<p>The NFL landscape has rarely been so uncertain as the season nears its halfway point, and the Tuesday afternoon trade deadline did little to help.</p>
<p>The injury-ravaged Buffalo Bills defense found some help in defensive back Rasul Douglas via trade with Green Bay. The Washington Commanders dealt the heart of their defense, sending Montez Sweat to the Chicago Bears and Chase Young to the San Francisco 49ers, and the Detroit Lions boosted their receiving talent by acquiring Donovan Peoples-Jones from the Cleveland Browns.</p>
<p>The Bears could finish the season owning the first two picks in the 2024 NFL Draft. They have their own as well as the Carolina Panthers&#8217; first-rounder.</p>
<p>But Young is perhaps the biggest catch among contenders, giving San Francisco another massive boost on defense.</p>

<p>The defending champion Kansas City Chiefs put in a pedestrian performance last Sunday in a loss to the Denver Broncos, the Philadelphia Eagles have shown vulnerabilities while winning seven of their eight games, and the 49ers have seen the wheels come off over the past three weeks in losses to Cleveland, Minnesota and Cincinnati.</p>

<p>San Francisco did itself a huge favor, dealing a third-round pick for Young. This Niners&#8217; front is going to be a problem in December and January.</p>
<p>In the wake of the deal, the 49ers rate as a strong value pick among the top three &#8212; that is, if quarterback Brock Purdy solves his recent troubles in a timely manner.</p>
<p>Speaking of a monstrous defensive presence, the Eagles figure to improve as the weather cools. A bet on Philadelphia, which holds the inside track in the race for home-field advantage, could be considered high value at the current number.</p>
<p>The NFC is not overly strong, and the Eagles are a proven postseason commodity.</p>
<p>The Chiefs&#8217; betting attractiveness would be more secure if sports-betting fans knew whether Taylor Swift will be in attendance during the last weeks of the season. (Check Travis Kelce&#8217;s &#8220;with Tay-Tay&#8221; and &#8220;without Tay-Tay&#8221; stats if you think we&#8217;re joking.)</p>
<p>The Bills have to remain under consideration for a play at +1200, if only for their ability to outscore opponents.</p>
<p>Buffalo dumped Miami 48-20 earlier this season.</p>
<p>Douglas, 28, heads to an AFC contender that lacked cornerback depth after Tre&#8217;Davious White sustained a torn Achilles and was lost for the season.</p>
<p>Douglas had one interception, one fumble recovery and 32 tackles in seven starts for the Packers (2-5) this season.</p>
<p>The Lions, a similar value to Buffalo at +1300, appear to have a nice path toward winning the NFC North title and picked up offensive depth by acquiring Peoples-Jones.</p>
<p>With Amon-Ra St. Brown and rookie standout tight end Sam LaPorta, Lions quarterback Jared Goff has a wealth of targets &#8212; not to mention the tough one-two punch from running backs David Montgomery and Jahmyr Gibbs.</p>
<p>Peoples-Jones, 24, has eight catches for 97 yards in seven games this season for the Browns, who selected him in the sixth round of the 2020 draft. He hails from Detroit and played his college football at Michigan.</p>
<p>&#8220;We feel like he fits our style,&#8221; Lions coach Dan Campbell said. &#8220;He&#8217;s smart and he can play multiple positions. &#8230; We just felt like he&#8217;d be a good fit for the team and the room.&#8221;</p>
<p>In four seasons with Cleveland, Peoples-Jones amassed 117 catches for 1,837 yards and eight touchdowns. His best season was 2022, when he finished with 61 catches for 839 yards and three touchdowns.</p>
<p>The Cincinnati Bengals, now +1600, showed last Sunday that they might be ready to announce their presence once again. A convincing win at San Francisco was more in line with the dangerous team that dominated last season&#8217;s second half and reached the AFC title game.</p>
<p>Get the Bengals while they&#8217;re still at a high-value number.</p>
<p>The Seahawks are in first place in the NFC West, a half-game ahead of the 49ers. And they&#8217;re still +3000 to win it all.</p>
<p>Seattle is tucked away in the Northwest, away from a ton of national scrutiny, but is certainly a stealth contender.</p>
<p>The Seahawks stated their intention by acquiring New York Giants defensive lineman Leonard Williams, a real boost for the run-stopping prowess needed to win as the season winds down.</p>
<p>So, +3000? That&#8217;s quite a gap between the Seahawks and the +600 49ers.</p>
<p>Jump on the Bengals and Bills as a nice counter to heavy AFC favorite Kansas City. Catch the price while it still carries value.</p>

<p>CINCINNATI (AP) — For the first time all season, Joe Burrow found his top form against the San Francisco 49ers last week for the Cincinnati Bengals.</p>
<p>Just in the nick of time.</p>
<p>The franchise quarterback had struggled through much of the early season because of a calf injury that had sidelined him for the entirety of training camp. One of the NFL&#8217;s best signal-callers just wasn&#8217;t at his best.</p>

<p>An uneven 17-13 win over Seattle on Oct. 15 pushed the Bengals to a manageable 3-3 before their bye week.</p>
<p>“Joe is Joe, man,” said safety Micah Hyde whose Buffalo Bills (5-3) will face the Bengals on Sunday night in Cincinnati. “Last week was a big indication of what they’re able to do on offense with the weapons he has around him. We know that’s their team, that’s their offense, and they go when Joe goes.”</p>
<p>In the previous meeting of the teams, Burrow threw two touchdown passes and Cincinnati’s defense swarmed quarterback Josh Allen on snow-slicked field in Orchard Park, New York, as the Bengals prevailed 27-10 in an AFC divisional playoff game Jan. 22.</p>
<p>The most recent time Buffalo played at Cincinnati&#8217;s Paycor Stadium, during “Monday Night Football” last Jan. 2, is seared in the memory of everyone who was there because of a terrifying incident that brought the game to a halt.</p>
<p>Hamlin recovered and is back with the Bills, although he is not expected to play on Sunday night.</p>
<p>“I think what happened is in the past,” Burrow said when asked about it this week. “I think everybody remembers it, but is not going to dwell on it. I know he&#8217;s not dwelling on it, either.&#8221;</p>
<p>Allen has been bothered by a sore shoulder, but his 71.7% completion rate leads the league. His favorite option, Stefon Diggs, averages 93.5 receiving yards per game.</p>
<p>HAMLIN EXPECTED TO BE INACTIVE ON SUNDAY</p>
<p>As much as he’d like to play, Hamlin told The Associated Press he has no problem with having been inactive for seven of Buffalo’s first eight games this season.</p>
<p>“Since I first got drafted by the Buffalo Bills, I think the first interview that I did, with whomever I spoke to, I told them I don’t care if I had to carry the water,” Hamlin said. “I just want to do my part to win games. &#8230; A team is never ‘I.’ It’s always ‘we.’ So that’s my mission.”</p>
<p>The third-year player’s only game this season was against Miami on Oct. 1, and he was limited to special teams.</p>
<p>The Bills shored up their roster this week by acquiring cornerback Rasul Douglas in a trade with Green Bay and signing free agent defensive tackle Linval Joseph. It’s unclear whether they’ll be available to play on Sunday, though Douglas is a likely candidate to suit up against the Bengals.</p>
<p>Douglas, who had 10 interceptions during the past two-plus seasons with the Packers, is taking over the starting spot for Tre’Davious White (torn right Achilles tendon). And Joseph, who has 13 seasons of NFL experience, will fill in for DaQuan Jones, who is out indefinitely with a torn pectoral muscle.</p>
<p>Buffalo also signed running back Leonard Fournette to their practice squad with backup Damien Harris on injured reserve with a neck injury.</p>
<p>WANTED: AN AFC WIN FOR BENGALS</p>
<p>The Bengals beat the two top teams in the NFC West in consecutive weeks, but haven&#8217;t managed to beat an AFC team yet. They opened the season by losing to AFC North rivals Cleveland and Baltimore. It was in the Ravens game that Burrow aggravated his calf injury. Then they lost to Tennessee in Week 4 before winning the past three straight against NFC teams.</p>
<p>“There’s a lot of guys on this team who have experienced continued success before, and they know how hard it is,” Bengals coach Zac Taylor said. “And so they’re not going to be fooled by having a big road win and thinking, ‘Oh, we’ve arrived, here in a Week 8.’ Not even close. And so that is the benefit of having the team that we have. They know how hard it is going to be going forward to continue this, and I know that they’re willing to put in the work for it.”</p>

<li class="class"><span class="mol-style-bold">Residents in San Francisco&#8217;s Millennium Tower have been slapped with bills as high as $14,000 each following a project to stabilize the leaning building </span></li>

<p class="mol-para-with-font">Residents within the luxury Millennium Tower &#8211; dubbed the &#8216;leaning tower of San Francisco&#8217; &#8211; are being slapped with bills up to $14,000 to fix the building&#8217;s issues which include raw sewage in their sinks and pipes.</p>
<p class="mol-para-with-font">Homeowners and renters have been shocked to receive the bills, which puts an estimated $6.8 million of the overall $20 million in overrun fixes on residents.</p>
<p class="mol-para-with-font">Mehrdad Mostafavi, who owns a condo on the third floor of the building, recently received a bill for $14,000, which amounts to $10 per square foot of the <a href="https://www.mjmlanddev.com/del-coronado-map">apartment</a>.</p>
<p class="mol-para-with-font">&#8216;It&#8217;s a luxurious building and famous building, but unfortunately it is not like this for me as an owner,&#8217; Mostafavi told NBC Bay Area. &#8216;I am really suffering.&#8217;</p>
<p class="mol-para-with-font">To make matters worse, Mostafavi was not living in the building when he got the bill as he was dealing with a sewage backup purportedly caused by the tower&#8217;s tilt.</p>
<p class="mol-para-with-font">The Millennium Tower &#8211; designed by Gary Handel and Handel Architects &#8211; is still tilting at 29 inches but the sinking has stopped following a stabilization project.</p>
<p>Residents within the luxury Millennium Tower &#8211; dubbed the &#8216;leaning tower of San Francisco &#8216; &#8211; are being slapped with bills up to $14,000 to fix the building&#8217;s issues Sewage overfill from the tilt Sewage overflow from the tilt inside the building</p>
<p class="mol-para-with-font">Mostafavi was just one of a number of residents to find a bill from the Tower owners&#8217; association and asked to pay it by October 1.</p>
<p class="mol-para-with-font">He told the Bay Area outlet it may be the final nail in the coffin for him.</p>
<p class="mol-para-with-font">&#8216;I don&#8217;t know what to do with this place, because it is costly – I cannot live in it,&#8217; said Mostafavi.</p>
<p class="mol-para-with-font">The San Francisco resident had already moved out in June after a sewage backup in his kitchen sink, which some engineers had warned could happen due to the tilt.</p>
<p class="mol-para-with-font">At the time that he received the bill, he was already in the middle of trying to figure out who should pay to clean up the sewage mess in his place.</p>
<p class="mol-para-with-font">He also told NBC that he had already had to tap into his retirement savings to cover the costs of the kitchen issues.</p>
<p class="mol-para-with-font">&#8216;I&#8217;m really having a hard time seeing how can I leave for the retirement &#8211; how to get out of this apartment and do my retirement&#8217; Mostafavi said. It is very costly.&#8217;</p>
<p class="mol-para-with-font">&#8216;They keep asking for more money and this is not acceptable for me,&#8217; he said.</p>
<p class="mol-para-with-font">DailyMail.com reached out to management for comment but did not receive a response by the time of publication.</p>
<p class="mol-para-with-font">According to Harry Poulos, a tall building expert, efforts to stop the building from sinking were successful but the tilt has not been fixed.</p>
<p class="mol-para-with-font">&#8216;Their objective of correcting that tilt to a significant extent – I fear that expectation has not been met,&#8217; Poulos told NBC in September.</p>

<p class="mol-para-with-font">Overall, residents of the building have been saddled with $6.8 million of the roughly $20 million extra the project ended up costing over the original budget.</p>
<p class="mol-para-with-font">It had originally been calculated as costing some $100 million.</p>
<p class="mol-para-with-font">During construction, however, the tower experienced more sinking and leaning.</p>
<p class="mol-para-with-font">Along with the bills sent to homeowners, the Tower owners&#8217; association included a letter that said residents are being compensated for lost property value.</p>
<p class="mol-para-with-font">In total, the association was allotted  $150 million to pay for securing the high-rise, pay for legal bills, restore reserves and pay for other expected costs.</p>
<p class="mol-para-with-font">It ended up costing more than that, the association said.</p>
<p class="mol-para-with-font">&#8216;The delays and the city&#8217;s heightened requirements resulted in significant unforeseen project cost increases,&#8217; the association&#8217;s letter to residents said.</p>

<p class="mol-para-with-font">Earlier this year, lead engineer of the project, Ron Hamburger, told NBC data taken from rooftop measurements regarding the lean are prone to weather fluctuations.</p>
<p class="mol-para-with-font">He also said that and that data on the building&#8217;s foundation was more reliable.</p>
<p class="mol-para-with-font">That data indicated that the tilt was more significant than previously noted, only by about of a quarter of an inch, however.</p>
<p class="mol-para-with-font">Hamburger at the time claimed the number was &#8216;negligible.&#8217;</p>
<p class="mol-para-with-font">&#8216;We are fully confident that following transfer of the remaining design load to the piles,&#8217; said Hamburger, adding that &#8216;there will be no further … movement of the roof to the west,&#8217; he said.</p>
<p class="mol-para-with-font">The luxury 58-story tower opened in 2009 and quickly sold out its 419 apartments, with buyers including former San Francisco 49er Joe Montana and former Giants outfielder Hunter Pence.</p>
<p class="mol-para-with-font">By 2016, the building had sunk nearly a foot-and-a-half into the soft soil and landfill upon which it was built in San Francisco&#8217;s financial district.</p>
<p class="mol-para-with-font">It was also leaning, creating a two-inch tilt at the base, and a 6-inch lean at the top. Residents of the building subsequently sued the developer and designers.</p>
<p class="mol-para-with-font">A confidential settlement reached several years ago included $100 million to install 52 concrete, 140,000-pound piles to anchor the building to bedrock located 250 feet below ground, with the idea that the piles would provide foundational support to the leaning, sinking tower.</p>

<p>WASHINGTON (AP) &#8212; The Republican-controlled House of Representatives is once again venturing into the country&#8217;s culture wars, enacting legislation that GOP lawmakers say would protect gas stoves from overzealous state regulators.</p>
<p>A bill passed on Tuesday would ban the use of federal funds to regulate gas ranges as a hazardous product, while a separate bill due for a vote on Wednesday would block an Energy Department rule setting stricter energy efficiency standards for cooktops and ovens.</p>
<p>Both bills were due for passage last week, but implementation was delayed after House Conservatives staged a mini-revolt in retaliation for Speaker Kevin McCarthy&#8217;s leadership on a measure to raise the debt ceiling.  Led by outspoken members of the House Freedom Caucus, 11 Republicans broke with their party in an otherwise routine procedural vote that rattled the House schedule for a full week.</p>
<p>McCarthy appeared to settle the dispute late Monday after promising more meetings with GOP holdouts and seeking to cut future federal spending.</p>
<p>With the impasse resolved, Republican lawmakers refocused on gas stoves and bureaucratic rules that Republicans call classic government transgression.</p>
<p>&#8220;For the hard-working Americans who will be affected, this is no small concern,&#8221; said Rep. Tom Cole, R-Okla.  &#8220;The last thing they need is for the Biden administration&#8217;s Green New Deal regulatory assault to reach their kitchen appliances.&#8221;</p>
<p>The bill to classify gas stoves as dangerous was passed by a vote of 248-180.</p>
<p>The White House said President Joe Biden opposed both GOP bills because they blocked &#8220;common sense efforts to help Americans reduce their energy bills.&#8221;  Neither bill is expected to pass the Democrat-controlled Senate.</p>
<p>Dozens of Democrat-controlled cities, including San Francisco and Berkeley, California, have voted to ban the use of gas stoves in new buildings in a bid to reduce greenhouse gas emissions and improve indoor air quality.  New York State passed legislation last month banning natural gas stoves and ovens in most new buildings.</p>
<p>Fears of a national ban grew after a member of the Consumer Product Safety Commission said in January that &#8220;every option is on the table&#8221; when it comes to regulating gas stoves, which are associated with poor indoor air quality and health concerns such as asthma to be connected.  The remark sparked images across the internet of the government lugging four-burner cooktops out of homes, while social media users and GOP lawmakers vowed to defend the popular appliances.</p>
<p>The debate flared up again after the Department of Energy proposed a rule that would require the use of more efficient designs and technologies for both gas and electric ranges and cooktops.</p>
<p>According to an analysis by the Department of Energy, the Department of Energy rule, which is yet to be finalized, could ban about half of the gas stove models currently sold in the United States by 2027.  The rule would only apply to new appliance sales and would not affect cookers already in homes or businesses.</p>
<p>House Energy and Trade Committee Chairwoman Cathy McMorris Rodgers, R-Washington, called the US Department of Energy&#8217;s plan &#8220;just the latest in a long line of power grabs by the far left and the Biden administration.&#8221;</p>
<p>The rule is “not about public safety.  It&#8217;s about telling the American people that the federal government knows best and will decide what kind of car they can drive, how they can heat their home, and how they can now cook food for their families,” said McMorris Rodgers.</p>
<p>Forcing Americans to switch to more expensive alternatives to natural gas would increase costs while disproportionately harming the poor and low-income families, she said.</p>
<p>Democrats called these concerns exaggerated.</p>
<p>&#8220;This is nothing more than a conspiracy theory invented to embroil Congress in culture wars that shed more excitement than light on the issues facing our nation,&#8221; said Rep. Mary Gay Scanlon, D-Pennsylvania.</p>
<p>&#8220;Contrary to the heated rhetoric of our colleagues on the other side, the federal government has not proposed removing devices from American homes,&#8221; Scanlon said.  The Department of Energy&#8217;s proposed rule would save consumers up to $1.7 billion and reduce emissions harmful to children&#8217;s health, she added.</p>
<p>The bill, which blocks regulation of unsafe gas stoves, jeopardizes the government&#8217;s ability to identify and regulate appliances with design flaws that could lead to injury or death, Scanlon said, noting that the consumer safety panel recently recalled gas stove models consumers are at risk of carbon monoxide poisoning.</p>
<p>An Energy Department spokeswoman said the proposed rule was &#8220;intended to do nothing more than increase energy efficiency and encourage innovation without sacrificing the reliability and performance that Americans have come to expect.&#8221;</p>
<p>The White House said the government has &#8220;made it clear that it does not support any attempt to ban the use of gas stoves.&#8221;</p>
<p>Getting rid of the energy efficiency rule would &#8220;deprive the American people of the savings they have with more efficient new appliances on the market if they choose to replace an existing appliance,&#8221; the White House said in a statement while it supported the other bill agreed.  would undermine the science-based decision making of the Consumer Product Safety Commission.”</p>

<p>Legislators are active on HOAs this year, and eight bills could have a significant impact on California associations.  Four helpful bills were discussed in last week&#8217;s column.  Unfortunately, the four bills discussed below are well-intentioned, but potentially create more problems than they solve.</p>
<p>The worst of the four is House Bill 572, authored by San Francisco Rep. Matt Haney.  AB 572 would limit tax increases for deed-restricted affordable housing units and limit the HOA board to a maximum increase of 5 percent for those units.  If the HOA needed to increase all units&#8217; ratings by more than 5 percent, it would require a member vote to do so.  This bill attempts to protect owners of affordable housing units, but it&#8217;s a terrible idea.  It presents affordable housing as a distinct class of homeowners who would pay a smaller portion of their fair share of the cost of HOA than their neighbors.  It would arguably override most CC&#038;Rs, which normally specifically regulate the distribution of reviews among owners.</p>
<p>Assembly Bill 1033, authored by Rep. Phil Ting of San Francisco, proposes a simple but potentially problematic amendment to Section 65852.2 of the Government Code, the section on municipal approval of additional housing units (&#8220;ADUs&#8221;).  The bill authorizes local jurisdictions to allow property owners (including owners of proposed developments) to convert their properties into miniature condos, allowing both the primary residence and the ADU(s) on the property to be sold to buyers.  Fortunately, the bill does not say that it would override the CC&#038;Rs for proposed developments, because if it did override CC&#038;Rs, it would essentially allow for a rewrite of the subdivision map on which to base proposed developments.  In the new condominium mini-condo scenario within a proposed development, would there now be other proposed members of a development association?  Additionally, many (if not most) small homeowners&#8217; associations ignore the Davis-Stirling Act, so it doesn&#8217;t help homebuyers create more.</p>
<p>Assembly Bill 1572 was authored by Rep. Laura Friedman of Burbank.  This bill proposes the creation of a new subsection 10608.14 of the Water Code that would ban all property owners (other than single-family homes) from using potable water on &#8220;non-functional lawns&#8221; beginning in early 2029.  For larger homes, this could mean extensive <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> and landscaping costs to irrigate green belts or other common areas that are considered “non-functional”.  This could also mean major problems and costs for the HOA and the community in areas where treated water is not currently available.</p>
<p>Senate Bill 403, authored by Sen. Aisha Wahab of Fremont, would outlaw discrimination on the basis of &#8220;caste,&#8221; defined as &#8220;a person&#8217;s perceived position in a system of social stratification based on inherited status.&#8221;  In North American culture, caste is not usually recognized.  This very broad definition could lead to misunderstandings and misapplications within neighborhoods.  Does someone shy away from social interaction because someone else comes from a more modest background or perhaps has a more privileged upbringing?  Although such behavior is superficial and ignorant, should it be illegal?  It seems problematic to take a practice from another culture and try to define, understand and prohibit it in our North American culture. </p>

<p>The Legislature is active on HOAs this year, and eight bills may significantly affect California associations.</p>
<p>Four helpful calculations were discussed in last week&#8217;s column.  Unfortunately, the four bills discussed here have good intentions, but they can create more problems than they solve.</p>
<p>The worst of the four is Assembly Bill 572, drafted by San Francisco Assembly Member Matt Haney.  AB 572 would cap appraisal increases for charter-restricted affordable housing units and limit the HOA board to a maximum increase of 5% for those units.</p>
<p>If the HOA needed to increase ratings for all units by more than 5%, a member vote would be required to make it happen.  This law tries to protect owners of affordable housing units, but it&#8217;s a terrible idea.</p>
<p>Why?  It creates affordable housing as a separate class of homeowners who would pay less of their fair share of HOA expenses than their neighbors.  It would arguably override most CC&#038;Rs, which normally specifically allocate the distribution of reviews among owners.</p>
<p>Assembly Bill 1033, authored by San Francisco Assemblymember Phil Ting, proposes making a simple but potentially problematic amendment to Government Code Section 65852.2, specifically the section on municipal approval of secondary housing units.</p>
<p>The bill would authorize local jurisdictions to allow property owners (including owners in proposed developments) to convert their properties into miniature condos, allowing both the primary residence and the ADU on the property to be sold to buyers.</p>

<p>In a new mini-condo HOA scenario within a proposed development, would there be additional members of the proposed development association?  Additionally, many (if not most) tiny HOAs ignore the Davis-Stirling Act, so it doesn&#8217;t help homebuyers create more.</p>

Um in den beengten Anhörungsraum zu gelangen, standen viele mehr als eine Stunde an, bevor der Ausschuss für öffentliche Sicherheit der Versammlung zusammentrat.</p>
<p>Kellie Amaru aus Willows sagte, sie habe ihren Sohn Ryan im Alter von 27 Jahren durch eine Überdosis Fentanyl verloren und sei vom Komitee enttäuscht.</p>
<ul>
<li><strong>Bitter</strong>: „Ich fürchte, das ist alles Gerede.  Sie versuchen nur, politische Punkte zu machen.  Sie müssen erkennen, dass einige von uns tatsächlich Wähler sind.“</li>
</ul>
<p>Ein Großteil der Debatte des Ausschusses konzentrierte sich auf eine wichtige politische Entscheidung: Ist es besser, die Fentanylkrise, die 2021 in Kalifornien 5.722 Menschen das Leben kostete, als Problem der öffentlichen Gesundheit zu behandeln?  Oder handelt es sich um einen Notfall für die öffentliche Sicherheit, bei dem härtere Strafen Drogendealer abschrecken könnten?</p>
<p>Während sich die Gesetzgeber einig waren, dass es keine einheitliche Lösung gebe, drängten die Demokraten im Ausschuss die Gesetzesentwürfe zur Erhöhung der Strafen zurück und warnten, dass eine solche Politik die Masseneinkerkerungen nach dem „Krieg gegen die Drogen“ in den 1980er Jahren widerspiegelte, der sich überproportional gegen Schwarze und Latino-Gemeinschaften richtete.</p>
<ul>
<li><strong>Reggie Jones-Sawyer</strong>, Demokrat aus Los Angeles und Vorsitzender des Komitees: „Ich war Bestatter während der Crack-Kokain-Krise.  Wegen der Crack-Kokain-Krise bin ich im Moment kein Leichenbestatter … Unsere Gemeinschaften wurden durch den Krieg gegen die Drogen dezimiert.“</li>
</ul>
<p>Alle bis auf einen der Rechnungen wurden von Demokraten verfasst.  Aber zwei Gesetzentwürfe zur Erhöhung der Strafen, die nicht vorankamen, wurden nur von den beiden Republikanern im Komitee, Juan Alanis von Modesto und Tom Lackey von Palmdale, unterstützt.  Kurz nach den Abstimmungen kritisierte der republikanische Caucus der Versammlung „radikale Demokraten“, weil sie sich auf die Seite der Drogendealer stellten.</p>
<ul>
<li><strong>Jim Patterson</strong>Fresno-Republikaner und Autor einer der abgelehnten Gesetzesvorlagen: „Wenn wir uns wirklich um die Süchtigen kümmern, würde es uns dann nicht auch interessieren, dass ihre Dealer auf der Straße immer mehr am laufenden Band sind? … Wenn es keine Konsequenzen gibt, wird es eine Wiederholung geben Versorgung vorhanden.“</li>
</ul>
<p>Die vier verabschiedeten Gesetzentwürfe (die die heutige Frist für die Annahme von Gesetzentwürfen durch die politischen Ausschüsse, die auch den Segen eines Finanzausschusses benötigen, knapp übertroffen haben):</p>
<ul>
<li>AB 33 zur Einrichtung einer Task Force zur Bekämpfung von Fentanylsucht und Überdosierung;</li>
<li>AB 474 zur Priorisierung der Zusammenarbeit zwischen staatlichen und lokalen Strafverfolgungsbehörden zur Bekämpfung des Fentanylhandels;</li>
<li>AB 675, um das Tragen einer Waffe im Besitz von Fentanyl illegal zu machen;</li>
<li>AB 701 zur Erhöhung der Bußgelder für Händler, indem Fentanyl in die gleiche Kategorie wie Heroin und Kokain eingestuft wird.</li>
</ul>
<p>Die drei Rechnungen, die nicht vorgezogen wurden:</p>
<ul>
<li>AB 367, um Strafmaßverbesserungen für diejenigen hinzuzufügen, die durch Fentanylvergiftung schwer verletzen oder töten;</li>
<li>AB 955 zur Erhöhung der Strafen für Händler, die Fentanyl über soziale Medien verkaufen;</li>
<li>AB 1058, um die Strafen für diejenigen zu erhöhen, die eine große Menge Fentanyl besitzen.</li>

<p>Nach Jahren des Festhaltens an einer Debatte, die die organisierte Arbeiterschaft gespalten und die Fähigkeit der Legislative zur Bewältigung der kalifornischen Wohnungskrise behindert hat, kam der State Building and Construction Trades Council am Mittwoch an den Verhandlungstisch, nur eine Woche nachdem seine Koalition gewerkschaftlich organisierter Bauarbeiter Anzeichen gezeigt hatte des Splitterns.</p>
<p>Seit 2020 hat der Trades Council, eine der beeindruckendsten Stimmen in der staatlichen Wohnungspolitik, darauf bestanden, dass jedes neue Wohnungsbaugesetz Anforderungen an „qualifizierte und ausgebildete Arbeitskräfte“ enthält, die die Wohnungsbauträger zwingen, sicherzustellen, dass ein bestimmter Prozentsatz ihrer Bautrupps vorhanden ist Absolventen von Lehrlingsausbildungsprogrammen.  Mehr als 90 % der Absolventen kommen aus gewerkschaftsgeführten Programmen.</p>
<p>Anfang dieses Jahres stellte der demokratische Senator von San Francisco, Scott Wiener, einen Gesetzentwurf vor, um sein Gesetz von 2017 dauerhaft zu machen, das den Genehmigungsprozess für Wohnungsentwicklungen in vielen Teilen des Bundesstaates beschleunigt.  Version 2.0 des Gesetzentwurfs streicht die Formulierung „qualifizierte und geschulte Arbeitskräfte“ wegen Bedenken, dass es nicht genügend gewerkschaftlich organisierte Bauarbeiter gibt, um die Arbeit zu erledigen.  Der Trades Council forderte ihn auf, die Sprache wieder einzubauen.</p>
<p>Aber als der Regierungs- und Finanzausschuss des Senats am Mittwoch über den Gesetzentwurf debattierte, brachte Beverly Yu, eine Lobbyistin des Handels, eine neue und überraschende Idee vor.</p>
<p>Laut einem von CalMatters erhaltenen Entwurf des neuen „Residential Workforce Standard“-Sprache des Gewerbes würden Entwickler bei beschleunigten Projekten immer noch strengen Einstellungsrichtlinien ausgesetzt sein.  Aber „ausgebildete“ Arbeitnehmer können entweder Absolventen einer Ausbildung oder Nicht-Absolventen mit gleichwertiger Berufserfahrung sein.  Und obwohl Projekte versuchen müssten, eine bestimmte Anzahl von Auszubildenden einzustellen, könnten sie woanders einstellen, wenn keine Auszubildenden verfügbar sind. </p>
<ul>
<li><strong>Ju:</strong> Der neue Standard „beginnt damit, die Probleme anzugehen, die von den Leuten angesprochen wurden, und hilft auch dabei, unsere gemeinsamen Ziele zu erreichen.“</li>
</ul>
<p>Am Donnerstag betonte Yu, dass der Wortlaut des Entwurfs vorläufig sei und sich in den kommenden Wochen ändern könnte.</p>
<p>Aber während der Anhörung am Mittwoch gab Wiener der Idee eine kühle Antwort und betonte, dass er den Vorschlag erst „48 Stunden“ zuvor zum ersten Mal gesehen habe, dass andere Befürworter „Bedenken haben“ und dass der Gesetzentwurf in zwei Fällen seinem nächsten Ausschuss vorgelegt werde anderthalb Wochen.</p>
<ul>
<li><strong>Wiener:</strong> „Seit drei Jahren bitte ich die Handwerker, an den Tisch zu kommen.  Drei.  Jahre … Ich bin nicht sehr optimistisch, dass wir in zweieinhalb Wochen, nach drei Jahren davon, irgendwie zu dieser Lösung kommen werden.“</li>

<p>Für den größten Teil der Welt scheint das Schlimmste der Pandemie gekommen und gegangen zu sein.  Aber von den geschätzten 1,5 Millionen Kaliforniern, die unter langer COVID leiden, sind ihre schwächenden Gesundheitsprobleme noch lange nicht vorbei.</p>
<p>Wie die Gesundheitsreporterin von CalMatters, Kristen Hwang, schreibt, sind die mehr als 200 Symptome, die unter Long COVID fallen, „schlecht definiert“ und vage.  Patienten, die als Langstreckenfahrer bekannt sind, haben Probleme mit Müdigkeit, Durchblutung und Entzündungen. </p>
<p>Aber anders als während des Höhepunkts der Pandemie, als sich alle Regierungsebenen bemühten, die öffentliche Gesundheit zu unterstützen, sind Langstreckenfahrer bei der Suche nach einer Behandlung mit einem Mangel an medizinischen Ressourcen konfrontiert.  Sie werden von Ärzten nicht immer ernst genommen, sie können wegen ihrer Krankheit kein Invaliditätsgeld erhalten und spezialisierte Kliniken sind überlastet und unterbesetzt.</p>
<p>Derzeit gibt es keinen Legislativvorschlag, der sich mit langem COVID befasst.  Ein Budgetantrag zur Erhöhung der Klinikkapazität ist im vergangenen Jahr gestorben, und Pläne, die Maßnahme zu erneuern, sind angesichts des drohenden Staatshaushaltsdefizits zweifelhaft.</p>
<p>Das Gesundheitsministerium des Bundesstaates plant die Einrichtung einer neuen Zweigstelle, die die lange COVID-Forschung unterstützen würde, finanziert durch die Kombination von Geldern aus dem letzten Jahr mit dem Startkapital aus dem langfristigen COVID-19-Bereitschaftsplan des Staates in Höhe von 1,8 Milliarden US-Dollar.  Aber die laufende Finanzierung ist angesichts der Krise des Staatshaushalts dürftig.</p>
<p>Der Kampf um Ressourcen fällt zum größten Teil den Langfahrern selbst oder ihren Familienmitgliedern zu.  Aber das ist ein harter Kampf für diejenigen, die mit der Krankheit zu kämpfen haben. </p>

<li><strong>Lisa McCorkell</strong>Mitbegründer des Patient-Led Research Collective: „Eines der großen Probleme bei langem COVID … ist, dass die Menschen, die am motiviertesten sind, etwas dagegen zu unternehmen, die geringste Energie und Fähigkeit haben, eine Szene zu verursachen.“</li>
</ul>
<p><strong>In anderen Gesundheitsnachrichten</strong>: Eine neue staatliche Prüfung bemängelt das kalifornische Gesundheitsministerium bei der Erhebung von Daten zur sexuellen Orientierung und Geschlechtsidentität und sagt, dass die Mängel „seine Fähigkeit eingeschränkt haben, gesundheitliche Unterschiede zu erkennen und anzugehen“, die die LGBTQ-Gemeinschaft betreffen.</p>
<p>Die Prüfung empfiehlt, dass die Abteilung ihre 129 Formulare zum Sammeln demografischer Daten standardisiert und dass der Gesetzgeber das Gesetz ändert, um die Abteilung zu verpflichten, die Informationen zur sexuellen Orientierung von den örtlichen Gesundheitsbehörden zu sammeln und auch einen jährlichen Bericht an die Öffentlichkeit zu verlangen.</p>
<p>Senator Scott Wiener, ein Demokrat aus San Francisco und Autor eines Gesetzes von 2020, das Teil der Prüfung ist, nannte seine Ergebnisse „äußerst besorgniserregend“ und sagte, er erwäge Gesetze zur Umsetzung seiner Ergebnisse.  In einer Erklärung sagte er, dass die Fehler der Abteilung wahrscheinlich ihre Reaktion auf den Ausbruch der Affenpocken im letzten Jahr beeinträchtigten, als schwule und bisexuelle Männer fast alle Fälle ausmachten.</p>
<p>In ihrer Antwort erkennt die Abteilung an, dass sie Verbesserungen vornehmen muss, und verspricht, „sich weiterhin darum zu bemühen, die Einhaltung der Vorschriften bei unseren Datenerfassungsbemühungen und der allgemeinen Nutzung von Daten zu erreichen und zu verbessern, um die gesundheitliche Chancengleichheit in Kalifornien voranzutreiben“.</p>

<p>Das kalifornische Air Board kam am Donnerstag zu einem zweitägigen Treffen zusammen, um ein Mandat zu erörtern, das weitreichende Auswirkungen auf die Wirtschaft und die Umwelt des Staates haben würde: Es würde den Warentransport im ganzen Staat überarbeiten, indem es den Verkauf neuer Diesel-Big-Rigs bis 2036 verbietet und Umrüstung bestehender Lkw großer Unternehmen auf null Emissionen bis 2042.</p>
<p>Mehr als 160 Personen stellten sich persönlich und virtuell an, um während der Anhörung, die bis in die Nacht hinein dauerte, mit dem California Air Resources Board zu sprechen.  Der Vorstand wird voraussichtlich bis heute Mittag abstimmen. </p>
<p>Als weltweite Premiere würden die Regeln darauf abzielen, Dieselabgase und Treibhausgase zu beseitigen, die von großen Bohrinseln, Müllwagen, Lieferwagen und anderen großen Fahrzeugen ausgestoßen werden, indem sie in Modelle umgewandelt werden, die mit Strom oder Wasserstoff betrieben werden.  Die jahrzehntelange wirtschaftliche Präsenz des Diesels würde beendet, und die Regel würde etwa 1,8 Millionen Lastwagen betreffen, die im ganzen Bundesstaat verkehren. </p>
<p>Gruppen für Umweltgerechtigkeit und Mitglieder der Öffentlichkeit berichteten dem Vorstand von der hohen Belastung durch Dieselabgase in ihren Gemeinden. </p>
<ul>
<li><strong>Tanja González</strong>, ein Anwalt für Umweltgerechtigkeit und Einwohner von Fontana im San Bernardino County: „Wir verdienen etwas Besseres, wir verdienen das Recht auf saubere Luft.  Ich bitte Sie heute, unser Leben über den Profit zu stellen.“ </li>
</ul>
<p>Speditionen, lokale Führungskräfte und Versorgungsunternehmen sagten jedoch, die Fristen seien unerreichbar, da die Technologie neu und teuer sei und mehrere Nachteile habe.</p>

<p>Die Botschaft aus Sacramento war klar: Mächtige staatliche Gesetzgeber haben keinen Appetit auf eine Rückkehr zum Krieg gegen Drogen, nicht einmal als Mittel zur Bekämpfung der tödlichen Fentanyl-Epidemie.</p>
<p>Seit Jahren plädieren Strafverfolgungsbehörden, Staatsanwälte und Familien von Fentanyl-Opfern für härtere Strafen für Händler des synthetischen Opioids, das 100-mal stärker als Morphin und 50-mal stärker als Heroin ist.  Im Jahr 2021 tötete Fentanyl in Kalifornien 5.722 Menschen, von denen viele dachten, sie würden verschreibungspflichtige Medikamente oder andere Medikamente einnehmen.</p>
<p>Der Friedhof für solche Gesetze waren die Ausschüsse für öffentliche Sicherheit des Senats und der Versammlung, die wiederholt Gesetzesvorlagen abgelehnt haben, die zu mehr Inhaftierungen von Fentanyl-Händlern führen würden.</p>
<p>Am Dienstag, dem 25. April, blinzelte der Senatsausschuss für öffentliche Sicherheit leicht, als er SB 226 genehmigte, was den Besitz von Fentanyl mit einer geladenen, funktionsfähigen Schusswaffe zu einem Verbrechen macht.  Im Grunde erweitert der Gesetzentwurf von Senatorin Marie Alvarado-Gill, D-Jackson, ein bestehendes Gesetz und fügt Fentanyl zu einer Liste weniger schädlicher Medikamente hinzu, die nicht besessen werden dürfen, während man eine Schusswaffe hat.</p>
<h4 class="">Opferfamilien erneut enttäuscht</h4>
<p>Diese Unterscheidung – dass der Ausschuss kein neues Gesetz oder neue Strafen erschuf – wurde von Ausschussmitglied Sen. Scott Wiener, D-San Francisco, betont, als er einen weiteren Gesetzentwurf, SB 44, die neueste Iteration von Alexandra&#8217;s Law, ablehnte.  Die Ausschussabstimmung am Dienstag fand trotz der leidenschaftlichen Bitten von Familien statt, die Bilder von Kindern trugen, die durch Fentanylvergiftung getötet wurden.</p>
<p>Unter dem Alexandra-Gesetz, das dieses Mal von Senator Tom Umberg, D-Santa Ana, vorgeschlagen wurde, würden Händler, die wegen des Verkaufs von Fentanyl verurteilt wurden, eine Warnung erhalten – ähnlich wie die Warnung von Richtern an erstmalig betrunkene Fahrer –, dass sie wegen Totschlags angeklagt werden könnten wenn sie erneut Fentanyl mit Todesfolge verkaufen.</p>
<p>Es war das zweite Mal in diesem Jahr, dass das Komitee Umbergs Gesetzentwurf torpedierte, trotz Änderungen, die darauf abzielten, Komiteemitglieder zu besänftigen.</p>
<p>„Ich bin fassungslos“, sagte Umberg.  „Es ist sehr schwierig, die Ansicht des Ausschusses zu dieser einfachen Ermahnung zu verstehen.  … Es ist entmutigend, dass meine Kollegen die Realität der Epidemie und den Vorteil nicht erkennen, wenn sie wiederholte Fentanyl-Händler stoppen.“</p>
<h4 class="">&#8216;Unbeabsichtigte Konsequenzen&#8217;</h4>
<p>Während der Anhörung sagte Wiener, Umbergs Gesetzentwurf sei zu weit gefasst und würde nicht die Lösung bieten, die die Befürworter suchen.</p>
<p>„Wenn das Gesetz verabschiedet wird, hätte es viele unbeabsichtigte Folgen und würde viele Leute mitreißen, die nicht wussten“, dass sie mit Fentanyl versetzte Medikamente verkauften, sagte Wiener.</p>
<p>Gesetzentwürfe zur Erhöhung der Strafen für den Besitz oder Verkauf von Fentanyl stoßen auf eine Mauer liberaler demokratischer Gesetzgeber, die sagen, dass es keine Abschreckung sei, mehr Menschen ins Gefängnis zu schicken, sondern eine Rückkehr zu gescheiterten Strategien, die in der Vergangenheit hauptsächlich farbige Menschen bestraften.</p>
<p>Steven Bradford, D-Gardena, ein Mitglied des Senatsausschusses, sagte, die Gesetzgeber sollten sich auf die Hersteller konzentrieren, anstatt Straßenhändler weiter zu bestrafen, die möglicherweise nicht wissen, dass ihr Produkt mit Fentanyl gemischt ist.</p>
<p>„Der Fokus sollte auf Kausalität, Prävention und Behandlung liegen“, sagte Bradford kürzlich bei einer Anhörung.  „Wir haben diesen Film schon einmal gesehen.  In den 80er und 90er Jahren, mit Masseneinkerkerungen … Tausende von Schwarzen und Braunen, die lebenslang im Gefängnis saßen, weil sie eine Unze Kokain verkauften, wobei niemand sein Leben verlor.“</p>
<h4 class="">Gesetzgeber: Rasse sollte keine Rolle spielen</h4>
<p>Das Rassenargument fällt bei Senatorin Shannon Grove, R-Bakersfield, ins Wasser, die sah, wie zwei ihrer Rechnungen, die härtere Strafen für den Besitz und Verkauf von Fentanyl forderten, zuvor vom Senatsausschuss abgelehnt worden waren.  Grove und andere, die auf eine Verschärfung der Drogengesetze drängen, sagen, Fentanyl sei farbenblind und tödlicher als jedes Medikament, das jemals an einer Straßenecke verkauft wurde.</p>
<p>„Es ist mir egal, welche Hautfarbe Sie haben, wenn Sie versuchen, unsere Kinder zu töten … dann sollten Sie für eine sehr, sehr lange Zeit ins Gefängnis gehen“, sagte Grove während einer Anhörung des Ausschusses.</p>
<p>Da sich die eine Seite gegen „drakonische“ Anti-Drogen-Strategien auflehnt und die andere Seite darauf besteht, dass Fentanyl-Händler zur Rechenschaft gezogen werden müssen, wird die Debatte am Donnerstag, dem 27. April, in einer Sonderanhörung vor der Versammlung für öffentliche Sicherheit erneut im Mittelpunkt stehen Ausschuss.</p>
<p>Sechs Gesetzentwürfe der Versammlung, die zuvor vom Ausschussvorsitzenden Reginald Jones-Sawyer, D-Los Angeles, zurückgehalten wurden, werden nun angehört.</p>
<p>„Als Vorsitzender für öffentliche Sicherheit hatte ich das Gefühl, dass die Anzahl der in diesem Jahr in meinem Ausschuss behandelten Gesetzentwürfe nicht genügend Zeit bot, um diese Krise in einer Weise zu diskutieren, die ihrer Bedeutung entspricht“, sagte Jones-Sawyer in einer schriftlichen Erklärung.</p>
<h4 class="">Montagerechnungen</h4>
<p>Zu den Vorschlägen, die dem Ausschuss am Donnerstag vorgelegt werden, gehören:</p>
<ul>
<li>AB 33 von Versammlungsmitglied Jasmeet Bains, D-Bakersfield, um eine Task Force zur Prävention von Fentanyl-Sucht und Überdosierung zu gründen.</li>
<li>AB 675 von Versammlungsmitglied Esmeralda Soria, D-Merced, um den Besitz von Fentanyl zu verbieten, während man mit einer geladenen Schusswaffe bewaffnet ist.</li>
<li>Und AB 955 von Parlamentsmitglied Cottie Petrie-Norris, D-Irvine, um die Strafen für den Handel mit Fentanyl über soziale Medien zu erhöhen, indem es mit bis zu neun Jahren Gefängnis bestraft wird.</li>
</ul>
<p>Einige bleiben zweifelhaft, dass der Ausschuss für öffentliche Sicherheit der Versammlung nachgeben wird.</p>
<p>„Die Do-Nothing-Gesetze (Jones-Sawyer) werden sie durchlassen, aber nichts, was irgendwelche Strafen hinzufügt“, sagte Melissa Melendez, eine pensionierte republikanische Staatssenatorin aus Lake Elsinore.  „Das wäre eine 180 für ihn.“</p>
<p>Melendez, jetzt Präsident der Denkfabrik des Golden State Policy Council, hat Alexandras Gesetz zweimal erfolglos durchgesetzt, um es einfacher zu machen, Mordanklagen gegen Händler aufrechtzuerhalten, die Fentanyl mit Todesfolge verkaufen.  Der Vorschlag wurde in dieser Sitzung von Umberg wiederbelebt.</p>
<p>Alexandras Gesetz hätte es Staatsanwälten erlaubt zu argumentieren, dass Dealer, die die Warnung nicht befolgten, „ein verlassenes und bösartiges Herz“ hätten und „eine mutwillige Missachtung des Lebens“ an den Tag legten, was die Voraussetzungen für eine Anklage wegen Totschlags geschaffen hätte.</p>
<h4 class="">Umberg: „Kann es nicht lassen“</h4>
<p>„Ich kann dieses Thema nicht auf sich beruhen lassen“, sagte Umberg, nachdem das Abmahnungsgesetz abgelehnt worden war.  „Ich kann nicht noch mehr Eltern ertragen, die um ihre verlorenen Töchter und Söhne trauern, ohne alles in meiner Macht Stehende zu tun, um diese Fentanylvergiftung zu stoppen.  Ich werde weiterhin mit anderen Maßnahmen zurückkehren.“</p>

<p>Die Rechnung wurde nach Alexandra Capelouto benannt, die einige Tage vor Weihnachten 2019 Fentanyl in Temecula überdosierte, nachdem sie Percocet eingenommen hatte, was sie für möglich hielt.</p>
<p>Umbergs Vorschlag wurde von Sen. Rosilicie Ocho Bogh, R-Yucaipa, mitverfasst, die auch stellvertretende Vorsitzende des Ausschusses für öffentliche Sicherheit ist.  Während einer kürzlichen Anhörung zu einer anderen Fentanyl-Rechnung sagte Bogh, ihre Kollegen seien den Händlern gegenüber übermäßig mitfühlend gewesen.</p>
<p>„Ich bitte dieses Komitee, damit zu beginnen, eine Botschaft an Menschen zu senden, die sich dieses Mitgefühl zunutze machen“, sagte sie.</p>
<p>Aber Gesetzgeber und Aktivisten, die sagen, dass längere Haftstrafen nicht funktionieren, sind ungerührt.</p>
<h4 class="">Falsch auf Bestrafung ausgerichtet</h4>
<p>Cristine Soto DeBerry, Exekutivdirektorin der progressiven Prosecutors Alliance of California, sagte, die meisten Fentanyl-bezogenen Gesetzentwürfe hätten sich fälschlicherweise auf die Bestrafung konzentriert.</p>
<p>„Wir haben das versucht, als Crack-Kokain ein großes Problem war, wir haben es versucht, als Heroin ein großes Problem war … es ist schmerzhaft, dass wir sehen, wie diese Lösungen im Jahr 2023 vorgeschlagen werden, als sie 1983 nicht funktionierten“, sagte DeBerry und bezog sich darauf der sogenannte War on Drugs.</p>
<p>DeBerry sagte, solche Gesetzesentwürfe würden die Rassenunterschiede schüren, ohne der öffentlichen Sicherheit zu nützen.</p>
<p>„Ich befürworte nicht, dass es keine Konsequenzen geben sollte“, sagte sie.  „(Aber) eine auf Bestrafung ausgerichtete Strategie führt nicht zu einem reduzierten Drogenkonsum.  … Wir tun niemandem einen Gefallen, indem wir uns weiterhin auf die Brust schlagen und sagen, dass es uns dorthin bringen wird, wenn es das nicht tut.“</p>
<p>DeBerry sagte, sie plädiere nicht gegen die Bestrafung von Drogendealern, beharre aber darauf, dass es dafür bereits genügend Gesetze gibt.</p>
<h4 class="">„Krieg gegen die Mörder“</h4>
<p>Der Bezirksstaatsanwalt von Orange County, Todd Spitzer, sagt, dass die derzeitigen Gesetze nicht weit genug gehen, um die Wildheit von Fentanyl zu bekämpfen.</p>
<p>„Diese Gesetzgeber (die Fentanyl-Gesetze blockieren) sind totale Feiglinge und ich habe die Nase voll von der BS-Entschuldigung, dass sie den ‚Krieg gegen die Drogen&#8217; nicht wiederholen wollen“, sagte Spitzer in einem Interview.  „Ich glaube, wenn Sie Drogendealer einsperren, können wir die Todesfälle durch Fentanyl reduzieren.  … Dies ist kein Krieg gegen Drogen, dies ist ein Krieg gegen Mörder.“</p>
<p>In Orange County – unter Spitzers Anleitung – warnen einige Polizisten und Staatsanwälte bereits erstmalige Drogendealer, dass weitere Verkäufe zu Mordanklagen führen könnten, wenn jemand stirbt.  Aber viele Richter werden die Ermahnung nicht akzeptieren, weil sie nicht durch staatliche Gesetze sanktioniert ist.</p>
<p>„Ich habe es satt, mit der Ineffektivität der Legislative herumzuspielen“, sagte Spitzer.</p>
<p>Staatsanwälte in Riverside County und San Francisco haben ebenfalls damit begonnen, die Warnung selbst herauszugeben.</p>
<p>Der Sheriff von Tulare County, Mike Boudreaux, Präsident der California State Sheriffs&#8217; Association, sagte, die Gesetzgeber müssten einen Weg finden, ihre philosophischen Differenzen beiseite zu legen.</p>
<p>„Ich würde hoffen, dass jemand sieht, dass diese Politik Leben gefährdet“, sagte Boudreaux.  „Es wird Tote geben“</p>
<h4 class="">Hybridrechnung erforderlich</h4>
<p>Boudreaux sagte, die Antwort bestünde darin, eine Art Hybrid anzubieten, der strengere Strafen mit mehr Sozialleistungen im Gefängnis kombiniert und am Ende die Chance bietet, das Verbrechen aus der Akte eines Dealers wegen geringen Besitzes von Fentanyl und Straßenhandel zu streichen.</p>
<p>„Wenn Sie sie nur ins Gefängnis stecken, da stimme ich zu, werden Sie sich nicht durch Arrest aus der Sache herausholen“, sagte er.</p>

<p>Perla Mendoza gehört zu den Eltern von Kindern, die durch Fentanyl getötet wurden und die wiederholt nach Sacramento gereist sind, um vor den Gesetzgebern zu plädieren.  Und jedes Mal kehrt sie frustriert und mit gebrochenem Herzen nach Hause nach Seal Beach zurück.</p>
<p>Ihr 20-jähriger Sohn, Elijah Figueroa, war ein Süchtiger, der bei einem Straßenhändler für 300 Dollar 15 verschreibungspflichtige Xanax-Pillen kaufte, die er für 300 Dollar hielt.  Er starb 2020 im Haus seiner Großmutter in Long Beach, nachdem er nur eine Pille mit Fentanyl eingenommen hatte.</p>
<p>Mendoza, ein ehemaliger Drogen- und Alkoholberater, hat alle Argumente gegen härtere Strafen für Fentanyl gehört.  Keiner, sagt sie, hält Wasser.</p>
<h4 class="">Dealer „spielen Gesellschaft“</h4>
<p>„Indem Sie ihnen erlauben, ihr Geschäft wie gewohnt fortzusetzen, setzen Sie Serienmörder auf“, sagte sie.  „Es ist so entmutigend.  (Händler) wissen genau, womit sie davonkommen können.  Sie spielen Gesellschaft.“</p>

<p>After the Steelers season ended, safety Terrell Edmunds raised eyebrows when he considered the notion of a possible &#8220;package deal&#8221; somewhere in free agency with his brother, Buffalo Bills linebacker Tremaine Edmunds.  Both players are poised to hit the open market this off-season.  They are free to look for the best contract available.  Steelers fans would not only like to keep Terrell Edmunds in Pittsburgh, they would also like to land his brother as a potential solution to their perpetually troubled inside linebacker situation.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>At a season-ending press conference, Bill&#8217;s general manager Brandon Beane gushed about Tremaine Edmunds as a player and said he&#8217;d like to keep the two-time Pro Bowler in Buffalo.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>&#8220;He was just amazing watching his growth from a 19-year-old,&#8221; Beane said on WIVB-TV.  &#8220;I mean, it&#8217;s not like he&#8217;s 29, he&#8217;s still a kid.  He&#8217;s a young man.  But very proud of who he is.  And you can just see his maturation.  &#8230; Like (Pro Bowl safety Jordan) Poyer and a lot of those other guys, I&#8217;d love to keep them all, and we&#8217;re going to do our best.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>

<p><span style="text-decoration: underline;"/>The Steelers signed a reserve/futures contract with Roche on Tuesday.  He has been with the New York Giants since he was cut at the end of Steelers training camp in 2021.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Roche spent most of last season on the Giants practice team.  Over two seasons, he appeared in 17 games (three starts) for a total of 36 tackles, 2½ sacks and one forced fumble.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>The Steelers need outside linebacker depth.  Malik Reed, who was acquired by the Denver Broncos in August, saw 281 snaps while TJ Watt was on injured reserve.  He amassed just one sack and 17 tackles during that period and saw limited action after Watt&#8217;s return.  He is an unrestricted free agent this spring.  Reserve linebacker Jamir Jones is an exclusive free agent. <span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>

<p><span style="text-decoration: underline;"/>The compensation formula is designed to benefit teams that lose more value in the open hand than they gained in the previous offseason.  Despite losing the likes of JuJu Smith-Schuster, Ray-Ray McCloud and James Washington, the Steelers have signed James Daniels, Mitch Trubisky, Myles Jack, Mason Cole and Levi Wallace.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p><span class="neFMT neFMT_body-subhead">Eyeing a bounceback</span></p>
<p>After a disappointing home loss to Florida State (7-13, 5-4 ACC) in their last game, the Pitt Panthers (13-7, 6-3) are looking to bounce back at home to Wake Forest on Wednesday (7 p.m.).<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Like the Panthers, the Demon Deacons are 6-3 in ACC play, 14-6 overall.  But they&#8217;re only going 3-3 this season.  Wake Forest entered the league Tuesday night, scoring fourth in the ACC with 77.4 points per game.  They shoot 46.7% from the floor, third best in the conference.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Conversely, the Panthers have the fifth best defense in the ACC with 67.7 points allowed per game.  And they rank fourth when it comes to opposing field goal percentage at 40.9% and three-point percentage at 31.4%.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>That&#8217;s what made the Florida State game feel like such an anomaly.  The Seminoles shot 51% from the floor (25 to 49) and 50% (10 to 20) from behind the arc. <span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>

Forward Brady Ferguson (2014-18) will join former teammates Zac Lynch and Cody Wydo as members of the conference&#8217;s opening class.  Wydo and Lynch (Shaler, Pennsylvania) have already been announced.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>In honor of their 20th season, the Atlantic Hockey Association (AHA) recognizes the top 20 players from the first 20 seasons of the conference.  The AHA announces one candidate weekly during the 2022-23 season.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Ferguson, who was a Hobey Baker Award nominee as a senior in 2017-18, finished his career as the program&#8217;s top scorer with 167 points.  He scored 66 goals and 101 assists.  That total equaled the Atlantic Hockey record originally set by Brett Gensler (Bentley &#8217;14).  Ferguson&#8217;s 101 assists ranks third in Atlantic Hockey&#8217;s record book.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Ferguson appeared in 152 games during his four years with the Colonials, ranking second all-time in school history.  RMU compiled a record of 88-51-16 (.619) during Ferguson&#8217;s career, including a mark of 64-34-14 (.633) in Atlantic Hockey.  Ferguson helped lead the Colonials to Atlantic Hockey&#8217;s 2015 regular season championship, the first in the program&#8217;s history.<span style="text-decoration: underline;"/><span style="text-decoration: underline;"/></p>
<p>Robert Morris University suspended the men&#8217;s and women&#8217;s Division I ice hockey programs after the 2021 season due to budget constraints.  After a series of fundraising efforts and legal investigations, the teams resumed in December 2021.  They will resume play at the start of the 2023-24 NCAA hockey season.</p>

<p>SACRAMENTO (CBS / AP) &#8211; Spurred on by a lack of affordable housing, rising house prices and persistent homelessness, California lawmakers on Thursday pushed ahead with the second of two measures aimed at breaking local zoning ordinances.</p>
<p>Sponsored by Senate Leader Toni Atkins and backed by Parliament Speaker Anthony Rendon, both Democrats, Senate Law 9 would make it easier to build smaller second homes on what is now single-family homes.  This can be up to four units, such as maisonettes or houses with attached residential units, if the property is divided into two equal parcels under the bill.</p>

<p>The goal is to “open the door to more families to realize their version of the California dream,” said Atkins, “whether that means building a home for an older parent, creating a new source of income, the first home too or to be welcomed in a new neighborhood. &#8220;</p>
<p>The move largely bypasses local consent, although Atkins previously added opportunities for local governments to block construction that could endanger public safety or health, or be carried out by housing speculators.  Those who apply for the loss splitting must swear that they want to live in one of the residential units as their main residence for at least three years.</p>
<p>It cleared the 80-member assembly with a non-partisan 45-19 vote.</p>
<p>The bill &#8220;will expedite duplexes and property divisions in areas designated for single-family homes,&#8221; objected Republican MP Janet Nguyen, who said she voted no but will be quarantined after testing positive for the coronavirus.</p>
<p>The convention on Monday passed Senate Bill 10, a related bill by Senator Scott Wiener that would make it easier for local governments to rededicate neighborhoods near public transportation for up to 10 residential units.</p>
<p>That bill came out 41 to 9 with no votes left, despite proponents saying it was recently amended to make it optional for local governments.</p>

<p>&#8220;Legalizing small residential buildings near thoroughfares and in urban catchment areas will reduce environmental impact and reduce climate pollution,&#8221; said Brian Hanlon, executive director of advocacy group California YIMBY, in a statement.</p>
<p>Advocacy group California Community Builders argued that the measures will narrow an &#8220;ever-widening racial wealth gap in California,&#8221; where more than 60% of whites own their homes, compared with 35% of blacks and about 40% of Latinos.</p>
<p>But several Sacramento neighborhood groups said the bills &#8220;encourage large financial organizations to own home with an increasing percentage of lower and middle-class residents becoming long-term renters.&#8221;</p>
<p>The measures undermine both local control and environmental protection, they claim.</p>
<p>Both bills are going back to the Senate for final vote before the legislature is adjourned on September 10 for the year.</p>
<p>The Sacramento City Council is in the process of making the capital one of the first in the country to abolish traditional single-family zoning.  The cities of Portland, Oregon, and Minneapolis have issued similar ordinances in recent years.  The state of Oregon has passed a law that removes traditional single-family zoning nationwide.</p>
