The Empty Homes Tax campaign announced Thursday that it was submitting 13,734 signatures to the city — well above the nearly 9,000 needed to appear before voters this fall.

If approved by a simple majority in the Nov. 8 election, the tax could make about 4,500 vacant units available over two years and generate more than $38 million in annual revenue, according to a January report from the Board of Supervisors’ Budget and Legislative Analyst .

The tax measure, backed by Supervisor Dean Preston and some of his allies, is an attempt to make inroads on the city’s housing shortage by freeing up more of the existing supply of units that are currently unoccupied.

It’s also an effort to emulate taxes imposed in other expensive cities, including Oakland and Vancouver, British Columbia. Berkeley is considering placing a similar tax before voters as well.

“Even among folks who may disagree on other issues, I think everyone’s really frustrated by prolonged vacancies,” Preston told The Chronicle. “This is the strongest tool to address that problem.”

The January analyst’s report, which was prepared for Preston, found that San Francisco had more than 40,000 vacant homes in 2019. Many of them were listed for rent or sale, or they were empty because a tenant hadn’t moved in yet, the unit was intended for part-time use or it was unoccupied for some other reason such as ongoing repairs.

However, the fastest-growing segment of vacant housing identified by the report was more than 8,000 empty units that were “sold but not occupied.” That category may include some homes that owners bought “as investments or cash havens with no intention of moving in or renting them out,” the report said.

The proposed tax would range from $2,500 to $5,000 in the first year, depending on the size of the unit. It would increase to a maximum of $20,000 in later years. The tax would apply to owners of vacant homes in buildings with three or more units, if the units in question had been vacant for more than 182 days. Single-family homes and duplexes would be exempt.

“This is targeted at the real estate speculators who have the business practice of buying and holding these properties,” Preston said. “They’re just not really in the single-family home space in San Francisco and haven’t been.”

Money raised from the tax would be earmarked for affordable housing acquisitions and rent subsidies for seniors and low-income households.

The potential ballot measure comes as San Francisco sees a huge slowdown in construction and Mayor London Breed is looking at strategies to jump-start residential building. The city is also facing state mandates to plan for the construction of 82,000 new homes by 2031.

SAN FRANCISCO (KGO) — A San Francisco supervisor is looking to tax property owners who let their housing units sit vacant.

Supervisor Dean Preston announced the initiative at a press conference Tuesday morning. It would need about 9,000 valid signatures to qualify for the ballot.

The goal is to incentivize property investors who leave homes vacant until the market is in their favor to list or rent the property.

“These are folks who are buying and selling housing in San Francisco as if they’re buying and selling stocks on the stock market. They couldn’t care less about providing homes for anyone, and we are going to put an end to it with the empty homes tax,” Supervisor Preston said.

He estimates the tax could bring in about $38 million dollars a year. He proposes that the money go toward preventing homelessness and affordable housing.

RELATED: SF considers taxing vacant apartments to help with housing crisis; new report shows 40K empty units

The tax rate would be based on the property’s size and how long it has been vacant. For instance, a unit smaller than 1,000 square feet would be taxed $2,500 for one year, $10,000 for three years. A home that is 20,000 or more square feet would be taxed $20,000 for its third year of sitting vacant.

Exemptions would include a property being remodeled, a natural disaster or a landlord who is in long term care or has died.

VIDEO: SF metro area remains most expensive place to live in US

“If it’s a legitimate, good faith reason that there’s some kind of vacancy, this tax is not going to tax. But if you are in the business of holding units off the market for prolonged periods of time, we’re not only going to tax you but each year of that vacancy that tax is going to go up,” Preston said.

Some critics call this proposed tax a distraction and say what city leaders really need to focus on is building more affordable housing.

“When we look at the size of our shortage and how many houses we need to build, this is a drop in the bucket. San Francisco has a history of not building enough housing and the Board Of Supervisors is trying to avoid actually fixing the problem ,” said Corey Smith, the deputy director of the Housing Action Coalition.

RELATED: Wealthy Bay Area city pushes back against new housing proposal

The Board of Supervisors recently voted down a plan to build an apartment building on the valet parking lot of a Nordstrom Department Store.

Preston’s office says it isn’t an either/or situation.

Preston says the city of Vancouver implemented a similar tax and saw vacancies decrease by 20%.

A seemingly endless amount of drama, name-calling, lawsuits and outrage from parents and city officials made the saga of San Francisco’s school board a riveting pandemic sideshow that is about to play out at the ballot box.

A special election on Tuesday will decide the fate of three school board members, all Democrats, in a vote that has divided the famously liberal city. It also motivated many Chinese residents to vote for the first time, driven by controversial school board decisions and a batch of unearthed anti-Asian tweets.

The parents who launched the recall effort say it was born of frustration at the board’s misplaced priorities, mishandling of a budget crisis and failure to focus on the fundamental task of reopening public schools during the pandemic. Most of San Francisco’s 50,000 public school students did not see the inside of a classroom for over a year, from March 2020 until August 2021.

“It comes down to incompetence,” said Siva Raj, a father of two who helped spearhead the recall effort. “The message we want to send is, if you don’t do the job you are elected do — your primary responsibility is to educate our children — you’re fired.”

Opponents call the recall a waste of taxpayer money and a right-wing attack on liberal San Francisco that is part of a national movement to oust progressives from power. Both sides agree that San Francisco’s school board and the city itself became the focus of an embarrassing national spotlight.

Organizers say they would recall all seven board members if they could, but only three have served long enough to face a challenge: Board President Gabriela Lopez and two commissioners, Alison Collins and Faauuga Moliga.

One of the first issues to grab national attention was the board’s decision to rename 44 of the city’s public schools they said honored public figures linked to racism, sexism and other injustices. On the list were names like George Washington, Abraham Lincoln and trailblazing California Sen. Dianne Feinstein.

The renaming effort drew swift criticism for some of its targets, but also for its timing in January 2021, when public classrooms were closed because of COVID-19 restrictions. Angry parents asked why the board was focused on changing school names rather than getting children back into classrooms. The effort was also riddled with historical inaccuracies and shoddy research that drew criticisms of political correctness gone awry.

“It was so poorly executed that it made a mockery of the broader push for historical reckoning in the United States,” the San Francisco Chronicle said in an editorial endorsing the recall. “It alienated instead of educated, and invited national ridicule.”

Ultimately the plan was scrapped, after the city took the dramatic step of suing the board and school district to reopen more quickly. The lawsuit failed in court.

Then the board announced it was ending merit-based admissions at the city’s elite Lowell High School as part of a broader push for equity and inclusion. It cited “pervasive systemic racism” and a lack of diversity at Lowell, one of the country’s top public high schools, where the majority of students are Asian.

Many Asian Americans viewed the Lowell vote as a direct attack.

“It is so blatantly discriminatory against Asians,” said Ann Hsu, mother of two San Francisco high schoolers. “It is so apparent that the sole purpose is that there’s too many Asians at Lowell.”

The vote blindsided the community, and a court ultimately reversed the decision, finding in favor of a Lowell alumni group that sued the board. The group argued the board failed to place the vote on its agenda, violating California’s open meetings law.

Hsu and other parents formed a group called the Chinese/API Voter Outreach Taskforce in December, which she calls “the Chinese arm of the recall group.” Holding voter drives and spreading word in San Francisco’s Chinese-language newspapers, the group helped register over 560 new voters.

San Francisco’s soaring cost of living has pushed out families for years, leaving the city with the lowest share of children under 18 — just 13% — of America’s 100 most populous cities, according to 2020 US Census data. That made school board elections a low priority for most voters.

“That’s how these people got elected, because nobody was paying attention,” said Hsu. “But now, we’re paying attention.”

Collins has faced more criticism than her two colleagues, after recall organizers dug up 2016 tweets in which she said Asian Americans used “white supremacist” thinking to get ahead and were racist toward Black students, prompting her school board colleagues to strip Collins of her role as vice president.

Collins, who is Black, apologized for the tweets which she said were taken out of context, and then south of the school district and five fellow board members for $87 million, saying they violated her free speech rights. That suit was also tossed. Collins, who is aligned with Lopez on many issues, says the recall is part of a Republican-led effort to dismantle a progressive school board, though there is no evidence to back that claim.

Collins says she is proud of trying to bring more diversity to Lowell, which dropped its admissions test for the incoming class of fall 2021 before the decision was overturned in court. The numbers of Hispanic and Black students increased this year when the change was in place, while the numbers of Asian and white students decreased.

“We desegregated a school. Lowell now has the most diverse incoming class that it ever has had,” Collins said in an email. “I want to be on that side of history.”

Collins and Lopez call the recall a waste of time and money, noting another election is just nine months away.

“People want us to say we were wrong, we regret doing what we did, we’re sorry. And that will never be something I will do,” Lopez said recently on a local podcast, Latina Latino Latinx News.

Lopez, 31, said under her leadership the board addressed long-standing issues like school renaming and the admissions process, but they “blew up” because of racism. She called the recall of an opportunity “to bring down someone who is me,” a young Latina woman.

If a majority of voters supports recalling any of the three, the mayor would appoint their replacements to serve until the November election.

“Sadly, our school board’s priorities have often been severely misplaced,” San Francisco Mayor London Breed said in her endorsement of the recall. “Our kids must come first.”

SAN FRANCISCO (BCN / CBS SF) – San Francisco regulator Catherine Stefani announced Tuesday a voting initiative for the June 2022 elections aimed at expanding services to victims of domestic violence and other crime.

The initiative would create the Office for Victims ‘and Witnesses’ Rights, as well as the right to civil assistance for victims of domestic violence.

CONTINUE READING: Growing outbreak of the Omicron variant in the minds of vacationers at SFO

Stefani said that given the rise in certain types of crime in the city, such as burglary and murder, the vote initiative is urgently needed as the options available to victims are often limited.

“We are here because we know that Crime victims of San Franciscans are not getting the help or assistance they need and deserve. Every week I get letters from voters who are in the worst circumstances of their lives and who do not know where to turn, ”Stefani said.

“Unfortunately, the city’s response was not as urgent as I think it should be. The victim services are divided into several departments, each with their own tasks and mandates. This leaves the task of navigating the complex urban bureaucracy to the victims when they are least able to, and that has to come to an end now, “she said.

According to Stefani, once established, the Office for Victims and Witnesses would be a “one-stop shop outside of law enforcement agencies where victims can get the help they need”.

CONTINUE READING: Santa Rosa man arrested on suspicion of sexually assaulting 11-year-old girl

In addition to comprehensive services, the office will also help identify service gaps and advocate new ways of helping victims.

The Office will also be tasked with exercising the right to civil law assistance for victims of domestic violence, helping victims to obtain full legal representation through grant funds on matters such as child support or custody, protection orders, housing, employment, and immigration issues said Stefani.

Several supervisors support Stefani’s initiative, including supervisors Ahsha Safai, Matt Haney, Myrna Melgar and Rafael Mandelman.

“Providing legal assistance to domestic violence survivors is an important tool that has been missing here in San Francisco,” said Safai. “This is an important initiative and I think it will do a tremendous service to the 90 percent of victims who are not eligible for victim assistance today. Having a single office to solidify this and to be the catch basin and guide people through the bureaucracy will be a tremendous help. “

“No victim should be alone with this,” said Haney. “Many of the victims of crime do not want to deal with the judiciary. They may have language barriers, they may have immigration status concerns and our city needs to support them 100 percent. ”

ATLANTA (AP) – Georgia’s Foreign Minister continues a study of the effectiveness of the signature verification process the state has been using for postal votes until it is replaced by new identification requirements this year.

In the weeks following the November election, then-President Donald Trump and his allies claimed without evidence that the election had been stolen from him. He fixated on several states including Georgia, where he lost by less than 12,000 votes. Among other things, he called for a check of the signature matches, which are used to confirm the identity of a person entitled to vote.

Large San Francisco corporations with seven-figure salaries could be forced to save a dime for the city’s general fund if voters approve a new tax this November.

The supervisory board unanimously voted on Tuesday to put the measures referred to as “CEO tax” and “overpaid executive tax” on the November vote.

If approved, a tax of between 0.1% and 0.6% would be added to the annual business tax payment for companies in the city that compensate their executives 100 times more than their average employee. The tax rate starts at 0.1% for a ratio of 100: 1, then increases to 0.2% for a ratio of 200: 1, and so on, up to 0.6% for a six hundred times the pay gap between executives and employees.

“What we are proposing today is a very simple, straightforward tax measure,” said Board Chairman Matt Haney, who supported the law along with nine other board members and presented the bill to the board of directors. “When it happens, any company that pays its top manager 100 times more than its median worker will have a 0.1% surcharge added to its annual business tax payment. The greater the inequality between top management and workers, the higher the percentage. “

For example, a company with 3,000 employees and an average salary of $ 125,000 would pay additional income tax of $ 375,000 if it had an executive who also earned at least $ 12.5 million annually; If his CEO made $ 75 million, he’d have to pay $ 2.25 million in taxes. However, a company that pays its employees less, say a median of $ 50,000, would be more likely to be affected by the tax; it would start paying the additional rate on a board pay of $ 5 million.

Wells Fargo, the San Francisco-based bank, reportedly increased its CEO’s salary to $ 23 million in 2019. She would have to pay her average city worker at least $ 38,000 to avoid the highest tax rate and $ 230,000 to avoid the lowest tax rate.

Uber, the ridesharing giant headquartered in San Francisco, reportedly paid its CEO $ 45 million in 2019. Its drivers are considered independent contractors, so the salary test would fall on its well-paid engineers in town. Still, the average worker would have to earn $ 450,000 annually to avoid the tax at a compensation rate as high as Dara Khosrowshahi.

“Big companies that can afford to pay their executives multi-million dollar salaries each year can afford to pay their fair share of taxes,” Haney said.

The law was written to cover the many types of compensation paid to top executives, including bonuses and stock options. In the text of the bill, “compensation” is defined as “wages, salaries, commissions, bonuses, property issued or transferred in exchange for the provision of services (including but not limited to stock options).”

The additional tax would only apply to companies with gross annual revenue of $ 1.7 million or more and to executives with annual revenue of $ 2.7 million or more.

Regulators estimated that the new tax would raise $ 140 million each year for the city’s general fund, what Haney described as a “much-needed source of income to tackle income inequality,” which would enable the city to “help hundreds of doctors, “Hire nurses and first aiders.”

Earlier this year, San Francisco officials announced that the coronavirus pandemic had set their projected two-year budget to a deficit of $ 1.7 billion.

The proposal is one of three additional tax measures that San Francisco voters will face this November. If approved that required a simple majority at the ballot box, the tax would come into effect in 2022.
