SAN FRANCISCO (KGO) – Last Thursday we learned that the only Safeway grocery store in San Francisco's Western Addition is closing.

Community members and the NAACP are speaking out, saying that implementing this plan will have long-term negative impacts on the city's black community.

In less than two months, the Safeway grocery store on Webster Street will close, executives say.

“They're destroying it. They're just destroying the whole neighborhood,” said Theresa Frye, who lives in Western Addition and shops at Safeway.

Community members are outraged, saying seniors and the disabled have been forgotten. Safeway officials say they have reached an agreement to sell the 3.68-acre site to a real estate company to build a mixed-use development project that would include residential and commercial space.

“They really need to do something to take away the things we need from downtown and then create housing. Housing for who? For the homeless? They need to make a bigger effort,” said Norris Mays, who lives in the Western Addition.

“It is the destruction of a community!” said Dr. Amos Brown of the NAACP.

And those views from Brown are shared by those we spoke to in Western Addition, who believe this will have a direct impact on low-income black and Asian communities.

Last week, Mayor London Breed told our partners at the SF Standard, “This is a real and rare opportunity to create a significant amount of new housing and even a new grocery store in this part of our city.”

However, plans for a new grocery store have not yet materialized, and community members we spoke to have targeted the mayor.

“And London isn't even fighting for the black community to keep this store here for black people. It seems like they're just driving all black people out!” said Lillie Briggs, who lives in the Western Addition.

JR STONE: “So you blame the mayor?” we asked.

LILLIE BRIGGS: “I blame London because I think London should have done more. She grew up in this area!”

Supervisor Dean Preston's office said it had contacted Safeway and the developer to “explore the possibility of establishing a grocery store as part of any proposed development on the site.”

“They need to stop, slow things down and allow the black community to come in and include us,” Brown said.

The closure of the Safeway store means customers will have to travel more than a mile to another Safeway or Lucky supermarket, or a little more than half a mile if and when a new Trader Joe's store opens in Hayes Valley.

We reached out to San Francisco Mayor London Breed's office on Sunday evening to see her response to some of the criticisms. We have not received a response from her office.

Safeway issued the following statement:

“Safeway recently entered into an agreement to sell 3.68 acres of land at Webster Plaza in San Francisco's Fillmore district to Align Real Estate. The company will develop a mixed-use development project there that will include residential and commercial space. As part of the sale, the Webster Safeway store is expected to close in early March.

Safeway has proudly served the Fillmore area for 40 years. All Webster Safeway employees will be relocated to another store in the San Francisco area, and we will continue to serve San Francisco from our remaining 15 locations.

The developer purchasing the Webster Plaza property is excited about this opportunity. San Francisco is struggling with a housing shortage and Safeway sees this as an opportunity to make a positive impact on the community and be part of a solution to bring much-needed additional housing to San Francisco.”

Supervisor Dean Preston made the following statement:

“We are extremely concerned about the potential loss of this grocery store in the heart of Fillmore, and particularly the possibility of losing it as early as March, which we find unacceptable. We welcome the development of this large surface parking lot with residential development, but this should not be an either/or situation.

We have reached out to Safeway and the developers to learn more about the plans, discuss the timeline and explore the possibility of incorporating a grocery store as part of a planned development at this site.”

The city has not yet announced exactly when the new parking restrictions will go into effect, but new signs have already been put up reducing parking times. Residents living in RVs in the area received a flier stating that “enforcement of the four-hour parking time limit will begin soon.”

“We can't pay the rent,” Leticia, who lives in a mobile home on Winston Drive with her two children, said at Tuesday's SFMTA meeting. “We need a safe place. We have nowhere else to go. My two daughters go to school and I need a safe place for both of them.”

However, during the SFMTA board meeting on Tuesday, Director Jeffrey Tumlin said the city will not “take any action to enforce these new signs” until a street paving program nearby is completed and the Department of Homelessness and Supportive Housing can conduct additional rounds of education with mobile home residents.

Parking and traffic safety enforcement will be increased throughout the city in the coming weeks as the city hires more parking attendants, Tumlin said.

Several speakers protested the decision on Tuesday, saying they were unable to move their vehicles because they were at work during the day. Others needed help repairing a mechanical problem in order to drive.

Many said they cannot afford the $92 fine the city imposes for cars that are not running, and they fear the tickets could exacerbate their housing problems.

Across San Francisco, RV residents are facing similar problems. About 35 RV residents faced displacement when the city announced it would enforce parking restrictions near Bernal Heights Park.

Some neighbors complained that the vehicles were clogging the street and sidewalk around the park, but a group of neighbors who already have homes have also banded together to delay enforcement until residents find an alternative place to go.

The San Francisco Department of Homelessness and Supportive Housing has been working with people living in mobile homes on Winston Avenue for months to find housing and other solutions for people who want to stay in their mobile homes.

The department had previously told KQED that it was looking into possible locations where Winstron residents could safely park their RVs, but no such location has yet been found.

“They're going to displace a lot of families. They say this is for public safety. But where are these people going to go after they're displaced? We're not thinking about that,” Yessica Hernandez, an organizer who has worked with families in Winston Drive, said during the public hearing. “We have a huge homelessness problem in San Francisco and we're not going to get rid of it by implementing four-hour parking restrictions.”

Many residents who spoke at City Hall on Tuesday said they felt helpless and had few options left.

“We need you to give us a safe place to move to,” Walter Mejia, who has lived in a mobile home on Winston Dr. for three years, said through a Spanish translator during Tuesday's board meeting. “We don't have the resources to pay these tickets.”

Finding temporary shelter in the interim won’t be easy. As of Oct. 23, there were 377 people on the waiting list for emergency shelter in San Francisco.

With the clock now ticking, advocates for unhoused people say the city must find a solution quickly so no residents are ticketed, towed, or forced to abandon their vehicles and live on the street.

“The families on Winston Drive and Buckingham Way deserve dignity and safety, including a safe parking site and access to permanent housing,” Eleana Binder, policy manager for the homeless services nonprofit Glide, said in a written statement. “Implementing the parking restrictions without options will push them deeper into instability and homelessness.”

People like Suarez say it will be impossible to move their vehicle every four hours while at work, so they’ll have to find a new place to park to avoid the $92 parking tickets. For him, a single parking ticket is nearly half of this daily $220 paycheck.

SFMTA also noted it has payment plans for tickets, community service alternatives and discounts for people experiencing homelessness.

Others said they have no other option but to try to stay and move their vehicle when they can.

Jessica Coello has lived on Winston Drive for about a year with her two kids, ages 15 and 17, who go to high school in the city. Like many of her neighbors, she started living on Winston during the pandemic after she lost work. It was cheaper than paying rent and has allowed her to save up some money for her kids’ college education.

“We aren’t going to have a safe place to go, and we’ll get a lot of tickets,” she told KQED about her fears looking ahead. “If we get a lot of tickets, they’ll tow the RVs, and we won’t have anywhere to live.”

Coello, who works in childcare and housekeeping, has struggled to find regular work after the pandemic. But she wants to stay close to her children’s school so they can graduate on time. She feels lost without options.

“They don’t accept RVs anywhere. Either they are too close to the houses, and people there don’t want RVs near, or we are on the streets, and they can’t stay there,” she told KQED. “If you put restrictions, we’ll be homeless. It will be an even worse situation for us.”

Joshua Hernandez, 21, moved to an RV on Winston Drive with his girlfriend just three months ago, after it got too expensive to continue renting their apartment in Daly City. He’s working as a plumber and his girlfriend is taking classes at Skyline Community College.

“Even if we worked long days everyday, it wasn’t enough to pay our bills and still go to college. So we moved here. And it feels way better now, we can save for our future,” he told KQED outside a rally on Tuesday morning where families living in RVs were demanding the city find a safe parking site before the new rules kick in.

For many of the families parked next to him, Suarez said, the new parking limits will “pretty much force everyone out.”

But Suarez hopes he’s wrong.

In the South Bay one organization works tirelessly to provide safe homes for people in dire conditions. Rebuilding Together Silicon Valley has done that work for more than three decades and hopes this Giving Tuesday will be a step that helps it continue its mission. In just two days this year, 800 volunteers were able to refurbish over 40 homes fixing roofs, plumbing and providing wheelchair access. “We provide life-changing home repairs for low-income clients across the Valley,” said Alaina Purcell Schroeder, Development Director at Rebuilding Together Silicon Valley. This Day of Giving, the nonprofit hopes people will consider helping them continue their decades-long work.

New data being collected right now shows us who is moving out of our local community and who’s coming in. During the pandemic years, many cities saw large flows of residents entering and leaving as remote work became more possible.

The new map was compiled by our Hearst-owned partners at the San Francisco Chronicle. It displays exactly how many people are moving in and out of every county across the country. The counties people are leaving from the most in orange and where are going to in blue.

For example, in Suffolk County in Massachusetts, 39,000 people moved there in the last few years, while 64,000 moved out. In Palm Beach county, Florida, 75,000 moved into the area, while 63,000 moved out.

The data has even tracked from which cities and states people are moving from and to. About 41,000 people left Allegheny County, Pennsylvania. The study shows people moved to the outer suburbs around it but they also moved to Arizona, Illinois and Texas.

In addition to migration data, the report shows the total income of people moving between counties as well.

The Ambassador Hotel houses 134 residents, serves as critical affordable housing

The historic Ambassador Hotel has played a role in San Francisco’s history for 112 years, including serving as an informal hospice during the 1980s and 1990s AIDS crisis, and housing low-income individuals today.

Time along with wear and tear left the building in need of a comprehensive rehab, and San Francisco’s Tenderloin Neighborhood Development Corp., which acquired the Ambassador in 1999, is in the midst of a such a rehab project, which includes funding from U.S. Bancorp Impact Finance.

Impact Finance invested $67 million in Low-Income Housing Tax Credits (LIHTC) and provided a $71 million construction loan. It instituted a financial structure involving LIHTCS that included tax exempt and taxable construction financing.

“The Ambassador Hotel holds a rich and cherished history in the heart of San Francisco, particularly among the Tenderloin community,” said TNDC CEO Maurilio Leon. “During the 1980’s and 1990s, it served as a vital sanctuary for numerous AIDS patients, extending compassion and support to those who were without the means to care for themselves or connect with support networks. In the early 2000s, TNDC assumed the stewardship of this historic place, and today, in 2023, we take great pride in continuing its enduring legacy by preserving affordable housing for our community.”

Constructed in 1911 and on the National Register of Historic Places, the Ambassador Hotel is a six-story building with 134 single-room apartments that include full bathrooms and kitchenettes. The property houses very low-income individuals with an area median income between 30-60%.

Located on the corner of Eddy and Mason Streets, the Ambassador’s rehab included a mega structural upgrade featuring structural steel plus life safety upgrades, code upgrades and replacement of building systems.

“At a time when other financial partners hesitated to move forward with an investment due to the complexities, we leaned in,” said Lisa Gutierrez, director of business development, affordable housing, for Impact Finance. “We’ve specialized in complex developments like this for over 30 years. The coordination to get to the finish line was intense, from understanding the relocation plan of this vulnerable resident population to aligning with the many public funding sources and rental subsidies, all while managing the building rehabilitation needs of this historic building.”

In addition to this financing, since 2005, the U.S. Bank Foundation has provided $225,000 in grant and corporate contribution funding to TNDC.

The project is expected to be completed in 2024, and Ambassador residents said they are excited about the changes.

“I really like the new modern features at the Ambassador – especially the additional cabinet space in my room,” said one resident.

“I enjoyed returning to my newly rehabbed unit. Everything is so new and works well,” said another.

“I especially like the outdoor furniture on the Ambassador’s courtyard patio,” another resident said. “I’m planning to do my schoolwork out there at one of the new tables.”

Over nearly 30 years, Impact Finance has provided $1.25 billion in debt and almost $800 million in equity within San Francisco’s larger five-county metropolitan statistical area.

Gutierrez said the bank’s motivation to be involved in the Ambassador project is the investment’s high impact.

“We’re investors with heart,” she said, “and our primary goal is to create lasting change in our communities.”
