Can businesses stay open the whole time, even inside the green and red areas of the map?
Yes, businesses are generally accessible throughout APEC. Here is a snapshot of the areas with security impacts:

Purpose of the event and security zones
Security zones and protocols are determined by the United States Secret Service. They are in place to ensure the safety of attendees and the public. They might change
Who needs security clearance?
No one needs to get a pre-security clearance–including employees, customers, or owners. Only attendees of the conference need this. No one needs proof of employment or citizenship to enter a public area during APEC. San Francisco remains a Sanctuary City.
Transit impacts
Transit routes and stops will be different during the week of APEC. Paratransit is operating normally at all times during the APEC conference.
Some Muni lines will be rerouted, especially downtown and along the waterfront. This includes changes to stops. Muni will have signs up at the unused stops and the temporary stops, as well as ambassadors available to help. See sfmta.com/apec for more detail about Muni re-routes.
Ferries will also be impacted. BART and Caltrain schedules will be the same.
Parking impacts
There is no street parking inside any Vehicle Exclusion Zone (everywhere inside green areas on the map, including the smaller red areas). In the smaller Controlled Pedestrian Zone (red areas on the map) there is no street parking AND no parking in public garages. There will be limited access to private parking for residents. If there is special need, talk to a law enforcement agent at the scene, who can help an individual who needs help getting access (e.g. for accessibility).

Getting help
The area will be staffed with many law enforcement officials and ambassadors who can help you and your customers access your business. If issues arise, call 3-1-1.

The postal service and similar services will continue.
Scheduling commercial deliveries
Commercial delivery security is the same for all parts of the City where there are security zones.
Commercial vehicles larger than a family van will need to be screened before they can enter a red security zone.
Screening will be at Pier 27 from 8:00 PM on November 14 through 10:00 PM on November 18. Access the Pier 27 screening lot from the Northbound side of the Embarcadero.
- All drivers must have a valid driver’s license. It must be rated for the vehicle they are operating.
- Only items that are to be delivered to the secure area should be contained within the vehicle. Trash trucks should be empty.
- All deliveries should happen between 10:00 PM and 7:00 AM. The last screening at Pier 27 is at 5:00 AM.
- Case-by-case exceptions may be made, as determined by the US Secret Service.
- Once screened, the vehicle will be sealed and must go directly to 5th and Mission for a security checkpoint. If the seal is broken before they arrive, they will have to go back to Pier 27 to be re-checked.
- Once allowed into the exclusion zone, the vehicle will be escorted to the drop-off location(s) by a US Secret Service (USSS) special agent.
- Deliveries must be finished quickly and then leave the exclusion zone.
Trash pick-up
Your trash will still be picked up. There are not any planned service interruptions. You may notice that trucks may arrive earlier or later than the usual service window. For example, if your trash pick-up usually comes at 7pm, it may not arrive until later in the evening.
Businesses in or near the Moscone Center
Dates of of impact
Security fencing will begin to be delivered and set up prior to the security measures taking effect. The street impacts will begin for the area around the Moscone Center on Tuesday, November 14 at 8:00 PM and end on Saturday, November 18. We encourage you to arrange for as many deliveries and other standard services to be done by 8:00 PM on November 14.
The security perimeter will be closed for a security sweep overnight from 8:00 PM on November 14 to 6:00 AM the next morning.

Are any areas off-limits?
Locations where the APEC meetings are taking place will not be accessible to the public, including the conference areas of the Moscone Center.
Personal vehicles
While security is in place from the Secret Service, personal vehicles are generally not allowed in the Vehicle Exclusion Zone (everywhere inside green areas on the map, including the smaller red areas). Employees and customers are encouraged to take public transit.
Individuals with disabilities, and elderly individuals can be helped in or out.
In these cases, vehicles should go to a special loading zone:
- Howard, south side, west of 5th Street
- Harrison, south side, west of Hawthorne
Rideshares
Employees and customers coming and going with a rideshare (Uber, Lyft, etc.) should use a special loading zone:
- Howard, south side, west of 5th Street
- Harrison, south side, west of Hawthorne
Using delivery apps
Delivery app workers, like Doordash, Uber Eats, etc. can ONLY enter the Vehicle Exclusion Zone (everywhere inside green areas on the map, including the smaller red areas) and Controlled Pedestrian Traffic Zone (red on the map) on foot, bicycle, or non-motorized scooter. They cannot drive into the Controlled Pedestrian Traffic Zone.
However, they can drive up to a special loading zone where they can leave their vehicles briefly while picking up or delivering food:
- Howard, south side, west of 5th Street
- Harrison, south side, west of Hawthorne
For most of the area, even in the Controlled Pedestrian Traffic Zone, the area is open and accessible on foot.
To go to and from a business located from Mission St, down to Howard St. between 3rd St. and New Montgomery St:
Go to Jessie Square to have your bag checked before being guided along 3rd Street to cross in front of the SFMOMA. From there you can walk to your destination. You will leave the same way.
To get to and from the Metreon:
Go to Jessie Square to have your bag checked before being guided directly into the Metreon. You will leave the same way.
To get to and from a business located on Folsom Street between Hawthorne and 3rd streets:
Go to the pedestrian access checkpoint on Folsom Street at Hawthorne Street to have your bag checked. You will leave the same way.

Businesses around the Fairmont Hotel
Dates of of impact
Security fencing will begin to be delivered and set up prior to the security measures taking effect. Street impacts around the Fairmont Hotel will begin on Monday, November 13. Most street impacts will remain in place until Saturday evening, November 18.

Can cars get in and out?
While security is in place from the Secret Service, cars are generally not allowed in the Controlled Pedestrian Traffic Zone (red on the map). This includes rideshare and taxis, which should pick up and drop off passengers on Taylor Street at the Huntington Park entrance. Pedestrians who will be entering the fenced Fairmont Security Zone must go through screening in Huntington Park.
Employees and customers are encouraged to take public transit.
Using delivery apps
Delivery app workers, like Doordash, Uber Eats, Instacart, etc. can enter the red security zone on foot, bicycle, or non-motorized scooter. They cannot drive into the Controlled Pedestrian Traffic Zone (red on the map). They will need to leave their car outside the zone and enter on foot.
Employees within the Fairmont Security Zone
Generally, park off-site and walk into the secure zone via Huntington Park. You will need to show an employee ID or some form of verification that you need to enter the area.
If you must drive to work, vehicles will be inspected at one of the vehicle checkpoints. Access to the employee parking garage will be facilitated by USSS special agents or law enforcement personnel.
