Bay City News Service

SAN FRANCISCO – Residents of San Francisco’s public housing development Potrero Hill and Sunnydale this week urged the city’s housing authority to deal with what they believe to have failed to repair units, resulting in dangerous living conditions.

The San Francisco Housing Authority owns and operates two public housing developments, the Potrero Hill Property and the Sunnydale Property, located in the Visitation Valley neighborhood.

A total of around 3,800 people live in the two settlements.

Although the city is currently engaged in housing rebuilding and renovation at the Sunnydale and Potrero Hill locations, the project plans to rebuild the rundown council housing and create additional marketable units to create new mixed income housing developments. t be completed for several years.

According to United Front Against Displacement supporters, the residents of the public housing in Potrero Hill and Sunnydale, who have not yet been relocated to new units, are living in unsafe conditions.

On Thursday, United Front Against Displacement revealed several recent complaints filed with the agency by local residents – complaints that included issues such as leaking pipes, mold and bedbugs.

The group said the complaints went unanswered by the SFHA.

“For years, the San Francisco Housing Authority has practiced a consistent pattern of willful negligence in their properties, irresponsibly forcing residents to move into dangerous homes that have major mold problems, pests and the like,” United Front Against Displacement officials said in a statement on Thursday.

“Residents of Sunnydale and Potrero Hill, the two remaining public housing in San Francisco, are fed up with SFHA’s inaction and apologies. Residents are organizing with their neighbors to stand together and demand that their homes and buildings be repaired while remaining public housing and not being turned over to private developers and management companies, “the group said.

Although SFHA currently manages two locations, a takeover by Eugene Burger Management Corporation is planned.

According to United Front Against Displacement, residents were notified for 90 days in September that their leases with SFHA will be terminated as EBMC will begin managing developments in December.

Under a private landlord, residents would have fewer rights and would be more vulnerable to rent increases and evictions, the group said.

As of last week, local residents have held two separate protest rallies, one on October 15 at the Sunnydale site, when Mayor of London Breed, Lt. Gov. Eleni Kounalakis, US Department of Housing and Urban Development Secretary Marcia Fudge, and House Speaker Nancy Pelosi held a media event highlighting the Build Back Better Act. Local residents held another protest on Monday, this time in front of San Francisco City Hall.

The SFHA did not respond to a request for comment.

The insane buzz of the safety slats on the pedestrian handrails of the Golden Gate Bridge is finally being silenced following a recent proposal from the Bridge District.

The fix – developed and tested by bridge engineers in consultation with aerodynamics and acoustics experts – provides for U-shaped clips with a thin rubber sleeve to be attached to all 12,000 vertical battens of the railing. – The San Francisco Chronicle

The haunted acoustic hum is the direct result of a $ 12 million wind retrofit project created by the Golden Gate Bridge Highway and Transportation District. A few enterprising locals made the most of the deafening noise, although the majority of motorists in the Bay Area were vocal about it, which led to the change.

The newly approved upgrades will install a series of sound-absorbing rubber clips along the bridge’s pedestrian walkway, which the San Francisco Chronicle says can mitigate the impact of the larger wind safety louvers by up to 75%. The cost is approximately $ 450,000 and will be fully installed by the end of next year provided there are no major delays.

“It’s a tricky business. We want to be absolutely sure that we are doing it right, ”said bridge spokesman Paolo Cosulich-Schwartz to the Chronicle in May. “We will never sacrifice the structural integrity of the bridge, but we want to be responsive to our neighbors.”

San Francisco’s long-contested Housing Authority, which faced a $ 30 million deficit two years ago, has cleaned up its finances and operations and is no longer behind with the federal government, according to the Department of Housing and Urban Development.

The Housing Authority, which provides vouchers for approximately 13,000 housing units and owns public housing units in Potrero Hill and Visitacion Valley, has faced management and maintenance problems for decades due to federal budget cuts and poor local oversight. Tenants complained of shabby water pipes, broken elevators, and insect infestation – the situation was so dire in 2013 that then-Mayor Ed Lee dismissed and replaced almost all of the Housing Authority’s officers.

In a letter last week, Hunter Kurtz, HUD’s Assistant Secretary for Public and Indian Housing, told city officials that the Housing Authority had “fixed their standards” for several agency-managed programs, including the Section 8 program.

Acting Director Tonia Lediju, who brought Mayor London Breed with her last year to repair the beleaguered department, said the HUD letter was evidence that “it’s a new day at the Housing Authority”.

“We’re turning it around,” she said. “It’s not perfect yet. We’re not where we want to be, but we’re on the right track. “

Two years ago, an audit by the San Francisco Housing Authority found a deficit of $ 30 million, forcing the city to take control of the agency and reallocate about $ 7 million that was earmarked for other uses. A few months later, the US Department of Housing and Urban Development urged the city to take responsibility for the agency because it had defaulted on several agreements and commitments.

Lediju, the city’s chief auditor, was hired to take over the agency and the operations and finances were outsourced to third-party companies.

The San Francisco Housing Authority manages Section 8 vouchers that are used to pay for both private landlords and nonprofit housing associations that have acquired most of the city’s public housing over the past decade.

Lediju said it will allow the city to raise more federal funds, which will result in housing more families and low-income individuals, especially homeless veterans.

“We will apply for additional vouchers,” she said.

The housing agency’s improvement is due to the city just completing its $ 2.2 billion rental assistance demonstration program that transfers ownership of 3,500 public units in 29 buildings from the agency to nonprofits like Mercy Housing and Chinatown Community Development Center was transferred. This program included the renovation of much of the city’s public housing.

The housing authority still owns the land on which the former social house is located, but no longer owns the buildings. In addition to managing the Section 8 voucher program, the Housing Authority also owns two affordable complexes, one on Potrero Hill and one in Sunnydale. These complexes are being rebuilt and gradually being taken over by private non-profit organizations.

Joaquin Torres, Chairman of the Housing Authority Commission, said, “The cure for this failure is a vote of confidence from the HUD.”

“We have demonstrated beyond a doubt that San Francisco is really meaningfully and seriously invested in our most vulnerable residents,” he said.
