<p>When I was 9 years old, sharing was not easy for me.  As I sat on the sofa in my violin teacher&#8217;s living room while he was in the kitchen, my hands found nearly $2 in change between the pillows.</p>

<p>After my class I went to the candy store and spent all the money on M&#038;Ms and Baby Ruth bars.  At home, my mother hung out laundry outside, so I started eating the sweets and ate it all up.</p>
<p>When she found out I&#8217;d spent almost two dollars on candy and wasn&#8217;t sharing it with my brothers and sisters, she left it to me.  After that day, sharing became second nature to me and eventually expanded into music and performing.</p>
<p>My parents met in the Mexican city of Cihuatlán.  My father José was a professional violinist and entertainer who played at shows.  There wasn&#8217;t much work in town and the woman he was dating, Josefina, had seen too many American films.  Both wanted a better life.</p>
<p>So they fled and made their way to Autlán, 75 miles northeast.  There they started a family.  I was the middle of seven children spread over 13 years.</p>
<p>We lived there in different houses until I was eight.  Our houses usually had two bedrooms and no electricity or water, just an outbuilding.  My brothers Tony and Jorge and I shared a room.</p>
<p>My father was charismatic and my mother questioned everything.  She had to.  He was away for months to earn money.  At home, mom had rules and didn&#8217;t hesitate to enforce them.</p>
<p>She divided up chores in the mornings and explained exactly how to do them so the house was immaculate.  &#8220;We&#8217;re poor,&#8221; she said, &#8220;but we&#8217;re not filthy poor.&#8221; There wasn&#8217;t much time left for affection.</p>
<p>My father put all his love into his violin.  As a player, he was a powerful storyteller and captured my imagination.  In the mid-1950s, Papa followed the money and traveled north.  Eventually he was in Tijuana, a party town, where he played mariachi, boleros and polkas.  He sent for us in 1955.</p>
<p>My mother sold our stuff for cash and we all took cabs.  It&#8217;s been a long, hard journey and there&#8217;s no turning back.  Along the way, I was able to empathize with my mother and the struggle.  I told her that one day I would buy her a house with a refrigerator and a washing machine.  She smiled and patted my head.</p>
<p>After two tough years in Tijuana, we moved to a better area.  A year later my father started teaching me the violin so I could earn money.  I started playing the song with my guitarist brothers on the street for 50 cents.</p>
<p>I loved sharing music and making people feel good.  Soon I was playing the violin with my father and his friends.  In search of a better payday, he took the bus to San Francisco.  He planned to be gone for a year.  After he left, I stopped playing the violin.  My mother noticed that my interest in music was waning.</p>
<p>One day in 1961 she took me to the park to listen to a band with electric guitars playing early rock &#8216;n&#8217; roll.  The solo guy was Javier Bátiz, who turned my head.  I was 13 and started following him.</p>
<p>My mother wrote to my father asking him to buy me an electric guitar.  He had a friend drop off a big fat Gibson.  I listened to everything, ripped songs off records and taught myself to play what blues players did.</p>
<p>The Mexican community in San Francisco had expanded, and my father played regularly at the Latin American Club in the city&#8217;s Mission District.  He formed one of the city&#8217;s first serious mariachi bands.</p>
<p>In late 1962, the club owner supported our move to San Francisco so we could join Dad.  That&#8217;s where I started my first rock band.  The turning point came in 1966 when Paul Butterfield was too stoned to play a Sunday matinee at the Fillmore Auditorium.  I tuned in and got the attention of concert promoter Bill Graham, who booked my band.  We needed a name, so we called ourselves the Santana Blues Band.</p>
<p>Today, my wife, Cindy, and I live in Las Vegas and vacation at our home in Hawaii.  We married in 2010 and moved into our home in Las Vegas about six years ago.</p>
<p>Beginning in the early 1970&#8217;s, I bought my mother a number of houses in the Bay Area when the neighborhoods where she lived were declining.  The last was 45 minutes northeast of town.  She gasped when she saw it.</p>
<p>She said, almost whispering, &#8220;My son.&#8221; What I saw on her face was shock and gratitude.  It&#8217;s an amazing feeling to tell your mom when you were little that you&#8217;re going to make her life better, and so are you.</p>
<h2>Santana&#8217;s spiritualism</h2>
<p><strong>mom lesson</strong>?  She taught me that spiritual, disciplined people can see more rainbows and wonders than others.</p>
<p><strong>Vegas house</strong>?  It&#8217;s like a warehouse with high ceilings.  Inside is a lot of wood.  I am not a plastic and synthetic type.</p>
<p><strong>Why</strong>?  Diving in and feeling the water hit my face and body is like playing the guitar.  I will be transported somewhere else.</p>
<p><strong>Hawaii</strong>?  There everything becomes more emotional in the sense of gratitude, gratitude and deep appreciation.  It&#8217;s like discovering new places in my heart.</p>

<p>MINNEAPOLIS — Carlos Correa, while hoping to return this weekend, is unsure when he will next play after sitting out Tuesday night&#8217;s loss with a left heel bruise.</p>
<p>An MRI performed prior to the Twins&#8217; 4-3 loss to the San Francisco Giants at Target Field revealed inflammation in the shortstop&#8217;s left heel.  Correa said he made an odd move after rounding first base with a double in Monday&#8217;s loss.</p>
<p>After Tuesday&#8217;s treatment, Correa, who leads the Twins in innings played this season, all but ruled out the possibility of participating in Wednesday&#8217;s series finals as the Twins look to avoid a series win.  The team has Thursday off and resumes their home game streak with a three-game streak against the Toronto Blue Jays beginning Friday.</p>
<p>&#8220;We&#8217;ll see how it wakes up (Wednesday),&#8221; Correa said.  &#8220;It&#8217;s still too early to tell.  But of course I remain optimistic.  It&#8217;s a shame not being able to play.  I want to be out there every day.  But at the same time, I need to keep an eye on the long-term effects and make sure I feel a lot better than I do today.  Because it wasn&#8217;t good enough to play today.&#8221;</p>
<p>On Tuesday, it was just the fifth game Correa missed from the team&#8217;s 49 games this season.  He started Tuesday with 376 1/3 innings on the field, 59 more than the next closest twin, Michael A. Taylor.</p>
<p>But Correa knew he wasn&#8217;t going to play after waking up Monday night with more pain than he originally felt while beating San Francisco starter Sean Manaea in the fifth inning.  With the Twins understaffed, Correa ended the final four innings in a loss to the Giants.</p>
<p>&#8220;It got worse and worse as the game went on,&#8221; said Correa.  &#8220;And when I woke up today, it really hurt.  Did an MRI, it shows inflammation and plantar fasciitis.  Just go day by day.  We have a day off ahead of us.  &#8230;Hopefully I can be back out there with treatment and rest by the weekend.”</p>
<p>The injury comes at a time when the Twins are already shorthanded.</p>
<p>Earlier in the day, the Twins put outfielder Trevor Larnach on the injured list with pneumonia and recalled Matt Wallner, who had a hit and a run in St. Paul&#8217;s Triple-A loss earlier in the day.  Larnach joins Jorge Polanco (left hamstring strain), Nick Gordon (fractured tibia) and Max Kepler (left hamstring strain) as the latest additions to the IL.</p>
<p>&#8220;It&#8217;s tough when you&#8217;re on the sidelines and the team is losing,&#8221; said Correa.  &#8220;It&#8217;s not what I want.  It&#8217;s not fun to be there.  But I hope I can be out there.  I hope we can get a win (Wednesday) and then I can be out there again at the weekend.”</p>
<h2 class="p1">Goes critical while the Giants get past the Twins</h2>
<p>Sonny Gray went with two batters and hit a double in his last inning, the sixth.  Jovani Moran and Brock Stewart then executed bases-loaded walks that helped San Francisco come back from a three-run deficit in a 4-3 win over the Twins.</p>
<p>Though the Twins escaped their frenzy with the lead in the sixth inning, it didn&#8217;t last long as Jorge López gifted a double and a two-run home run against Michael Conforto in the crucial seventh inning.</p>
<p>&#8220;It really sucks because we have a really good team,&#8221; said López, who was comforted by Taylor and Byron Buxton at his locker after the game.  “We really don&#8217;t have to go through these (losses).  But you know, you stay positive and hope that tomorrow we come back and get a win.&#8221;</p>
<p>The Twins&#8217; loss was the team&#8217;s sixth in eight games, including their third one-run loss.</p>
<p>Part of the problem is a stagnant offense that continues to produce inconsistent results.  Buxton hit a two-run home run on Alex Cobb and Taylor extended the lead with a solo shot against the Giants starter in the fifth inning.  But that was all the twins could produce.  The team only had one shot with a runner in goal position.</p>
<p>What makes the current phase all the more difficult is that the Twins could well be 6-2 in the same period.  They lost two winnable games in Los Angeles and again in Anaheim and also led through the middle inning on Tuesday.</p>
<p>&#8220;It gets a little more painful when you&#8217;re in every game, you&#8217;re in control of almost every game when you go out and play the baseball that you&#8217;ve seen your team play before,&#8221; Twins manager Rocco Baldelli said.  &#8220;I&#8217;ve seen that we play really well in those exact situations and win a bunch of games in a row in exactly the same way.  If you lose these games en masse, it bothers you. …These are games and they are all very winnable games.  We owe it to ourselves to find a way.”</p>
<h2 class="p1">Maeda and Thielbar throw bullpens</h2>
<p>Kenta Maeda&#8217;s fastball speed hit 88 mph during a bullpen session Tuesday, a number the right-hander was more than happy with.  Maeda threw 35 shots and is scheduled for another bullpen action on Friday, which he hopes to head off to for rehab.</p>
<p>Since being placed on the injured list, Maeda&#8217;s main focus has been working on the mechanics, which he was struggling with prior to his injury.  Maeda, who suffers from a right tricep strain, believes the improvement translates to a speed gain.  Given that a regular bullpen session lacks any intensity, Maeda expects his speed to pick up once he gets back into the action.  He hopes to be able to consistently throw 90mph on his return, a problem that surfaced before Maeda went to the IL on April 29th.</p>
<p>&#8220;Throwing 88-89 (mph) fastballs here and there is fine, but I&#8217;d like to keep the number consistently above 90,&#8221; Maeda said through an interpreter.  “But it&#8217;s more about how my pitches feel, about feeling comfortable on the mound.  Before I went to IL, I felt kind of uncomfortable.  I think once that is corrected everything should be fine.  … The most important factor is the actual delivery mechanics.  Before I moved to IL and started pitching in the big leagues, I felt like something was wrong with my mechanics and it was taking up a lot of my mind instead of focusing on the actual batsmen.  I would like to take the time to clean this up and once I do things should be fine and good results should be achieved.”</p>
<p>Maeda was not alone in the bullpen on Tuesday.  Reliever Caleb Thielbar also threw and was also satisfied with his performance.  Thielbar threw a speed in the 84–88 mph range while slowly recovering from an oblique strain.</p>
<p>The left-hander threw 25 shots and liked the intensity of his workout.  Thielbar is also set to throw another bullpen on Saturday, after which the Twins will decide on his next move, most likely a rehab trip.</p>
<p>Baldelli also provided an update on Kepler being eligible to leave the IL but still building.</p>
<p>&#8220;I&#8217;m not sure about the rehab part of his plan, whether or not he&#8217;s going to do it,&#8221; Baldelli said.  &#8220;But it&#8217;s been a little longer than we thought.  &#8230; We weren&#8217;t expecting a hiatus that long, but he&#8217;s not ready at this point to be in full swing.  He was still in constant pain.”</p>

<p><strong>Carlo Correa</strong> <strong>became a New York Met overnight</strong>&#8230;literally.  We all know the story by now, but when something this big happens, you can&#8217;t help but talk about it for days, right?  Well, we&#8217;re here at <strong>Metsmerized</strong>.  We&#8217;re still <strong>So </strong>excited about this signing and we wanted to share all of our excitement about this addition with all of you.</p>
<h3><strong><span style="color: #ff6600">John Sheridan</span></strong></h3>
<p>As Mets fans, we knew we were owed all the years we endured with the Wilpons, but this far exceeded our wildest dreams.  It&#8217;s as if Steve Cohen thinks Mets fans deserve better, and he knows it as well as anyone because he is one.  More than that, it shatters every untruth we&#8217;ve ever been told about the economics of baseball.</p>
<p>Cohen didn&#8217;t get where he was by frivolously wasting money and/or on vanity projects.  He will scale these heights because he knows it&#8217;s a financially sound and wise decision in the long run.  No, not every team might spend that much, but it&#8217;s far more than you think, with myriad sources of income both in this game and in tangentially related trades and profits that come with owning and running a team.</p>
<p>Cohen didn&#8217;t just get Correa to win as part of this spending spree.  He also did it because he and almost every major league team can do it.  He&#8217;s pretty much the only one who ignores the unnecessary obstacles to doing what needed to be done.</p>
<h3><span style="color: #0000ff">Rich Sparago</span></h3>
<p>Correa&#8217;s acquisition is truly a Christmas present for Mets fans.  Correa was to be introduced as the San Francisco Giant, and hours later, in the middle of the night, he was a Met in a fit of holiday magic. Baseball Santa had snuck down the chimney in his sleep, leaving us a big surprise.  No, not a bike, but a third baseman who will lock the position for more than a decade.</p>
<p>Cohen was right when he said the Mets needed another play.  They had to add more offense to avoid a brownout like in the Wild Card series.  Not only did they get this racquet, they got an All Star that&#8217;s still in his prime.  The cost was high, but Cohen didn&#8217;t blink and made good on his promise to do whatever it takes to win.  Yes, the Mets payroll went from insane to absurd.  That would only matter if Cohen let it.  He&#8217;s more concerned about delivering a championship than staying under a tax threshold, and to us Mets fans, that might be the greatest gift of all.</p>
<h3><strong><span style="color: #ff6600">Michael Garaffa</span></strong></h3>
<p>It still hasn&#8217;t really struck me that Carlos Correa is a New York Met.  A little over a year ago I made a list of my favorite non-Mets players by position, and Carlos Correa was my shortstop.</p>
<p>I&#8217;ve loved watching him play since he rose to stardom with the Astros.  I love the passion he plays with and the fire he plays with.  I think New York is the perfect place for such a fiery player.  He longs for the big moment and welcomes it like the winner that he is.  I can&#8217;t wait to see him play every single game in front of 45,000 screaming fans.</p>
<h3><span style="color: #0000ff"><strong><strong>Andrew Steele-Davis</strong></strong></span></h3>
<p>Carlos Correa is a statement signing in every sense of the word.  This addition, more than any other this winter, underscores that owner Steve Cohen means business and won&#8217;t stop until the Mets are a consistent winner.  Correa was the ultimate fantasy option, and he could be the piece to propel this team over the top.  The shortstop, now third baseman, will give this lineup the big hitter they desperately need, he&#8217;ll provide excellent defense and the infield is looking scary.  Also, an underestimated factor of Correa&#8217;s signing is the lineup flexibility it offers the manager <strong>Buck Showalter</strong>not to mention the depth this team now has with the likes of <strong>Edward Escobar</strong>, <strong>Luis Guillome</strong> and interested parties like <strong>Francisco Alvarez</strong>, <strong>mark winch</strong> And <strong>Brett Baty.</strong> The Mets are a much better team with Carlos Correa and that lineup is strong and versatile now.  I&#8217;m looking forward to seeing Correa hit a walk-off home run at Yankee Stadium in the Subway Series.</p>

<h3><strong><span style="color: #ff6600">Dan Chinon</span></strong></h3>
<p>Everything about Correa&#8217;s signing was just incredible.  I was awake when <strong>Jon Heyman</strong> tweeted it, and I was more confused than anything as he had the full details of a deal with the Mets before we even knew Scott Boras was talking to other teams about Correa again.  I had to quadruple verify that it was the real Jon Heyman account.  When it finally became clear that this was really happening, I was in disbelief.</p>
<p>Now the Mets have made a team that looked like a force on paper significantly better.  The Mets get a great defensive shortstop to slip into third place for their other great defensive shortstop.  His approach to the plate aligns perfectly with what the Mets are doing so well, and he can add 20-25 home runs while maintaining his high OBP and low K-Rate.  And the best thing about Correa is that he proved he can go one better in October.</p>
<p>The Astros have been the paragon of consistency for the past half decade, and the Mets&#8217; offensive approach is almost identical to Houston&#8217;s.  The Mets&#8217; offense was very good with this approach last year, but lacked the home run power that the Astros have.  With Correa a key part of much of Houston&#8217;s success in those years, the Mets could see an Astros-like run of success in the years to come.</p>
<h3><span style="color: #0000ff">Matt Mancuso</span></h3>
<p>Carlos Correa was the dream I never thought possible.  The final stretch to the best infield in the major leagues.  A capstone to an $800 million free agent bounty.</p>
<p>This move completely turned every fan&#8217;s idea of ​​a successful winter, especially Mets fans, on its head.  It&#8217;s not what the Mets can buy anymore;  The only question that remains is what can&#8217;t they?</p>
<h3><strong><span style="color: #ff6600"><strong>Chris Bello</strong></span></strong></h3>
<p>Mets fans have long been accustomed to missing well-known free agents.  What Steve Cohen has done over the past two offseasons, particularly with Carlos Correa, has been nothing short of amazing.  For me, Correa was the final piece that put the Mets above the Phillies and the Braves.  He&#8217;ll slot into the middle of the lineup, outfitting the Met with a right-handed secondary power bat.</p>
<p>Correa also brings postseason experience to the Mets.  He&#8217;s been to three World Series in his career, winning in 2017 and has a career .849 OPS in the postseason.  While his stellar numbers speak for themselves, Correa has also solved an internal problem for the Mets.  The team has since had a revolving door of third basemen <strong>David Wright</strong>and none of them have recorded an OPS+ above 111.  In Correa, the Mets will have another superstar to hold the position for more than a decade.</p>
<p>However, signing Correa will have consequences.  Several executives have anonymously reported that MLB owners are baffled by Cohen&#8217;s spending.  With a new CBA due in 2027, the future of spending in MLB could look drastically different.</p>

<p>SAN CARLOS &#8212; A suspect who broke into a home in San Carlos early Saturday morning, assaulted and injured a resident and then barricaded himself inside the apartment was taken into custody about three hours later without incident or use of force, police said .</p>
<p>Omar Areas, 42, of San Francisco, was booked into the San Mateo County Jail on suspicion of assault with a deadly weapon, home burglary and domestic violence around 9 a.m., police said.</p>
<p>The case began when a man entered the home on the 300 block of Dartmouth Avenue early Saturday and attacked another man, injuring the man&#8217;s head, police said.  The wounded man fled the home and called for help, police said, while his attacker &#8211; who knew him &#8211; stayed inside.</p>
<p>Sheriff&#8217;s deputies went to the scene around 6:04 a.m. and deputies trained in crisis intervention spoke with the wounded man while he was treated by fire and medical first responders for a large laceration to his head, police said.</p>
<p>Deputies tried to speak to the suspect but he barricaded himself inside the house, according to police.  The San Mateo County Sheriff&#8217;s Crisis Negotiation Unit and the San Mateo County Psychiatric Emergency Response Team have been called in to continue efforts to de-escalate the situation and find a peaceful resolution.</p>
<p>After about three hours, the emergency services were able to arrest the suspect without using violence, the police said.</p>
<p>The result was a collaborative effort involving the San Mateo County Sheriff&#8217;s Deputy San Carlos Patrol Bureau, Headquarters Patrol Bureau, Transit Patrol Bureau, San Mateo County Sheriff&#8217;s Office Crisis Negotiation Unit, San Mateo County Psychiatric Emergency Response teams and Belmont officers were involved, police said.</p>

<p>San Mateo, South San Francisco and San Carlos residents could soon be allowed to water landscaping only two days per week, the California Water Service announced Wednesday.</p>
<p>The water provider said customers in its Bayshore District, which serves roughly 200,000 people in San Mateo County, will enter “stage 2” of the agency&#8217;s tiered water conservation plan in light of worsening drought conditions.</p>
<p>Ken Jenkins, chief water resource sustainability officer, said the decision was made based on growing water use and dwindling snowpacks and reservoir levels as the region&#8217;s experienced consecutive dry months amid its rainy season.  He said in January the district saw an 8.4% increase in water use over the same month in 2020, and February&#8217;s numbers are expected to yield similar results.</p>
<p>The district entered stage 1 of the six stage Water Shortage Contingency Plan in August last year.  Stage 1 bans runoff from irrigation, requires shut-off nozzles on hoses when washing vehicles and bans hosing down driveways or sidewalks except for &#8220;health and safety purposes.&#8221;  Stage 2 builds on that, introducing lawn watering schedules.  It also requires restaurants to serve water only by request.</p>
<p>Lawn or other landscaping watering will be allowed on staggered days of the week depending on street addresses.  Those with odd numbers may water on Tuesday and Saturday, even numbers on Wednesday and Sunday.</p>
<p>Stage 3 would implement water budgets, setting limits for monthly use.  Jenkins said there are currently no plans for such measures but that “conditions can change quickly.”</p>
<p>&#8220;Based on our ongoing assessment of supply and demand we would make that decision if the situation warranted it,&#8221; he said.  &#8220;As we have from the beginning of the drunk we will continue to monitor &#8230; and make any decisions in the future based on those local conditions.&#8221;</p>
<p>Stage 2 aims for a maximum of 20% reductions in total water use — in line with the Gov.  Gavin Newsom&#8217;s call last year for the state to reduce consumption by 15%.  Stage 3 would aim for a 20% to 30% reduction.</p>
<p>Roughly 87% of the state, including San Mateo County, is within a &#8220;severe drought&#8221; classification, according to the National Integrated Drought Information System.  That&#8217;s better than October of last year when a similar portion of the state was in an “extreme drought.”  Now less than 13% of the state falls within the category.</p>
<p>Severe drought classification entails a longer fire season, stress on trees and plants and inadequate grazing land.  Two months ago, 67% of the state was within the category.</p>
<p>Hetch Hetchy, the reservoir that supplies much of the Bay Area with water, is also above normal capacity for this time of year, at 81% compared with a 71% average, according to the California Department of Water Resources.  But despite a strong start to the rainy season, limited precipitation in recent months has caused snowpacks, relied on to feed the reservoir, to dwindle, down to 59% of average for this time of year.  For the northern part of the state in particular the outlook is worse, with snowpacks at just 52% of average.</p>
<p>Additionally, experts have warned soils could still be parched from prior consecutive dry years, causing runoff from melting snow to be absorbed prematurely.  Higher than normal temperatures could also cause increased evaporation.</p>
<p>The district was last in stage 2 in 2015 and 2016, though Jenkins said the tiers have since been adjusted and stage 2 at the time more closely resemble current stage 3 restrictions.</p>
<p>The California Public Utilities Commission will need to approve the California Water Service&#8217;s request to move to Stage 2 before the additional restrictions can be enacted.  If approved, the restrictions would go into place April 15.</p>
<p>Enforcement includes the possibility of fines up to $100, or flow restrictors to limit water use in the case of repeated fines or “egregious” violations, Jenkins said.  He said enforcement measures would rely largely on reports but that “proactive” enforcement could be carried out if reduction targets were not met.</p>
<p>&#8220;Our preference is to work with our customers versus penalizing them,&#8221; he said.  &#8220;In most cases, customers are very receptive to making the changes that are needed once they understand why they&#8217;re needed.&#8221;</p>

<p>San Mateo, South San Francisco and San Carlos residents could soon be allowed to water landscaping only two days per week, the California Water Service announced Wednesday.</p>
<p>The water provider said customers in its Bayshore District, which serves roughly 200,000 people in San Mateo County, will enter “stage 2” of the agency&#8217;s tiered water conservation plan in light of worsening drought conditions.</p>
<p>Ken Jenkins, chief water resource sustainability officer, said the decision was made based on growing water use and dwindling snowpacks and reservoir levels as the region&#8217;s experienced consecutive dry months amid its rainy season.  He said in January the district saw an 8.4% increase in water use over the same month in 2020, and February&#8217;s numbers are expected to yield similar results.</p>
<p>The district entered stage 1 of the six stage Water Shortage Contingency Plan in August last year.  Stage 1 bans runoff from irrigation, requires shut-off nozzles on hoses when washing vehicles and bans hosing down driveways or sidewalks except for &#8220;health and safety purposes.&#8221;  Stage 2 builds on that, introducing lawn watering schedules.  It also requires restaurants to serve water only by request.</p>
<p>Lawn or other landscaping watering will be allowed on staggered days of the week depending on street addresses.  Those with odd numbers may water on Tuesday and Saturday, even numbers on Wednesday and Sunday.</p>
<p>Stage 3 would implement water budgets, setting limits for monthly use.  Jenkins said there are currently no plans for such measures but that “conditions can change quickly.”</p>
<p>&#8220;Based on our ongoing assessment of supply and demand we would make that decision if the situation warranted it,&#8221; he said.  &#8220;As we have from the beginning of the drunk we will continue to monitor &#8230; and make any decisions in the future based on those local conditions.&#8221;</p>
<p>Stage 2 aims for a maximum of 20% reductions in total water use — in line with the Gov.  Gavin Newsom&#8217;s call last year for the state to reduce consumption by 15%.  Stage 3 would aim for a 20% to 30% reduction.</p>
<p>Roughly 87% of the state, including San Mateo County, is within a &#8220;severe drought&#8221; classification, according to the National Integrated Drought Information System.  That&#8217;s better than October of last year when a similar portion of the state was in an “extreme drought.”  Now less than 13% of the state falls within the category.</p>
<p>Severe drought classification entails a longer fire season, stress on trees and plants and inadequate grazing land.  Two months ago, 67% of the state was within the category.</p>
<p>Hetch Hetchy, the reservoir that supplies much of the Bay Area with water, is also above normal capacity for this time of year, at 81% compared with a 71% average, according to the California Department of Water Resources.  But despite a strong start to the rainy season, limited precipitation in recent months has caused snowpacks, relied on to feed the reservoir, to dwindle, down to 59% of average for this time of year.  For the northern part of the state in particular the outlook is worse, with snowpacks at just 52% of average.</p>
<p>Additionally, experts have warned soils could still be parched from prior consecutive dry years, causing runoff from melting snow to be absorbed prematurely.  Higher than normal temperatures could also cause increased evaporation.</p>
<p>The district was last in stage 2 in 2015 and 2016, though Jenkins said the tiers have since been adjusted and stage 2 at the time more closely resemble current stage 3 restrictions.</p>
<p>The California Public Utilities Commission will need to approve the California Water Service&#8217;s request to move to Stage 2 before the additional restrictions can be enacted.  If approved, the restrictions would go into place April 15.</p>
<p>Enforcement includes the possibility of fines up to $100, or flow restrictors to limit water use in the case of repeated fines or “egregious” violations, Jenkins said.  He said enforcement measures would rely largely on reports but that “proactive” enforcement could be carried out if reduction targets were not met.</p>
<p>&#8220;Our preference is to work with our customers versus penalizing them,&#8221; he said.  &#8220;In most cases, customers are very receptive to making the changes that are needed once they understand why they&#8217;re needed.&#8221;</p>

<p>A San Francisco man who allegedly stole a car from Sunnyvale and drove it to San Carlos used a car sharing app called Getaround to target the car and find that the car had been arrested, the district attorney said San Mateo on Tuesday with.</p>
<p>Michael Guess, 26, used the app to search for cars in the area.  App users are required to enter a passcode to access the key in the car if they agree to rent the car through the app, but Guess broke through the car window, took the key he knew was there and drove him to the San Carlos Fairfield Inn.  Prosecutors said.</p>
<p>The victim pinged his car upon learning it was stolen and discovered it was in San Carlos.  Prosecutors said he called the police, who went to the Fairfield Inn and found Guess asleep behind the wheel with a broken car window.  He was arrested on suspicion of car theft and possession of an electric baton and multiple misdemeanors, prosecutors said.  His next trial is October 4th.</p>
