SAN FRANCISCO (AP) — A man who crashed a car at the Chinese Consulate earlier this month had a crossbow and arrows and swung a knife at officers before a police sergeant killed him, San Francisco police said Thursday, offering the first official details of the attack.

San Francisco police showed body camera footage from the officers who responded to the Oct. 9 attack on the consulate, which is in a residential neighborhood in the city. The footage showed the car inside the consulate’s lobby and people rushing out of a damaged door.

San Francisco Police Acting Commander Mark Im, speaking at a virtual town hall, said Zhanyuan Yang got out of his car, where police found a crossbow and arrows, and stood against a wall. Yang was covering his face with his left arm after a security guard sprayed him with pepper spray and hiding a knife in his right hand, Im said.

Im said Yang then turned toward San Francisco Sergeant Troy Carrasco, who was the first to arrive on the scene, and a consulate security guard and made “multiple, rapid, downward swinging motions with the knife” in their direction.

Carrasco can be seen in body camera footage touching Yang’s back and asking “Does he have a gun?” before Yang, who is rubbing his face with his left arm, turns toward Carrasco and the security guard and starts swinging a knife. The footage shows Carrasco then opens fire and shortly after shouts, “You should have told me he had a knife!”

Yang, 31, was taken to a hospital, where he died.

When asked about why there appeared to be no attempts to de-escalate the situation, San Francisco Police Chief Bill Scott said he was not going to make any judgments nor guess what the officer was thinking, but that officers are trained to prioritize stopping a threat when confronted with an active attacker.

Several people called 911, including one person who said the suspect had a gun, which dispatchers relayed to officers sent to the scene, though Yang did not have a gun, police said.

“If we believe that we have an active attacker event, we will do everything possible to stop that threat immediately so we don’t have a loss of life,” he said.

The crash was condemned by the Chinese government, which called it “a violent attack,” and by the White House. It took place as San Francisco prepares to host next month’s Asia-Pacific Economic Cooperation summit, a gathering of world leaders from Pacific Rim nations.

Police investigators have served several warrants at the San Francisco apartment where Yang lived, Scott said, but he did not identify a motive.

“Why he showed up there, what he was doing, that’s still under investigation and there’s nothing that we have at this point that I can release,” Scott said.

Sergii Molchanov was in line waiting for his turn to submit his visa documents when he said the blue Honda sedan barreled in through the main doors at full speed, barely missing him.

Molchanov told The Associated Press that the car struck a wall and the driver was bleeding from his head as he got out of the car, yelling about the C.C.P., an abbreviation for the Chinese Communist Party. Police arrived less than a minute later, another witness, Tony Xin, told KTVU-TV.

“A consulate is a place of safety and refuge where people should not have to worry about acts of violence,” said Capt. Jason Sawyer on Thursday. “This was a highly unusual event that could have easily involved many more casualties.”

The San Francisco consulate has been targeted a number of times before. Among the most serious was a fire set by a Chinese man on New Year’s Day 2014 at the main entrance. It charred a section of the outside of the building.

The man, who was living in the San Francisco Bay Area, told authorities he was driven by voices he was hearing. He was sentenced to nearly three years in prison.

One of three men involved in an armed robbery in a South San Francisco Walgreens parking lot was found guilty by a jury of five felons on Friday, May 26, and sentenced to 27, according to the San Mateo County District Attorney’s Office years and four months in prison.

James Louis Brisker IV, 29, of Vallejo, along with co-defendants Eric Hamilton and Jaymon Matthews, observed a 62-year-old woman and her 61-year-old husband at the San Pablo Lytton Casino and followed them about 30 miles as they drove to their South San home Francisco drove.

The couple pulled up in the parking lot of a Walgreens at 2238 Westborough Blvd. According to prosecutors, around 6:50 p.m. on March 31, 2019, she was blocked by the car Hamilton was driving with the other two as passengers.

Brisker and Matthews got out of the car and opened the driver’s door of the couple’s car. Brisker held the gun to the woman’s head and demanded that she give him her purse and all her money. The woman tried to get away from the car, after which she was pushed back into the car and took her $2,700 Louis Vuitton purse and about $2,000 in cash, prosecutors said.

The couple then demanded that her husband hand over all of his money, after which the man gave them $400 in cash and the trio drove out of the Walgreens parking lot. The couple were able to note the license plate number of the car Hamilton was driving and immediately called 911, which prosecutors said set off a nationwide alarm.

The car was spotted minutes after it was alerted by Daly City police officers traveling north on Interstate 280. When they initiated a traffic stop, the men were found in the back seat of the car with the woman’s purse and a loaded 9mm handgun. according to the prosecutor.

On Friday, Brisker’s attorney filed a motion to dismiss a previous felony charge in 2015, but the motion was denied by the court. According to prosecutors, he was convicted of five felonies, two counts of robbery with a gun, one count of illegal possession of a gun by a felon, one count of home robbery with a gun and one count of aggravated home burglary with a gun.

Two South San Francisco armed robbery suspects are at large late Saturday night, more than a day after they robbed a store at gunpoint and made off with an undisclosed amount of cash.

South San Francisco police said it happened around 2 p.m. Friday at a store on the 300 block of Grand Avenue, where the armed suspects entered the store, pointing a pistol at the manager before demanding cash. After receiving the cash, the suspects ran away on foot, heading west down Third Lane.

The first suspect is described as a Hispanic adult male in his 20s, of thin build, approximately 5 feet 2 inches tall and weighing 120 pounds. Wearing a blue hoodie, red beanie, black mask, pink shorts and green shoes, the suspect spoke Spanish and was armed with a handgun.

The second suspect is described as a Hispanic adult, also in his 20s, of thin build, approximately 5ft 8in tall and weighing 185 pounds. He wore a black beanie, black sunglasses, a light gray hoodie and black pants. The suspect also spoke Spanish and was armed with a pistol.

As the police investigation continues, detectives are conducting further follow-ups to identify the suspects.

Police on Thursday arrested a suspect in connection with two armed bank robberies in South San Francisco in November and December.

Damion Stephen Shoemaker, 48, of San Francisco, was arrested Thursday in Daly City and sent to the San Mateo County Jail on suspicion of two counts of armed robbery, police said.

The robberies took place on November 28 and December 28 at a bank on the 100 block of McLellan Drive, according to police.

In both incidents, the robber displayed a semi-automatic pistol, later revealed to be a replica, and demanded money from the clerk before fleeing the bank on foot, police say. The incidents happened on November 28 and December 28, police said.

Retailers in Menlo Park face fines and possible revocation of alcohol licenses

Three retail salespeople in Menlo Park face fines after selling alcohol to minors during a bait drive in the city on Friday.

A Menlo Park police spokesman said Saturday that officers and agents from the California Alcoholic Beverage Control cited employees/operators for selling alcohol to minors.

The actions were a result of the small decoy operation in which minors, under the direct supervision of department agents, attempted to purchase alcohol from six retail licensees in Menlo Park.

Retail merchants who have sold to a minor face a minimum fine of $250 and/or 24 to 32 hours of community service for a first violation. In addition, ABC will begin administrative proceedings against the alcohol license of the business where alcohol was sold to the minor. This may include a fine, suspension of license, or permanent license revocation.

ABC is conducting compliance reviews nationwide to reduce the availability of underage alcohol. Statistics have shown that young people under the age of 21 have a higher rate of drunk driving deaths than the general adult population.

Smaller decoy operations have been conducted by local law enforcement agencies statewide since the 1980s. When the program began, the injury rate at retail stores that sold to minors was 40 to 50 percent. However, when carried out routinely, the rate has dropped to as low as 10 percent or less in some cities.

OAKLAND (CBS SF) — A warning went out to mountain bikers in the Oakland hills Friday, alerting to a recent spree of several armed robberies targeting cyclists.

Avid mountain biker Louisa Spier was believed to be the first victim in the recent cases.’

“Everything about it just fitted me perfect. The handlebars, the seat, I could lift it up,” described Spier of her beloved Giant Trance X29 mountain bike.

On Tuesday, March 29th around noon, she was riding solo on the Skyline Boulevard median trail near Parkridge drive not far from Oakland Fire Station 21. Spier said three masked suspects cornered her.

“The first one just said, ‘Give me your bike’ and I started to get off my bike,” Spier told KPIX. “And the one on the street came and pointed a gun at me and said, ‘Give us your bike’”

Spier jumped off her bike and ran into oncoming traffic. She said a woman driving on Skyline Boulevard stopped, let her in and drove her away from the gunman.

“To have a gun pointed at your face when you’re out just trying to enjoy nature and clear your mind is like the worse possible experience,” Spier said.

Police said after Spier’s robbery, they responded to two other robberies of mountain bikers on Skyline Boulevard near Joaquin Miller Road.

On March 31st, robbers pulled a gun on a father and son to take their bike. On April 6th at the same location, robbers took two bikes from bikers who were riding together.

The biking community reported on social media there was a fourth gunpoint robbery this week on a group of three bikers at the end of Skyline Boulevard near the Clyde Woolridge Staging parking lot. Police have not confirmed a fourth case.

“We made the decision to move our practice location this week because of this rash of thefts,” said Morgan Fletcher, a mountain bike coach.

He and fellow volunteers coach about 100 middle schoolers on how to bike in the Oakland Hills. Aside from moving their location, they now strongly encourage parents to pick up their kids after each session.

“We’re guiding the children that if someone asks for you bike, just give them the bike,” Fletcher said.

Last April, Berkeley police reported a group of robbers targeting bicyclists near Grizzly Peak. It was unclear if police arrested that group.

Victims in the latest cases reported on social media the robbers were driving SUV’s. And given the proximity of the recent locations, the victims suspected the latest cases were connected.

But Oakland police have not released any information on the suspects.

Police report that the number of overall robberies involving guns in Oakland is down slightly this year compared to last. They said from January 1 to April 3, 2021, there were 324 gunpoint robberies.

In the same period this year, there were 307 cases.

“We try to ride in big groups now,” mountain biker Jose Luis Monroy said. “We love to do night rides, (but) we start to avoid that.”

The crimes may be the latest in crimes of opportunity. Many carbon fiber bikes cost between $5,000 and $10,000.

Spier said her bike was worth less, but it was the perfect Christmas gift from her husband a few months ago.

“(I’m) really afraid and upset and scared to go back out on a bike right now,” Spier said.

Safety advocates used to tell bikers to ride with at least one other person. Now they are telling people to ride in very large groups, citing strength in numbers.

Staff “politely asked” the officers to leave, according to an Instagram post from the Hilda and Jesse, at an all-day brunch eatery that opened its doors on Nov. 1.

“We respect the San Francisco Police Department and are grateful for the work they do,” the post reads. “We welcome them into the restaurant when they are off duty, out of uniform, and without their weapons.”

The statement also added that “this is not a political statement, we did what we thought was best for our staff.”

San Francisco Police Chief William Scott tweeted a response on Saturday evening: “The San Francisco Police Department stands for safety with respect, even when it means respecting wishes that our officers and I find discouraging and personally disappointing.

By Saturday evening, Hilda and Jesse, located at 701 Union St., had been inundated with negative reviews on both Yelp and Google. It currently has one star and over 400 reviews on Yelp; the company normally puts a disclaimer on businesses receiving unusually high numbers of reviews due to controversy, but as of Sunday morning, that banner was not added.

Police officers fired multiple shots “to neutralize the threat” of a man brandishing two firearms at the San Francisco International Airport’s International Terminal on Thursday morning, airport officials said. CPR was administered to the suspect, but he died from his injuries, officials said.

The incident occurred at approximately 7:30 am in front of the airport’s BART station entrance, airport spokesperson Doug Yakel said in an email statement. An airport employee alerted police to the man allegedly displaying suspicious behavior.

San Francisco Police Department officers initially tried to deescalate the situation using nonlethal measures, but the suspect continued “to advance,” Yakel said.

Also, a bystander in the area was injured in the gunfire, Yakel said. The person was taken to a nearby hospital for treatment.

The San Francisco Int’l Airport station is open. Normal train service has resumed at the San Francisco Int’l Airport station. The primary station entrance remains closed. Passengers can enter and exit the station through the secondary entrance on the upper level.

On Saturday night, Hilda and Jesse at 701 Union Street were inundated with negative reviews on both Yelp and Google.
