<p>SAN FRANCISCO — For Zuleima Bolio and her husband, their RV parked on Bernal Heights Boulevard has been their temporary home for the past five months, but that could soon change.</p>
<p>They decided to move into the RV after facing high rental costs and the challenge of housing their puppies.</p>
<p>“We have a few puppies and the apartment we rented wanted a lot of money for them.  So we saw that it would be a little better to move here instead of paying almost $3,000 for the two of us and the three puppies,” Bolio explains.</p>
<p>Despite her efforts to make ends meet by working locally, it was difficult to provide proof of sufficient income for a new apartment.  Given the city&#39;s plans to address street safety and public health in the area, Bolio and her husband are now forced to consider a move.</p>
<p>“Well, now it’s our turn to think about where to move.  We have the idea of ​​possibly moving to South San Francisco, but we still don’t know,” Bolio said.</p>
<p>Residents like Mark, a longtime Bernal Heights resident, are calling for the city to take action because of the increasing number of RVs in the area.</p>
<p>“They are very nice people, but they have been here for four years.  There is nowhere for them to shower.  They throw away their garbage.  “You shouldn’t treat them like that,” Mark said.</p>
<p>Since 2020, the city has received complaints about the increasing presence of RVs, which have been exacerbated by the pandemic.  In recent months, conditions in the area have continued to deteriorate, prompting calls for enforcement action.</p>
<p>The city&#39;s response includes reinstalling signs designating the area as a no-parking zone.  Active enforcement actions are scheduled to begin on March 28.  The mayor&#39;s office has also raised concerns about illegal dumping of waste, including wastewater, underscoring the urgency to address public health risks.</p>
<p>“People go out here all the time to pee, and further down the hill they go along the public garden,” Mark explained.</p>
<p>The attempt to enforce regulations has caused a divide within the community, with some expressing support for the measure while others expressing concerns about compassion for those affected.</p>
<p>“Many people are for it and others are against it.  This is because they say some are good people and others are evil, but the truth is that with these new characters it seems perfect to me.  Although many cars have not yet moved, &#8220;said Nelly Caceres, a long-time employee in the area.</p>
<p>Despite the uncertainties ahead, Bolio remains confident and emphasizes the need for mutual understanding and cooperation.</p>
<p>“If we bother them at any point, they can just tell us and we will see what to do because at the end of the day we are all human beings and we are in this together,” Bolio concluded.</p>

<p>SAN FRANCISCO — On Friday, June 2, San Francisco District Attorney David Chiu announced in a news release that he is filing a lawsuit against the landlord of four Bernal Heights apartment buildings alleging unauthorized works, illegally converted housing units and significant fire safety issues have.  The lawsuit was filed against 320 Alemany LLC and its sole manager, Jack Tseng, who profited for years from renting illegal and unsafe units to San Francisco tenants.</p>
<p>&#8220;These properties pose a serious fire hazard,&#8221; Chiu said.  &#8220;After dozens of illegal conversions, the landlord has made a significant profit from the same tenants he put at risk.  We are taking steps to ensure the safety issues are addressed and the landlord held accountable.”</p>
<p>&#8220;The violations set forth in this complaint against the owner are alarming and serious,&#8221; said San Francisco regulator Hillary Ronen.  “The city must do everything in its power to hold this owner accountable for his actions and to vindicate the tenants in these units.  The Oversight Board recently passed legislation I wrote to increase the fines and penalties for such offenders, and I am pleased that they are already being applied in this case.  We must continue to make it clear as a city that knowingly disregarding our building and fire codes will not be tolerated as a cost of doing business for developers and will be punishable by a fine to the maximum extent permitted by law.”</p>
<p>The property at 316-328 Alemany Boulevard consists of four adjacent multi-unit apartment buildings where the owner illegally converted 13 approved housing units into 32 illegal housing units, resulting in violations of building codes and safety hazards on the property.  San Francisco has issued 26 notices of violations (NOV) of building, electrical, fire, health, housing, zoning, and <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> codes.  The owner didn&#8217;t heal any of the NOVs.</p>
<p>Some of the units have bedrooms with no emergency exits, which is a concern in the event of a fire.  The fire hazard is so great that the Department of Building Inspection issued emergency orders requiring the immediate evacuation of two of the units.  Other violations include blocked emergency exits, a fire escape that doesn&#8217;t reach the bedroom window, extensive unauthorized work, and pest infestations.</p>
<p>The lawsuit alleges that the defendants caused a public nuisance and violated the state housing code, several municipal ordinances and the California unfair competition statute.  The SF City Attorney&#8217;s lawsuit seeks penalties, fees, and declaratory and injunctive relief to remedy the violations at the property.</p>
<p>The case is City and County of San Francisco and the People of the State of California v. 320 Alemany LLC.  and Jack Tseng.  Details of the complaint can be found here.</p>

<p>SAN FRANCISCO &#8212; A fire injured a firefighter and displaced six late Sunday night in San Francisco, fire officials said Monday.  </p>
<p>The 11:23 pm blaze broke out at a residence at 636 Moultrie St. just south of Courtland Ave.  in the city&#8217;s Bernal Heights neighborhood.</p>
<p>The firefighter was taken to an emergency room for care and was released, according to the San Francisco Fire Department.  They are expected to be OK.  None of the residents were injured.  </p>
<p>The fire was contained at 1:50 am The American Red Cross Northern California Coastal Region and the city are providing services to the displaced residents, according to the fire department&#8217;s Twitter account. </p>

<p>SAN FRANCISCO (KPIX) — A pair of brazen garage break-ins were captured on video in San Francisco&#8217;s Bernal Heights neighborhood.</p>
<p>One video shows Burglars intentionally ramming a garage with their car.  It happened on Friday, March 4 around 5:30 pm on Franconia Street, in Bernal Heights.  The driver casually gets out of the car and approaches the damaged garage.  Another camera captures the passenger getting out as someone walks by with a dog across the street.</p>

<p>The two burglars walk out with stolen production equipment, and even hold up traffic on the residential street.  </p>
<p>“The idea that these people could drive a car through my garage door in broad daylight, surrounded by witnesses and casually walk out with more of my property is a clear sign that there is no consequences to that type of action here in the city,” said resident Alex Cruzvergara.</p>
<p>This was actually the second time in two weeks Cruzvergara believes the same crooks hit his garage.  </p>
<p>Video shows what appears to be a Subaru Outback outside his garage on February 18 around midnight.  The burglars stole $25,000 worth of production equipment.</p>

<p>He said he lost nearly $7,000 worth of gear in the most recent break-in.  One thief even dropped his hat in the garage, which police have as evidence.  </p>
<p>Cruzvergara is a cinematographer and owns a small production company.  He believes he was targeted.</p>
<p>“It was clear to me that they knew what they were taking.  They knew what they had missed the first time, and wanted to come back and get the rest of it,” he said. </p>
<p>He&#8217;s since canceled and lost out of several jobs without his gear.</p>
<p>&#8220;They just didn&#8217;t really have any second thought, or anything just drove up, looked at the garage for a few minutes,&#8221; said neighbor Campbell Yore.  &#8220;It&#8217;s pretty disturbing to see that.&#8221;</p>

<p>Over the weekend, Cruzvergara noticed the same Subaru driving around his neighborhood and he followed it at a safe distance while he called the police.  He said SFPD later found the car abandoned but identified two suspects.</p>

<p>A wayward mountain lion roams San Francisco&#8217;s bustling Bernal Heights neighborhood, far from the quiet green spaces it calls home.</p>
<p>The sightings, one from an eyewitness and another via a home security video, took place between 3 a.m. and 6 a.m. on Tuesday.  San Francisco Animal Care and Control spokeswoman Deb Campbell said puma sightings are not uncommon in the city, but research reveals many to be common house cats.  Those sightings on Gaven Street and near Bernal Heights Park, however, were the real deal.</p>
<p>&#8220;If we hadn&#8217;t seen him in this video, we might have thought it was a large, healthy domestic cat that the eyewitness saw,&#8221; said Campbell.</p>

<p>Campbell said the mountain lion appeared large and may have been an adult.  A mountain lion made it to Mission Bay a year ago, but that person was a lanky teenager. </p>
<p>&#8220;The lockdown is over,&#8221; joked Campbell.  &#8220;Maybe he was looking for nightlife but couldn&#8217;t find one and went home.&#8221;</p>
<p>The home is likely to be in South Bay, particularly in the Crystal Springs area.  This is likely to be a very stressful experience for the poor adventurer as mountain lions are naturally retired.  This shyness can also explain why no one saw the puma cruising the city streets in daylight or at dusk.</p>

<p>Animal Care and Control patrolled the neighborhood looking for further evidence of the furry visitor, but did not see him.  Campbell says the mountain lion may have made it out of town by now, but neighbors should take sensible precautions, such as walking back and forth.  B. Keeping your dogs on a leash and watching your young children.  When the animal approaches, make yourself big, wave your arms, and don&#8217;t turn your back or run.</p>

<h4 class="has-secondary-variation-color has-text-color" id="h-let-s-get-a-move-on"><strong>let us continue </strong></h4>
<p>If there were a Mission District history book, those years could go down as the &#8220;Golden Age of Affordable Housing&#8221;.  There has recently been a rapid fire from affordable units like La Fénix, Avanza 490, and 2060 Folsom (to name a few) that are now launching all dozen of San Franciscan families. </p>
<p>Dairo Romero said his organization, the Mission Economic Development Agency, has so far helped around 54 families move into these new homes since October 2020.  Navigating the DAHLIA process can be difficult, he told me &#8211; for example, a missing document can imperil the whole thing.  But the pandemic year created a unique harmony between the city organizations that used to lead to a lot of controversy between authorities, he said.  This means that much more progress has been made at a time coinciding with a flurry of developments. </p>
<p>“This crisis taught us that we could face it,” said Romero.  &#8220;I think we achieved more.&#8221; </p>
<h4 class="has-secondary-variation-color has-text-color" id="h-turning-the-wheels"><strong>The wheels turn</strong></h4>
<p>For Rick Girling, a Bernal Heights resident and longtime cyclist, increasing bicycle safety is an issue that is literally close at hand.  His son, who was riding his bike to work in a nearby bike shop, had a &#8220;serious accident&#8221; on Cortland Avenue last year.  Now, having noticed more kids on the hill, Girling is signaling the need to change.</p>
<p>&#8220;I just decided I wanted to do something about it,&#8221; Girling told me.  &#8220;I can see some children are being killed.&#8221;</p>
<p>Girling launched an online petition asking the San Francisco Municipal Transportation Authority to add three bike lanes in its neighborhood: one from Bayshore along Cortland Avenue towards Good Life Grocery;  one from Mission Street up Cortland Avenue to the New Wheel Electric Bikes Store;  and one from Cesar Chavez Street to the top of the hill. </p>
<p>Girling argued that the steepness of the hill can affect cyclists&#8217; ability to go straight, increasing the likelihood of collisions with cars passing by and buses taking up space on the narrow road.  “Accidents wait without cycle paths to Bernal,” he wrote on the petition. </p>
<p>So far, the petition “Cycle paths to Bernal” has targeted 30 out of 100 signatures.  He is aware that people are against it;  even his own son (no, not the one who was hit; who “likes the cars”) complains about the possible loss of parking spaces.  But Girling, who was on his bike 16 years ago when he was hit by a Muni bus, said he believed it was a safety issue. </p>
<p>“I was in the hospital for three months.  I was unable to work for a year and I still have pain every day, ”said Girling.  “But I&#8217;m only one of hundreds of thousands who [got hit by a car on their bike]. &#8220;</p>
<h4 class="has-secondary-variation-color has-text-color" id="h-an-evergreen-space"><strong>An evergreen room</strong></h4>
<p>Sounds like a walk in the park.  The groundbreaking for the India Basin Shoreline Park in Bayview begins on June 17th.  The ambitious project promises to be &#8220;the biggest project of a generation,&#8221; a spokesman for the Recreation and Parks Department told me via email.  It will be equipped with riverside paths, recreation rooms and a restored tidal landscape.  The addition is intended to close the gap between parking capital and access, the spokesman continued in an email.  &#8220;Everyone deserves safe, beautiful parks, regardless of neighborhood.&#8221;</p>
<p>And it&#8217;s part of a larger project called the India Basin Mixed-Use Project.  The planned plan includes around 1,250 residential units as well as commercial and parking spaces. </p>
<h4 class="has-secondary-variation-color has-text-color" id="h-ramp-up-the-power"><strong>Increase the performance  </strong></h4>
<p>This week the city was full of talk about the Potrero power plant project, which promised to convert the former coal plant into thousands of residential units, a hotel, a life science laboratory, commercial space, parking, entertainment and open space. </p>
<p>Now it turns out that the first phase, which is in progress, should be more ambitious than originally planned.  Originally, the construction of 660 residential units was planned in the first phase of the project, 76 of which are 100 percent affordable.  But The Chronicle reported that the construction company has now increased it to 735 units, 100 of which are completely affordable.  This is thanks to the project&#8217;s partner, Associate Capital, who also agreed to increase spending on infrastructure development for parks, plazas and sidewalks by $ 200 million.  An additional commercial building was also thrown into the mix. </p>
<p>All in all, there will be 2,601 residential units there, around 30 percent of which are reserved as affordable.  But don&#8217;t hold your breath, because city planners expect up to six construction phases over 30 years. </p>
<h4 class="has-secondary-variation-color has-text-color" id="h-housekeeping-what-you-missed-and-what-i-m-reading"><strong>Housekeeping: What you missed and what I&#8217;m reading</strong></h4>
<p>I think about parks a lot right now.  A new report I covered found that San Francisco&#8217;s parking system is one of the best in the country when it comes to factors like accessibility, spending, and equity.  But there are still big differences in who has access to these urban oases;  And while this doesn&#8217;t seem like a big deal, studies argue that living near greenery has been shown to offer numerous mental and physical benefits.  The pandemic also emphasized the important roles.  There, people could safely picnic and / or take a Covid-19 swab in their noses. </p>
<p>In keeping with infrastructure and green issues, Bloomberg&#8217;s City Lab wrote how environmentalists urge President Biden to cut $ 10 billion on the “greenway stimulus” to repair American “greenways”.  These are cycling and hiking trails that ideally &#8211; but not always &#8211; combine green spaces.  One such trail that could increase funding if this goes through is the 500-mile Bay Trail that runs through San Francisco and all nine Bay Counties. </p>
<p>I also reread Berkeleyside&#8217;s article, &#8220;Berkeley has a &#8216;tree equity&#8217; gap between richer and poorer neighborhoods,&#8221; which was originally published in March, which examined where more trees are growing and highlighting a city program aimed at planting 1,000 trees .  It explains how a lack of trees can lead to “aesthetically missing roads, increased air pollution and an unpleasant heat island effect”, which can be seen as contributing to health inequalities. </p>

<p><span class="xn-location">OAKLAND.  Calif.</span>, <span class="xn-chron">May 20, 2021</span> / PRNewswire-PRWeb / &#8211; Oakland Zoo helped rescue a two-year-old male mountain lion found in <span class="xn-location">San Francisco</span> this morning by officials at the California Department of Fish and Wildlife (CADFW).  He was taken to the Oakland Zoo for a temporary stay while he received a full exam, blood tests, and vaccines for preventative care.</p>
<p>Mr. Handsome, unofficially named by Oakland Zoo&#8217;s veterinary staff, was taken to a holding area of ​​the zoo&#8217;s veterinary hospital overnight pending examinations this morning.  He was determined to have a total bill of healthy, hydrated, and a healthy weight of 98.5 pounds.  He was treated for internal and external parasites (often found in wildlife) and vaccinated during his examination.</p>
<p>Long distance travel in neighborhoods is not uncommon for mountain lions of this time.  Mountain lions are far-reaching species that are known to exhibit “dispersal behaviors” that result in them traveling long distances in search of food, good homes, and mates.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; San Francisco animal control officers captured a mountain lion they cornered in a tree early Thursday morning in the Bernal Heights neighborhood of San Francisco.</p>
<p>Overnight, the mountain lion on Santa Maria Street near Mission Street was hit with a calming arrow.</p>

<p>“It was pretty shocking.  At first I thought it probably wasn&#8217;t real, ”said Bernal Heights resident Ruth Ferguson, who discovered the puma.</p>
<p>After a few minutes the puma climbed down the tree and up the front stairs of a house and was incapacitated on the porch of the house.</p>
<p>“We let the medication work for about 15 minutes.  At this point we went up and rated and the mountain lion was well sedated.  We limped, which is mainly so that when the mountain lion starts moving it doesn&#8217;t hurt itself and if for some reason it took an unusually long time to get it to the zoo, they wouldn&#8217;t have to stun it again before using the assessment can begin, ”said James Ober, Lt.  of the California Department of Fish and Wildlife.</p>
<p>Fish and Wildlife staff then took it to Oakland Zoo for observation and examination before it was released into the wild.</p>

<p>Zoo officials tweeted that the healthy two-year-old male mountain lion had been vaccinated and blood tests done while he was at the zoo.  The animal was also found previously tied up by the UC Santa Cruz Puma Project.</p>
<p>Oakland Zoo veterinarian Alex Herman affectionately called the big cat &#8220;Mister Handsome&#8221;.</p>
<p>&#8220;We&#8217;re basically going to give him an injection to make him fall asleep so we can handle him safely, but it&#8217;s also not stressful for him,&#8221; Herman explained.  “We want this guy to have the best experience possible.  So I&#8217;m going to do a full physical exam.  &#8220;</p>

<p>When asked how the mountain lion got to San Francisco, Dr.  Herman, the distance traveled is not unusual.</p>
<p>&#8220;Well, it&#8217;s normal spreading behavior, so it&#8217;s normal for them to really move around the peninsula,&#8221; she said.</p>
<p>Where would the cat be released back into the wild?</p>
<p>&#8220;I can&#8217;t say where he will be released, but he probably won&#8217;t be returning to Santa Cruz because we don&#8217;t want him to find his way back to San Francisco,&#8221; Herman said.</p>
<p>The mountain lion was believed to be the same one spotted Tuesday morning in the Portola and Bernal Heights neighborhoods.</p>

<p>Animal control officials said it was a young man who probably weighed between 120 and 130 pounds.</p>
<p>Warning signs were posted over the mountain lion on Tuesday, and residents were notified on Wednesday morning that the lion may still be in the area.</p>
<p>According to officials from the San Francisco Animal Care and Control Department, the surveillance video caught the animal roaming Gaven Street in the Portola neighborhood around 3:50 a.m. on Tuesday.</p>

<p>Later on Tuesday morning, an eyewitness reported seeing the mountain lion near Bernal Hill Park.</p>
