bring surprises.  </p>
<p>&#8220;That&#8217;s what makes the job so exciting, is that you have no idea what the day holds,&#8221; Lieutenant Eleanor Sadler said.  “So you&#8217;re responding to all these calls.  And it&#8217;s, you know, a sick pigeon that just looks sad on somebody&#8217;s doorstep, or a raccoon hanging by its foot from a fence, or hit-by-a-car possum, or squirrel in a chimney.  There&#8217;s just a million variations of the trouble the animals can get into that they just needed a little bit of help with.&#8221; </p>
<p>Sadler has decades of experience as an officer responding to calls, but she also works with the public in a less tactile way.  She is the voice behind the widely popular Officer Edith Twitter account.  With the likeness of a former resident Amazon parrot as its avatar, the account posts photos and insights that range from comedic to heartwarming to insightful.  </p>
<p>When Sadler first took over the account, “It was me and, like, 100 people, and it was just nonsense.  And then I got retweeted by a local journalist,” she said.  “And then suddenly, there was a massive input of followers, and things started getting really fun.  And I started trying to figure out what works, what represents the agency well or is also interesting to people.” </p>
<p>Neither the Twitter account nor the parts of the facility that are open to the public capture the entirety of what animal control officers do day to day.  </p>
<p>“You can&#8217;t ever really know what we do until you have this kind of conversation.  It&#8217;s like, people have no idea that we arrest for animal cruelty,” Sadler said.  “But they also don&#8217;t see the officer that picks up the 2-week-old kitten and it&#8217;s in bad condition but they&#8217;re like, &#8216;we&#8217;re on the fence about euthanizing this guy, we don&#8217;t think he&#8217;s gonna make it,&#8217; and then the officer is like, &#8216;I&#8217;m going to take him home.&#8217;  They spend every two hours waking up making formula, warming them up, feeding them, peeing them.  You know, it&#8217;s not just a job.  It&#8217;s like a vocation for the people that are here.&#8221; </p>

<p>Lt.  Eleanor Sadler visits the bird room on the second floor of San Francisco Animal Care and Control&#8217;s facility on Bryant Street.  The facility provides temporary shelter to birds, cats, dogs, fish, guinea pigs, hamsters, rabbits and reptiles. </p>
<p>Animals can end up at the shelter many different ways.  They can be surrendered by an owner or found loose.  Wildlife may need to be removed from an unsafe situation.  Sometimes pets need a temporary home, like when the owner goes to the hospital, dies or is incarcerated.  Some pet owners find themselves overwhelmed by multiplying animals.  Officers also investigate allegations of animal abuse and may seize an animal in a welfare investigation. </p>
<p>“We have hundreds of complaints a year.  The majority are either a misunderstanding or just false.  And then periodically, we get one that&#8217;s really serious.  And we have to investigate it thoroughly and put all the pieces together,” Sadler said.  &#8220;Our main goal is to make sure these people cannot have animals again.&#8221; </p>
<p>Last year, a suspect in such a case was arrested after a lengthy investigation found he had inflicted multiple broken bones on his golden retriever puppy.  The man pleaded guilty to misdemeanor animal cruelty and neglect.  </p>
<p>In many cases, however, officers play less of a law enforcement role and more of an educational one.  They teach residents why it&#8217;s detrimental to feed wildlife, and how to handle an unexpected animal.  </p>
<p>“The general rule of thumb is to move slower than you think you have to be, quieter than you think you have to be.  And don&#8217;t panic,&#8221; Sadler said.  “If it&#8217;s an animal that we need to deal with, call us.  And we will help you.  But don&#8217;t put yourself in danger.&#8221; </p>

<p>A 5-month-old stray female cat named Butters, who was found on the streets, meows at visitors.  She was spayed five days after her intake at San Francisco Animal Care and Control.  </p>
<p>Where domestic animals are concerned, the Animal Care and Control center on Bryant Street could be the place prospective pet owners find a new companion.  But domestic or no, pets can also be too much to handle.  Animal Control is equipped to help in both situations. </p>
<p>“If you&#8217;re interested in adopting an animal, go to a shelter or rescue group.  If you&#8217;re overwhelmed in the animal you have, there is no shame in surrendering them.  Doing what&#8217;s right is most important.  And if you are unable to take care of an animal properly, there are people who will do that and they won&#8217;t shame you or judge you,” Sadler said.  &#8220;We are a resource for people and we want people to use this resource.&#8221; </p>

<p>Just days after the mass shooting at Robb Elementary School in Uvalde, Texas, a normally complacent American public rocked out of its typical c&#8217;est la vie daze regarding the country&#8217;s addiction to firearms, Democratic lawmakers have already begun readying a host of bills aimed at curbing gun violence — even as the odds the proposed legislation actually makes it into law grow slimmer by the hour.  </p>
<p>Speaking at an anti-gun violence event in San Francisco on Wednesday, House Speaker Nancy Pelosi vowed to bring an assault weapon ban to Congress, telling attendees that “we will be having a hearing and marking up the assault weapon ban” as early as next week.  Pelosi&#8217;s announcement came just before the House Judiciary Committee prepared Thursday to take up a slate of additional gun control measures, dubbed the “Protecting our Kids Act,” which includes new federal trafficking laws and boosts the age to purchase certain weapons from 18 to 21. </p>
<p>In his opening remarks, House Judiciary Chairman Jerry Nadler listed the most recent mass shootings — from the racist massacre in Buffalo, New York, to the shooting in Tulsa, Oklahoma, on Wednesday evening — before citing the Talmudic axiom that “whoever takes one life it&#8217;s as if he kills the entire world.&#8221;</p>
<p>&#8220;Whoever saves one life,&#8221; Nadler continued, &#8220;it&#8217;s as if he saves the entire world.&#8221; </p>
<p>Even if Pelosi and Nadler deliver on their promises to bring these new gun control measures to a full vote — and despite overwhelming public support for new gun control laws — it&#8217;s unlikely that Senate Democrats will be able to pass the bills should they reach the upper chamber , where Republican opposition is likely to block the necessary 60 votes.  While President Biden has claimed that &#8220;everybody&#8217;s getting more rational about&#8221; an assault weapon ban (&#8220;At least, that&#8217;s my hope and prayer,&#8221; he added), a separate, bipartisan Senate group is reportedly working on its own response to the Uvalde massacre , which includes strengthening background checks and red flag laws.  The bipartisan group is not, it seems, discussing actually banning certain types of guns, which should give you a sense of what the upper chamber sees as both a priority, and as having even a remotely likely chance of passing.</p>
<p>Meanwhile, while Democrats make their likely doomed — albeit well-intentioned — moves to pass long overdue gun control legislation, the Supreme Court is poised to deliver a ruling that will likely dramatically expand the rules governing who can carry handguns and where.</p>

<p>Text description provided by the architects.  The project is part of the third lane addition master plan of the 5 South Route, from Angostura to Rancagua, in central Chile.  It is a complex of two identical buildings facing each other and towards the road, which has the purpose of controlling the weight of the freight vehicles traveling on the highway.  Being a public investment gives the design of these infrastructures an additional responsibility.  These are buildings that belong to all of us, so they must be conceived from the common good to maximize their investment, both from the point of view of the territory where they are located -since they will be part of the landscape for many years- , as well as from its operational and usage point of view, considering its sustainability and expected service life.</p>

<p>The greatest design challenge in this commission was to place a habitable building in direct relation to the busiest highway in Chile and to ensure high comfort standards in its interior.  As an architectural response, and given the noisy and intense context associated with a highway, we proposed a first floor made of reinforced concrete.  A solid block, closed and resistant, helps to isolate the noise and minimize the risks of intrusion.  At this level we placed most of the rooms required &#8211; bathrooms, break rooms, administrative offices &#8211; which are arranged around interior courtyards, small gardens, and voids, allowing them to open up inwards, to naturally illuminate and ventilate, seeking to build an inner habitat, disengaging with the immediate context.  The control room is proposed on a second level, inside the lightweight volume of a steel structure, with glass and metal panels cladding, intending to achieve contrast between both levels.  This control room has been designed as an open interior, without partitions, with an unobstructed 360-degree view, to maximize visual control of the route, weighing scales, and vehicles that circulate around the building.</p>

<p>In order to connect both levels, two circulations were projected, one inside the building for the exclusive use of station operators, and another outside, which serves the offending drivers, who must go up to the control room to regularize their situation.  This second staircase was treated as an expressive element of the building, to increase its exposure and visibility from the parking lot, guiding the user to the entrance.</p>

<p>MPs responded to a woman&#8217;s home in Portola Valley on July 2 after discovering her jewelry was missing.  The woman said the suspect, a Complete Pest Control employee, was at her home earlier in the day and doing extermination services.</p>

<p>MPs also said the suspect was unable to provide an answer on how he got the jewelry.</p>
<p>The suspect, identified as 23-year-old Connor Timmons, has been detained in San Mateo County&#8217;s Main Prison for aggravated theft and possession of stolen property.  According to prison records, Timmons is due to appear in court on Wednesday.</p>
<p>Detectives said Timmons may have stolen jewelry from victims&#8217; homes while at work.</p>

<p>SAN JOSE (CBS SF) &#8211; While his city was still rocking a mass shooting that killed nine transit workers, Mayor Sam Liccardo brought his plea for stricter gun control laws to the White House for a meeting with President Joe Biden on Monday.</p>
<p>Liccardo will attend the meeting of Eric Adams, President of the Brooklyn District and likely the next Mayor of New York, Washington, DC, Mayor Muriel Bowser, Memphis Police Chief, CJ Davis, Chicago Chief David Brown and Lt.  Anthony Lima of Newark attend, New Jersey, Police.</p>

<p>It has been almost two months since VTA employee Samuel Cassidy opened fire on his employees in the Guadalupe Yard transit center.  He killed nine employees before taking his own life.</p>
<p>The VTA light rail trains have still not returned to normal as the agency has been devastated by the ongoing emotional impact of the shooting.</p>
<p>Two weeks after the shootings, Liccardo announced several proposed new San Jose gun ordinances, including requiring gun owners to purchase liability insurance for their guns and retailers to videotape their gun sales.</p>
<p>The city council unanimously approved the plan, which will be presented for final vote in the fall before the ordinances can be enacted.</p>
<p>On Monday, Liccardo told KPIX 5 Morning News that he would press for stricter national gun laws during the president&#8217;s meeting with city officials from across the country.</p>

<p>&#8220;We&#8217;ll talk a lot about how the federal government can be a partner to cities,&#8221; he said.  &#8220;We&#8217;re seeing increasing gun violence in cities across the county &#8230; So we&#8217;re going to talk about how we&#8217;re using federal funds to, for example, expand strike patrols in high-crime neighborhoods, to occupy young adults in gang-hit neighborhoods, and the resilience of.&#8221;  to support the city. &#8220;</p>
<p>&#8220;We (will) talk more about (the) innovative approaches cities are taking to reduce gun violence, like the recent regulation we put in place to crack down on arms dealers who buy straw.&#8221;</p>
<p>A “straw” purchase of a firearm is when a person buys a weapon &#8211; generally in a state with less restrictive sales laws &#8211; with the intention of giving the weapon to another person.</p>
<p>In June, Biden unveiled a number of implementing regulations aimed at reducing gun violence.  Liccardo believes that even stricter standards are needed, especially when it comes to arms trafficking and straw purchases.</p>
<p>&#8220;We know that there are a lot of guns in circulation &#8211; around 30,000 guns are bought for example for criminal organizations like gangs,&#8221; said Liccardo.  &#8220;So we&#8217;ve got safeguards in place here in San Jose, but we need other parts of the country to do the same because we know guns are usually bought in states with no restrictive gun laws and taken to California.&#8221;</p>
