<p>OAKLAND, Calif. (AP) — Oakland&#8217;s City Council on Monday passed a carefully crafted resolution calling for a cease-fire in the Israel-Hamas war after hours of hearing impassioned rhetoric about the deaths of thousands of civilians in Gaza.</p>
<p>The council in the California Bay Area city voted 8-0 in favor of a motion supporting a congressional resolution for a permanent ceasefire, along with the unrestricted entry of humanitarian assistance into Gaza and a restoration of basic services, as well as “respect for international law” and the release of all hostages.</p>
<p>Before the vote, the council voted 6-2 to reject proposed amendments by member Dan Kalb that specifically condemned killings and hostage-taking by Hamas, whose Oct. 7 attacks in Israel prompted the war that has devastated Gaza.</p>
<p>The motion was met by boos and angry shouts from the packed chamber.</p>
<p>Kalb later went on to vote with the majority, noting that the unchanged resolution also didn&#8217;t mention Israel.</p>
<p>In fact, councilmember Caroll Fife, who brought the resolution, said it went through four drafts and “intentionally attempted to de-politicize” the issue by “lifting up what we support and not what condemn.”</p>
<p>She said the issue of a cease-fire was “deeply, deeply concerning” to Oakland residents and called for a moment of silence for the lives lost on both sides of the conflict.</p>
<p>“I want Jewish children to live as much as I want Palestinian children to live,” she said.</p>
<p>The deaths of thousands of children, most of them in Gaza, weighed heavily on councilmembers.</p>
<p>“The number of children who have been killed just since Oct. 7 surpassed the number of children who have been killed in global conflicts over the past four years,” council President Nikki Fortunato Bas said.</p>
<p>“I was absolutely mortified by seeing dead babies” on social media,” and a ceasfire would be crucial for stopping the killing, councilmember Kevin Jenkins said.</p>
<p>Harsher language was used by most of the dozens of speakers, including Jewish anti-Zionist activists, who argued for passage of the measure. They accused Israel of colonization of Palestine and of apartheid and ethnic cleansing of Palestinians.</p>
<p>“We’ve seen the targeting and massacring of civilians, of health care facilities, of hospitals and ambulances,” said one speaker, who identified herself as a recent medical school graduate. “Silence in the face of oppression and genocide, I don’t think, is an acceptable response.”</p>
<p>Others argued that Oakland taxpayers shouldn&#8217;t be funding weapons for Israel when the money could be used for problems within the city, such as housing the homeless.</p>
<p>Similar resolutions have passed in three cities in Michigan, where a large percentage of Arab Americans live, as well as in Atlanta; Akron, Ohio; Wilmington, Delaware; and Providence, Rhode Island.</p>
<p>A temporary cease-fire between Israel and Hamas, which Qatar helped broker, is currently in place.</p>
<p>U.S. cities have been adopting resolutions regarding the conflict even though they have no legal role or formal say in the process, said David Glazier, who teaches constitutional law at Loyola Law School in Los Angeles.</p>
<p>“It raises an interesting question on where they are getting this mandate to speak for the people in their city when nobody elected a city council person because of their stance on Middle East peace,” he said.</p>
<p>In the nearby city of Richmond, an approved resolution calling for a cease-fire and accusing Israel of ethnic cleansing prompted more than five hours of heated debate in October. The city of Ypsilanti, near Detroit, approved a peace resolution but rescinded it amid backlash.</p>
<p>Oakland’s resolution demands “an immediate ceasefire; release of all hostages, the unrestricted entry of humanitarian assistance into Gaza; the restoration of food, water, electricity, and medical supplies to Gaza; and the respect for international law; and calls for a resolution that protects the security of all innocent civilians.”</p>
<p>Cities across the United States have increasingly been speaking up on matters that have long been relegated to diplomatic spheres, even working with local elected leaders abroad on what has been coined city-to-city diplomacy to tackle everything from housing refugees and asylum seekers to dealing with climate change.</p>
<p>Now, city councils are just the latest arena where intense debates over the war and the United States&#8217; support for Israel are playing out. Protesters calling for a cease-fire recently shut down traffic on a major bridge into San Francisco during an international economic summit, and the California Democratic Party recently cancelled some events at its fall convention due to demonstrations.</p>
<p>In some cases, the tension has turned violent. A pro-Palestinian protester was charged with involuntary manslaughter this month after a Jewish man died from head injuries following dueling protests in Southern California. He pleaded not guilty. In Vermont, a man has pleaded not guilty to three counts of attempted murder in the non-fatal shooting of three Palestinian men studying in the United States.</p>
<p>Oakland&#8217;s action comes as Hamas has released some hostages captured in the Oct. 7 attack, while Israel has released some imprisoned Palestinians. Israel has said it would extend the cease-fire by one day for every 10 additional hostages released, but that it remains committed to crushing Hamas’ military capabilities and ending the group&#8217;s 16-year rule over Gaza, which would likely mean expanding the Israeli military&#8217;s ground offensive.</p>
<p>The war started after Hamas broke through Israel’s high-tech “Iron Wall” on Oct. 7 and launched an attack that left more than 1,200 Israelis dead. Hamas also took nearly 240 Israelis hostage.</p>
<p>More than 13,300 Palestinians have been killed since the war began, roughly two-thirds of them women and minors, according to the Hamas-controlled Health Ministry in Gaza.</p>

<p>The number of winter heating aid applications received so far has jumped 130 percent from the same time last year, according to Orange County Department of Social Services Commissioner Darcie Miller.</p>
<p>The Home Energy Assistance Program, or HEAP, is a federal aid program that helps eligible residents heat and cool their homes.</p>
<p>In November—the opening month of the winter season—1,429 people applied, compared to 615 last year.</p>
<p>&#8220;This is a significant increase in our first month of activity,&#8221; Miller told The Epoch Times on Dec.  9. &#8220;People are trying to pay for higher priced groceries, fuel, higher rents, and there are a lot of concerns about the costs for home heating fuel.&#8221;</p>
<p>&#8220;This is a difficult time for our community, and people are looking for help,&#8221; Miller said.</p>
<p>For residents already on government aid programs such as Supplemental Nutrition Assistance and Temporary Assistance, they will get automatic pre-applications to HEAP based on eligibility—and that number has increased too, according to Miller.</p>
<p>Combining both, the total HEAP applications reach above 4,000.</p>
<p>Miller adds that the opening month typically sees the greatest number of applications and that it is still too early to predict the rest of the season.</p>
<p>In a typical year, the department receives between 11,000 and 12,000 HEAP applications;  the federal payout, including benefits to residents and payments to the county for administering the program, stands between seven and eight million, she said.</p>

<p>As the interest in aid programs rises, the volume of inquiry calls also increases.  One of the primary hotlines managed by the department averages 1,400 calls a day, compared to around 800 in the past seasons, Miller said.</p>
<p>Aside from regular benefit inquiries, she also noticed an increase in emergency calls from people who need immediate help to prevent a shutoff.</p>
<p>Currently, the department relies on staff reassignment and overtime to process the increased workload.</p>
<p>“Our community is looking for help, and we are just doing what we can to manage the influx of applications and be as supportive as we can,” Miller said.  &#8220;The challenge, though, is that not everyone will be eligible.&#8221;</p>
<p>HEAP money is granted based on several factors, including income, household size, the primary heating source, and whether there is a household member who is under age 6, over age 60, or disabled.</p>

<p>Qualified heating sources include electricity, gas, oil, coal, propane, wood or wood pellets, kerosene, and corn.</p>
<p>Applicants may take a pre-application survey on the website www.mybenefits.ny.gov to determine eligibility.</p>
<h2>County Fuel Fund</h2>
<p>Those who do not qualify for HEAP can turn to the Orange County Fuel Fund, which has a lower income threshold than the federal program.</p>
<p>For example, for a family of four, the maximum monthly income is $5,485 for HEAP but $6,582 for the county program.</p>
<p>On Dec  1, the county legislature approved an additional $60,000 for the fuel fund, bringing the total up to $100,000.</p>
<p>Miller said of the legislative move, &#8220;It is their acknowledgment that people that are just a bit over eligibility are still going to have a significant need.&#8221;</p>

<p>South San Francisco businesses, some facing threats of Americans with Disabilities Act lawsuits, could get some financial relief to make accessibility or other improvements with a newly established grant program offering payments up to $25,000.</p>
<p>The City Council this week agreed to use $500,000 from its reserves to aid the small business community following a wave of litigation threats made by a Southern California law firm targeting shops and restaurants with facilities like restrooms or seating options that are not ADA compliant.  Legal fees and required changes can cost hundreds of thousands and cause businesses to shutter.</p>
<p>&#8220;I am happy that we are moving somewhat quickly in terms of trying to provide some sort of assistance,&#8221; Mayor Mark Nagales said of the new program.  &#8220;The fact that we&#8217;re still in the middle of COVID and now they&#8217;re getting hit with these lawsuits, I can understand the frustration.&#8221;</p>
<p>More than 15 businesses in the city are facing litigation, and several others were south last year, according to Ernesto Lucero, acting deputy Community Development director, who said the program intends to help at least 20 businesses, to be chosen from a tiered lottery next month.</p>
<p>While priority will be given to those planning ADA compliance upgrades, the grants will be available to all small businesses in the city, some of which could use money for facade upgrades if they are already compliant.  The funds could also be used to pay off construction costs from upgrades made in the last year.</p>
<p>&#8220;There was a feeling we should not exclude people who have perfect ADA facilities, and they&#8217;ve invested the funds to be perfect,&#8221; City Manager Mike Futrell said.</p>
<p>Eligible businesses are those that are in operation, have a business license and employ no more than five employees or a minimum of three employees who make less than $102,000, the county&#8217;s median income.  The city previously administered a similar program that used federal funding, requiring a more arduous application process.</p>
<p>Lucero emphasized the new program will be easier to apply for and be administered quickly, as many businesses need immediate relief.  Businesses that have received lawsuit threats generally have 21 days to respond, either by agreeing to pay thousands in fees to settle through a compliance process or by taking the matter to court.</p>
<p>Councilmember Mark Addiego said he had heard from a business owner who had received a litigation threat despite being ADA compliant but was considering paying the fees simply to avoid litigation.</p>
<p>&#8220;That&#8217;s very disturbing,&#8221; he said.  &#8220;They&#8217;re just throwing those lawsuits out without ever stepping on the property or knowing the exact violation.&#8221;</p>
<p>City Attorney Sky Woodruff said the district attorneys in San Francisco and Los Angeles counties have filed a lawsuit against Potter Handy, the San Diego law firm responsible for the wave of violation notices in the city and throughout the state.</p>
<p>“The wheels of justice grind slowly, as they say, but it may be of help to the community to know that there is a lawsuit that was filed,” he said.  He recommended business owners try to delay their case as the lawsuit could have an outcome in their favor.</p>
<p>Burlingame, San Mateo, San Carlos and Redwood City have been hit with similar waves, among other local cities.  Businesses with parklets have often been targets.</p>
<p>&#8220;We&#8217;re stepping out as leaders here in South San Francisco to do this,&#8221; said Councilmember Eddie Flores, who added he was unaware of any other city in the county offering a similar program.  &#8220;This is not something that other cities have done with their general fund money &#8230; this council is committed to not leaving these businesses behind.&#8221;</p>
<p>Those who apply will need to indicate how the money will be spent.  Once a business is selected, city staff will work with the applicant to determine needs and amount to be granted.  While the program is expected to be oversubscribed, the city manager indicated another round of funding was a possibility.</p>
<p>Online applications will be open April 20 to May 13, and the lottery will be held May 18. Lucero said help with applications, including in Spanish, will be provided at the city&#8217;s economic advancement center.  Go to ssf.net/EAC to apply.</p>

<p>WARM SPRINGS, Ore.  (AP) – Erland Suppah Jr. doesn&#8217;t trust what comes out of his faucet.</p>
<p>Each week, Suppah and his girlfriend haul a half-dozen large jugs of water from a distribution center run by the Confederated Tribes of Warm Springs to their apartment for everything from drinking to cooking to brushing their teeth for their family of five.  It&#8217;s the only way they feel safe after countless boil-water notices and weeks-long shutoffs on a reservation struggling with bursting pipes, failing pressure valves and a geriatric water treatment plant.</p>
<p>&#8220;About the only thing this water is good for is cleaning my floor and flushing down the toilet,&#8221; Suppah said of the tap water in the community 100 miles southeast of Portland.  &#8220;That&#8217;s it.&#8221;</p>
<p>In other, more remote tribal communities across the country, running water and indoor <a class="wpil_keyword_link" href="https://dailysanfranciscobaynews.com/bay-spaces-150-yr-outdated-water-pipe-drawback-nbc-bay-space/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> have never been a reality.</p>
<p>Now, there&#8217;s a glimmer of hope in the form of a massive infrastructure bill signed last month that White House officials say represents the largest single infusion of money into Indian Country.  It includes $3.5 billion for the federal Indian Health Service, which provides health care to more than 2 million Native Americans and Alaska Natives, plus pots of money through other federal agencies for water projects.</p>
<p>Tribal leaders say the funding, while welcome, won&#8217;t make up for decades of neglect from the US government, which has a responsibility to tribes under treaties and other acts to ensure access to clean water.  A list of sanitation deficiencies kept by the Indian Health Service has more than 1,500 projects, including wells, septic systems, water storage tanks and pipelines.  Some projects would address water contamination from uranium or arsenic.</p>
<p>About 3,300 homes in more than 30 rural Alaska communities lack indoor plumbing, according to a 2020 report.  On the Navajo Nation, the largest Native American reservation, about one-third of the 175,000 residents are without running water.</p>
<p>Residents in these places haul water for basic tasks such as washing and cooking, sometimes driving long distances to reach communal water stations.  Instead of indoor bathrooms, many use outhouses or lined pails called “honey buckets” that they drag outside to empty.  Some shower or do laundry at community sites known as “washeterias,” but the equipment can be unreliable and the fees expensive.</p>
<p>“You look at two billionaires competing to fly into outer space, yet we&#8217;re trying to get basic necessities in villages of interior Alaska,” said PJ Simon, a former chairman of an Alaska Native nonprofit corporation called the Tanana Chiefs Conference.</p>
<p>Many more tribal communities have indoor plumbing but woefully inadequate facilities and delivery systems riddled with aging pipes.</p>
<p>The coronavirus pandemic, which disproportionately hit Indian Country, further underscored the stark disparities in access to running water and sewage systems.</p>
<p>In Warm Springs, the water crisis has overlapped with COVID-19.</p>
<p>“During a worldwide pandemic, we&#8217;ve had a boil-water notice.  How are we supposed to wash our hands?  How are we supposed to sanitize our homes to disinfect, to keep our community members safe?  How can we do that … when our water isn&#8217;t even clean?”  said Dorothea Thurby, who oversees the distribution of free water to tribal members and food boxes to those who are quarantined.</p>
<p>A 2019 report by a pair of nonprofit groups, US Water Alliance and Dig Deep, found Native American homes are 19 times more likely than white households to lack full plumbing.  And federal officials note tribal members without indoor toilets or running water are at increased risk of respiratory tract, skin and gastrointestinal infections.</p>
<p>On the Navajo Nation, Eloise Sullivan uses an outhouse and often drives before dawn to beat the crowd at a water-filling station near the Arizona-Utah border to get water for the five people in her household.  They use about 850 gallons a week, she estimated.</p>
<p>Sullivan, 56, doesn&#8217;t mind hauling water, but &#8220;for the younger generation, it&#8217;s like, &#8216;Do we have to do that?'&#8221;</p>
<p>&#8220;It&#8217;s kind of like a big issue for them,&#8221; she said.</p>
<p>She once asked local officials what it would cost to run a water line from the closest source about 2 miles away.  She said she was told $25,000 and never pursued it.</p>
<p>Libby Washburn, special assistant to President Joe Biden on Native American affairs, recently told tribes the infrastructure bill included enough money to complete all the projects on the Indian Health Service list.  The agency said it&#8217;s consulting with tribes and won&#8217;t make allocation decisions before that process is over.</p>
<p>Until now, tribes and outside organizations have worked to address needs with their own funding, donations or federal money, including pandemic relief.</p>
<p>&#8220;If you live without running water, you understand the importance and the connection you have with it, deep down as a person, as a human being,&#8221; said Burrell Jones, who sets up water systems and delivers water around Dilkon, Arizona, with Dig Deep&#8217;s Navajo Water Project.  &#8220;You can&#8217;t exist without water.&#8221;</p>
<p>Andrew Marks recently moved back to Tanana, a community of about 190 people in Alaska&#8217;s interior.  He initially relied on a washteria but found the equipment unreliable.  He now has running water and plumbing where he lives but hauls water for family members who don&#8217;t.</p>
<p>&#8220;I believe if we had more people with water, more people connected to the grid, it would drastically improve their life,&#8221; he said.</p>
<p>In Oregon, tribal officials have handed out about 3 million gallons of water &#8211; almost all of it donated &#8211; from a decommissioned elementary school on the reservation.  A steady stream of residents pick up a combined 600 gallons of water a day from the building.  Former classrooms overflow with 5-gallon containers and cases of bottled water.</p>
<p>“The infrastructure bill brought joy to my heart because now it gives me hope – hope that it&#8217;s going to be repaired,” said Dan Martinez, the tribes&#8217; emergency manager, who expects to receive federal funds to replace underground pipes and address the 40- year-old treatment plant.</p>
<p>“If you came to work one day and someone said, &#8216;Hey, you need to go and find water for a community of 6,000 people.&#8217;  … I mean, where do you start?&#8217;”</p>
<p>The money won&#8217;t provide immediate relief.  Funding to the Indian Health Service is supposed to be distributed over five years.  There is no deadline for its use, and projects will take time to complete once started.  The money won&#8217;t cover operation and maintenance of the systems, a point tribes have criticized.</p>
<p>In Warm Springs, tribal members don&#8217;t pay for their water, and proposals to charge for it are deeply unpopular.  That provides little incentive for tribal members to conserve water and raises questions about how new infrastructure will be maintained.</p>
<p>“There are some Natives who say – and I believe this myself – &#8216;How do you sell something you never owned?  The Creator has given it to us,&#8217;” said Martinez, a tribal member.</p>
<p>Building out infrastructure in remote areas can be onerous, too.  Most roads on the Navajo Nation are unpaved and become muddy and deeply rutted after big storms.</p>
<p>In Alaska, winter temperatures can fall well below zero, and construction seasons are short.  Having enough people in a small community who are trained on the specifics of a water system so they can maintain it also can be a challenge, said Kaitlin Mattos, an assistant professor at Fort Lewis College in Colorado who worked on a 2020 report on water infrastructure in Alaska.</p>
<p>&#8220;Every bit of funding that is allocated is going to help some family, some household, which is wonderful,&#8221; she said.  &#8220;Whether it&#8217;s enough to help every single household, I think, remains to be seen.&#8221;</p>

<p>NORTHSTAR AT TAHOE (CBS SF) &#8211; A California Highway Patrol helicopter equipped with high-tech detection equipment began traversing the skies over the Northstar ski area Thursday morning in hopes of receiving a signal from an avalanche safety beacon who may have picked up missing truckee skier Rory Angelotta.</p>
<p>The Placer County sheriff said Angelotta was a skilled skier and reportedly had avalanche gear with her when he disappeared in a snow storm on Saturday.</p>

<p>So far, four days of searching in difficult weather conditions have found no trace of Angelotta.</p>
<p>Tracks in deep snow in a remote mountain area had raised hopes on Tuesday, but then found they were being pulled by a bear.</p>
<p>The last of a series of violent winter storms finally moved east early Thursday.  As of December 21st, 135 inches &#8211; over 11 feet &#8211; of snow have fallen at Northstar.</p>
<p>According to the sheriff&#8217;s office, friends of Angelotta reported him missing when he failed to show up for Christmas dinner on Saturday night after a day of skiing.  Authorities said his car was found in the resort parking lot and his calls went straight to voicemail.</p>

<p>The sheriff&#8217;s social media accounts announced Tuesday that the Nevada Air National Guard was deploying a pioneering infrared-equipped Blackhawk helicopter to assist searchers in the current extreme weather conditions.</p>
<p>The sheriff&#8217;s office said other resources put in to assist with the search were Tahoe Nordic Search and Rescue, Placer County Search and Rescue, Nevada County Search and Rescue, Butte County Search and Rescue, Bay Area Mountain Rescue, Tahoe Backcountry Ski Patrol and Northstar California Ski Patrol.</p>

<p>The search for the 43-year-old Truckee resident was hampered by harsh weather conditions that dropped more than four feet of fresh snow.  Angelotta was last seen at the Northstar ski resort on Saturday morning.</p>
<p>The investigations have shown that Angelotta&#8217;s ski pass was scanned at the Comstockbahn at around 11.30 a.m.  No other activity has been recorded on his passport since then.</p>

<p>A San Francisco police officer accused of robbing a Rite Aid pharmacy on Concar Drive in San Mateo appeared on video Thursday of his appearance in court on first crime charges and pleaded not guilty, the district attorney said San Mateo County with.</p>

<p>Davin Cole, 56, a sergeant in the San Francisco Police Department and a San Mateo resident, is accused of entering the Rite Aid on November 3 and stealing 11 bottles of Norco worth approximately $ 919.  Cole allegedly went to a pharmacy technician and gave them a slip of paper saying he had a gun and should give him the drugs and not call the police, prosecutors said.  The technician alerted other employees of the robbery, who then called the police.  Cole never pointed or waved a gun, prosecutors said.  When the police arrived, Cole refused to stop and ran.  Officials eventually stopped him after warning he would be stalked, prosecutors said.  Cole had a small, unregistered pistol in his waistband, along with the Norco bottles and the robbery letter, prosecutors said.  Cole said he has been addicted to pain medication for a decade, prosecutors said.</p>
<p>Cole appeared on video for his appearance at a detox center, prosecutors said.  Cole&#8217;s next gig is on February 7th and he remains out of custody on $ 50,000 bail.</p>
