<p>North Dakota governor Doug Burgum is used to being counted out — and he brought that underdog energy to a meet and greet to Washington, DC, just in time to celebrate his surprising qualification for the Presidential Republican primary debate stage.</p>
<p>At the swanky Capitol Hill Club he made his case. He was surrounded by his state’s congressional delegation along with Senator Susan Collins, former senator Norm Coleman and a room of curious onlookers, many of whom told Cockburn they first learned of his campaign when he launched a clever scheme to mail out $20 gift cards in exchange for a $1 donation—a way to reach the 40,000 donor threshold to make the stage. </p>

<p>“You shouldn’t be allowed to be president of the United States if you haven’t actually worked a business,” said software billionaire Burgum. “I worked as a chimney sweep to pay my way through college.” </p>
<p>Unsurprisingly, much of his pitch revolves around energy independence, given the importance the industry has to his state. “This isn’t rocket science, I want some common sense,” he said. “We can’t even provide low-cost, clean, reliable energy to our own country,” he lamented. He also addressed another issue he focuses on in Bismarck: “indiscriminate” addiction.</p>
<p>Fentanyl and alcohol don’t ask if victims are Republicans or Democrats, he noted. His wife, First Lady Kathryn Burgum, has frequently spoken about her triumph over addiction, and said her husband’s campaign is a great vehicle to take that message nationwide. </p>
<p>This “local but big” approach is what he’s trying to do in his latest mission. Politics is a team sport, he said, lavishing praise on Senators Kevin Cramer and John Hoeven and Congressman Kelly Armstrong for endorsing him (Burgum noted he is the only Republican with his entire delegation’s endorsements) and his team of “Sodbusters,” for helping him clear the threshold of 40,000 donors to debate.</p>

<p>Armstrong is “all-in on Governor Burgum and the best first lady in the country,” he said. “The buzz is real,” he assured everyone. While most people Cockburn spoke with wouldn’t have bet their farms on Burgum, Armstrong has seen Burgum go from an anonymous businessman to governor. </p>
<p>That ascent to the governor’s mansion was no sure thing — and his wife drew parallels between that and his current quest for the White House. </p>
<p>Burgum’s assessment of that race was “there’s only five months until the primary, our opponent has 100 percent name recognition, his family has been in politics practically since statehood, and he’s been the sitting attorney general for fifteen years, and there’s one more thing; he’s ahead by sixty points in the polls.” Five months later, Burgum won the primary by double digits. </p>
<p>In a previous life, Armstrong was the head of North Dakota’s Republican Party, and he’d watched Burgum “turn an entire room full of people into Doug supporters inside of twenty-five minutes.” Burgum’s tenure as governor shows people that “you don’t have to be crazy to be conservative,” Armstrong said. Now, the governor needs to do that on a nationwide scale.</p>
<p>While Burgum is no stranger to winning in upsets, there’s only one way he comes to DC in elected office, and that’s to move into 1600 Pennsylvania Avenue. He told the audience he will “never run for Senate because I’m an operating guy.” </p>
<p>Before Burgum shifted to questions, Cramer praised his remarks — “wouldn’t he be good on the debate stage?” he asked. Giving out $20 Biden Relief Cards is how Burgum made the cut for Milwaukee, and now his primary rivals like Miami mayor Francis Suarez are, in essence, copying his tactics. The governor is OK with that. “The greatest form of flattery is imitation,” he told Cockburn after his photo line. </p>
<p>When pressed about how he rocks the best hair in the presidential field, Burgum deflected, instead choosing to praise the hairdos of the Ruthless podcast hosts that he spoke with earlier that day (“the group I was with today, on Ruthless, that whole group has got good hair”), and actually handed out oppo on himself — saying that his earlier hairdos are worth further scrutiny.</p>
<p>“I think if you really want to do an exposé on this, you’ve just got to go back about twenty-five years and then you’ll see real flow.” Challenge accepted:</p>

<p>While Burgum made the debate stage in no small part due to his pledge to hand out $1 million, Cockburn couldn’t help but note that this generosity did not extend to the DC donor class — disappointingly, the food was free but the booze was a cash bar. </p>

<p>CHICAGO (NewsNation) — Republican North Dakota Gov. Doug Burgum has seen an uptick in support for his 2024 presidential run.</p>
<p>Burgum declared his candidacy for president during a speech in Fargo, North Dakota, in June. Seen as an underdog, the incumbent governor has two things going for him that could help him in his race for the White House: He is a sitting governor, which is the most common resume builder for previous presidents, and he has money. </p>
<p>His biggest disadvantage in the race is that 99.8% of Americans don’t know who he is, The New York Times reported.</p>
<p>The presidential hopeful faces a populated GOP primary, including former President Donald Trump, former South Carolina Gov. Nikki Haley, South Carolina Sen. Tim Scott, and most recently, current Florida Gov. Ron DeSantis, who is seen by many as the previous president’s biggest competition.</p>
<p>An unlikely pick, polls now show Burgum at 6% after previously polling less than 1%, beating out bigger names like Haley and former Vice President Mike Pence. He is now polling at the same level as former New Jersey Gov. Chris Christie, who took a jab at Burgum about his lack of name recognition just last month.</p>

<p>But not being very well-known is not new to Burgum. In fact, during his race for governor, most people didn’t know who he was. His 2016 election victory was a major upset, beating out former North Dakota Attorney General Wayne Stenehjem by more than 20 points after he was able to significantly outspend him while campaigning, according to the NYT. </p>
<p>So, who is Burgum and where did his fortune originate? </p>
<p>Before Burgum was elected, he had not held elected office. In fact, he was a wealthy software entrepreneur. During the election, the NYT reported that the two-term governor benefited from Trump’s anti-establishment campaign message that influenced Republican voters to elect outsiders.</p>
<p>Burgum had humble beginnings as a shoeshine and chimney sweep. He lost his father when he was a freshman in high school. For college, he traveled to Stanford, California, where he earned a master’s degree in business administration.</p>
<p>After graduating from Stanford, Burgum returned to his home state of North Dakota, where he bought a stake in a fledgling financial software company, the NYT reported. In order to afford it, he mortgaged farmland that he had inherited. His company went public in 1997 and then was sold to Microsoft in 2001 for about $1.1 billion, the NYT reported. </p>
<p>Burgum maintained his business antics and founded two additional businesses: Kilbourne Group and Arthur Ventures.</p>
<p>As governor, Burgum has supported fossil fuels and carbon capture. One of his goals was to get North Dakota to carbon neutrality by 2030, the NYT reported.</p>

<p>In the past year, the governor signed eight anti-transgender laws and a ban on transition care for minors. He also signed one of the nation’s strictest abortion bans in April, contrasting himself with DeSantis.</p>
<p>Unlike DeSantis, Burgum defended face masks during the height of the COVID-19 pandemic and even vetoed a bill that would have prohibited state officials from mandating them.</p>
<p>And while most people don’t know who he is, Burgum is determined to make sure that by August, Americans know who he is.</p>
<p>The two-term governor has found creative ways to meet fundraising requirements to qualify for the first Republican presidential debate next month.</p>
<p>Burgum has just cleared the 40,000-donor requirement to hit the RNC debate state in August. He reached that goal by giving out $20 VISA and Mastercard gift cards that he called, “Biden economic relief cards,” in exchange for $1 donations. </p>
<p>During his announcement, he said the country needs new leadership and he is not deterred by his initial low polling numbers and the large lead that Trump and DeSantis have over the other candidates in the race.</p>
<p>In an op-ed in The Wall Street Journal, he said that fixing the economy would be his top priority as president. He pointed to his record as governor passing reforms on pensions and lowering taxes and called for increasing domestic energy production and strengthening the value of the dollar around the world.</p>

<p>North Dakota Gov. Doug Burgum is contemplating a bid for the GOP presidential nomination, The Washington Post reports, and is so serious about the prospect that he &#8220;is already filming television ads&#8221; for his nascent presidential campaign. That might be something of a surprise: Burgum&#8217;s name has not often been listed among the likely candidates as the 2024 presidential race gears up.</p>

<p>Even North Dakotans might be surprised by their governor&#8217;s ambitions. One local journalist, a columnist for The Forum of Fargo-Moorhead, spotted the possibility ahead of just about everybody else. Columnist Rob Port writes he &#8220;happened to notice, back in March, a few stray social media posts indicating that North Dakota&#8217;s governor had made the sort of trip to Iowa that presidential candidates make.&#8221; Until this month, though, there were few other public clues that Burgum would actually run. Who is Doug Burgum? What is his agenda for higher office? And what are his chances?</p>
<h3 class="polaris__heading">Who is Doug Burgum?</h3>
<p>He&#8217;s a former chimney sweep. Really. As a senior at North Dakota State University &#8220;I had started a business sweeping chimneys,&#8221; Burgum told Forbes in 2017. That proved a launching pad to greater success: A story about his business hit the wire services, Burgum said, which helped get him a slot at Stanford University, where he earned an MBA. &#8220;I was later told it caused quite a stir in the Stanford admissions office,&#8221; Burgum said. &#8220;&#8216;Hey, there&#8217;s a chimney sweep from North Dakota who&#8217;s applied.'&#8221;</p>
<p>The 66-year-old governor went on to become a software executive who hit big: He sold his company to Microsoft for $1.1 billion in 2001. He &#8220;first ran for governor in 2016 as a political neophyte with no party endorsements and only 10 percent support in local polls,&#8221; CBS News reports. He took on the establishment GOP candidate, then-North Dakota Attorney General Wayne Stenehjem, and beat him for the nomination by 20 points. Two things that helped Burgum in that race: He was an outsider during the same cycle that elected Donald Trump to the presidency, and he largely self-funded his campaign.</p>
<h3 class="polaris__heading">What is he known for?</h3>
<p>&#8220;Sources close to Burgum say the governor would likely focus a presidential campaign on two issues — the economy and energy,&#8221; Fox News reports. As governor, he recently signed a bill that bans abortion after six weeks and another that restricts gender-affirming care for transgender minors. He did make national headlines during the early days of the COVID pandemic in 2020, making a case against the left-right ideological divide over masking. &#8220;If someone is wearing a mask, they&#8217;re not doing it to represent what political party they&#8217;re in or what candidates they support,&#8221; he said, adding: &#8220;If somebody wants to wear a mask, there should be no mask shaming.&#8221; Later that year, North Dakota imposed a short-lived mask requirement.</p>
<h3 class="polaris__heading">Why might he run for president?</h3>
<p>He appears really interested in energy policy. (The oil and gas industry in North Dakota employs more than 50,000 people and provided the state with $3.8 billion in tax revenues in 2021.) The Forum points out that as governor, Burgum has set a goal of achieving carbon neutrality by 2030 — but perhaps not in the way you might think: He has focused not on restricting fossil fuel use, but on &#8220;exploiting research in North Dakota to harness underground geological formations to store carbon.&#8221; He told the paper&#8217;s editorial board that he prefers innovation to regulation on energy and climate issues, and that is the approach he wants to see from the GOP&#8217;s eventual presidential nominee. &#8220;Energy policy drives America,&#8221; Burgum told the paper.</p>
<h3 class="polaris__heading">What are his odds?</h3>
<p>Probably not great: As of mid-May, Burgum wasn&#8217;t even listed as a &#8220;long shot&#8221; in Politico&#8217;s overview of the GOP field of declared and likely candidates — that&#8217;s how out-of-nowhere his candidacy appears to be. A recent Morning Consult poll clocked the support for 10 of the contenders, including former President Donald Trump and Florida Gov. Ron Desantis, but Burgum&#8217;s name was not on the list. </p>
<p>But Burgum apparently sees a path: After all, he was similarly unknown when he started his campaign for governor. &#8220;All the engagement right now is occurring on the edge,&#8221; he told The Forum. &#8220;There&#8217;s definitely a yearning for some alternatives right now.&#8221;</p>

<p>FARGO — Doug Burgum is about to enter a crowded field of candidates vying for the Republican presidential nomination as an unknown figure on the national political stage.</p>
<p>But one early job on Burgum’s resume could help the dark-horse candidate stand out: chimney sweep.</p>
<p>While attending North Dakota State University, Burgum hired himself out as a chimney sweep. The unusual occupation was featured in the student newspaper, with a photo of Burgum, in top hat and tuxedo on a snowy roof, and was picked up by a wire service.</p>
<p>The admissions office at Stanford University saw the article — and Burgum was admitted to its master’s of business administration program.</p>
<p>There, he met Steve Ballmer, who would go on to become CEO of Microsoft and an influential business adviser for Burgum.</p>
<p>After a stint as a consultant at McKinsey &#038; Co., Burgum mortgaged a quarter section of farmland homesteaded by his grandfather to invest $250,000 in a fledgling business software firm called Great Plains Software in 1983.</p>
<p>Burgum, having bet a good part of his inheritance, was unnerved to learn that the business software industry then in its infancy was crowded with competitors, but was able to distinguish his firm with top-notch customer service, a lesson learned from his family’s grain elevator business in Arthur.</p>
<p>The willingness to take a big risk — moderated by working assiduously to improve his odds of success — would prove to be an attribute that would help define Burgum’s rise in business and his later career as a politician.</p>
<p>“Betting the farm,” as Burgum later would describe his source of startup capital, would prove to be a good wager. When Great Plains broke ground at its south Fargo campus, Burgum harnessed a horse-drawn plow to mark the occasion.</p>

<p>In 2001, less than two decades after Burgum tied his future to Great Plains, with Ballmer at its helm, Microsoft bought Great Plains for $1.1 billion. Burgum stayed on as a Microsoft senior vice president until 2007, then turned his focus to serving as an investor and director on the corporate boards of early-stage software companies.</p>
<p>Freed of the responsibilities of running a company, Burgum also took his business chops in a new direction, real-estate development, which would allow him to indulge his interest in architecture.</p>
<p>He had formed a company, Kilbourne Group, named after his mother’s maiden surname. When Burgum was a boy, his mother took him on walks through downtown Fargo, pointing to notable buildings and telling him their background — a history lesson that helped to inspire what would become a major private downtown renewal project.</p>
<p>Kilbourne Group bought and renovated many distinctive downtown landmarks, including the Black Building, and built the 23-story RDO tower.</p>
<p>It became Fargo’s tallest building, although deliberately shorter than the skyscraping state Capitol, striking a note that was audacious and restrained at the same time.</p>

<p>One of the buildings Kilbourne Group acquired and renovated, the former St. Mark’s Lutheran Church, became the Sanctuary Event Center, where on Wednesday, June 7, Burgum will take the stage to announce his candidacy for the Republican nomination for president.</p>
<p>As a real estate developer, Burgum preached the virtues of dense, downtown development as a way to enliven communities, prevent urban sprawl and save money by avoiding the need to extend expensive public infrastructure and services to the city’s fringe.</p>
<p>Later, as governor, he would promote the same themes through his Main Street initiative, saying that communities must offer attractive amenities to attract workers.</p>
<p>Burgum has made philanthropic contributions, including his family’s support of the Plains Art Museum and his donation of the former Northern School Supply building to his alma mater, NDSU, which became Renaissance Hall, which houses the university’s visual arts department and much of its architecture department.</p>
<p>Although a campaign contributor, Burgum was never visibly active in politics until he entered the 2016 governor’s race after Jack Dalrymple announced that he wouldn’t seek a second term, leaving an open seat.</p>

<p>But a major obstacle stood in his way: Wayne Stenehjem, who had served more than 20 years as attorney general and was the presumptive Republican nominee.</p>
<p>Burgum entered the race trailing by almost 50 points. He sought the endorsement at the party convention, not expecting to win, he said, and finished third.</p>
<p>During the convention, Burgum played up to his outsider image by lecturing the delegates, many of them state legislators, whom he criticized for allowing state government spending to balloon unsustainably on their watch.</p>
<p>His strategy all along was to win the GOP primary, and he made a point of visiting every community in the state with at least 1,000 people, often talking to very small gatherings, especially at first, and filling notebooks with ideas from his encounters with voters.</p>

<p>Burgum roared back from his drubbing at the convention with a convincing victory over Stenehjem, taking 60% of the vote in the primary — and cruising on to beat his Democratic rival by capturing more than 76% in the general election.</p>
<p>Some of Burgum’s famous friends from his time at Microsoft were among his prominent financial supporters during his first campaign for governor. Microsoft founder Bill Gates contributed $107,000 and Satya Nadella, who succeeded Ballmer as Microsoft CEO and who had worked under Burgum at Microsoft’s Fargo campus for 5½ years, donated $10,000.</p>
<p>During the campaign, Burgum ran as an entrepreneur and businessman, with a pitch that he was the right person to apply his tech savvy to reinvent state government through greater efficiency, and to help diversify the economy, too reliant on energy and farm commodities subject to whipsawing price swings.</p>
<p>Once in office, Burgum sometimes clashed with the Republican-dominated Legislature. Although he pledged party unity after winning the divisive primary contest with Stenehjem, Burgum didn’t shy away from tangling with those in his own party.</p>
<p>Burgum showed himself willing to dip into his personal fortune to fund a political group that worked to defeat fellow Republicans who had resisted his initiatives, most prominently former Rep. Jeff Delzer, R-Underwood, who had been the powerful chairman of the House Appropriations Committee, who was at odds with some of Burgum’s spending priorities.</p>
<p>During the 2022 election cycle, records showed Burgum gave at least $935,000 to the Dakota Leadership PAC, which ran an advertising blitz against Delzer, who lost the GOP primary endorsement. Burgum spent much more in 2020, bankrolling the group&#8217;s ad campaign with contributions of more than $3.2 million.</p>
<p>Burgum’s internecine quarrels rankled some of his fellow Republicans, some of whom were legislators who were in a position to make their displeasure known, but Burgum didn’t alter course.</p>
<p>As governor, Burgum has championed energy policy. Unusual for a Republican, he set a goal of using innovation and incentives to achieve carbon neutrality in North Dakota by 2030, exploiting North Dakota’s policy and geological advantages in storing carbon dioxide deep underground.</p>

<p>He boasted that as of 2021 companies had responded by pouring $25 billion of investments into energy initiatives in the state.</p>
<p>In contrast to many of his fellow Republican governors, Burgum’s response to the public health threat posed by the COVID-19 pandemic included support for vaccination and, in the early days of the pandemic, targeted business shutdowns and a mask mandate as measures to prevent hospitals from being overrun with cases.</p>
<p>Chafing at the state interventions, the Republican-dominated Legislature responded in 2021 by passing a law allowing legislators to call a special session, with the power to “terminate, extend, or modify” a state of disaster or emergency declared by a governor.</p>

<p>Burgum’s drive for efficiencies in state government draws upon his background in technology and business.</p>
<p>He sounds like the McKinsey consultant he once was when he makes the case for better cash management of state funds, and he sounds like a former software executive when he rhapsodizes about the need for information technology upgrades that are more consumer friendly.</p>
<p>Burgum has never emphasized socially conservative positions and has generally refrained from joining the “culture war” debates that animate many in a party dominated by Donald Trump. In 2020, Burgum said the state Republican Party’s position on LGBTQ issues was “divisive and divisional.”</p>
<p>Still, in the recently completed legislative session, Burgum signed a near-total abortion ban bill as well as several laws restricting transgender rights. Earlier, in 2021, he signed a law banning the teaching of critical race theory in North Dakota public schools.</p>
<p>North Dakota leaders shouldn’t forget that the state is in constant competition for capital and for talent — skilled workers — and be seen as welcoming both, he has said.</p>
<p>Burgum has twice been endorsed by Trump, and has endorsed the former president he now is challenging for the nomination. He has said he would vote for Trump if he is the Republican nominee in 2024, a choice he regards as preferable to President Joe Biden, the likely Democratic nominee.</p>

<p>In seeking the nomination, Burgum is betting that what he has called a “silent majority” of voters who shun the ideological fringes would welcome a pragmatist over a divisive ideologue. He knows that he will have to overcome his underdog status as a governor of a small, rural state who is unknown in national politics.</p>
<p>“There’s a value to being underestimated all the time,” Burgum said, recalling that he had no endorsements in his first race. “That’s a competitive advantage.”</p>

<p class="Ekqk yuUa MvWX TjIX aGjv ebVH">North Dakota Gov. Doug Burgum announced Wednesday that he is running for the 2024 presidential election, making him the twelfth Republican candidate on the list.</p>
<p class="Ekqk yuUa lqtk TjIX aGjv">Burgum, a former software CEO who was elected in 2016, announced his announcement with a video released Monday.  He will make it official during his speech in Fargo on Wednesday morning.</p>

<p class="Ekqk yuUa lqtk TjIX aGjv">Burgum&#8217;s teaser video, titled &#8220;Change,&#8221; shows him tracing his biographical roots: &#8220;I started a shoeshine business, worked the grain elevator and chimney sweep for college, and then got my MBA from Stanford.  I ignored those who said so. &#8220;North Dakota was too small, too cold, and too remote to build a world-class software company.&#8221;</p>
<p class="Ekqk yuUa lqtk TjIX aGjv">A native of Arthur, North Dakota, Burgum founded Great Plains Software in 1983 and was eventually acquired by Microsoft in 2001.  Burgum remained active in the company until 2007.</p>
<p class="Ekqk yuUa lqtk TjIX aGjv">&#8220;I&#8217;m literally betting the farm is helping grow a small startup into a billion-dollar company with customers in 132 countries,&#8221; he said in his teaser video, describing himself as &#8220;a new leader for a self.&#8221; changing economy”.</p>
